Mill Creek Municipal WatershedPursuant to 36 CFR § 261.50 (a) and (b) the area described below within the Walla Walla Ranger District of the Umatilla National Forest and illustrated on the attached map (Exhibit A) is closed to entry for the protection of public health and safety. This order supersedes Forest Order 06-14- 00-22-21. This Order is effective from the date signed for a period not to exceed 2 years or until rescinded.
PROHIBITION:
It .is prohibited to go into or be upon the area described which is closed for the protection of public health or safety. 36 CFR § 261.53 (e)CLOSURE AREA:
The Special Closure Area is that land bounded by the line beginning at the Intake Cabin on Mill Creek; thence n01iherly along the Intake Trail No. 3211 to the south line of NE1/4 of sec. 10, T.6N., R.38E., W.M.; thence east to the east ¼ corner between Sections 10 and 11 to the north 1/16 corner between Sections 10 and 11; thence east along the south line of the NW1/4, Section 11, T.6N., R.3 8E. W.M., to the southeast corner of said Parcel; thence north along the east line of the NW1/4, Section 11, T.6N., R.38E., W.M., to the junction with Intake Trail No. 3211; thence along the Intake Trail No. 3211 to the section line between Sections 2 and 11; thence easterly along section line between Sections 2 and 11 to the northeast corner of Section 11; thence northerly along the section line between Sections 1 and 2 to the northwest corner of Section 1; thence easterly along the north line of Section 1 to the No1iheast corner of Section 1; all in T.6N., R.38E., W.M.; thence northerly along the west line of Sections 31 and 30, T.7N., R.39E., W.M. to the junction with Intake Trail No. 3211; thence easterly along Intake Trail No. 3211 to the junction with Skyline Road No. 64; thence southerly along the west side of the Skyline Road 64 to the south section line of Section 34, T7N. R.39E., W.M.; thence southerly along the ridge top forming the Mill Creek drainage boundary to the junction of the south line of Section 3, T.6N., R.39E., W.M., and the Skyline Road 64; thence southerly along the west side of Skyline Road No. 64 to the junction with Mill Creek Watershed Boundary Trail; thence southerly along the west side of the Mill Creek Watershed Boundary Trail to its junction with Skyline Road 64 in Section 15, T.6N., R39E., W.M.; thence southwesterly along the west side of the Skyline Road 64 to its junction with Tiger Creek Road 65; thence southwesterly along the northerly side of Tiger Creek Road 65 to the crest of Indian Ridge in the SE1/4 of Section 36, T.6N., R.38E., W.M.; thence northwesterly along the crest of Indian Ridge to a point on the Ridge ¼ mile from the west side of Section 22, T.6N., R.38E., W.M.; thence north to the Mill Creek Road; thence easterly along the south side of the Mill Creek Road to the Junction with the Intake Trail No. 3211, the point of beginning, as shown in Exhibit A.This closure does not include persons traveling on Intake Trail #3211 and Indian Ridge Trail #3221 without use of motorized vehicles.

This closure does not include persons traveling on Intake Trail #3211 and Indian Ridge Trail #3221 without use of motorized vehicles.
EXEMPTIONS: Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this order:
1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation Order), specifically exempting them from this order.
2. Any Federal, State, or local Officer or volunteer in the performance of an official duty.
3. Approved contractors and their agents directly engaged in approved work outlined in an operating plan or permit.
This prohibition is in addition to the general prohibitions in 36 CFR § Part 261, Subpart A.
Violations of this prohibition are punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 U.S.C. § 551; 18 U.S.C. §§ 3551, 3559, 3571, and 3581).
