Cañon City

Royal Gorge Field Office and San Carlos Ranger District

  • Additional Information: The office MOU outlines the following: BLM agrees to provide one employee to operate the front desk, cover 30% of the Safety Officer position, provide mail services and supplies to the FS, provide the Building COOP and handle all facilities management services. The FS agrees to pay a share of the facilities' lease cost annually to BLM, provide money annually to BLM for supplies and mail services, and provide one employee to help operate the front desk.

  • Additional Information: This Service First FAM unit is under the leadership of one unit FMO. They have also been referred to as the "Front Range Interagency Fire Unit." Fuels planning is not integrated into this Service First unit.

Craig

Northwest Colorado Fire and Aviation Management Unit

  • Additional Information: This unit is partially integrated; FWS furnished one engine and partial funding for the dispatch center. The BLM Zone FMO supervises the FWS engine for suppression only. An interagency FMO Group coordinates with members from the State, Counties, FS, BLM, NPS and FWS. Issues and concerns are taken from the FMO Group to the respective agency administrators.

  • Additional Information: Throughout the San Juan Public Lands there were approximately 47 total interagency agreements under Service First transferring money between BLM and FS; 4 of these agreements are multi-year, open agreements. We have moved towards a more general Off-Set Agreement for exchanging services between the agencies. We are currently re-working the use of Dual Delegation of shared positions in addition to Service First Agreements created under dual delegation and the management of the Public Lands Center employees and within the field offices.

  • Additional Information: Like the San Luis Valley, there is a unit FMO supervised by one, dual-delegated agency manager. Headquarters for the unit is in Durango, with three zone organizations at the field level. One key combined position is the Unit FMO for Operations who also serves as the Unit Aviation Officer.

Golden

Grand Junction

Northwest Colorado District Office

  • Additional Information: The NPS has stationed their safety officer at the BLM District Office. BLM provides the office space and NPS provides access to a fully qualified safety officer, while the BLM safety position is vacant.

Upper Colorado River Interagency Fire Management Unit

  • Service First Agencies: BLM Grand Junction and Colorado River Valley Field Offices, NPS Colorado National Monument, FS White River National Forest, and FS Grand Mesa and Uncompahgre National Forest, Grand Valley Ranger District.

  • Additional Information: This unit is fully integrated under a dual-delegated Unit Fire Management Officer who is supervised by the FS agency administrator (one of three members of the interagency executive oversight board). Part of the fuel management organization is interagency between the BLM and Grand Valley Ranger District. Headquarters for the unit is in Grand Junction, with three zone organizations at the field level. This unit also has a shared, full-time Unit Aviation Officer, who occasionally provides aviation support to neighboring units.

Gunnison

Gunnison Field Office

  • Additional Information: Due to office space limitations there is no formal Service First Agreement to collocate. A warehouse yard is shared between the agencies and there is a verbal agreement to house BLM employees at an FS building. Opportunities are coordinated between staff and specific programs.

La Jara

  • Additional Information: This unit is headquartered at the San Luis Public Lands Center and managed by one Unit Fire Management Officer (FMO) who is supervised by the FS/BLM agency managers for the San Luis Public Lands. There are no zone organizations at the field level. There is a full partnership with the FWS and NPS.

San Luis Valley Public Lands Center - Monte Vista Office

  • Additional Information: They use an accounting spreadsheet/off-set spreadsheet to track exchanges between agencies using Service First authority. Throughout the San Luis Valley including, Monte Vista, Del Norte, La Jara, and Saguache locations, there are approximately 55 shared positions: 14 BLM employees partially paid by the FS and 40 FS employees partially paid by the BLM.

Montrose

Montrose Interagency Fire Management Unit

  • Additional Information: Headquarters for the unit is in Montrose, Colorado, with program management alignment by jurisdictional agencies. The Dispatch Center is cooperatively funded by participating agencies. The Interagency Annual Operating Plan outlines interagency closest forces approach to initial attack. Engine crews and supervisors stationed in Montrose are co-located. An interagency cache for extended attack resides in Montrose. Protocol is established for sharing equipment.

Uncompahgre Field Office

  • Service First Agencies: BLM Uncompahgre Field Office, NPS Black Canyon National Park, NPS Curecanti National Recreation Area, and FS Uncompahgre National Forest, Ouray Ranger District.
  • Activities: Collocation; Shared resources.
  • Additional Information: This is a collocated office between BLM (building is owned by BLM) and FS. There are approximately 20 FS and two NPS employees collocated in the south building. We operate under an assistance agreement whereby we spell out services that are shared. For instance, BLM shares maintenance person for specific amount of time for the FS bunkhouse located on the property. We also share the front desk information area.

Norwood
