SOPA Reports
The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Ouachita National Forest that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
The events would consist of a tour, Saturday April 5, 2014 and a race, Sunday April 6, 2014. Events would begin and end at the Oden High School, in Oden, Arkansas. Estimated numbers for the event would be 575 participants along with 300 spectators.
Implementation of thinning treatments to approximately 810 acres. Proposed treatment areas across the Mena-Oden Ranger District include plantations and natural stands of shortleaf pine.
Hand planting on approximately 30 acres in Polk County; manual release (REL) using chainsaws on approximately 66 acres in Montgomery County; and manual PCT using chainsaws on approximately 306 acres spread throughout Montgomery County and Polk County
Proposed treatment areas across the Mena-Oden Ranger District include plantations and natural stands of shortleaf pine forest type with stand age ranging from 20 to 96 years. These areas were designated as areas of emphasis for increasing resilience
The Mena-Oden Ranger District is proposing manual wildlife stand improvement using chainsaws on approximately 2,530 acres in Scott and Yell County Arkansas.
Re-routing the original location of the permit authorizing construction and maintenance of a driveway off of Road 7180 including removal of associated timber. As well as maintenance and use of Road 7180.
Renewal of permit to operate and maintain existing communication site. Site is less than 1 acre. No new vegetation would be removed. No new construction.
To consent to lease approx 3,077 ac, of federal coal, authorize AVEC to construct & maintain approx 3.6 miles of new electric distribution line through NFS lands, amend the Revised Forest Plan to identify lands that are acceptable for coal leasing.
Proposed changes to Albert Pike Recreation Area management including: Loops A,B,C open seasonally for day use; Decommission Loop D; reroute access road to private cabins; Loop A/B bathhouse open seasonally; Loop C bathhouse closed.
The proposed project consists of midstory reduction which involves chainsaw felling of midstory trees less than 10 inches in diameter at breast height. Prescribed burning would occur multiple times on a 1-3 year interval after the midstory reduction
Proposed restoration of fish passage via removals and/or replacement of existing creek crossings on FSR 26000 and 26410 across Big Hudson Creek; and, FSR 52500, 52750, and 53420 across Cedar Creek.
Amend ArDOT's existing authorizations to apply herbicides for vegetation control (maintenance) of approximately 113 miles of state and federal highway roadsides on National Forest System lands.
Arkansas Stoneworks has requested a contract to remove building stone from an area previously mined for building stone. The area is in S33, T2S R23, adjacent to Bashaw Mountain. Approximate tonnage to be removed is 1800 tons.
replacement of existing copper telephone wire with more modern fiber optic cables in the Buffton phone exchange, at Township 2 North Range 26 West Section 11, and Township 2 North, Range 25 West, and Section 4, 5, and 6 in Yell County
Proposal to prescribe burn approx. 6,487 acres to establish a burn rotation to move toward a fully restored shortleaf pine/bluestem grass ecosystem and better address effects of large scale burns on PETS.
This project is located 2-7 miles northwest of Whitesboro; south of State Highway 1 in LeFlore County and will encompass approximately 2,508 acres for fuel reduction.
Mechanical site preparation, shortleaf pine tree seedling planting, and subsequent crop tree release on approximately 175 acres of an area that was salvage logged.
Chainsaw felling of midstory trees less than 10 inches diameter breast height (dbh)on approximately 295 acres and prescribed burning of the entire 325 acre project area.
Entergy Arkansas, LLC is requesting the authorization of replacing 5,053 feet of electrical powerline along Brady Mountain Road in two locations and remove the existing powerline, currently located offroad and in inaccessible areas.
Repair damages to roadways and water crossings that occurred during heavy rain events to allow transportation across these waterways, decrease sediment input into water and to improve passage of aquatic organisms for spawning and reproduction
The Mena-Oden Ranger District proposes to implement management activities identified in to meet the needs for Brier Creek watershed project area. The intent of these activities is to move the project area toward desired conditions in the Forest Plan.
Reduce the possibility of catastrophic wildfire events that could damage natural resources, disturb recreational use by the public, and impact wildland-urban interface areas present for desired future conditions.
Ecosystem management activities in Browns Creek-Maumelle River and Bringle Creek-Maumelle River management watersheds on the Winona Unit, Jessieville-Winona-Fourche RD, Ouachita National Forest. (Compartments 1419, 1420, 1430, 1431, 1432,1433, 1434).
An application has been submitted for a special use permit authorizing the placement of additional communications equipment at Buck Knob communications site on the Mena Ranger District.
This project proposes to improve aquatic organism passage (AOP), including for the threatened leopard darter, while providing access for National Forest management activities.
-Midstory reduction habitat improvement, on 2,294 acres, by chainsaw felling mid-story trees.

The Caddo-Womble Ranger Disrict is proposing to conduct vegetation management reforetion treatments on 114 acres that have suffered from insect and disease outbreaks.
The Caddo-Womble Ranger District proposes to change road designations of sections of Forest System Road C68 and C79A from level one (closed) to level two (open to highway legal vehicles) in order to provide road access to private that is landlocked.
Caddo Investments LLC is requesting access to private property surrounded by National Forest Lands. The road has been the sole traditional access to this property.
The primary purpose of this salvage action is to quickly address the issues of the susceptibility of the damaged areas to insect and disease infestations, help to maintain the health and vigor of the forest, gain access to the hazardous accumulation
The Mena Oden Ranger district proposes to move the Cedar Creek Project area towards the desired conditions as described in the Revised Forest Plan. The Cedar Creek Project Area includes approximately 7,124 acres 1,418 of which are privately owned.
Timber harvest through 1 and 2 entry thinnings of loblolly pine, shortleaf pine, and mixed pine/oak stands dominated by pine in compt 784 and785 to reduce the risk for insect and disease infestation for the existing and desired future conditions.
Prescribed fire treatment on approximately 650 acres; construct approximately 700 ft of new dozerline; rehab approximately 6,400 ft of existing dozerline.
Improve forest health by thinning under Farm Bill authorization. Damaged, diseased, suppressed, and poorly formed trees would be targeted first for removal.

Choctaw Electric Coop., Inc. requests authorization to upgrade transmission capacity within an existing right of way across National Forest System (NFS) lands on the Ouachita National Forest.
Constructing 0.28 miles of new trail, decommissioning 0.25 miles of an existing trail, and utilizing 0.45 miles of existing old non-system logging roads as trail.
The Forest Service proposes to implement prescribed fire on six burn units totaling approximately 6,450 acres of National Forest System (NFS) lands on the Oklahoma RD in Le Flore County, Oklahoma.
Prescribed burning activities on burn blocks from one to 5,000 acres in size across the 221,800-acre Choctaw and Kiamichi units of the Oklahoma Ranger District.
Implementation of thinning treatments on approx. 119 acres. Proposed treatment areas include stands of shortleaf pine timber and approx. 0.67 miles of temporary road construction.
The Forest Service would like to construct 0.3-mile temporary road to access some timber harvest areas that wasn't originally proposed in the Alamo watershed project.

Construction of a new Administrative Complex near Waldron, AR and a Non-Significant Amendment to the Forest Land and Resource Management Plan assigning acquired lands to Management Area #8, Administrative Sites.
The proposed prescribed burning is part of long-term research goals and objectives of the Crossett Experimental Forest. The project is a timber stand and wildlife habitat improvement project that does not include the use of herbicides.
Investigate the effects of growing season burns on insect populations: Treatment of about two acres within Compartment 3 on the Crossett Experimental Forest with prescribed fire.
Grant a special use permit to the West Ashley County Water System for the purpose of installing rural water delivery facilities to 116 new customers in the area south of Crossett, Arkansas.
The area has suffered from soil loss and trees growing on the flat area. Heavy equipment will be used to fill in and smooth areas and clear vegetation on flatter areas to allow for digging.
Removal of two culverts, a headwall, and excavate stream material to restore stream flow. Install a bottomless culvert at the site of the removed culverts.
Deltic Timber is requesting permit to construct a 826 foot long road to connect with road on private land. The first 100 feet of the road would be 45 feet wide. The remaining would be 30 feet wide.
Extend special use authorization for Entergy Corporation for operation of communitcation facilities at/on the Forest Service Dutch Creek Mountain Tower elctronic site
Proposed actions include the removal of an existing tower and placement of a 70 ft radio tower with a foot print of approximately 10ft x 10ft and guy wires
The Mena/Oden Ranger District proposes to implement management activities to meet the needs for East Chula watershed project area. The intent of these activities is to move the project area toward desired conditions.
To conduct prescribed burning for the purpose of vegetation management and fuels reduction in order to create/move toward a more sustainable ecosystem.
The Caddo-Womble Ranger District proposes to replace damaged culverts from storm events in three locations. These roads intersect with stream crossings that require aquatic organism passage.
Amend special use permit to allow herbicide treatment on approximately 18.35 miles of natural gas pipeline ROW maintenance on the Jessieville-Winona-Fourche RD and approximately 1.18 miles on the Caddo-Womble RD for a period of 30 years.
The Ouachita National Forest proposes to issue a decision authorizing a special use permit renewal for Enable at an existing communications facility at Poteau Mountain Electronic Site.
Conduct erosion control activities within three recreation areas along the Ouachita River; reshaping and hardening access roads, drainage ditches, footpaths and bank slopes; seeding and mulching disturbed soils; planting slopes with native vegetation
Authorizing use and maintenance of a driveway off of Forest Service Road NO5A. Pine and hardwood trees within the road corridor will be removed and marketed as appropriate. This project will provide access to private ownership.
Removal of 12'X20'ft. slab and existing culverts. Culverts will be replaced back into the stream line covered with compacted material and 7 1/2" of concrete.
Removal of two culverts and installation of a bottomless aluminum box culvert at the same site. Reconstruction of approximately 100 feet of the roadway.
Private landowner seeks to gain access to private property across NF. Access would include approximately 600 feet of old woods road and approximately .25 miles of NFS road A51 that is currently closed.
Reforestation treatments are proposed in Compartment 1248, stands 06/19, Compartment 1256, stand 05, and Compartment 257, stand 01. Approximately 110 acres will be mechanically ripped/scarified, planted with pine seedlings and released, as necssary.
Pre-commercial thin, conduct timber stand improvement, chop, rip, site prep burn and plant approximately 363 acres across 7 compartments in Montgomery and Garland counties, Arkansas.
The proposed project consists of prescribed burning of 510 acres for fuels reduction. Prescribed burning would occur multiple times on a 1-3 year interval and could occur anytime throughout the year under an approved burning plan.
Proposal to construct a handicap accessible fishing pier along with two or more handicap accessible parking spaces & approx. 300 feet of accessible sidewalk to access the fishing pier & the restrooms from the proposed parking spaces.
Proposal for prescribed burning treatments on approx. 6,494 acres on Fletcher Burn Block which includes all or part of Compartments 201, 202, 203, 204, 238, 239, 240, & 244.
Project is to conduct commercial thinning activities on thirty (30) immature shortleaf and loblolly pine stands located throughout ten (10) watersheds throughout Montgomery County, AR
This project proposes the use and maintenance of an existing non-system road across National Fores System lands in Section 36, T4N-R30W for access to private property in Scott County, AR.
The Caddo-Womble Ranger District is proposing to grant a speical use road permit to Kingwood Forestry to construct a .3-mile temporary road to access some timber harvest areas. The temporary road is an old existing one used in the past.
The proposal is to replace a low water crossing. The new structure would also be a low water crossing with more flow capacity. The benefits would be an increase in flow capacity and an increase in recreational access.
Fuel reduction prescribed burn of 180 acres near Big Cedar Creek, including an initial dormant season burn followed by growing season burning after the fuel load is reduced.
Restore approx. 105 acres of open fields to native grass and forb species and to plant additional native tree species where non-native tree species are removed.
Thinning of 791 acres in Compartments 475 and 477 for wildlife habitat improvement. Also, in same area: construction of 3 ponds for wildlife water source and maintenance of 4 existing wildlife food plots.
Proposal for ATV/UTV trail to connect private campground to FS Road 218 using the existing electric line right-of-way to eliminate use of AR Hwy. 270 as access. Will cross 1/4 mile of Forest Service land.
The Event will consist of two ultra runs which cover the same specific out-and-back route. The out-and-back route covers approximately thirty-one miles total. The course will utilize Arkansas State Highway 324, and Forest Service Roads 152 and 132.
The Caddo/Womble Ranger District is proposing to conduct prescribed burning treatments on approximately 102 acres. Existing roads would serve as firelines; an additional 0.84 miles(dozer) and .05 miles(hand line) of new constructed fireline proposed.
The Mena Oden Ranger district proposes to move the Gafford Creek Project area towards the desired conditions as described in the Revised Forest Plan. The Gafford Creek Project Area includes approximately 16,606 acres 675 of which are privately owned.
Management activities in the Gap Creek Project area, located in T1S, R23W, S31-36; T2S, R22W, S18; T2S, R23W, S1-23 and 26-35; T2S, R24W, S1, 2, 12 and 24; and T3S, R23W, S4-6, Garland and Montgomery Counties, Arkansas
The Forest Service proposes to authorize Gary Newcomb to use an existing road for access to his property. The road has been previously used but not under permit. The property is surrounded by National Forest land.
The Caddo-Womble Ranger District is proposing to conduct vegetation management reforestation treatments on approximately 52 acres that have suffered from insect and disease outbreaks.
The project areas are located 2-5 miles south of Cedar Lake Recreation Area, and 2-4 miles north of the Robert S Kerr Nature Center, in LeFlore County Oklahoma which include approximately 4,685 acres for fuel reduction burning.
Right-of-way grant for road easement (less than 5 acres) for access to private timberland. Grantee to provide reciprocal road eaements for Forest Service use at other locations of the Forest.
Road easement across national forest by special use permit for private landowner H. L Gray. Lenght of road: approximately 100 feet. Acreage Impact: less than 1 acre
This proposed project consists of 1,278 acres for fuels reduction prescribed burning. Prescribed burning would occur multiple times within a 6-8 yr. period and could occur anytime throughout the year under an approved burnign plan with LeFlore Co.

Commercially thin approximately 72 acres of loblolly pine and approximately 320 acres of shortleaf pine to promote resiliency to insect and disease infestation.
Midstory and overstory reduction using chainsaws for wildlife stand improvement on 971 acres in the Heath Creek and Terrapin Creek areas of the Mena Ranger District.
The proposed project consists of prescribed burning of 455 acres for fuels reduction. Prescribed burning would occur multiple times on a 1-3 year interval and could occur anytime throughout the year under an approved burning plan.
Thinning, consisting of overstory development and midstory removal, on approximately 131 acres on the Fourche Unit of the JWF Ranger District, Ouachita NF.
The proposed project consists of prescribed burning of 1,502 acres for fuel reduction. Prescribed burning would occur multiple times on a 1-3 year interval and could occur anytime throughout the year under an approved burning plan.
This action is proposed to provide a safe place for the trail to cross a stream. We propose to reroute a 200' segment of the trail and decommission an existing section and a bridge that are unsafe due to deterioration.
Overhead powerline installation, 6750 ft by 20 ft; 3 acres of land clearing; power pole installation; incidental timber harvest; utility service for property owner surrounded by National Forest System lands.
The habitat improvement within this proposed project location would include approximately 6,600 acres of chainsaw felling midstory trees. The purpose of this project is to improve the quality of available wildlife habitat for game species.
Proposal to conduct salvage treatments on scattered tornado damaged timber in Compartments 204, 205, 261, and 262 in the Knoppers Ford area south of Booneville, Arkansas.
Construct approx.13.1 miles of hiking & biking trail to be added to the LOViT system. Segment 6: 1/2 mile south of Crystal Springs campground to Rd 98A is approx. 3.1. Segment 7 goes through Bear Mt Roadless Area. A new trailhead will be constructed
Proposal to amend the existing Special Use Permit issued to AGFC to include construction & maintenance of a fishing pier, parking area and sidewalks at Little Pines Rec Area on Lake Hinkle.
Authorizing construction and maintenance of a driveway off of Road 7180 including removal of associated timber. As well as maintenance and use of Road 7180.
Timber harvest through 1 and 2 entry thinnings of loblolly pine, shortleaf pine, and mixed pine/oak stands dominated by pine in compt 783,788,& 789 to reduce the risk for insect and disease infestation for the existing and desired future conditions.
50 acres to be managed by plantation 1st thinning in compartment 1410 stands 23 & 52. This would be a 1st commercial thinning of a shortleaf pine plantation age 27 years. Products removed would be primarily pine pulpwood and some pine sawtimber.
Consist of replacing two existing low water crossings with newly constructed crossings with a box culvert design. Crossings are presently barriers to fish passage and a potential safety hazard due to inadequate culverts and subsequent overtopping.
Approximately 0.4 miles of Forest Service Road 53000, relocated out of the creek bottom and onto the adjacent slope. Existing low water crossing will be removed and large box culvert bridge will be installed upstream in-line with road relocation.

The Caddo-Womble Ranger District proposes to build approximately 0.5 miles of accessible and 1.5 miles of more primitive birding trails in the Mauldin Fields area. A parking area approximately 0.2 acres, and a picnic shelter would also be built.
The Forest Service proposes to amend the existing special use permit issued to McCurtain County Rural Water District #5 in order to add new water line across National Forest System lands to provide service to Three Creeks Reserve.
Install a six inch waterline within FS Road 52680 corridor to provide water from a main to a development west of Highway 259. Digging, trenching and burying would occur within an area 1490 feet long by 15 feet wide.
Compartments 228/229. This is a proposed project as a result of the 10-year entry of project area, which identifies opportunities to begin transition to desired conditions described in the Revised Forest Plan for management areas.
Proposed reduction of midstory vegetation by chainsaw felling on approximately 2,000 acres to move these areas towards the desired condition for Management Area 22.

This proposal consists of removing a concrete dam to provide for connectivity of Mine Creek to the Cossatot River for aquatic organisms. Access to remove the dam with heavy equipment has been granted on the private land that adjoins the dam.
Change the motorized vehicle use designation of some or all roads recently identified as open to highway vehicles only in the area between Broken Bow Lake and Highway 259 to allow OHV use.
The Forest Service proposes to allow the Mount Ida Airport to amend their special use permit to expand their current navigation clear zone through timber harvest on 15 acres of National Forest System lands
This is a proposed project as a result of the 10-year entry of the Mountain Fork Watershed. This project identifies opportunities to begin transition to desired conditions described in the Revised Forest Plan for management areas.
Proposal to conduct salvage treatments on ice storm damaged timber on approx. 150 acres in Compartment 257 stand 7 and C-327 stand 9. After salvage, areas may be ripped, hand planted and released, if necessary.
Proposal to issue to new special use authorizations to New Cingular Wireless/AT&T Mobility, one for Poteau Mtn. Electronic Site and one for White Oak Electronic Site.
The new entrance road would have 10-ft lanes & 2-ft shoulders, follow an existing gravel service road for approx 1.2 miles, then follow new alignment for approx 0.4 miles, and tie into Caddo Road approximately 0.7 miles south of the Shady Lake.
This project is located 5-8 miles south of Summerfield; north of Forest Service roads A17 and 6009, in LeFlore County, Oklahoma and will encompass approximately 2,600 acres for fuel reduction.
These proposed projects consists of 442 acres for fuels reduction prescribed burning. Prescribed burning would occur multiple times in a 6-8 yr. period and could occur anytime throughout the year under an approved burning plan within LeFlore Co.
Construct, maintain, and use a road across National Forest System lands. Road would be approximately 2,300 feet long and 12 feet wide, used for ingress/egress to undeveloped private land.
Amend existing lease to add a generator, propane tank, concrete pads and a fence at the Hodgen Communications Site to provide backup electricity during power outages at the Jim Hamilton Correctional Facility.
Oklahoma Western Telephone Company proposes to place new fiber optic cable along existing aerial and adjacent to existing buried copper cable lines within previously disturbed public rights of way across 19 miles of National Forest System (NFS)lands.
The Forest Service proposes to allow Ouachita Mountain Challenge Association the use of approximately 100 square feet of National Forest System land for an aid station to support an annual 65-mile bike race and tour for a period of five years.
Designate a system of roads and trails for public use of motorized vehicles, and limit motorized vehicles for the most part to those designated roads and trails.
Relocated approx. 3.3 miles of the Ouachita Trail from its current alignment on FSR 76. The relocation would be placed within a 1/4 mile corridor located next to FSR 76 to eliminate safety concerns.
The purpose and need for this proposal is to relocate approximately 1.7 miles of the Ouachita National Recreation Hiking Trail from its current alignment on Forest Service Road 278.
To conduct prescribed burns for the purpose of vegetation management and reduce grounds fuels in order to create/move toward a more sustainable ecosystem.
Pine Telephone requests a permit to install buried telephone and fiber optic cable within an aerial transmission line right-of-way across National Forest System lands on Carter Mountain, McCurtain County, Oklahoma.
Project is to replace the existing culvert (CMP's) structure with a box culvert. Repetitive damage has led to degradation of structure, therefore requiring replacement. New structure will increase fish passage and allow for increased flow.
Ecosystem management activites in Baker, Blue Mountain, and Mitchell management watersheds of Fourche Unit, Jessieville-Winona-Fourche RD, Ouachita National Forest (Compartments 400-403, 411-416)
Salvage due to severe drought, wildfire, tornadoes, windstorms, lightning strikes, insect and disease outbreaks, catastrophic ice storms, etc. for prevention of excess fuels and to support public safety.
Thomas Prag and Jesse Williamson have applied for a permit to use an existing road for access to their property which is surrounded by the National Forest

The purpose of the prescribed burning is to improve stand condition, reduce fuel buildup, and continue long-term research activities in coordination with research. Includes timber stand and wildlife habitat improvement activities with no herbicides.
