Permits

• When you are gathering edible material (morels, etc.) for your own consumption.
• When you are camping in a dispersed area.
• When you are at a site that doesn't require a Recreation Enhancement Act Fee.
• When you are building a campfire on National Forest System lands you can collect a reasonable quantity of wood for the campfire without a permit.

• For some recreation activities:
  • At most day use sites such as trailheads, picnic areas and river access sites
  • Reserving a campsite
  • When riding an ATV, OHV or Motorcycle on National Forest System motorized trails
• For collecting fuelwood.
• Special Use Permits are required for commercial and non-commercial use of NFS lands, including:
  • Easements for electrical and utility lines, roads to access private property bound by National Forest lands, oil and gas pipelines, wells or holding tanks, etc.
  • Minerals

Firewood Permits can be obtained, in-person, at one of our offices.

Firewood cutting permits are issued for the National Forest System lands (Federal) only in areas designated for firewood cutting. To obtain a firewood cutting permit to collect on State land, contact the Michigan DNR.

To ensure firewood is cut on Federal Forest System lands, maps are provided with the permit upon purchase. A link to an interactive map is provided below, as well as PDFs, which can be downloaded to any mobile device. These maps are NOT the firewood permit - you must have a valid firewood permit to harvest firewood.

Permit Cost

Firewood is $4 per cord.

• Minimum Purchase:  5 cords for $20.
• Maximum Purchase: 15 cords per year for $60.

One cord of wood is measured as 4 feet wide, by 4 feet high, by 8 feet long, of tightly stacked wood. 

The permit is assigned only to the purchaser. When firewood is harvested or transported, the permit holder must be present with the original permit and a photo ID.

Permits expire annually on December 31, or when the purchased cords have been gathered, whichever comes first.  

Notes

• When applying for a permit, the following information must be provided:
  • full name of applicant,
  • mailing address,
  • Year, Make, Model and color of vehicle and license plate number of the vehicle being used to harvest
• Once permits are signed and issued, they are valid for cutting through the calendar year.
• Firewood gathered on the Huron-Manistee National Forests intended to be moved to the Upper Peninsula, or out of state, must have a Compliance Agreement issued from the Michigan Department of Agriculture.  Costs/fines will be incurred for those violating this regulations.

Where and What Can I Cut:

• Live trees may NOT be cut.
• Cutting and gathering is allowed only in​ areas shown as open to cutting or gathering on the firewood maps.  You will receive this map when you purchase your permit.
• All dead and downed trees may be gathered.
• No cutting or gathering of dead and/or down wood will occur within 200 feet of any lake, pond, stream or river or within 200 feet of any recreation area.
• Standing dead trees may be cut only if they are within 200 feet of a legal public road.​
• On portions of the Manistee National Forest (as shown on firewood cutting maps linked below), cutting and gathering of standing dead trees is authorized only between September 1 and April 30 for protection of the endangered Indiana Bat.
• No harvesting of any dead trees identified as having paint marks or dead trees which have signage attached.
• Remember, live trees may NOT be cut.

Where and What Can I Drive:

• Roads are labeled for use and non-use on the interactive map below, and hard-copies are available at all of our offices.
• Vehicles may not block or restrict use of Forest Roads or gates.
• The use of tractors, skidders, ORVs, or other motorized equipment is prohibited to skid or gather firewood.
• Vehicles may only use roads identified on the MVUM (Motor Vehicle Use Map). Vehicles may not block or restrict use of Forest Roads; vehicles may pull or back off of Forest Roads a maximum of 25 feet or the length of the vehicle, whichever is less. 

Tree Size:

• All firewood products cut under this permit shall not exceed 6 (six) feet in length.
• Stumps will be cut no higher than 14 inches.
• Due to state law, firewood gathered on the Huron-Manistee National Forests can be moved, but not to the UP or out of state without a Compliance Agreement.  Compliance Agreements can be obtained from the Michigan Department of Agriculture.  Costs/fines will be incurred for those violating the regulations.
• A cord is 4 x 4 x 8

Firewood Collection Closure Areas shows Federal land and areas that are currently designated as closed for firewood collection on the Huron-Manistee National Forests.

You can begin making reservations for the permit season (Memorial Day weekend to Labor Day weekend) beginning January 2 at 12:01 a.m.. until the Monday after Labor Day each year.

When calling the call center at Recreation.gov, select option 2 to reach the desk for the watercraft permits.

You can print a copy of the permit to a pdf and keep it on your phone instead of printing a paper version. You will need to have your phone on you during your trip so you can show you have your permit if you are asked.

• You have to print the permit, on paper or as a pdf, for the permit to be considered issued, the confirmation email will not be accepted as proof of a permit.

More Information

Permits are $2.00 per watercraft, per day. There is a $6.00 transaction fee for each reservation made.

A maximum of 4 reserved trip dates with up to 8 watercraft per day, at one time, including one holiday weekend, per person will be allowed.

Permits may be obtained on the same day you plan to take a river trip. Keep in mind, opportunities for obtaining a permit the day of your trip may be limited, particularly for weekends, holidays, or on certain stretches of the Pere Marquette River.

Trip Planning

• Office staff can assist you in answering questions about obtaining a permit, however, permits are only available on-line or by calling Recreation.gov.
• Your permit will be printed on-line and will be available for printing 14 days prior to your trip, until 10:00 a.m. eastern time the day of your trip. You will no longer need to pick a permit up at one of our offices or go through the mail.

Know Before You Go

Some things to know before starting your trip on the Pine and the Pere Marquette Rivers:

• Recreational watercraft hours are 9 a.m. to 6 p.m.
• The river corridor is a mix of private and public lands. Before exiting your watercraft know where you are. Use only public sites for rest stops.
• Remember there are others enjoying the river. Treat other watercraft users, anglers, and land owners respectfully.
• Plan to carry out all you carry in. Equip your watercraft with a mesh bag or other securely fastened container to hold personal effects and litter.
• A Recreation Pass or a day use fee is required at the following river access sites and may be purchased at the site or District Office:
  • Pere Marquette River site page: Claybanks, Green Cottage, Gleason’s Landing, Bowman Bridge, Rainbow Rapids, Upper Branch, Maple Leaf, and Indian Bridge.
  • Pine River site page: Elm Flats, Dobson Bridge, Peterson Bridge, and Low Bridge.
• Camping in the river corridor is only allowed at designated sites. Use the links above, to the river site pages, to find out more about campgrounds along each river.
• The Forest Service has a policy that encourages a four (4) can beverage limit per person for river users.
• Motorized watercraft are
  • only permitted downstream from Indian Bridge on the Pere Marquette.
  • not allowed on the Pine at all.
• Brochures, with maps, are available at river access sites, all District Offices and on-line on the Maps and Publications page of the site.

General Information

A watercraft permit has been required since the late 1970’s early 1980’s on the Pine and Pere Marquette Rivers from mid-May through mid-September. Watercraft permits limit use to ensure protection of the rivers’ outstandingly remarkable values while providing high quality recreation experiences.

Special use permits are required for commercial and non-commercial use of NFS lands. In 2015 the following schedule was implemented. Submit a complete application package to the nearest Forest Service office by:

• January 1 for proposed uses occurring between May 1 and October 31 of that year and,
• June 1 for proposed uses occurring between November 1 and April 31 of that year.

This schedule applies to the following recreation and lands special uses:

• Non-commercial group use. This is an activity that involves 75 or more people, either as participants or spectators, where an entry or participation fee is not charged, and the primary purpose is not the sale of a goods or service. Examples include weddings, family reunions, church services, camping trips, hikes, and music festivals.
• Commercial recreation events, regardless of the number of participants. Examples include dogsled, bicycle, motocross, or triathlon type races, jeep rallies, fishing contests, adventure games, youth treks, and concerts.
• Filming and commercial photography.
• Outfitting and guiding. This includes spotting vehicles, transporting persons, and providing equipment, supplies and services. (Note – the Huron-Manistee National Forests are not accepting applications for new river outfitting and guiding at this time; we do not have any available permits).
• Utility rebuilds. Examples include realignment or reconstruction of existing authorized utilities, substantial line clearing.
• Research permits
• Continued permitted uses of an expiring special use permit.

Please contact your local Forest Service office for an application form. Information required for application includes

• proposed use,
• timeframe,
• a map of the location,
• and reason why the use cannot be accommodated on Non-Federal lands.

Permit holders with recurring uses (permits issued for more than one year) must submit annually-required information to the Forest Service (annual operating plan, insurance, etc.) by the date specified in their permit.

Road use permits (FS 7700) are issued when a landowner needs temporary authorization to make changes to a Forest Service road, or to use a road on Forest Service lands for commercial purposes. Examples might include:

• A logger is commercially harvesting nearby private lands, and needs to use a Forest Service road to move the equipment and logs to the nearest public road.
• A landowner needs to move a large trailer to their private property. The access road is narrow, and the landowner needs to remove three trees and trim some branches in order to get the trailer and setup equipment to their private land. They do not need an authorization for permanent access to the property.

Road use permits are not special use permits – they are issued through the Forest Service engineering department. There is no fee associated with the temporary permit, but a landowner may be charged a bond or be required to repair any damage to the road caused by their use, especially by any heavy equipment.

If a landowner needs to obtain a road use permit, please submit a Road Use Permit Application form. If unsure whether a road use permit or a special use authorization is needed, contact the local permit administrator who can help determine which tool is more appropriate.

A special use authorization may not be required if a landowner’s property can be accessed using an existing NFS road that is identified as open to public use on a Forest’s Motor Vehicle Use Map . To confirm whether authorization is needed or not, a landowner would need to contact the local Forest Service office.

NFS roads that are open to the public usually are not maintained to the same standard as roads that are maintained by State or county road agencies. NFS roads are rarely maintained for “user comfort” because it is not within the FS’s management objective or fiscal ability to do so. That is, NFS roads are often bumpy, dusty and not designed or maintained for residential or passenger vehicle use.

• When a landowner wants to perform maintenance on an existing NFS road that is open to the public, such as grading, snowplowing, or vegetation trimming.
• A landowner needs to use a road that is not shown as open to the public on the Forest’s Motor Vehicle Use Map.
• No road exists to access the landowner’s property and a route across NFS lands needs to be constructed or improved.

The Forest Service typically issues special use permits, not easements, to grant noncommercial road use to access private property.

In most cases, the Federal Land Policy and Management Act (FLPMA) is the statutory authority used to authorize noncommercial road use to private property. Regulations at 36 CFR 251, Subparts B and D govern the process. Forest Service Authorized Officers are to grant “only those access facilities or modes of access that are needed for the reasonable use and enjoyment of the land and that minimizes the impacts on the Federal resources (36 CFR 251.114(a). In some cases, non-motorized modes of access may be determined to provide adequate access.

Special use authorizations for road access usually are granted for a period of 20 years. At the end of that period, a new authorization may be issued if access is still required and existing road use is compliant with permit terms and conditions.

A cost recovery fee may be charged for processing road access applications if Forest Service personnel spend one hour or more to analyze and process an application, and if it is approved, produce a permit (see 36 CFR 251.58). This fee is collected at the time an application is accepted and the Forest Service begins processing it.

If a special use authorization is issued, a cost recovery fee also may be charged if the Forest Service must spend one hour or more monitoring authorized activities, such as road construction or reconstruction. This fee usually is collected at the time a special use authorization is issued.

The amount charged for cost recovery processing and monitoring will depend on the complexity of the project. If processing or monitoring requires less than 50 hours of Forest Service personnel time, under the 2020 fee schedule, the cost recovery fee would be $130 - $1,239. For projects requiring more than 50 hours, the full actual cost to the government may be charged. Payment of cost recovery fees does not guarantee issuance of an authorization.

If a special use authorization is issued, a land use rental fee will be charged for each year of the authorized use on NFS lands (see 36 CFR 251.57 and 36 CFR 251.114(b)). The amount of the rental fee is determined by the total acreage encumbered by the use. The rental fee is adjusted annually following a nationally published inflation rate. For a 20-year authorization, the minimum rental fee could exceed $2,000.

Special use permits are not transferable. However, if a landowner sells their property, a new authorization may be issued to the buyer. The seller and buyer would need to complete a 2700-3a form and submit it to the appropriate Forest Service office along with a copy of the deed for the property being accessed.

Landowners need to demonstrate:

• Lack of access to their property ((36 CFR 251.114 (f)(1)) - that they lack existing rights or routes of access available by deed or under State or common law.
• Proposed access route minimizes adverse impacts to resources (36 CFR 251.114(f)(2));
• Location and method of access is consistent with Congressionally designated areas and Forest Plan (36 CFR 251.114(f)(3));
• All legal recourse to obtain access across non-Federal land has been exhausted or has little chance of success (36 CFR 251.114(f)(4));

Supporting documentation such as the following may be provided to demonstrate the above:

• Deeds and other documents related to the ownership history of the property to be accessed and surrounding lands;
• Maps demonstrating the location or lack of historic access;
• Evidence that legal recourse to obtain access across adjacent lands has been exhausted or has little chance of success; and
• Documentation showing that efforts to purchase or otherwise acquire access rights from neighbors have been unsuccessful.

County records offices, a real estate attorney, or a title insurance company may be able to assist landowners with obtaining needed documentation.

If reasonable access exists or may be obtained using non-federal land, the Forest Service will not issue an authorization for the use of public lands merely to provide a landowner with a less costly or less restrictive access route.

Besides the information described above, if no reasonable alternative to the use of NFS lands exists, the Forest Service will need the following information to process a road access request:

Landowners are encouraged to schedule a pre-application meeting or phone call to go over the specific situation, ensure that the landowner understands the Forest Service process, regulations, policies, and to ask any questions. Applications or questions can be sent to the Lands inbox at SM.FS.hmlands@usda.gov.

• Complete SF 299 application form (link)
• A detailed map (U.S. Geological Survey quadrangle or equivalent) or plat (survey or equivalent) showing the requested use in relation to NFS lands, identification of landowner’s property, scale, map legend, legal description, and a north arrow.
• A description of the proposed method of access.
• A description of the proposed use of the property to which the landowner is seeking access.
• Any construction or maintenance proposed and landowner plans for environmental protection and rehabilitation.
• A copy of the landowner’s property deed.
• Documentation of technical and financial capability to demonstrate that the landowner is capable of constructing, operating, and maintaining the requested road and, if needed decommissioning the road and reclaiming NFS land if use terminates.

Documentation must be complete for the Forest Service to process a request. For example, list any proposed new construction, brush or tree removals, culverts, or materials that need to be brought across NFS lands. Failure to provide information with the initial proposal can cause delays and increase costs.

Landowners are encouraged to schedule a pre-application meeting or phone call to go over the specific situation, ensure that the landowner understands the Forest Service process, regulations, policies, and to ask any questions.

After an application has been accepted and the applicable cost recovery processing fee has been collected, the Forest Service will analyze the potential environmental consequences of the requested use, as required by the National Environmental Policy Act ,(NEPA ). If needed, an operation and maintenance plan may be developed to ensure protection of Forest resources and address road maintenance activities such as tree trimming, grading, surfacing, snow plowing, etc.

Once the NEPA analysis is completed, the Forest Service will make a decision whether to deny the use, issue an authorization for the use as proposed, or issue an authorization for the use with modifications. This process typically take two to six months from receipt of a complete proposal, but it could take longer for projects that are large, complex, have the potential to impact special environmental resources, or when necessary plant, animal, or cultural resources surveys need to take place in a specific season.

Only after an authorization has been issued and signed by all parties, may access (including any authorized construction or maintenance activities) proceed. The special use authorization states what use of NFS lands is granted. It does not imply permission, so if a holder wishes to make changes to the road that are not covered by the authorization or operating plan (e.g. widen, surface, install ditches/ gates, remove trees, etc.), the holder will need to obtain authorization from the Forest Service.

The authorized access route will be periodically inspected by Forest Service personnel to ensure use is consistent with the terms and conditions of the authorization and operating plan. If any deficiencies are observed, the holder will be contacted to make needed corrections.

Special use permits are required for commercial and non-commercial use of NFS lands. Submit a complete application package to the nearest Forest Service office by:
