The Schedule of Proposed Actions (SOPA) contains a list of proposed actions for Mendocino National Forest that will soon begin or are currently undergoing environmental analysis and documentation. It provides information so that you can become aware of and indicate your interest in specific proposals. We encourage your early and ongoing involvement in any proposals of interest to you.

Mendocino National Forest Projects

Issue a 5-year special use permit for three Enduro events to be held every year for five years. An Enduro is a one day organized motorcycle event.

Replace several permits with a single permit to cover occupancy, use, maintenance for ~15 miles of existing aerial and buried telecommunications lines.

Renewal of a 20 year special use permit for the purpose of operating and maintaining an adult conservation camp.

Reroute approximately 0.25 mile of trail 44 to avoid private property.

Reforest about 45 acres of high mortality within Back Fire burned area.

Conduct hand site-preparation and conifer planting to reforest 43 acres within the 2008 Back Fire. This project covers a different area of the Back fire than the previous project of same name (PALS#32460)

The purpose of the project is to provide a safe transportation system to access key areas including: private property, communication sites, facilities and developed recreation areas.

Precommercial thin about 200 acres of plantations and natural regeneration stands; treat activity fuels and natural fuels to reduce hazard.

Re-issue RUP for road 23N19 to access private property.

A comprehensive river management plan (CRMP) is required by the Wild and Scenic River Act of 1968 for each segment to provide for the protection of the river values. The CRMP will focus on protecting the river's free-flowing condition & water quality

Maintenance to the Black Diamond Type Conversion, which would restore the type conversion to its former size while reducing the threat of catastrophic wildfire, improving wildlife and plant diversity, and increasing grazing capacity of the range.

Underburn conifer and hardwood stands to reduce fuels.

Create a 200-300 ft wide shaded fuelbreak along east side of Lake Pillsbury Ranch subdivision. Cooperative project with Lake County Firesafe Council.

Provide access to private land (Ascherman Ranch). A portion of the road is within Sanhedrin Wilderness.

This project proposes to build a new Work Center to house the Feather River Interagency Hotshot Crew (FRIHC) and one engine module displaced when the Brush Creek Work Center burned in the North Complex Fires, during 2021.

Burn about 3,000 acres of grass, brush, and oak wodlands to improve forage for deer, and reduce hazardous fuels and noxious weeds.

Recover timber killed by the 2020 August Complex Fire and replant.

Amend the forest plan to include conservation covenant objectives.

Re-issue existing permit upon expiration, for new 5 year term.

Grant road easement for existing road for access to private land. (Formerly listed as "Machiko Shimada Road Easement")

Improve meadow and surrounding area of Deer Valley through failed check-dam removal, rebuilding of buck-and-rail fence, removal of encroaching conifers, planting of willows, and light understory burn where applicable.

The purpose of this project is to provide a safe transportation system to access key areas including; private property, communication sites, facilities, and developed recreation areas.

Timber harvest, fuel treatments, forest disease treatments, reforestation to produce current saw timber and ensure long-term productivity of lands allocated to timber production; road maintenance for harvest-related traffic and erosion prevention.

Renew special use permits to hold 3 separate enduro events in the Fouts Springs Area. Events range from 60-100 miles and use existing designated motor vehicle routes. Participants range from 300-400.

Relocate water tank - 50 feet to the west to improve flow

Re-issue grazing permits for these allotments.

Amend Forest Plan to allow the management of lightning ignitions for resource benefits outside of wilderness areas. Current Forest Plan direction allows such use only within Wildernesses.

Maintain meadow habitat by removing encroaching vegetation.

Forest restoration treatment that reduces the risk/extent of insect/disease infestations, increase the resistance and resilience of stands to current and future infestations/epidemics, and promote timber production and improve wildlife habitat.

Removal of buildings and other infrastructure at the Fouts Springs facility and restore back to a natural setting.

The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.

Special Use permit to allow for the construction, operation, and maintenance of a radio vault and antenna tower for 2-way communication, in an existing radio repeater site.

(Cancelled due to low probability of foreseeable funding) Remove waste rock from adjacent streams, stabilize areas disturbed by mining activities, install surface drainage features in the access roads.

Various improvements to abate sanitation and resource damage problems associated with dispersed camping in the area of the vacant Grizzly Flat administrative site.

Improve public safety by removing hazardous trees within the Hammerhorn Campground and along roads within and leading to the project area, salvaging fire killed or fire-damaged trees, preparing the site for planting trees.

Aquatic vegetation removal and accessible trail extension

Provide the land owner with a roads special use permit making it a private road that will enable them to perform maintenance on the road to allow for access.

Precommercial thin about 438 acres of 24-35 year old plantations within the Round Burn; treat activity fuels and natural fuels to reduce hazard.

Issue special use permit to CA Dept of Water Resources to install and operate 30 foot tower and instrumentation.

The purpose of the cameras is to aid in wildfire detections across the forest. Cameras would be located at High Glade and Anthony Peak Lookouts and on Goat Mtn on the Mendocino NF. Stand-alone systems will be utilized no ground disturbance required.

Re-issue a 10-year SUP for 1,300 ft of water transmission line on NFS lands. Water development exists and was previously permitted but that permit has expired.

Reissue special use permit for air quality monitoring weather station, for 10 year period.

Issue a 30-year SUP for an existing, but previously unpermitted pad for garbage dumpsters and mailboxes at the Lake Pillsbury homesites.

Re-issue special use permit for 5 year term to authorize annual "Fun Run" event at the Lake Red Bluff Recreation Area.

Thinning and fuels treatments in wildland-urban interface to protect private property and resources from high intensity wildfire.

Reissue a special use permit (SUP) authorizing private landowners to maintain a spring and pipeline that occurs on Forest Service land. The first permit issued was 5 for years and is now expired. The next permit will be for 20 years.

The Upper Lake Ranger district, Mendocino NF is proposing to decommission approx. 9.5 miles of roads within wilderness in order to meet the intent of wilderness legislation and policy and to improve watershed health.

The Forest Service proposes to repair the Upper Letts Lake Dam that was found to be structurally compromised after the 2018 Ranch Fire. Lake will be drawn down to existing coffer dam and Dam embankment, outlet, spillway, and stilling basin repaired.

The Forest Service proposes site preparation and reforestation in the area of Letts Lake and Mill Valley campgrounds.

Issue special use permits for spring development, water transmission lines, and storage tanks on NFS lands.

Commercial thinning of 60-80 yr old plantations to reduce inter-tree competition and susceptibility to abnormal levels of bark beetle infestation. Stands are currently exibiting initial increases in bark beetle infestation levels.

Commercial and precommercial thinning of forest vegetation, fuel hazard reduction, reforestation of non-wilderness portion of 2008 Yellow Fire.

The purpose of this project is to provide a safe transportation system to access key areas including: private property, communication sites, facilities, and developed recreation areas.

Repair/replace failing culverts at two stream crossings. Replace culverts @ Eel River with a bridge or bottomless arch,and bottomless arch @ Trout Creek. Maintains road access and improves fish passage.

Salvage beetle-infested ponderosa pine trees that are dead and dying. Sanitize vulnerable stands to reduce tree stocking/density levels to reduce susceptibility to furhter beetle attack and spread.

Convert abandoned logging road to OHV trail. This was previously scoped as a component of the "Upper Deer Valley Road OHV Recreation Connectivity" proposal, which has been cancelled.

Permit to conduct maintenance on Forest Service road.

The project would use prescribed fire, manual and mechanical treatments to reduce fuel loads and mitigate future impacts of wildfire across National Forest System lands within the Mendocino National Forest, but outside of designated wilderness areas.

Re-establish native riparian vegetation along Middle Creek (upstream downstream and adjacent to Middle Creek Campground)by planting native plants and protecting it using fencing in order to promote stream bank stability and enhance habitat.

Pull small plants by hand and weed wrench; cut larger plants to ground level with chainsaw and cover with plastic to kill resprouts by solarization.

Dcommission 3 segments of OHV Trail #2 (~655 ft) to eliminate sediment discharge to E Fk Middle Creek; construct ~200 ft reroute that provides trail connectivity and protects water quality.

Hand removal of small concrete water supply dam from tributary of W Fk Middle Creek. The dam was abandoned as a water supply in 1987, but never removed. Removal will restore natural stream flow and hydrology.

Reforest areas within the Mill Fire that were deforested and require artificial regeneration to establish mixed conifer stands.

Salvage harvest trees killed and damaged by Mill Fire. Reduce fuel concentrations after harvest. Reforest.

Issue a 10-year special use authorization for 1,740 ft of 1 inch water transmission line from Shields Creek down to the NW corner of Miller/Ast property (co-owners). The waterline used to exist but burned in the North Pass Fire.

Re-issue road use permit for roads 15N06 & 15N09 to access private property. Includes maintenance responsibilities.

Reissue road use permit for road 20N15 for new 5 year term.

Re-issue RUP on 19N16 from junction 20N04 to private property.

Issue special use permit for a spring box, fence and transmission line.

Reforest about 300 acres within the North Pass Fire that were deforested and require artificial regeneration to establish mixed conifer stands. Includes non-mechanical site preparation,planting native tree species, and follow-up release treatments.

Commercial harvest of approximately 900 acres of trees killed in the 2012 North Pass Fire.

The purpose of the project is to restore and reforest acres of burned area as a result of the 2018 Ranch Fire.

Eradicate localized infestations of scotch broom and french broom in various locations across the Forest.

Reroute ~1/4 mile of trail that is delivering sediment into E Fk Middle Cr. Decommission and restore abandoned trail segment.

Reroute about 1.25 miles of trail to avoid crossing private land.

Approve continued operation, maintenance, and use of existing distribution and transmission powerlines and infrastructure for Pacific Gas & Electric located within designated corridors on the Mendocino National Forest.

To predict weather conditions in the area and use this data in combination with other data sources to determine if fire risk and if there is a need to shut off power.

Commercial thinning to reduce canopy density, treat activity and understory fuels, reforest harvest units as needed.

Establish a linear fuel beak approximately 5 miles long and brush approximately 1 mile of road to complement the current system of fuels treatments to improve the egress and ingress for fire service personnel and equipment in the event of a fire.

This project proposes removal of fire-killed and fire-injured trees to mitigate hazards posed by dead and dying trees, for recovery of economic value of fire-impacted timber, and for managing forest fuels.

Recover timber killed by the 2020 August Complex Fire and replant.

The Forest Service is proposing reforestation Forest Route M5 previously analyzed under the M3, Felkner, M5 Roadside Hazard Tree Management Project.

Amend special use permits to set the expiration dates to coincide with the expiration dates of associated recreation residence authorizations due to expire in 12/31/2028

The United States Forest Service (USFS) proposes installing an 18-hole disc golf course (with baskets, tee pads, and interpretive signs) in the restored oak habitat section of the RBRA.

Special use permit for recreational events to be held at Red Bluff Recreation Area during May 2018.

Hazard tree felling and removal is proposed to reduce public safety hazards along portions of certain roads, trails and facilities within nine national forests. We expect to complete three zone-level analyses and nine decisions.

Exterminate tamarisk infestation using chain saws to cut Tamarisk and expose the stumps for treatment with Garlon 4 with direct application. Follow-up monitoring and treatments will be required for 3-5 years.

Issue road use permit to private landowner for use and maintenance of road 23N37 for access to private property.

Annual maintenance and storm-proofing on various roads.

Thin brush & trees, remove slash from around 10 to 12 identified rust-resistant sugar pine to protect from fire; police aborted cones to reduce insect damage of future cone crops; install sheet metal bands to prevent pilfering of cones by squirrels.

In response to a region-wide outbreak of mountain pine beetle, the Mendocino National Forest is proposing to apply the pesticide SPLAT Verb, a behavior disrupting pheromone called verbenone to sixteen rust resistant sugar pine trees.

Renew a 20 year special use permit for the purpose of operating and maintaining an adult conservation camp.

Remove culverts and hydrologically stabilize road that is located in Sanhedrin Wilderness. (Formerly listed in MNF Supplemental SOPA)

Re-issue road use permit for 2.6 miles of forest road 16N01.

Commercial and precommercial thinning of forest vegetation to capture timber volume and restore stand characteristics similar to reference conditions; fuel hazard reduction using prescribed fire and mechanical treatments.

This is a recreational 2-day organized motorcycle riding event

The proposed action would be the issuance of a special use permit for the planned Sheetiron Dual Sport Event that would take place on the southern portion of the Mendocino National Forest in May 2018.

Issue a 10-year SUP to authorize an outfitter/guide to the Institute/U.C. Davis to run 2 academic field programs on the Mendocino National Forest.

Install a solar array and battery storage for the Soda Creek Station

Issue 1 year special use permit for up to 3 enduro events on existing designated motor vehicle routes in the Stonyford OHV management area. Events usually attract about 300-450 participants. Formerly scoped as 5 year permit.

Reduce fuel hazard within Buttermilk LSR (RC309). Treatments inlcude commercial thin-from-below, underburning, piling and burning.

Reduce hazard fuels on ~185 acres of plantations and natural forest stands surrounding Sugar Springs dispersed campsite. Use mechanical and hand treatments to cut and pile understory vegetation; burn piles during low hazard weather conditions.

Recover the value of hazard trees that have been cut in the Sugarfoot Glade Campground by offering the trees to the public for purchase.

The Forest Service is requesting a Letter of Permission from the Army Corps of Engineers for ongoing maintenance of the boat ramp. The boat ramp has become inundated with deposited benthic substrate that needs to be removed to allow river access.

Create 300-600 foot wide shaded fuelbreak and thin plantations along rd 24N04 between M2 and Ball Rock using combination of mechanical and hand treatments; option for biomass removal depending upon market conditions.

Prevent unauthorized cross country motor vehicle travel, including use of unauthorized, user-created trails. Rehabilitate user-created trails restore near-natural surface drainage and allow natural revegetation. Install signing.

Elimination of 0.5 miles (of non-compliant OHV trail design standards) that is steep and unmaintainable. A new and less steep 0.6 mile segment will be constructed to the west of the existing trail.

Restore approximately 1,000 feet of unsustainable trail by returning this site to natural conditions.

Restore approximately 1000-1500 feet of unsustainable trail that over time and use now have eroded soils, resulting in cascading runoff from upslope delivering sediment into Mill Creek.

Restrict use on a segment of Trail 17N84 from its current multi-use status (road/trial) to only trail use.

Reroute approximately 0.45 miles of trail from private property onto Bureau of Land Management (BLM) land and maintenance of approximately 1.4 miles of trail on BLM land.

Close and rehabilitate ~100 ft of OHV trail and construct a ~400 ft route around the closed section to provide for better drainage and to bring the trail to rated difficulty level.

Reroute approximately 350 feet of trail 35 that is currently difficult to maintain and impacting water quality.

Reroute Trail 40 to prevent further damage to cultural and historical resources and maintain the functionality of the trail system. Construct a new segment of 1500-1900 feet of trail; close existing 1200 foot section of trail.

Create a 300 ft wide by 4.5 mile long fuelbreak along Twin Rocks Ridge utilizing road 22N02. Would protect resources and infrastructure in the Twin Rocks Ridge area.

Re-issue expired permit to US Geological Survey for 3 existing survey markers for 10-year study of movement of the Bartlett Springs Fault.

Treatment of fuels on private land under Steven's Authority. Treatments include 86 acres of thinning for forest health, 56 acres of thinning for fuel reduction and 32 acres of a fuel break. California Environmental Quality Act (CEQA)is completed.

Prevent spread of root rot by applying borax to stumps of trees after they are cut.

Prescribe burn approximately 115 acres utilizing hand ignition methods to maintain a fire regime similar to prior western settlement.

Issue special use permit for spring improvements, including ~200 ft. of protective fencing.

Re-issue a special use authorization for approx. 950 ft. of 1 3/4" water transmission line (with a 25ft. buffer on either side of the line) from PG&E leased property to an un-named spring on FS property. Both spring and line under permit since 1986.

Establish fuel treatments on approx. 360 acres, to provide habitat, community and infrastructure protection, and enhance firefighting efforts. Treatments include: chipping, mastication, hand thinning/piling/burning, machine piling and underburning.

Decommission roads within newly designated portions of the YBME Wilderness. (Formerly listed in the MNF Supplemental SOPA)

Construct OHV trail to resolve encroachment onto private land.

Decommission roads within newly designated (2006) Yuki Wilderness. Includes culvert removal and hydrologic stabilization.
