The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for National Forests in North Carolina that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
The proposed action is to treat hemlock conservation areas on the Nantahala and Pisgah National Forests using a combination of biological and chemical treatments. This project adds additional treatment options to the 2005 HWA Project.
The proposed action is for treatments on several stands which previously received two-age regeneration treatments currently in the 8-18 year age class on the Nantahala Ranger District.
This project proposes to slow the southward facing advanced front of gypsy moth populations in southwest Virginia into North Carolina. Treatments would include a one time early summer application of a pheromone disruptor specific to gypsy moth.
Identify and recommend to the US Capitol landscape architect several 60-80 foot tall evergreen trees for the selection of one to be cut and transported to the US Capitol.

Issue a new special use authorization for the Alarka Creek Marina and the Greasy Branch Marina, which are located on National Forest System lands on the Nantahala Ranger District in Swain County, NC, which have been permitted for >40 years.
The proposal is to renew an existing permit to American Telephone and Telegraph for a road easement to provide access to utility lines and equipment both above ground and under ground and a permit for the maintenance of those lines (20 yr. renewal)
The proposed action is to close out/remove some or all of the recreation improvements at 3 sites; Spivey Gap, Elk Falls, and Corner Rock. Cold Springs site would be mainatined by a volunteer association and would be decommisisoned if said mtc ends.

relocation of the Appalachian Trail (AT) in two places near
Beauty Spot Gap on the south side of Unaka Mountain, in Mitchell County, North Carolina. This will provide approximately 1300 feet of new trail.
The proposed action is to reroute two short sections of the Appalachian Trail (0.4 miles and 0.25 miles) near Grassy Gap, approximately 2.9 miles north of Wesser/Nantahala Gorge on the Cheoah Ranger District.
The proposed action is to reroute a section of the Appalachian Trail at Seng Ridge to locate it away from private property and create a more sustainable grade.
Proposal is to add 1 to 2 miles of off-highway vehicle (OHV) trails to the existing Badin Lake OHV Trail Complex.This project could include reopening & rerouting an old OHV trail that was closed in the 1990's.Reroutes of Slab Pile & Dutch John Trail.
The proposed action is to harvest timber, reconstruct existing old roads, construct new system and temporary roads, do precommercial thinning, and improve wildlife habitat through the development of linear wildlife openings and seeded landings.
The proposed action is to cleanup an unauthorized dump site. Materials would be removed to a depth where natural soil conditions exist. Removed materials would be sorted between recyclable and non-recyclable.
NCDOT has requested a 50-foot right-of-way and to make improvements to Bear Paw Church Road, SR 1313. Proposed improvements include very minor changes in centerline and widening.
Installation of buried fiber optic line to Beech Creek Orchard Admin Site, following roads and ROW. Fiber optic will allow for much-needed improvements for communication systems at the site, which will enhance operational efficiency and site safety.
The proposed action is to construct a new conference center for Bent Creek Experimental Forest and to remove the existing building once the new one is built. Access and service routes are also proposed for development.
The proposal is to remove an existing bridge and replace it in a nearby location on the Benton Mackaye Trail in the Santeetlah area, Cheoah Ranger District, Graham County, North Carolina.
The proposed action is to designate tent camping sites near the Bettys Creek Gap area along the Appalachian Trail in the Standing Indian basin on National Forest System lands on the Nantahala Ranger District, Macon County, North Carolina.
The proposal is to conduct prescribed burns on three units on the Nantahala Ranger District, Nantahala National Forest, Jackson County, North Carolina.
The proposed action is to move the Big Spring Shelter from the existing location to an area with 15% grade with designated campsites. Trail relocations will occur both above and below the new shelter location.
The proposed action is to relolocate about one mile of the northern portion of the Black Mountain Crest trail and develop a new trailhead to accomodate users. The existing portion of the trail would be rehabilitated.
The proposed action includes a joint burn with the state of NC and the Bluff Community for fuel reduction. The project includes burning about 125 total acres: ~100 acres of private land and ~25 acres of USFS lands (including 3 ac inholding)
NCDOT has proposed replacing Bridge #3 over the Nantahala River on Hwy 19. Proposal includes construction of a temporary bridge either upstream or downstream of the existing bridge while the new bridge is being constructed.
The proposed action is to conduct shortleaf pine ecosystem restoration treatments, including timber harvest, prescribed burning, wildlife habitat, fisheries habitat, and botanical habitat improvement projects in western Cherokee County, NC.
The proposal includes activities to manage vegetation, improve water quality, reduce non-native invasives, improve native plant species, and conduct prescribed burns.
Conduct watershed improvement treatments to Buck Creek, including removing a small dam and restoring native stream ecosystem function, in the Deep Gap area south of US Highway 64 in Clay County, NC.
The proposed action is to conduct silvicultural treatments, construct and reconstruct roads, and improve watershed conditions in southeastern Clay County, North Carolina.
The Buckwheat Knob Trail Renovation Project will use heavy maintenance and tread work within the existing trail prism to rework a series of fall line trails that have eroded into deep, V-shaped ditches.
The proposal is to conduct silvicultural, wildlife, fisheries, and prescribed fire projects in various compartments and stands on the Nantahala Ranger District, National Forests in North Carolina.
The project seeks to to repair three sites along Bullpen Road (FS 1178) at approximately mile post 2.11, 2.74, 3.40 where storm events from 2019, 2020, and 2021 resulted in fill slope failures and damage to the Forest Service Road.
The proposed action includes trail construction and rerouting of sections of trail on Butter Gap and Long Branch Trails as well as construction of a connector trail between Cove Crk Campground and Daniel Ridge Rd on former system trail.

The Croatan Ranger District is considering approving a new Special Use permit for the Town of Cape Carteret. This Special Use Permit would allow for the entity to construct 1.1 mile of multi-use path along NC 58 and Taylor Notion Road.
The Carolina T&T (CenturyLink) permit is for the operation and maintenance of overhead and buried phone lines crossing various sections of the Croatan National Forest.
The proposed action is timber management, wildlife habitat development/enhancement, control/manage non-native invasive plant species, and designate small patch old growth.

This project was scoped within the Pisgah RD Recreation Project 2018. The current proposal would shift the municipal water intake upstream about 100 ft, install numerous instream water structures, and close the three designated roadside campsites.
This project seeks to improve Catheys Creek watershed - the sole source of water for the City of Brevard. Proposed improvements include stream restoration, stream crossing improvements, road maintenance and non-native invasive plant treatments.
Project to replace the currently failing waste water treatment facility, move thedump station, renovate the bath house, move the host site, move potentially two camp sites, upgrade electrical and other associated tasks within the existing campgrond.
The Forest Service is proposing to establish access points for boaters on the Chattooga Wild and Scenic River within the boundaries of three National Forests (Chattahoochee, Nantahala and Sumter).

The Nantahala Ranger District is proposing to designate and construct, where needed, long-term sustainable trails for paddler access and to also designate the put-in areas on national forest lands on the Nantahala Ranger District, Jackson County, NC.
The proposed action is to restore floodplain and stream habitat by stabilizing the channel with planted native shrubs and trees and using riparian rehabilitation techniques along 0.3 mile stretch of Cheek Creek.
The proposed action is to reauthorize prescribed burning on 21 separate units totaling approximately 6,413 acres in Graham and Swain counties in North Carolina for two burning cycles or up to 10 years.
The Cheoah Ranger District is proposing to conduct prescribed burns on 21 areas totalling 6,413 acres for fuel reduction and to benefit wildlife. The units will be burned at three year intervals over a five year period.
Proposal to relocate and adopt historic portions of approx. 2 miles of trail near China Creek. Lower trail segments are maintenance on existing route, with minor shifts in alignment. Upper reaches of the existing trail will be removed from system.
The proposed action is to a approve a special use permit to allow the Piney Grove AME Zion church to place and maintain a directional sign in a Forest Service owned road right-of-way at the intersection of Highway 101 and Temples Point Road.
Authorize Circle P Farms to manage the height of the vegetation on 0.28 acres of Croatan National Forest land at the end of their private runway for safety.
Expand the fenced and pad area around a water well to comply with State of North Carolina Regulations. City had to drill a new well (moved over 20 feet) to replace a failed casing. State law dictates the protected area around each well at 100 feet.
This project is proposing to conduct understory maintenance burning to reduce hazardous fuels and improve wildlife habitat. The proposal includes prescribed burning on 33 acres of USFS land, enabling NC burn adjacent private lands.
The proposal is to ammend the special use permit with the Coastal Carolina Regional Airport to allow removal of vegetation obstructions in the glide path approack of the runway.
The proposed action is to treat non-native invasive plant species in the Linville Gorge Wilderness using a combination of manual and chemical treatments.

The proposed action is to replace a low water ford vehicular crossing on Cove Creek (NFSR 809) with a bottomless arch culvert or similar improved crossing that would improve aquatic habitat and safety.
The project proposes repairs to Emergency Relief for Federally Owned Roads (ERFO) Sites on NFSR 982 Mortimer Piedmont NC-982-6.61 and NC-982-1.82. We are proposing the re-alignment of both the stream and road.
The proposed action includes a combination of stand improvement, commercial thinning, regeneration, and prescribed burning to reduce the risk and increase resilience to southern pine beetle outbreak.

The proposal is to burn about 2,160 acres in the Dobson Knob area and 1,950 acres in the Lake James area to improve habitat diversity and reduce fuel concentrations.
The proposal is to reposition the existing utility line 34 feet to the west of existing centerline, install 17 new single shaft steel poles, insulators. Old poles and materials will be removed and the corridor will be rehabilitated.

Grant a special use authorization to Duke Energy to upgrade the electrical distribution system to Phase 3 capacity on National Forest System lands adjacent to US Highway 129 in Graham County, NC.
The proposed action is to grant a special use authorization to Duke Energy to make improvements to the power generation and distribution system that crosses National Forest System lands in Macon County, North Carolina.
The proposed action is to work jointly with all owners of Dulaney Bog to conduct prescribed burning treatments to restore fire adapted species on the slopes adjacent to the bog.

Haywood EMC has submitted a proposal to amend their Special Use Permit to allow for the use of herbicides to maintain powerline right-of-ways located on National Forest System lands on the Highlands and Pisgah Ranger Districts, North Carolina.
Issue a special use authorization issued to Haywood Electric Membership Corporation to improve telecommunication service by hanging approximately 8,100 feet of new fiber optic line telecommunication line in the Scaly Mountain area of Macon County, NC
The proposed action is to treat selected hemlocks, including those within designated wilderness areas, to suppress infestation of the non-native insect pest Hemlock Woolly Adelgid. The treatments would primarily be the release of biocontrol agents.
The proposed action is to release planted oak trees at numerous oak demonstration sites on the Nantahala and Pisgah National Forests from competing vegetation using herbicides.
The proposed action includes restoration of up to 3,000 acres of longleaf pine to decrease susceptibility and increase resilience to insects and disease.
Extend/Reroute Home Trail (TR710)from Badin Horse Camp to Helen's Loop Trail for 0.7 mile. Complete heavy maintenance on 1.8 miles, major trail repair on 0.4 mile and road to trail conversion on 1.1 miles of the existing Home Trail.
Provide timber products, improve/maintain forest health, tree growth, wildlife habitat, species and watershed composition. Activities include timber harvest, road management, prescribed burning, and timber/wildlife stand improvement.
This project proposes to salvage trees that pose an increased risk of beetle infestations and/or a threat to public health and safety following Hurricane Florence in recreation areas, along open roads, and in recently thinned stands.
Proposal is to close a road segment that currently crosses private property; construct a parking and turnaround area on FS land; and harden an existing bulldozer-bladed fire line with gravel aggregate and open it to the public as a trail.
The redesign and realignment for the Hwy 24/27 trailhead is necessary due to the widening of Hwy 24/27 by North Carolina Department of Transportation (NCDOT) which will result in impacts to the Hwy 24/27 trailhead and loss of the overflow parking.
The proposed action is to construct a bicycle trail connecting the Jackrabbit Mountain camping area with the Jackrabbit Mountain Mountain Bike Trail System on the Tusquitee Ranger District, Nantahala National Forest, Clay County, North Carolina.
The proposed action is to upgrade damaged sections of the existing mountain bike trail system at the Jackrabbit Mountain recreation and camping area, including realigning short sections of the trail to more sustainable areas.
NCDOT has requested a 50-foot right-of-way and to make improvements to Joe Brown Road. Proposed improvements include very minor changes in centerline and widening, grading, drainage improvement, and paving.
Proposed broadcast prescribed fire within the identified unit boundaries during the dormant season initially and returning every third year. The only ground disturbance necessary will be blading of FSR 6521 and 6522 off of Lassiter Mill Rd.
The proposed action is to close a section of the Rocky Mountain Loop Off-highway vehicle (OHV) trail in the area known as Kodak Rock, for 0.85 miles and stabilize a portion of that trail section to prevent erosion.
Evaluate an application for an easement across National Forest System lands from the Laurel Creek Property Owners Association that would allow them to access their 50 acre inholding in Clay and Cherokee Counties, North Carolina.
The proposed action is to authorize access to a privately owned inholding on the Valley River Mountains rim above Fires Creek which will involve new road construction and use of existing Forest Service roads.
The Southern Region of the Forest Service is proposing to change its limits of stay at shelters and designated dispersed campsites along the Appalachian National Scenic Trail on several forests of the Southern Region.
The proposed action includes relocation of existing trails and addition of access routes to the trail system within the south end of Linville Gorge to increase sustainability of the trail system.
The proposed action is to locate 30-50 1/10 acre plots in chestnut oak stands in Linville Gorge Wilderness to measure amount of living and dead wood in each plot.
The proposal includes the use of prescribed fire in the Linville Gorge Wilderness to restore the natural fire regime, to manage unnatural buildups of fuels, and to restore fire dependent communities and woodlands.
The proposed action is to partner with NFHAP and EBTJV to remove sediment sources along FSR 465 and restore habitat within Little Prong, in Madison County NC as part of a long term restoration plan for the Hicky Fork drainage.
The proposed action is to conduct silvicultural treatments to reestablish shortleaf pine / mixed hardwood vegetation communities on select stands in western Cherokee County, North Carolina, north of Apalachia Lake.
Issue a special use permit to allow vehicular access to a tract of private land in Graham County, NC, that has been used by the same family since the early 1900s.

NCDOT has proposed a 50-foot Right-of-Way and to make improvements to Mill Creek Road, SR 1407, in McDowell County. Proposed improvements include minor realignments and widening, grading, drainage, and paving.
The proposal includes relocations of existing trails and new trail construction which will provide recreation experiences to users of all levels through loop opportunities of varying lengths and difficulties and a sustainable trail system.
The proposed action is to reroute the access road to the Moss Knob Shooting Range on the Nantahala RD, NFsNC, and grade and level the area between the firing lanes and backstop.
Conduct silvicultural treatments on National Forest System lands on the Nantahala Ranger District to meet objectives of the Land and Resources Management Plan for the Nantahala and Pisgah National Forests.
The proposal is to construct a pedestrian bridge over the Davidson River linking Brevard to the Pisgah NF. The City will own and maintain the bridge. Potential activities include clearing, grading, bridge construction and relocation of power-lines.
