The Forest Service operates under a mandate of public service. A significant and valuable part of that service includes engagement and consultation with the public, as we work to understand the public’s needs and interests. We will be working to create opportunities for the public to engage in this effort throughout the process.
Northwest Forest Plan Amendment Process & Engagement Steps

Phase 1: Identify Need to Change
Phase 2: Develop Proposed Amendment
- Consider prior public comment, Tribal consultation, and Federal Advisory Committee recommendations
*CURRENT PHASE - Phase 3: Publish Draft Amendment & Consider Environmental Effects
- Publish Draft Amendment and Draft Environmental Impact Statement (DEIS) for public review. (View DEIS Fact Sheet)
- Receive public comments on draft and DEIS

Phase 4: Publish Amendment
- Publish Draft Record of Decision and Final Environmental Impact Statement
- Objection process
Phase 5: Approve and Implement
- Sign Record of Decision
- Implement monitoring program
