Use of motorized vehicles National Forest System Roads and Trails: Spout Springs Ski Area
USE OF MOTORIZED VEHICLES ON AND OFF NATIONAL FOREST SYSTEM ROADS AND TRAILS
LOCATION: SPOUT SPRINGS SKI AREAPursuant to 36 CFR Section 261.50(a) and (b), the following acts are prohibited within the Umatilla National Forest, within the Spout Springs Year-Round Closure Area, including the National Forest System Roads described in this Order and depicted on the attached Map (Appendix A). This Order is effective upon signature and shall be in effect until rescinded or January 1, 2026, whichever is earlier. This Order supersedes Order# 06-14-06-22-07.
PROHIBITIONS:
1. Possessing or using a motorized vehicle off Forest System roads during the period of December 1 to March 31. 36 CFR 261.56
2. Using any motorized vehicles on Forest System roads, during the period of December 1 to March 31. 36 CFR 261.54(a)
3. Using any motorized vehicles on Forest System trails during the period of December 1 to March 31. 36 CFR 261.55(b)SPOUT SPRINGS CLOSURE AREA:
The areas, roads, and trails closed to motorized use are everything bounded by a line beginning at the junction of State Highway 204 and Balloon Tree Road (Forest Road #3725) in T3N, R38E, Sec 14; onward along #3725 to the junction with Forest Road #3701; onward along #3701 to the junction of #3701 with #3701034 then westerly to #3701020; onward along Forest Road #3701020 to the junction with Forest Road #3701120; onward northwest along Forest Road #3701120 to the junction between section 10 and section 11; then northwest at azimuth 316 degrees for approximately one mile to its intersection with #3700041; onward along #3700041 to its end located at the junction of section 3 and section 4; onward westerly for 0.5 mile to the junction with State Highway 204; onward southeasterly along the northeast side of State Highway 204 to the junction with Forest Road #3701 (excluding the Spout Springs SnoPark), the point of beginning.

EXEMPTIONS:
Pursuant to 36 CFR Section 261.55(e), the following persons are exempt from this order:
1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.
2. Any Federal, State, and Local Officer, or member of an organized rescue or fire fighting force, in the performance of an official duty.
3. Authorized Term Ski Area Permit holder in the operation and management of their business within the permitted area, including their patrons as authorized in their Special Use Permit.
These Prohibitions (Public Use Restrictions) are in addition to the General Prohibitions described in 36 CFR 261, Subpart A.
Violation of these prohibitions is punishable by a fine of not more than $5000 for an individual or $10,000 for an organization, or imprisonment for not more than six (6) months, or both. 16 USC§ 551 and 18 USC§§ 3551, 3559, 3571, and 3581.
