The Superior National Forest invites the public to review and comment on a Programmatic Agreement (PA) which can reduce project delays that impact recreation and public access. The PA is between the Superior National, national and state agencies and local Tribes.
The 2015 PA for Section 106 Compliance, governs the protection of historic, archaeological and tribal cultural properties. It streamlines National Historic Preservation Act review and consultation, saving significant staff time and costs while ensuring regulatory compliance. Superior NF has used this PA for Section 106 compliance since 2005 with positive results.
The public comment period ensures that community concerns and questions about the PA can be addressed when it’s renewed. The draft is posted on the Superior National Forest’s website at Superior NF Cultural Heritage webpage for public review for 30 days from April 28 to May 28, 2025. Comments and questions should be sent to the Superior National Forest Archaeologist, Lee Johnson, a direct link is available on the website page to SM.FS.Superior_NF@usda.gov or submit in writing to: Superior National Forest, Attn: Lee Johnson, 8901 Grand Avenue Place, Duluth, MN 55808.
Comments will be collected and reviewed by forest staff and the updated PA will be shared with local Tribes, the Minnesota State Historic Preservation Office, and the Advisory Council on Historic Preservation. Following a review by all parties, the new PA will be ratified to replace the 2015 agreement and made available on the Superior website.
