Acquisition Management

Welcome to our Rocky Mountain Regional Office Acquisition Management internet site. Our staff provides policy, oversight and operational support in the areas of Acquisition, Property Management, and Grants and Agreements. The Rocky Mountain Region manages resources and activities across more than 22 million acres of forest and grassland in Colorado, Kansas, Nebraska, South Dakota, and Wyoming.

Procurements by the Forest Service are guided by the Federal Acquisition Regulation as modified by various Department of Agriculture and Forest Service policies. These rules and regulations may differ from Uniform Commercial Code. USDA Forest Service procurements are generally set aside for small business and may be subject to specific preference requirements.

Getting ready to do business with the Forest Service

Obtain a Unique Entity ID (UEI)

If you want to apply for federal awards as a prime awardee, you need a registration.

A registration allows you to bid on government contracts and apply for federal assistance. As part of registration, we will assign you a Unique Entity ID.

SAM.gov is an official website of the United States government. SAM.gov is FREE to use. There is no charge to get a Unique Entity ID, register your entity, and maintain your entity registration at SAM.gov.

To request a UEI number, register online at www.sam.gov.

Please note you must renew your registration annually to keep an active account.

Once your registered and active, you will be able search for contract opportunities at https://sam.gov/content/opportunities

Other Vendor Resources

There are many websites and resources to assist businesses in understanding doing business with the Federal government. There are many unique aspects such as the Federal Acquisition Regulations that govern how the Federal government issues solicitations for work and writes the contracts that result from the solicitations. The resources that can help in understanding doing business with the Federal government include:

  • Procurement Technical Assistance Center (PTAC) – Located in every state PTAC’s assist businesses in understanding how to prepare bids and proposals on Federal government contracts. To locate the appropriate state PTAC go www.aptac-us.org/new/ and under “Government Contracting Assistance” use the link to “Find a PTAC.”
  • Small Business Development Centers (SBDC) – Organized in association with the Small Business Administration, the SBDC’s provide general assistance on business structure, and how to obtain business loans and surety bonding. Some assistance is provided regarding Federal government contracting too.
  • Small Business Administration (SBA) – The SBA is the Federal Agency tasked with assisting small businesses to be successful. SBA’s general website is available at www.sba.gov. There is also an SBA website that deals specifically with Doing Business with the Federal Government found at www.sba.gov/category/navigation-structure/contracting/contracting-opportunities.
