Utah Off-highway Vehicle (OHV) Law

Beginning Jan. 1, 2023, Utah will require all OHV operators to complete the free Utah Off-Highway Vehicle Education Course. Operators under the age of 18 shall possess a youth OHV education certificate in order to operate an OHV on public land, road or trail. Operators 18 years of age or older may operate an OHV if they possess an approved adult OHV education certificate. The once-in-a-lifetime course is expected to take less than 30 minutes to complete.

Wyoming ORV Permits

2025 ORV Permits are now available online and person. For information or assistance call the Trails Program 307-335-8229. A Wyoming ORV permit is required for all enrolled roads, routes, and 50” or less trails designated for ORV use.

Recreation Passes 

A Uinta-Wasatch-Cache Pass or an Interagency Pass (National Park Pass) is required to recreate at fee sites along the Mirror Lake Highway.  A recreation pass is required for all vehicles parked at these fee sites.  Passes are available at the Heber-Kamas Ranger District Office, Kamas Food Town, Kamas Chevron, Samak Smoke House and at self-serve fee stations located along the Mirror Lake Highway.

All dates provided in this update are subject to change based on weather, flooding, road conditions, public health, and safety concerns.

 Plan for delays in Logan Canyon (Highway 89) for the summer. Utah Department of Transportation is installing a fiber optic cable alongside Highway 89. This will result in delays, one way traffic, temporary signals, and an uneven road surface. Expect heavy equipment, support vehicles and crew members along the roadside. The project begins May 5 and is expected to continue for 18 months. 

Construction is also ongoing in Blacksmith Fork Canyon (Highway 101). The power line is being buried alongside Highway 101. The project is located East of AJ Peterson Park and will be moving towards Hardware Ranch throughout the summer of 2025. Expect heavy equipment, support vehicles and crew members along the roadside. There will be delays, one way traffic, and temporary signals at times.

Dispersed Camping: Visitors may camp for up to 14 days in any 30-day consecutive period in areas designated for dispersed camping. Dispersed camping along US Highway 89 in Logan Canyon is prohibited. Please see the Logan Ranger District Motor Vehicle Use Map for dispersed camping designations.

Forest roads and gates on the Ogden Ranger District (ORD) close in the fall for road surface protection. 

The Motor Vehicle Use Map (MVUM) shows the earliest date a road will open to motorized travel in the spring and the date a road will close in the fall. Most gates close from November to May/June each year, depending on weather. Please contact Box Elder County Roads Department (435-695-2580), Weber County Roads Department (801-399-8440) and/or Cache County Roads Department (435-755-1560) for gates they may manage. Please refer to UDOT for state seasonal road closures: udottraffic.utah.gov 

**Temporary road closures are in effect for public safety. Citations will be issued to anyone accessing a road, trail, or area beyond the gate.

• Firewood Permits are now available for the Ogden and Logan Ranger Districts. Please see page 6 for more information.
• Willard Peak Road from Grizzly Peak to Inspiration Point is now open.
• Three Mile Pass Road is now fully open.
• The Causey Reservoir project has begun. The dam’s overflow parking lot has reopened. The “No Roadside Parking” closure is still in effect until 12/31/2026. Please see page 7 for more information.
• Port Ramp Marina and Pineview West (Windsurfer) will be closed until 12/31/2026. During this time, there will be active construction with crews working on the area. For public health and safety, please adhere to the closure currently in place. Contact the Ogden Ranger District or see page 6 for further details.

* Please recreate responsibly and do not travel on wet trails and routes. Damage occurring on trails and roads while wet are sometimes not able to be repaired. Knobby tires take needed soil and road base away from trail and road prisms. Help keep trails and roads in good condition for future use. 

*This time of the year many trails are behind closed gates, are under snow or very wet. Adhere to the Wet Trail Closures and do not travel on trails if not open or wet.

Safety:

• Please do not block gates or roadways, emergency vehicles must always have safe access to respond to an emergency. 
• If your trailhead or parking lot is full, always have a backup plan and visit an alternate location for the day. Do not park in a no-parking zone, roadway or lane of travel, even in the back country/ dirt roads. 
• No Fireworks Allowed on National Forest System Lands.

Winter Reminder: *Oversnow travel, road and trail grooming, and gate center bar closings will occur when there is less than 12 inches snow.

Blackhawk Campground Area- closed to all uses until reconstruction is completed. Estimated start date of late Spring 2025 and will resume spring of 2026. Blackhawk Trail system around exterior of the campground is open. 

Calkens Hollow Trail- Closed to all uses.

White Pine Hollow Trail- Closed to all uses.
