    SEASONAL USE OF MOTORIZED VEHICLES ON AND OFF NATIONAL FOREST SYSTEM ROADS 
    LOCATION: HORSESHOE PRAIRIE NORDIC AREA 

    Pursuant to 36 CFR Section 261.S0(a) and (b), the following acts are prohibited within the Umatilla National Forest, within the Horseshow Prairie Nordic Closure Area, including the National Forest System Roads described in this Order and depicted on the attached Map (Exhibit A). This Order is effective upon signature and shall be in effect until rescinded or January 1, 2026, whichever is earlier. This Order supersedes Order# 06-14-06-2022-08. 

    PROHIBITIONS: 

    1.    Possessing or using a motorized vehicle off National Forest System Roads within the Horseshoe Prairie Nordic Closure Area between December 1 and March 31. 36 CFR 261.56
    2.    Using any motorized vehicle on National Forest System Roads within the Horseshoe Prairie Nordic Closure Area as listed below between December 1 and March 31.

    HORSESHOE PRAIRIE NORDIC CLOSURE AREA: 
    The Horseshoe Prairie Nordic Closure Area is that area bounded by a line beginning at the intersection of the groomed snowmobile trail and State Highway 204, south of Andies Prairie SnoPark; onward westerly along the snowmobile trail to National Forest System Roads #3100383; onward southerly along #3100383 to #3100380; onward southerly along #3100380 to National Forest System Road 31; onward southerly along #31 to a point lying 220 feet east of the junction of #31 and #3100287; onward northerly along the tree line that lies on the eastern edge of the open rock pit area to the tree line's intersection with trail #3080; onward northerly on #3080 to the North Fork Umatilla Wilderness boundary; onward northerly on the Wilderness boundary to Shamrock Spring; onward easterly on the Wilderness boundary to the North Fork Umatilla River; onward southeasterly along North Fork Umatilla River to State Highway 204 right-of­ way; and from there onward southerly along State Highway 204 to the point of beginning of the Motorized Closure Area boundary description. 
    This order includes all National Forest System Roads and Motorized Trails within the closure area.

EXEMPTIONS: 

Pursuant to 36 CFR Section 261.Sl(e), the following persons are exempt from this order: 

1.    Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.
2.    Any Federal, State, and Local Officer, or member of an organized rescue or fire fighting force, in the performance of an official duty.

These Prohibitions (Public Use Restrictions) are in addition to the General Prohibitions described in 36 CFR 261, Subpart A. 

Violation of these prohibitions is punishable by a fine of not more than $5000.00 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both. 16 USC 551 and 18 USC 3559 and 3571.
