Dog Leash Requirements
A. PROHIBITIONS
Pursuant to 36 CFR 261.50(a) and (b), the following acts are prohibited on the area and roads as described in this order, on the Carson Ranger District, Humboldt-Toiyabe National Forest until further notice.
- Possessing a dog(s) not under physical restraint of a leash that is no longer than 6 feet in length or confined in a vehicle. [36 CFR 261.58(s)]
B. EXEMPTIONS
Pursuant to 36 CFR 261.50(e), the following is exempt from this order.
- Persons with a permit specifically authorizing the otherwise prohibited act or omission.
- Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.
- Persons with disabilities that require the use of a certified service dog.
C. AREA DESCRIBED
The following National Forest System Trails for a distance of 1 mile along each trail from the designated Trailhead and including each Trailhead within the boundaries on the Carson Ranger District, Humboldt- Toiyabe National Forest as shown on Exhibit A, Map:
Leventina Canyon Trail
Michael D. Thompson/Hunter Creek Trail Thomas Creek Trail
Whites Creek Trail Jones/White Creek Trail
Galena Creek Regional Park Trail System Mt. Rose Summit Trail
Ballardini Ranch
Additionally including the Belli Front Loop Trail System area from April 30th – November 15th of each year as shown on Exhibit A, Map.
D. PURPOSE
The prohibited acts defined in this order were identified in the Rim to Reno Trail System Project Decision Notice (signed 7/16/2010). Dog leash requirements are needed to help alleviate tension between user groups on the most heavily used sections of the trails and will help to reduce impacts to wildlife from dogs (to include the dated restrictions on the Belli Front Loop Trail System that will protect winter range for mule deer).
E. IMPLEMENTATION
- This Special Order is effective at 11:59 P.M. on, July 1, 2011, and shall remain in effect until rescinded.
Exhibit A, Map and Exhibit B, definitions are attached and incorporated into this ORDER.
Violation of these prohibitions is punishable as a class B misdemeanor, by a fine of not more than $5,000.00 for an individual or $10,000.00 for an organization and/or imprisonment of not more than 6 months [Title 16 USC 551, Title 18 USC 3571(b)(6), Title 18 USC 3 581 (b)(7)].
