The Schedule of Proposed Actions (SOPA) contains a list of proposed actions for Ouachita National Forest that will soon begin or are currently undergoing environmental analysis and documentation. It provides information so that you can become aware of and indicate your interest in specific proposals. We encourage your early and ongoing involvement in any proposals of interest to you.

Ouachita National Forest Projects

The events would consist of a tour, Saturday April 5, 2014 and a race, Sunday April 6, 2014. Events would begin and end at the Oden High School, in Oden, Arkansas. Estimated numbers for the event would be 575 participants along with 300 spectators.

Prescribed burning on 5 units for a total of 1, 956 acres

Implementation of thinning treatments to approximately 810 acres. Proposed treatment areas across the Mena-Oden Ranger District include plantations and natural stands of shortleaf pine.

Hand planting on approximately 30 acres in Polk County; manual release (REL) using chainsaws on approximately 66 acres in Montgomery County; and manual PCT using chainsaws on approximately 306 acres spread throughout Montgomery County and Polk County

The Mena-Oden Ranger District is proposing manual wildlife stand improvement using chainsaws on approximately 2,530 acres in Scott and Yell County Arkansas.

Prescribe burn 1,151 acres of Ouachita National Forest for stand/wildlife habitat improvement and fuels reduction.

Re-routing the original location of the permit authorizing construction and maintenance of a driveway off of Road 7180 including removal of associated timber. As well as maintenance and use of Road 7180.

Relocate approximately 789 feet of National Forest System Road due to collapsed saturated roadbed.

AEP/SWEPCO is requesting a new SUP for the facility and equipment that is currently installed at the Poteau Mtn. Electronic Site.

Radio Communications & Microwave Relay Site. Tower & Communications Shelter(pre-existing from previous use). Pre-existing Rohn 25G 50-foot guyed tower, and 6'x6' Communications Shelter.

Renewal of permit to operate and maintain existing communication site. Site is less than 1 acre. No new vegetation would be removed. No new construction.

Proposal to approve special use authorizations for AR State Police at Poteau Mtn and White Oak Electronic Sites.

Vegetation and soil removal for the purpose of exploration and mining on an existing 80-acre, ten-year quartz preference rights lease.

To consent to lease approx 3,077 ac, of federal coal, authorize AVEC to construct & maintain approx 3.6 miles of new electric distribution line through NFS lands, amend the Revised Forest Plan to identify lands that are acceptable for coal leasing.

Proposed changes to Albert Pike Recreation Area management including: Loops A,B,C open seasonally for day use; Decommission Loop D; reroute access road to private cabins; Loop A/B bathhouse open seasonally; Loop C bathhouse closed.

Allow continued annual livestock grazing within the Alum Fork Grazing Allotment on the Winona unit of the Jessieville Winona Fourche District

Proposal to amend the current special use permit issued to KGB, LLC.

The proposed project consists of midstory reduction which involves chainsaw felling of midstory trees less than 10 inches in diameter at breast height. Prescribed burning would occur multiple times on a 1-3 year interval after the midstory reduction

Proposed restoration of fish passage via removals and/or replacement of existing creek crossings on FSR 26000 and 26410 across Big Hudson Creek; and, FSR 52500, 52750, and 53420 across Cedar Creek.

Amend ArDOT's existing authorizations to apply herbicides for vegetation control (maintenance) of approximately 113 miles of state and federal highway roadsides on National Forest System lands.

Arkansas Stoneworks has requested a contract to remove building stone from an area previously mined for building stone. The area is in S33, T2S R23, adjacent to Bashaw Mountain. Approximate tonnage to be removed is 1800 tons.

Recreation Event - 100 Mile Run Starting and Ending at Lake Sylvia Recreation Area.

Access road across 0.3 miles of national forest

Prescribed burn approximately 8,778 acres with 6.5 miles of associated fireline construction.

Garland Co. needs an easement to access private land north of CO2E.

Proposal to prescribe burn approx. 6,487 acres to establish a burn rotation to move toward a fully restored shortleaf pine/bluestem grass ecosystem and better address effects of large scale burns on PETS.

This project is located 2-7 miles northwest of Whitesboro; south of State Highway 1 in LeFlore County and will encompass approximately 2,508 acres for fuel reduction.

Mechanical site preparation, shortleaf pine tree seedling planting, and subsequent crop tree release on approximately 175 acres of an area that was salvage logged.

Ecosystem management

10-year watershed entry project; timber harvest and connected actions, prescribed burning, wildlife habitat improvement.

Blocker Pit expansion of 3.67 acres for aggregate mining purposes.

Bonnerdale Burn CE

Thinning management activities in the Brady Mountain Project area

Entergy Arkansas, LLC is requesting the authorization of replacing 5,053 feet of electrical powerline along Brady Mountain Road in two locations and remove the existing powerline, currently located offroad and in inaccessible areas.

Permit for an access road for approximately 0.7 miles long and 30-foot wide.

Repair damages to roadways and water crossings that occurred during heavy rain events to allow transportation across these waterways, decrease sediment input into water and to improve passage of aquatic organisms for spawning and reproduction

The Mena-Oden Ranger District proposes to implement management activities identified in to meet the needs for Brier Creek watershed project area. The intent of these activities is to move the project area toward desired conditions in the Forest Plan.

Reduce the possibility of catastrophic wildfire events that could damage natural resources, disturb recreational use by the public, and impact wildland-urban interface areas present for desired future conditions.

Ecosystem management activities in Browns Creek-Maumelle River and Bringle Creek-Maumelle River management watersheds on the Winona Unit, Jessieville-Winona-Fourche RD, Ouachita National Forest. (Compartments 1419, 1420, 1430, 1431, 1432,1433, 1434).

Prescribed Burning on 5605 acres in Garland, Perry, and Saline Counties.

Hazardous Fuel Reduction Burn

Using existing road for access to land surrounded by National Forest.

An application has been submitted for a special use permit authorizing the placement of additional communications equipment at Buck Knob communications site on the Mena Ranger District.

This project proposes to improve aquatic organism passage (AOP), including for the threatened leopard darter, while providing access for National Forest management activities.

Re-align road to slightly straighten bridge approaches; remove and replace low-water crossing.

Management Activities to Benifit Timber, Wildlife, and Fire (Fuels Reduction)

Commercial harvest of timber damaged by a wind storm.

Compartments 1248/1256/1257/1259/1271. Proposed project as a result of 10-year entry for project area. Identifies opportunities to begin transition to desired conditions described in the Revised Forest Plan for management areas.

The Forest Service proposes the following land exchange: Federal Land: Tract 5725: Section 10, T1S-R24W 40 acres, m/l. Part of NWÂĽSEÂĽ Section 10, T1S-R24W, 41.35 acres, m/l. Non-Federal Land: Tract 5724: Section 23, T3S-R29W, 80.00 acres m/l

Blowdown salvage from June 2, 2004 windstorm

The Caddo-Womble Ranger Disrict is proposing to conduct vegetation management reforetion treatments on 114 acres that have suffered from insect and disease outbreaks.

The Caddo-Womble Ranger District proposes to change road designations of sections of Forest System Road C68 and C79A from level one (closed) to level two (open to highway legal vehicles) in order to provide road access to private that is landlocked.

Caddo Investments LLC is requesting access to private property surrounded by National Forest Lands. The road has been the sole traditional access to this property.

Implementation of thinning treatments to approx. 1,984 acres. Proposed treatment areas across Cold Springs/Poteau RD include stands of shortleaf pine.

To control known NNIPS infestations and future occurrences using a combination of manual, mechanical, cultural, and chemical treatment methods.

Prescribed Burning on 5,053 acres in Garland County, Arkansas.

To conduct Rx burns for the purpose of vegetation management and reduce fuels, in order to create/move toward a more sustainable ecosystem.

The primary purpose of this salvage action is to quickly address the issues of the susceptibility of the damaged areas to insect and disease infestations, help to maintain the health and vigor of the forest, gain access to the hazardous accumulation

The Mena Oden Ranger district proposes to move the Cedar Creek Project area towards the desired conditions as described in the Revised Forest Plan. The Cedar Creek Project Area includes approximately 7,124 acres 1,418 of which are privately owned.

Timber harvest through 1 and 2 entry thinnings of loblolly pine, shortleaf pine, and mixed pine/oak stands dominated by pine in compt 784 and785 to reduce the risk for insect and disease infestation for the existing and desired future conditions.

Prescribed Burning on 8,824 acres in Perry, Scott and Yell Counties, Arkansas.

Approximately 3 acres, clearing timber and installing septic leach fields to replace existing sewer treatment plant.

Install new septic system at Cedar Lake Recreation Area

Prescribed fire treatment on approximately 650 acres; construct approximately 700 ft of new dozerline; rehab approximately 6,400 ft of existing dozerline.

Natural gas well pad site and pipeline is proposed near Chalybeate Lake.

Amend existing permit issued to Choctaw Electric Cooperative Inc to add approximately 3,168 ft of new buried electric line within existing ROW to provide service to private landowner.

New communications permit for repeater and antenna

Amend special use permit to allow buried 3-phase electric lines to cross National Forest System (NFS) lands approximately 150 feet in length by 10 feet in width.

Choctaw Electric Coop., Inc. requests authorization to upgrade transmission capacity within an existing right of way across National Forest System (NFS) lands on the Ouachita National Forest.

Installation of fiber optic cable in previously disturbed right-of-way along CR 193 in Leflore County, Oklahoma.

Constructing 0.28 miles of new trail, decommissioning 0.25 miles of an existing trail, and utilizing 0.45 miles of existing old non-system logging roads as trail.

Relocate about 1.5 miles of ATV trail

Installation of fiber optic cable in previously disturbed public rights-of-way along state highway OK-59 in LeFlore County, Oklahoma.

The Forest Service proposes to implement prescribed fire on six burn units totaling approximately 6,450 acres of National Forest System (NFS) lands on the Oklahoma RD in Le Flore County, Oklahoma.

Prescribed burning activities on burn blocks from one to 5,000 acres in size across the 221,800-acre Choctaw and Kiamichi units of the Oklahoma Ranger District.

Convey 40 acre tract with church and improvements under a special use permit for 80 acres of timberland.

Compartments 64, 71, 72, 92-94, 1649-1651, 1660, 1669-71 and 1684-85

Reauthorize expiring permit for a new term for continued operation and maintenance of water booster pumping station.

Implementation of thinning treatments on approx. 119 acres. Proposed treatment areas include stands of shortleaf pine timber and approx. 0.67 miles of temporary road construction.

Mechanical site preparation (384 acres) within the Clear Fork Watershed

The Forest Service would like to construct 0.3-mile temporary road to access some timber harvest areas that wasn't originally proposed in the Alamo watershed project.

Commercial thinning and follow-up timber stand improvement (release) of "good" and "poor" farm forties as part of on-going (75 years) research activity at the Crossett Experimental Forest (SRS-4159).

Commercial harvest of timber damaged by a wind storm.

Fuel reduction prescribed burning on 3,103 acres.

Prescribed burning of Crossett Experimental Forest (SRS 4159) on 320 acres in Compartments 4, 16, 23, 24, 32, 63, 64, 65.

The proposed prescribed burning is part of long-term research goals and objectives of the Crossett Experimental Forest. The project is a timber stand and wildlife habitat improvement project that does not include the use of herbicides.

Prescribed burning of 680 acres of the Crossett Experimental Forest (Southern Research Station SRS-4159

Investigate the effects of growing season burns on insect populations: Treatment of about two acres within Compartment 3 on the Crossett Experimental Forest with prescribed fire.

Grant a special use permit to the West Ashley County Water System for the purpose of installing rural water delivery facilities to 116 new customers in the area south of Crossett, Arkansas.

Promote resiliency to insect and disease infestations through the implementation of commercial thinning harvest on approximately 500 acres

Opening new pits in a current quartz lease

The area has suffered from soil loss and trees growing on the flat area. Heavy equipment will be used to fill in and smooth areas and clear vegetation on flatter areas to allow for digging.

Commercial thinning in 89 acres of loblolly pine plantation.

Removal of two culverts, a headwall, and excavate stream material to restore stream flow. Install a bottomless culvert at the site of the removed culverts.

New special use authorization for facility and equipment already installed at Poteau Mtn. Electronic Site.

Proposal to reauthorize Cumulus Broadcasting's communication site lease.

Development of an environmental education site consisting of a garden of native plants for diversification of insect and other pollinator species

Deltic Timber is requesting permit to construct a 826 foot long road to connect with road on private land. The first 100 feet of the road would be 45 feet wide. The remaining would be 30 feet wide.

Sell the federally owned structures and land located in Booneville, AR.

Districtwide project to treat occurrences of NNIPS.

Fuel reduction prescribed burns on 376 acres.

New easement for driveway for Elmer Crumpton.

Legal access across NF lands to access private lands.

Renew 8 driveway permits and 1 convenience enclosure in LeFlore County

Watershed level management.

Watershed ecosystem managment

Extend special use authorization for Entergy Corporation for operation of communitcation facilities at/on the Forest Service Dutch Creek Mountain Tower elctronic site

Evaluation of prospecting area for mining activity.

To consent to the BLM's renewal of the preferential right lease ES-35436, for a term of 10 years.

To expand the current mine area from approximately 1.65 acres to approximately 3 acres in order to promote safe mining operation

To consent to the renewal of the hardrock quartz mine lease ES-36143 to the current leaseholder for a term of 10 years.

Placement of generator equipment at existing authorized communication site

Proposed actions include the removal of an existing tower and placement of a 70 ft radio tower with a foot print of approximately 10ft x 10ft and guy wires

The trench will be approximately 20 feet in length buried approximately 12 to 18 inched in depth.

The Mena/Oden Ranger District proposes to implement management activities to meet the needs for East Chula watershed project area. The intent of these activities is to move the project area toward desired conditions.

Compartments 264, 265, 266, 267, 268, and 269. Approximately 5,106 acres.

Approximately 5,136 acres in Compartments 1274, 1275, 1288, and 1289.

To conduct prescribed burning for the purpose of vegetation management and fuels reduction in order to create/move toward a more sustainable ecosystem.

Tim Efird has requested a special use permit authorization to use NFS road to access private property

C-279, 280, 281, 282, 283 and 284

The Caddo-Womble Ranger District proposes to replace damaged culverts from storm events in three locations. These roads intersect with stream crossings that require aquatic organism passage.

Amend special use permit to allow herbicide treatment on approximately 18.35 miles of natural gas pipeline ROW maintenance on the Jessieville-Winona-Fourche RD and approximately 1.18 miles on the Caddo-Womble RD for a period of 30 years.

The Ouachita National Forest proposes to issue a decision authorizing a special use permit renewal for Enable at an existing communications facility at Poteau Mountain Electronic Site.

Entergy needs an easement for existing power line poles, and a special use permit to place fiber optic line from High Peak to Mount Ida, AR.

Amendment to Entergy's current special use permit at High Peak.

Add a 50' electric utility ROW to Entergy's existing special use authorization

Install powerline to provide serivce to a private inholding surronded by National Forest System land.

Approximately 0.25 miles powerline construction on National Forest lands to provide additional electricity to USACE facilities.

Relocating approximately 0.7 miles of trail # 6.

Conduct erosion control activities within three recreation areas along the Ouachita River; reshaping and hardening access roads, drainage ditches, footpaths and bank slopes; seeding and mulching disturbed soils; planting slopes with native vegetation

Authorizing use and maintenance of a driveway off of Forest Service Road NO5A. Pine and hardwood trees within the road corridor will be removed and marketed as appropriate. This project will provide access to private ownership.

Expanding the size of two existing gravel pits

Removal of 12'X20'ft. slab and existing culverts. Culverts will be replaced back into the stream line covered with compacted material and 7 1/2" of concrete.

Renew special use permit for existing permitted tower, building and fence.

Removal of two culverts and installation of a bottomless aluminum box culvert at the same site. Reconstruction of approximately 100 feet of the roadway.

Private landowner seeks to gain access to private property across NF. Access would include approximately 600 feet of old woods road and approximately .25 miles of NFS road A51 that is currently closed.

Reforestation activities of salvaged area in Compartments 1246, 253, and 254

Silviculture treatments proposed on approximately 1,561 acres.

Approximately 1,233 acres of PCT and release treatments in 11 compartments.

Pre-commercial thinning Mechanical & Thermal site prep and planting

The Mena-Oden Ranger District is proposing manual PCT using chainsaws on approximately 424 acres.

Mechanical and prescribed burning site preparation, manual release, and pre-commercial thinning operations across the Caddo-Womble District.

Proposal to conduct vegetation management treatments on approximately 1,034 acres in various compartments.

Proposal to conduct multi-purpose prescribed burning treatments on a 3-5 year rotational basis.

Approximately 7,180 acres of WSI treatments in Compartments 237, 238, 239, 240, 241, 277, 316, 317, 318, 319, 320, 321, 322, and 324.

Proposal to conduct approx. 986 acres of midstory reduction treatments in various compartments on the Cold Springs Unit.

The Mena-Oden Ranger District proposes to implement management activities to meet the needs for Rainy Creek Project Area. The intent of these activities is to move the project area toward desired conditions described in the Forest Plan.

This project is located 6-8 miles south of Summerfield, OK along SH 1 and Holson Valley roads in LeFlore County. It includes 8,921 acres of NF land for fuels reduction and wildlife enhancement.

This area is unsuitable for timber production and will be used for wildlife habitat. Prescribed burning would enhance plant growth and encourage the establishment of native populations of plants, birds, and other animals.

Disking 19 soil management units within Red Slough Wildlife Management area.

Activities include removing trees from levees, extension of a levee and installation of pipe/screw gate(s), repairing breach in levee, cleaning debris from existing WC structures to improve management of water levels for migratory birds.

The addition of two new water control structures (consisting of screw gates with 12" steel pipes and wire mesh panels) within Red Slough Wildlife Management Area to facilitate drainage and allow for water level manipulation within Units 30W and 31.

Restoration of acquired lands to native tree species by site preparation with prescribed burning, subsoiling (ripping), hand planting, and vegetation control with chainsaw and herbicide application; also release utilizing chainsaw and/or herbicide

Site preparation burning, hand planting of native shortleaf pine seedlings, and followup release (hardwood reduction by cutting) on 1,014 acres of acquired land that has been harvested (by former owner) of non-native loblolly pine.

Providing a handicapped accessible parking space, a handicapped trail approx. 4 ft. wide with a 5% slope going around the curve and 1-2% slope at the shooting range, installation of new shooting table, installation of barrier free paths to 4 targets.

Reforestation Treatments on 124 acres in Compartment 1266 to include mechanical ripping/scarification and hand planting of pine seedlings. Release treatment with handtools could occur.

Authorizing construction and maintenance of a non-system road to private land surrounded by Forest Service including removal of associated timber.

Relocating road 10110 that is currently located between two ridges. The road crosses over the drain several times and road becomes washed out and unsafe to drive after rain events.

Renewal of BLM Quartz Lease ARES-35118, a hardrock quartz mine for a term of 10 years.

Installation and maintenance of overhead powerlines, clearing and maintenance of associated corridor to be 15 feet on either side of the centerline, as well as guying tract easement in conjunction with line.

Salvage Sale is to address the concern for public safety, insect infestation, hazard trees and reforestation needs for the area recently affected by the Rock Shop Fire. Salvage of 20 acres resulting in the harvest of dead and dying trees.

Ross Explorations, Inc. submitted an APD on Federal Oil and Gas Lease ARES-50476 to the BLM on June 23, 2009. Project activies include a well pad site and a lease road including a pipeline corridor.

Proposal to re-drill existing producing coal bed methane (CBM) gas wells and drill 2 core wells to sample coal veins. The coal core desorption tests are to determine the methane gas content.

Ross Explorations, Inc. is interested in drilling and developing a coal bed methane (CBM) project in the Poteau Mountain area on Fed. Oil & Gas Lease ARES-50476.

The proposed project consists of prescribed burning 2,400 acres for fuels reduction. Prescribed burning would occur multiple times on a 1-3 year interval and could occur anytime throughout the year under an approved burning plan.

Installing a water pipeline across 0.7 miles of National Forest

Permit for an access road for approximately 0.3 miles long and 30-foot wide.

Sale of the Thornburg Work Center located at 2323 Highway 9 South, Perry, Arkansas. The tract is 10.12 acres more or less and located near the community of Thornburg.

Proposal to conduct salvage treatments on scattered fire-killed timber in Compartment 324 on approximately 33 acres.

District-wide Environmental Assessment for handling salvage of downed, dead, damaged, or hazard timber resoures of the Jessieville-Winona-Fourche Ranger District of the Ouachita National Forest; including Crossett Experimental Forest.

EA for management activities within the Seed Orchard including vegetation management, pest control activities, and routine facilities maintenance on the 2,185 acre compound.

To prescribe burn approximately 2,185 acres within the Ouachita Genetic Resource Management Area and the surrounding area.

C-1231, 122, 1223, 1224, 1228 and 1229

The Forest Service proposes to conduct commercial harvest treatments associated with salvage of damaged timber following a storm event on April 13, 2018. Some incidental take of green timber is required to access the down and damaged timber.

Maintenance, repairs, updates, and replacement of existing site facilities and infrastructure. Replacing existing fishing pier and upgrading parking lots and non-historic sidewalks to be ADA compliant. Re-design road for two-way traffic.

Proposal for prescribed burning treatments on approx. 6,121 acres on South White Oak Burn Block which includes all or parts of Compartments 235, 259, 260, 261, 262, and 263.

Short-term (up to 2 years) closure order for all caves and abandoned mines in the Southern Region (2 exceptions)to minimize transmission potential of the fungus that continues to cause white nose syndrome in bats that has affected populations.

The purpose of the action is to close caves and mines to minimize the transmission potential of white nose syndrome and for the protection of associated wildlife species.

Thinning, consisting of overstory development on 622 acres and midstory removal on 121 acres of central interior acidic cliff and talus forest communities. Prescribed burning of approximately 398 acres.

The project would remove a concrete slab crossing approximately 150 feet long and 40 feet wide, including deck and aprons upstream/ downstream. The project will improve aquatic organism passage and reduce sediment entering Alum Fork Saline River.

The Ouachita National Forest proposes to formally designate a system of roads and trails for public use of motorized vehicles, including Off-Highway Vehicles (OHVs), in the area known as Wolf Pen Gap.

To improve aquatic habitat, a drainage structure (e.g., box culvert, cement blocks, bridge) is proposed for Forest Service Road 510 where it crosses Gap Creek within the Wolf Pen Gap Trail Complex.
