INYO NATIONAL FOREST 

PACK FIRE AREA CLOSURE 

Pursuant to 16 U.S.C § 551 and 36 C.F.R. § 261.50(a), and to provide for public safety, the following act is prohibited within the Inyo National Forest. This Order is effective from November 16, 2025 through February 28, 2026. 

1.   Entering or being on National Forest System lands within the Pack Fire Closure Area, which is the area within the boundary described below and shown on the attached map, inclusive of the roads and trails described:

  1. Beginning at the junction of the Inyo Forest boundary and Forest Road 4S47 Tobacco Flat Road and heading westerly to the junction of Forest Road 4S48 in Sections 18 and 13, T4S, R29E.
  2. Heading southeasterly along Forest Road 4S48 to the junction of the John MuirWilderness boundary just west of McGee Mountain in Sections 13, 24, 19, and 30, T4S, R29E.
  3. Following the John Muir Wilderness boundary southerly past McGee Mountain, then toward Buzztail Spring, then easterly to the junction of Forest Trail 29E42 in Hilton Creek drainage in Sections 30, and 31, 32 33, and 34 T4S, R29E; and Sections 5, 4, 4, 3 and 2 T5S, R29E.
  4. From the junction of the John Muir Wilderness boundary northerly along Forest Trail2942E in Hilton Creek to the junction of Forest Road 4S14, then northeasterly to the forest boundary in Section 34, T4S, R29E.
  5. West along the Forest boundary to the end of Forest Road 4S137A at the junction ofSections 27, 28, 33 and 34, T4S, R29E.
  6. North along the Forest boundary to the junction of Sections 21, 22, 27 and 28, T4S, R29E.
  7. West along the Forest boundary to the junction of Sections 20, 21, 28 and 29, T4S, R29E.
  8. North along the Forest boundary to the junction of Sections 16, 17, 20 and 21, T4S, R29E.
  9. West along the Forest boundary to the junction of Sections 17, 18, 19 and 20, T4S, R29E.
  10. North along the Forest boundary to the junction of Forest Road 4S47 Tobacco Flat Road stated in a) above. 36 C.F.R. § 262.52(e). 

Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order: 

  1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.
  2. Any Federal, State, or local officer, or member of an organized rescue or fire-fighting force in the performance of an official duty.

This prohibition is in addition to the general prohibitions contained in 36 C.F.R. Part 261, Subpart A. A violation of this prohibition is punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than six months, or both. 16 U.S.C. § 551 and 18 U.S.C. §§ 3559, 3571, and 3581.
