The Schedule of Proposed Actions (SOPA) contains a list of proposed actions for National Forests and Grasslands in Texas that will soon begin or are currently undergoing environmental analysis and documentation. It provides information so that you can become aware of and indicate your interest in specific proposals. We encourage your early and ongoing involvement in any proposals of interest to you.

National Forests and Grasslands in Texas Projects

The proposed project will involve the placement of an above ground electric powerline to provide electricity to the Marathon Double H #1 gas well location. The powerline ROW would be 1541 feet in length and 20 feet in width,

Handtool (chainsaw) release of longleaf pine seedling/saplings planted as a result of the 98 blowdown on the Sabine NF,

The NRCS proposes to dig eleven soil pits on the National Forests and Grasslands in Texas for 2010; five on the ANF, five on the SNF, and one on the DCNF.

New authorization for a fiber optic cable placed in the existing right-of-way of State Highway 147

The current permit is under the name Southwestern Bell and will be changed to AT&T at the company's request.

Provide access to and adjacent, landlocked, landowner across closed National Forest System Road 2144. Access ROW will be 2,006 feet by 17 feet for a total of 0.78 acres.

Use and maintenance of closed National Forest System Road 596B by neighboring landowner to access said land. Right-of-way will be 1,430 feet by 20 feet in width (0.66 acre).

The National Forests and Grasslands in Texas would prepare an Adaptive Management Environmental Assessment for Wind Events that may occur in the future.

Proposal to renew an existing road right-of-way special use permit. No construction or ground disturbing activities will occur.

Modification to existing Alta Mesa well pad to add a fourth well. No changes to the existing well pad size are expected.

Forest Service is considering approving a Surface Use Plan of Operations for Alta Mesa Services, Inc. for the USA-Raven #2 well. The USA-Raven #2 will be located on the USA-Raven #1 well pad, thereby minimizing impact to the surrounding resources.

Reissuance of Communication Use Lease and Private Road Special Use Permit

prescribed burning 65,000 to 85,000 acres per year across the district within one to five year fire return intervals.

Proposal to drill the Wyatt Earp #1 well, construct access road, and install associated pipeline in Allotment 31 of the LBJ Grassland.

Aspen Operating Company Amendment SUPO Alvord South Caddo Conglomerate Unit (ASCCU) Unit 41

Proposal to amend the surface use plan of operation and install two utility poles and anchors to supply electric power to the Aspen Operating Company's Alvord South Caddo Conglomerate Unit #802 well site.

The purpose of the project is to transfer a Special Use Permit for an existing road right-of-way to the new owner of the private property.

BP America Production Company has submitted a proposal to drill a gas well on Federal Lease TXNM123558. The project would include well pad, access road and pipeline.

Proposal to issue an SUP to Ball to access his property via National Forest System Roads (NFSR) 528A, 5281, and 5281A.

Re-issue road special use permit that is about to expire.

Reduce Southern Pine Beetle risk through stand density reduction, and restore longleaf and shortleaf pine ecosystem on approximately 18,000 acres on the Angelina National Forest. Located south of State Highway 103 in San Augustine County, Texas

Two oil wells would be drilled on two existing pads. Each of these existing well pad measures 150 feet by 150 feet, affecting 0.52 acre.

Salvage harvest of up to 250 acres of dead and dying trees following the Bear Creek Wildfire on Dave Crockett NF

Proposal to restore longleaf pine to about 230 acres damaged by the Bearing Wildfire. Long-term plans to ensure sucessful establishment of longleaf include brownspot burning and handtool release, as determined by field survey.

Proposal to remove fire killed trees on about 230 acres in Compartment 101.

The project will consist of thinning stands in compartments 10, 14, 16, 17, 18, 19 and 20 to 60 BA, conducting midstory reduction, and prescribed burning to reduce susceptibility to southern pine beetle and improve the quality of habitat for wildlife

Authorize the use of NFSR 169 & 169E in Compartment 48 on the Sabine N.F. Combined, both roads have a length of 6813.84 ft (1.29 mi and 40 ft width.

To improve the health of the young plantations and reduce the risk of southern pine beetle outbreaks in plantation on the Sabine National Forest.

Reissuance of a permit for a new term. The permit covers water pipelines for residintial houses.

Reissue an existing water pipeline authorization and add an additional 7,100 of new water pipeline

Install a new bridge (Bois d' Arc Bridge) on the established Bois d' Arc Horse Trail, approximately 1/3 mile from Bois d' Arc Trailhead/Overnight Area (Units 6 & 10), and reroute a portion of the trail to accommodate the new bridge.

Proposal to construct about 10.5 miles of interior fire breaks in Allotments 6, 10, 19, 20, and 21, part of the Bois d'Arc Unit, to allow smaller prescribe burns. The signed decision only covers fuel break construction.

To provide new road and utility access to a private tract recently acquired by the Boy Scouts of America to serve as the new Camp Strake facility. Project will include: decommissioning Hines Lake Rd., adding 3 phase electric and upgrading NFSR 2099.

Proposal by Braden Exploration, LLC to drill the #1H well, and, if productive, to construct and install the associated pipeline.

Reissuance of a permit which will expire 12/31/14. The water lines provide water to private homes.

Thinning of over stocked stands in the area of Brookland TX in compartments 88, 124, 125, and 126 for a total of 4,159 acres

The purpose of this project is to reduce fire intensity, mitigate smoke management issues, and to help restore a more fire-adapted ecosystem. Mechanical mulching would reduce the amount of small and mid-sized fuels in the treatment area.

Proposal to widen rights-of-way along National Forest System Roads 526 and 526T to allow construction of a power line, providing electricity to a new communication tower.

Proposal to improve wildlife habitat by thinning, prescribed burning, mechanically removing, and native grass planting of a project area of 250 acres.

To improve wildlife habitat quality by increasing the proportion of native, fire adapted grasses and forbs to an extent that reflects a history of frequent fire.

Pine stand thinning, longleaf regeneration, and midstory removal in red-cockaded woodpecker habitat.

Proposal is issue special use permit to C. Currie to access his land via NFSR 596A.

Hand release longleaf pine from competing loblolly pine, shortleaf pine, and hardwood saplings.

Site prep 13 acres and plant with containerized longleaf pine. Release as needed.

Thinning, reforestation, wildlife improvements, NNIPS treatments, in compartment 63 on the Angelina NF

Removal of tornado damaged trees on 216 acres, site prep - mechanical and prescribed burning - planting with shortleaf pine and native grasses - manuel release, subsequent Rx Burn and manuel TSI.

Underplanting longleaf pine containorized seedlings on approximately 127 acres of County Road 32 Wildfire in compartment 84. Overstory is not being salvaged due to sensitive plants and highly erodible soils.

Proposal to clear up to 78 miles of identified fence rights of way and replace existing livestock fence.

The FS proposed to accelerate the transition of degraded lands and streams to properly function and healthy prairies, savannas, and streams across the entire Caddo National Grassland through the use of a variety of management techniques (e.g., fire).

Proposal to restrict the use of firearms, fireworks, and firewood collection in Cagle Rec. Area.

Proposal to remove 400 trees in the Cagle Recreation Area.

The original proposal, which included a Plan amendment to move about 1,400 acres from MA-1 to MA-2 as well as habitat management actions in Compt 43, has been modified to only amend the Forest Plan to allow Cagle Rec. Area to be managed for RCW.

Issuance of Special Use Permit to Campbell Timberland Management, LLC for the use and maintenance of seven existing road right-of-ways (ROW). The existing road ROWs access tracts of private property owned by Campbell.

Proposal to transfer a Special Use Permit to Campbell to access their property via National Forest System Roads 513, 513B, 590D, and 5275.

Proposal to transfer a Special Use Permit to Campbell to access their land via National Forest System Roads 518A and 5057.

Proposal to transfer a Special Use Permit to Campbell to access their property via National Forest System Roads 526 and 526M.

Proposal to transfer a Special Use Permit to Campbell to access their property via National Forest System Road 529.

Proposal to install a new fiber optic line within the right-of-way for FM 149 to improve communications services for Richards, Tx residents.

Federal lease gas well location, access road and pipeline

Project to modify the Surface Use Plan of Operations for the Horton Federal #1H gas well. Modificaiton will increase the size of the pipeline right-of way from the current 15 feet in width to 30 feet in width.

Proposal to amend existing Special Use Permit to add 2 new sewer lines, which would occupy about one acre in Compartment 58.

Proposal to issue special use permit to Clemens-Wilcox to access their land via NFSR 526M and 526M1.

The purpose is to improve wildlife habitat quality by developing appropriate plant composition and structure in the project areas

Create and improve wildlife habitat by restoring and sustaining a functioning longleaf pine community in Compartment 112.

The SHNF proposes to mechanically reduce the density and stature of understory and midstory vegetation of approximately 2,790 acres in compartments 29, 36 south and 37 of the SHNF located in Montgomery County, TX.

Improve wildlife habitat within 290 acres in Compartment 30 by mechanical thinning of mature pine stands, control midstory densities of pine/hardwood and understory woody species, and prescribed burn.

Selection Harvest and Prescribe Burning, RCW habitat improvement

The Sam Houston NF proposed to construct a 12 mile mountain bike trail in Compartment 57. The trail would connect the existing mountain bike trails within Huntsvile State Park which borders C 57 to the south.

Proposal to reduce fuels & potential for SPB outbreaks in Lancaster-Forsythe Area on the Davy Crockett NF. Activities will improve RCW habitat & include thinning, pine release, prescribed burning, midstory treatments, road work & NNIPS control.

Issuance of a Special Use Permit for the use of a closed Forest Service administrative road measuring 4,094 feet long with a width of 30 feet, totaling 2.8 acres.

Proposal is issue special use permit to D. Harrison to access his land via NFSR 526H.

New above ground powerline to provide electricity to a private tract of land surrounded by National Forest System land

The current Special SUe Permit will expire on 12/31/14. A new permit needs to be issued.

Fuels Reduction Burning in Compartments 1,2,3,18,19,20,26,46,47,48,60,62,70,71,72,73,76,78,79,94,95,100,101,104,105,106,110,119,120, and 121

The purpose of this project is to reduce hazardous fuels and restore fire-adapted ecosystems through the intentional application of fire on the landscape. The Dave Crockett NF proposes prescribed burning roughly 260,000 acres with prescribed fire.

Sale of 1.22 acres of National Forest land on the Davy Crockett National Forest. Tract K-59 (from existing Tract K-2). The parcel is involved in an encroachment and consists of a front yard and driveway for a private residence.

Proposal to prescribe burn approximately 69,000 acres to improve RCW habitat.

Proposal to remove storm-damaged timber from about 250 acres in Compartments 12 and 13 to begin the long-term process of improving and restoring RCW habitat.

Proposal to remove storm-damaged timber from about 210 acres in Compartments 32, 33, 34 to help improve RCW habitat, as well as capture the economic value of the damaged timber. Compartments 79 and 80 were not included in the final decision.

Deep East Texas Electric Cooperative has 6 powerline special use permits that have expired and need to be renewed. The project involves only administrative changes. No new facilities or increase in scope or intensity of activities are authorized.

To install a 480 foot long powerline to service a gas well providing ectricity for the natural gas treatment equipment at the well versus the use of a diesel fuel powered generator.

This project involves the issuance of a Special Use Permit to Deep East Texas Electric Cooperative Inc. for a powerline to service the Mississippi #1H gas well. The powerline will be placed in an existing road and pipeline right of way

Reissaunce of a Special Use Permit issued to Deep East Texas Electric Cooperative for approximately 117.56 miles of existing powerline right-of-way on the Sabine National Forest. This is an administrative action only.

Proposal to prescribe burn approximately 2,300 acres in the Denton Creek Watershed. The original proposal included 6,000 acres and has since been downsized.

Special Use Authorization to Devon Energy Corporation to use NFSR 920E in Wise County, TX, Caddo-LBJ National Grasslands, National Forest and Grasslands in Texas.

Proposal to conduct 3D seismic survey on 18 square miles of the Lyndon B. Johnson National Grassland, in Units 23, 29-32, 35-41, 43-50, 53, 66-69, 69B, 70-71, 73-75 and 78 in order to evaluate the underlying hydrocarbon reserves.

Proposal to develop the #1H well in Unit 31 of the LBJ Grasslands.

Approve 2 Surface Use Plan of Operations for Devon Energy Production.

Approve the Surface Use Plan of Operations for Devon's proposed E. Farrington well site in Unit 31 of the LBJ National Grasslands. The proposed wells will require the construction of a well pad, pipeline and lease road.

Reissuance of a permit for a private road to access privte property for a new term

Replace the existing concession building with a slightly larger, more efficient, and accessible building.

Remove about 80 dead or dying trees along roads and in campsites at Double Lake Recreation Area. The trees would be removed by using a commercial timber sale.

Construct about 15 miles of trail, in five sections to extend the Double Lake Trail system to 24 miles. The project has been recently (March 2010) modified to 11 miles of construction, in sixsections, with all perennial stream crossings removed.

reissue a permit for a directional sign that expired 12-31-2011

Eagel Rock aquired existing gas pipelines from Anadarko and MTI. The Forest Service needs to close the Anadarko and MTI permits and issue a permit to Eagle Rock for these existing uses.

Pine first thinning in stands less than approximately 35 years old within Compartments 27,28,29,30,31,32,33,34,47,48,49,50,54,55,56 and 59.

Amend an existing Special Use Permit to add approximately 2.78 miles of new fiber optic line in compartments 87, 95 & 96. The permit will add two new sections of line, both in existing ROW's (FM 945 & Butch Arthur Rd.)

Eastex Telephone Co is proposing to install via horizonal directional drilling 42,800 ft of fiber optics cable within the cleared right of way of FM 2694 & FM 3471, Sabine N.F.

The purpose of the project is to issue an amendment to an existing Eastex Special Use Permit to include the installation, use, and maintenance of an additional fiber optic cable right-of-way.

Issue a permit for a new tenure to Eastex Telephone covering existing telephone lines that cross the forest.

Proposal to add an underground fiber optics line in the FM 2025 Right-of-Way, providing service to the Texas Highway Patrol office located at the old Sam Houston National Forest, Coldspring District work center.

Mechanically cut understory brush and hardwood trees up to 12 inches in dbh in order to achieve an average distance of 20 feet between residual trees.

Proposal to remove 450 hazard trees along NFSR 234, Elmore Drive, and Lake Paula Drive

24 inch natural gas pipeline right-of-way is being proposed on the Sabine NF adjacent to an exisitng piepeline right-of-way.

Enbridge has submitted a Special Use Permit application for a 1094 foot x 30 foot Right-of-Way to install a 12 inch gas pipeline adjacent to State Highway 87 on National Forest System lands

The Caddo-LBJ Grasslands proposes to issue a Temporary Special Use Permit to Enervest Operating LLC (Enervest) to place 6 temporary waterlines along edges of county road right-of-ways (ROW) on the LBJ Grasslands.

Transfer use of existing authorization from one operator to another; reconstruction of exiting FS structure to accommodate an additional power line. No change to right of way length or width..

reissue a Special Use Permit for a new term. Permit will authorize the use and maintenance of existing 25 foot pipeline ROW that crosses approximately 4.85 miles of the SHNF.

Gate and remove FSDR 129A1 from MVUM map, rehab illegal OHV use and marijuana cultivation area, gate section of FSDR 129 and remove public use from MVUM map, rehab this section of road, add/open to public unnumbered rd access to pvt.

Proposal to install pipeline across national forest in existing road rights-of-way to connect 2 oil/gas wells on private land, to an existing gathering line, also on private land.

Proposal for a new special use permit for an electric powerline ROW

Amendment to existing powerline ROW for Fannin County Electric Cooperative within the Caddo National Grasslands

Install fiber optic line within existing utility corridors totaling 59.6 acres and 4.2 acres along roadsides to be designated as utility corridor.

Authorization of a Special use Permit for a 5 foot ROW to install and maintain an underground fiber-optic cable along U.S. Highway 287 from Crockett, Texas to Corrigan, Texas. The cable will affect portions of Compartment 86, 89, 96, and 97.

Special use permit proposal authorizing Nikola Fkajc and Zarko Starcevic the use of 2081 feet of National Forest System Road (NFSR) 505E to access their private property.The proposed special use road right-of-way covers 1.4 acres.

Propose to issue a temporary permit to CGG who has contracted Geokinetics to conduct a 3-D seismic survey in compartments 62, 95, 63, 64, 65, 39, 68, 69, 72, 73, 74, and 85 of the Davy Crockett National Forest in Houston and Trinity county.

Project involves 3 signs; one sign 33 sq.ft and two signs 2 sq.ft. each in Compartments 109 and 110 in Sabine N.F.

Mechanically treat (mulch) understory and midstory in compartments 41, 42, 43 on the Sam Houston National Forest and construct 1.2 miles of permanent dozer line.

Reissue a permit for water standpipe facility and waterline that serves the local community. The permit expires 12/31/2017. No new activity is being authorized.

GM Water Supply Corp has a Special Use Permit for waterlines. The permit expires 12/31/2014 and needs to be reissued for a new term.

Amend existing GM Water Supply (GMWS) permit to include a 42 ft section of water line that services the Red HiIl Lake Rec area. Reissue a GMWS permit for a 201 ft.water line that services the USFS Yellowpine Work Center on the Sabine N.F.

Proposal to issue a special use permit to Garrett to access his property via NFSR 502C.

Special use permit proposal from Billy and Vicki Gauer for a road access on the Davy Crockett National Forest (DCNF). The access road is off of National Forest System Road (NFSR) 518, located in Compartment 23, approximately 6 miles from Ratcliff.

Proposal to prescribe burn areas where fuel height has been mechanically reduced.

Proposal to reduce fuel loads through thinning and prescribe burning, and restore longleaf ecosystems through timber harvest, site preparation, and planting.

Proposal to reduce fuel loads around Groveton through thinning and prescribed burning. Compartments included: 90 & 99.

Renew Special Use Permit to Gulf South for their large gas transmission line across the eastern part of the Sam Houston National Forest.

The proposed project area is within the Moore Plantation Wildlife Management Area (WMA). It consists of Sabine National Forest Administrative Compartments 118 and 119 which consist of approximately 2,796 acres

Houston County Electric Cooperative (HCEC) Proposes to install a 3-phase above ground power line partially within State Highway 94 right-of-way.

Installation of 2,300 feet of new pipeline through an existing right-of-way by Hilcorp Energy Company to connect Well (Foster D.1) to an existing gas gathering pipeline.

Proposal to grant a Special Use Permit to Hogenson to access his property via NFSR 524L.

Proposal to re-issue four special use permits to the Houston County Electric Cooperative authorizing the use of existing power line rights-of-way across the Davy Crockett National Forest located in various locations of Houston and Trinity Counties.

Propsosal to install powerline adjacent to FM 358 in Compartment 75 to provide better electric service to the area.

Proposal to access private land by installing 600 foot by 25 foot road right-of-way through Compartment 110.

Thinning of overstocked stands to improve wildlife habitat, reduce insect infestations and reduce fuel for wildfires.

Proposal is issue special use permit to J. Bunnell to access his land via NFSR 5252.

Issuance of speical use permits for existing powerline right-of-ways to replace expired speical use permits on the Angelina NF.

Proposal to amend existing pipeline permit that will connect the Compartment 95 pipeline to an already existing, gathering pipeline network to transport natural gas to a distribution pipeline.

Proposal to install a pipeline across national forest to connect several oil/gas wells in Compartments 95 and 96 of the Sam Houston NF, to a transport line.

Proposal to develop an oil and/or natural gas well.

Exisiting special use permit needs to be transfered to new property owner with a new term (since the permit expires 12/31/13)

Proposal to provide a Special Use Permit to the Jones-Walker Association to access their property via National Forest System Road 536.

Proposal to remove 500 hazard trees in the Kelly's Pond Recreation Area and National Forest Service Road 271

Proposal to improve habitat for various wildlife species, including the Red-cockaded Woodpecker, through thinning, prescribe burning, midstory removal, control of non-native invasive plants, and planting of native grasses.

Proposal to construct a private driveway to access a private land in holding off of National Forest System Road (NFSR) 248 in compartment 38.

The FS proposed to accelerate the transition of degraded lands and streams to properly function and healthy prairies, savannas, and streams across the entire LBJ National Grassland through the use of a variety of management techniques (e.g., fire).

Install a new bridge (Royal Gorge Bridge) on the established Blue, Orange, & Yellow Trails within the TADRA equestrian trail system (Units 30 & 31) and reroute a portion of those trails to accommodate the new bridge.

Replacement of a bridge on the yellow trail of the TADRA Multi-use Trail System. Rerouting 1.7 miles of trail was added to the proposal in August. The location is on Unit 31 on the LBJ NG in Wise County, Texas.

Propose to remove cedar, create and maintain fuel breaks, and conduct prescribed burning in the LBJ's Unit 31 and 78 in an effort to improve habitat for upland game birds.

53.6 ft right-of-way for a pipeline that will parallel an exisitng road. Pipeline will be bored.

Lacy Operations is seeking approval of Surface Use Plan of Operations for two gas wells to be drilled on federal lease TXNM 121521 and 121520 on the Sabine National Forest in Sabine CO.

Proposal to prescribe burn Allotments 40 and 53 of the Ladonia Unit, followed by planting of blackland prairie seed, using a seed drill pulled behind a farm tractor.

Wildlife habitat improvement through fireline construction and prescribed burning for the Caddo's Ladonia Units 40, 43, 44, 47, 49, 50, 51, 52, and 53.

Proposal to authorize the use National Forest System Road (NFSR) 587A, measuring 2600 feet in length and 30 feet in width off of NFSR 587 to access their private properties within Compartment 63 on the Davy Crockett National Forest (DCNF),

Proposal to reduce hazardous fuels through prescribed burning and thinning and salvage of windstorm affected trees in endangered red-cockaded woodpecker habitat. Project is in Compartment 112,113,114,115,116,118

Proposal to improve habitat for the red-cockaded woodpecker, reduce hazardous fuels and the potential for Southern pine beetle (SPB) outbreaks through thinning, longleaf pine restoration, prescribe burning, and midstory removal.

Use chainsaws to release naturally regenerated pine in areas damaged by 2004 storm.

the purpose of the project is to issue a Special Use Permit for the use of a private road right-of-way to access land locked private property.

Proposal to issue an Special Use Permit to Larsen to access his property via a woods road accessed by National Forest System Road (NFSR) 502.

Approval of Surface use Plan of Operations for proposed gas wells to be drilled on the existing authorized USA Cothrom Unit N 8H well pad. No additional surface disturbance is proposed or authorized. Conditions for the 8H well will apply to all wells

Legacy holds federal mineral lease rights and are developing a well location to extract these federal minerals. The well location will be on private property and a 158 foot section of the pipeline ROW, for the well would be bored under NFS land.

Marathon Oil CO. holds 6 permits for pipelines right-of-ways (ROW). Legacy bought them. Legacy needs to be put under permits for the ROWs. Administrative actions only

Approval of Surface Use Plan of Operations for proposed gas wells to be dilled on the existing, authorized USA Cothrom Unit N 8H well pad. No additional surface disturbance is proposed or authorized. Conditions for the 8H well will apply to all wells

Powerline Special Use Permit Amendment to service power to Linda Burnett

issue two Special Use Permits. One permit to Linda Burnett for the reconstruction and maintenance of a private road right-of-way (ROW). The other permit issued to Jasper%u2013Newton Electric Coop for a powerlne to the Burnett property.

Proposal to renew existing special use permit for use of National Forest System Road to access private property. No construction or ground disturbing activities would occur.

Habitat/vegetation management for the restoration of Red-cockaded Woodpecker.

The NFGT would revise the current list of Management Indicator Species in order to gather better data on the effects of Forest managment on plant and animal species.

Proposal to issue special use permit to MM Jones to use FS Road 505G to access their property.

Marathon Oil is seeking approval of Surface Use Plan of Operations for 2 gas wells to be drilled on Federal Lease TXNM103310 and 103111 on the Sabine National Forest in Shelby Co.
