PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a) and (b), the following is prohibited on the National Forest System (NFS) lands, roads, and trails in the Mesa Ranger District, Tonto National Forest, described below and shown on the attached map incorporated into this Order as Exhibit A and B (the “Described Area/Roads”):
- Camping. 36 C.F.R. § 261.58(e).
EXEMPTIONS
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2).
- Any Federal, State, or Local Officer, or member of an organized rescue or firefighting resource in the performance of an official duty.
DESCRIBED AREA/ROADS
All NFS lands contained within the following areas.
- Bulldog Canyon OHV Area
- Blue Point (also known as Bush) Staging Area: Starting at the Blue Point Staging Area, then following south on NFS Road (NFSR) 10 for two miles, including 300 feet on each side of the roadway (T.2N., R.7E., Section 1; T.2N., R.8E., Sections 6 & 7), as depicted in Exhibit A.
- Usery Staging Area: Starting at the Usery Staging Area, then following east on Motorized Trail (MT) 3554 for one mile, including 300 feet on each side of the roadway (T.2N., R.7E., Section 22, 23), as depicted in Exhibit A.
- Wolverine Staging Area: Starting at the Wolverine Staging Area, then following north on MT-1356 and NFSR 10 for one mile, including 300 feet on each side of the roadway (T.2N., R.8E., Sections 28, 29, and 33), as depicted in Exhibit A.
- Hackamore Staging Area: Starting at the Hackamore Staging Area, then following north on MT-3512 for one mile, including 300 feet on each side of the roadway (T.2N., R.8E., Sections 26 & 35), as depicted in Exhibit B.
- Dutchman Staging Area: Starting at the Dutchman Staging Area, then following northwest on MT-1356 for one mile, including 300 feet on each side of the roadway (T.2N., R.8E., Section 25, T.2N., R.9E., Sections 30 & 31), as depicted in Exhibit B.
- Willow Staging Area: Starting at the Willow Staging Area, then following northwest on MT-12 for one mile, including 300 feet on each side of the roadway (T.2N., R.9E., Sections 18 & 19), as depicted in Exhibit B.
- NFSR 78 (First Water Road): Starting from the intersection of NFSR 78 and State Route 88, then following approximately 2.5 miles northeast along NFSR 78 to its terminus at First Water Trailhead, including 300 feet on each side of the roadway and any parking lot, pullout, or trail access point along NFSR 78, as depicted in Exhibit B.
- The user made horse trailer parking area located adjacent to State Route 88, mile post 203 (N 33 29 15.9, W-111 28 04.5). The parking lot size is approximately 400 feet by 686 feet (T.2N., R.9E., Section 30), as depicted in Exhibit B.
PURPOSE
The purpose of this Order is to protect the health and safety of National Forest visitors, employees, and cooperators from natural resource damage, abandoned property, camp trash and wastewater dump sites.
IMPLEMENTATION
- This Order shall be in effect from January 12, 2023, at 6:00 a.m. through January 12, 2026, at 6:00 a.m., unless rescinded.
- Maps identifying the Described Area/Roads are attached and made part of this Order as Exhibits A and B. For a digital version of this Order and Exhibits A and B, go to https://www.fs.usda.gov/r03/tonto/alerts.
- Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions.
- A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. §§ 3559, 3571, and 3581.

- This Order supersedes any previous Orders prohibiting the same or similar acts in the same Described Area/Roads.
