ASOTIN WINTER RANGE CLOSURE

Pursuant to 16 USC§ 551 and 36 C.F.R. § 261.50(a) and (b), the following acts are prohibited in the area described in this Order on the Pomeroy Ranger District within the Umatilla National Forest. This Order is effective March 14, 2024, through February 28, 2026, unless rescinded sooner. 

PROHIBITIONS: 

1.    It is Prohibited to Possess or Use a Vehicle off National Forest System Roads
36 C.F.R. § 261.56.
2.    Using any type of vehicle prohibited by this order on National Forest System Roads
36 C.F.R. § 261.54(a).


This Order prohibits the possession or use of Over-Snow Vehicles (OSV) (defined as "A motor vehicle that is designed for use over snow and that runs on a track or tracks and/or a ski or skis, while in use over snow;" see 36 C.F.R. 212.1) within the described closure area below.
 

CLOSURE AREA DESCRIPTION: 

The Asotin Winter Range Area Closure is the area contained within the boundaries of National Forest System lands starting on the northwest comer of Section 8 of T9N R43E, traveling east along the forest boundary to the northeast comer of Section 12 of T9N R43E, then traveling south along the forest boundary to intersection of the forest boundary and Asotin Creek, then traveling west along South Fork of Asotin Creek to the intersection of the drainage on the north side of Huckleberry Ridge and the South Fork of Asotin Creek, then west along the drainage on the north side of Huckleberry Ridge to the intersection of the Forest Service Road 
(FSR) #44 and the drainage on the north side of Huckleberry Ridge, then traveling on a straight line northwest to the end of FSR #4027 on Hard-To-Get-To Ridge, then traveling on a straight line northwest to the intersection of FSR #41 and FSR #4206, and then traveling north along FSR #4206 to Charlie Creek, then traveling northeast along Charlie Creek to the forest boundary, then traveling east and north along the forest boundary to the beginning at the northwest comer of Section 8 of T9N R43E. See Exhibit A. 
 

EXEMPTIONS: 

Pursuant to Title 36 C.F.R. § 261.S0(e), the following persons are exempt from this Order: 

1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.

2. Any Federal, State, or local official or member of an organized rescue or firefighting force in the performance of an official duty.

3. Persons under a special use authorization that allows the otherwise prohibited activity, and approved contractors and their agents directly engaged in approved work outlined in an operating plan or permit.

These prohibitions are in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A. 
 

VIOLATIONS OF THESE PROHIBITIONS ARE PUNISHABLE BY A FINE OF NOT MORE THAN $5,000 FOR AN INDIVIDUAL OR $10,000 FOR AN ORGANIZATION, OR IMPRISONMENT FOR NOT MORE THAN 6 MONTHS, OR BOTH. 16 USC§ 551; 18 USC§ 3551, 3559, 3571, AND 3581.
