The Modoc National Forest is one of the best places to study rocks and minerals in Northern California. The diversity found here is unmatched.  For collectors, there are areas set aside on the Warner Mountain Ranger District to collect obsidian with a permit. For general non-commercial rockhounding not including obsidian, a five-gallon bucket per day may be removed without a permit.
