HRM: Federal benefits open season is Nov. 13–Dec. 11

Open season occurs once a year. During Open season (Nov. 13 to Dec. 11), you may enroll, change or cancel your Federal Employee Health Benefits coverage. 

All changes must be made by Dec. 11, 2023

Federal Employee Health Benefit changes will become effective Jan. 14, 2024.

Federal Flexible Spending Account Program changes will become effective Jan. 1, 2024.

Federal Employees Dental and Vision Insurance Program changes will become effective Jan. 1, 2024. 

HRM will host Open Season Webinars and the following topics will be covered:

  • Basic items or paperwork you will need to fill out 
  • Federal Employees Health Benefits Program
  • Federal Employees Dental and Vision Insurance Program
  • Federal Flexible Spending Account Programs
  • What happens if you sit out this open season 
  • How to access the Employee Personal Page from work or from home 
  • What to do if you become eligible for benefits during open season

How to start, stop or change your enrollment and available resources

Federal Employees Health Benefits Program

To start enrollment, please submit a SF 2809 to Benefits.

To stop or change your enrollment (choose only one method): Online through your Employee Personal Page or submit a SF 2809 to Benefits.   

If you are already enrolled in FEHB, your enrollment will automatically continue. However, if you wish to either change or cancel your plan, then you must do so during Open Season.

Federal Employees’ Dental and Vision Insurance Program

To start, stop, or change your enrollment, use the BENEFEDS website or call 1-877-888-3337.

If you are already enrolled in FEDVIP, your enrollment will automatically continue. However, if you wish to either change or cancel your plan, then you must do so during Open Season.

Flexible Spending Account (FSAFEDS)

Enroll (must re-enroll each year to continue benefit) on the FSAFEDS website or call 1-877-372-3337.

Important Information

  • FEHB and FEDVIP premiums change every year. You are encouraged to check the premiums of your plan(s) every open season to ensure you are enrolling in the plans that best suit your needs.
  • If you are already enrolled in FEHB or FEDVIP plans, your enrollment will automatically continue. However, if you wish to either change or cancel your plan(s), then you must do so during Open Season.
  • Eligible employees who want a FSAFEDS account in 2024 must enroll in FSAFEDS during Open Season. Current participants must re-enroll each year if they want to continue participation. Enrollments do not carry forward from year to year.
  • Employees who are canceling their FEHB enrollment, the cancellation may affect your ability to meet the five-year requirement for continuing FEHB into retirement.
