Inspection Procedure

The inspection procedure is similar in all Western States, although the forms used to record plot results may differ slightly. Refer to your region or forest for the required forms and instructions for inspections. For consistency, all inspectors on a specific project must use the same process and forms. Written instructions on how to interpret the inspection form, calculate quality, determine unplantable spots, and count wasted trees are important for consistency. These instructions must be included in the contract.

Plots should be checked whether planting is performed by contractors or by force account crews. Based on the following formula, quality usually is acceptable when it is at least 90 percent or higher. Quality between 80 and 90 percent is generally considered unacceptable and a pay adjustment is required. Quality below 80 percent is unacceptable. In such cases, a pay adjustment and liquidated damages are assessed. Contract language establishes payment based on quality categories.

Equation to Determine Planting Quality (Percent)

  • No. of satisfactory No. of satisfactory
  • Planting Quality (Percent) = Planted trees aboveground X trees belowground X 100
  • Actual No. of plantable No. of trees dug for inspection spots on which trees should have been planted
