SOPA Reports
The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Coronado National Forest that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
The Forest has accepted a proposal from the Arizona Church of Christ Bible Camp (Camp) to continue operation of an existing organizational camp on the Safford Ranger District.
The comprehensive plan will establish the administrative objectives, policies, processes, and management guidelines necessary to fulfill the legislative requirements for national scenic trails under the National Trails System Act.
Construct approximately 10.7-miles of shared use non-motorized trail, to remove the Arizona Trail (AZNST) from National Forest system Roads. Decommission 1/2 mile of existing trail where roads connect to project.
Bear Canyon Bridge spans Bear Creek along NFSR 61. The bridge has exceeded its design life and is in need of replacement. Replacement includes a new single-span bridge, approach and bypass improvements, and a new parking lot.
Recommission 0.65 of existing NFSR 83-17.31L-1, construct 0.45 miles of new road to connect to NFSR 4623, install 2 cattleguards, and up to three waterbars to ensure perpetual public access to Canelo House.
The purpose of this project is to reduce fuel accumulations, protect values from wildfire risk, restore and sustain ecological processes in fire-dependent ecosystems, and facilitate fire management in the Chiricahua EMA on the Douglas Ranger District
Thin, pile, and burn 3,069 acres of woodlands in strategic, defensible locations directly adjacent to private land. Treatment activities will include a mix of thinning and piling, and prescribed burning in four locations in the Dragoon Mountains.
Removal and refurbishment of equipment for operation and maintenance of a communications site. Consists of an equipment sled, 15 foot tower, solar panel array, 2 cabinets, communications equipment and one helicopter landing zone.
Improve grazing and wildlife management on Cross S allotment by constructing the following improvements: 5 wells in 5 different pastures, 4 tanks, 4 troughs, 3 miles of buried pipeline connected to wells or existing pipelines, 8 miles of fence line
The District proposes to authorize road work on two drainage crossings to correct road damage due to erosion caused by the 2017 Frye Fire and monsoon rains.
Implement a series of plantings to 1)Increase the availability of traditional use plants for utilization by the Tribes 2)Protect& expand upon the availability of habitat for pollinators that increase the sustainability of our forests.
Create site conditions conducive to reforestation activities over roughly 2,600 acres of burned mixed conifer forest. Project will involve hand cutting dead trees, mechanical and hand piling, pile burning and tree planting.
The Forest proposes to evaluate areas of the Pinaleno, Galiuro, Winchester and Santa Teresa Mountains to identify where fuelwood harvests of dead/standing and dead/down wood are environmentally acceptable for authorization.
A new 5 year permit request from Greater Arizona Bicycling Association (GABA). A non-race bicycle ride event starting at McDonald Park and riding to the base of Mt. Lemmon and then up to Loma Linda Overlook or Iron Door on the Mt. Lemmon Highway.
Arizona Mining, Inc. proposes to build drill pads, groundwater monitoring wells, temp access roads, and reconstruct/maintain existing Forest Roads. AMI will reclaim drill pads, temp access roads, and any reconstruction outside existing roads.
The Forest proposes to authorize the Arizona Game and Fish Department to use helicopters in the Pusch Ridge Wilderness to investigate mortalities of desert bighorn sheep on the Santa Catalina Ranger District.
The proposed underground mine project would continue the historic production of minerals within the Patagonia Mountains. The primary minerals targeted by the proponent, South32, are manganese and zinc, identified by USGS as critical minerals.
The Forest proposes to approve a Plan of Operations that would authorize the proponent to drill eight exploratory holes to obtain characterization of mineralization.
Border Patrol is proposing the improvement and construction of 12.62 miles of unpaved road in Holden Canyon on the Nogales Ranger District to address mobility and accessibility issues. Another 3.94 miles of road would be decommissioned.
Prescribed fire and non-fire treatments on about 270,000 acres of Federal land in the Huachuca and Whetstone Mountains, Sierra Vista Ranger District. Project includes treatments on DOD (Ft. Huachuca) and DOI (Coronado Memorial) lands.
The Forest proposes to add two water taps to the existing water line at Treasure Park. One would be located at the Treasure Park North campsite and the other at Treasure Park East with the water lines running under the existing roads.
The Forest proposes to construct approx. 1 ¼ miles of new trail to connect the Cunningham Loop trail with trails above Upper Hospital Flat and to the 507 Rd within the Grant Creek and Big Creek drainages on Mt. Graham.
*Cancelled due to incorporation into Catalina Rincon Firescape.* Hazardous fuel reduction treatments (thinning, mechanical, prescribed fire) on approximately 150 acres in the Loma Linda area south of Summerhaven on the Santa Catalina Ranger District
U.S. Customs and Border Protection / U.S. Border Patrol has requested that the Coronado National Forest (CNF) assist in the creation of two new routes linking the international border road to National Forest System Roads (NFSR).
The North Martan Hazardous Fuels Reduction project proposes to reduce hazardous fuels and improve wildlife habitat along the Rio Rico Wildland Urban Interface using current livestock grazing on the Calabasas Allotment in the North Martan pasture.
Expanding the Cottonwood Pipeline (#111003) through the rest of the Oak Allotment. Adding troughs to the Sanders, Middle, and Southwest pastures. Drilling a well to be attached to the pipeline.
Installation of 20 ft security tower with camera(s) outside of gate along Forest Road 184 Montosa Canyon. Solar panels will be mounted on tower along with cameras.
Ecosystem restoration treatments including wildland fire (planned and unplanned), prescribed cutting, mastication and grubbing, selective herbicide use, planting, and soil stabilization on approximately 85,000 acres in the Peloncillo Mountains.
AZGFD project to add submerged aquatic habitat structures (natural and artificial) within Pena Blanca Lake to support sportfish populations and improve angler success.
The Forest proposes to remove an overgrowth of mesquite and acacia in Pesquiera and Bellota Canyons to improve wildlife habitat and reduce the risk of catastrophic wildfires.
Search and rescue training, including hiking/trail familiarization, rope work, and cave rescues, within the Santa Catalina, Safford, Douglas, and Nogales Ranger Districts.
The Safford Ranger District proposes to implement prescribed fire within the southeastern area of the Pinaleno Mountains (approximately 29,150 acres). Of this area, about 13,400 acres (about 46%) is within the Mt. Graham Wilderness Study Area.
The Forest proposes to approve a Plan of Operations that would authorize the proponent, Regal Resource Inc., to drill six exploratory holes to obtain evidence of mineralization. This project was formerly known as Sunnyside.
Exploration and geotechnical drilling, monitoring well installation, and test trenching at 46 locations. Includes temporary access roads, overland travel, foot travel, road maintenance on existing roads, and well monitoring.
Proposed activities on NFS land to support of operations at the Oracle Ridge Mine, which is located on private land. Proposed activities include use of Forest roads, a parking area and a utility corridor.
The Forest Service proposes to authorize Prescott College to conduct academic field courses year-round across forests in Arizona including adventure education, biology, human ecology, natural history, physical geography, & field ecology.
US Fish and Wildlife Service is requesting a permit to temporarily capture, breed, and release Mount Graham red squirrel back into same area captured from.
The collection of voucher specimens from 79 different small mammal species (51 rodent, 28 bat, and 5 shrew species). Goal is to establish baselines of genetic connectivity within small mammal species for conservation and management decisions in AZ.
A proposal to amend the revised Coronado Forest Plan in the Santa Rita Mountains in Pima County, Arizona to ensure consistency between the Rosemont Copper decision (June 6, 2017) and the recently revised Coronado Forest Plan.
Replacing two 36" circular culvert with a vented ford water crossing with concrete box culvert. Project is
located approx. 1.14 mi. from the Sabino Canyon Recreational Visitor Center, north bound on the North Upper
Sabino Canyon Road.
Replace outdated public and office facilities at the Sabino Canyon Recreation Area with a visitor center, administrative complex and associated parking that can serve the needs of future generations.
This phase of Santa Catalina Trail Plan implementation includes 10 trail construction projects, 2 trail adoptions, 5 trail reroutes, 6 trail reclassification/removals, and 5 trailhead access projects.
The project proposes the construction of a vented hardened low-water crossings on National Forest Service Road (NFSR) 49 a cattleguard replacement on NFSR 58, both with accompanying temporary bypass routes.
Plan of Operations submitted by Cimbar Resources for three phases of definition drilling at the Santa Rita Quarry to confirm the presence, extent (volume), and assess the grade of limestone.
The USFS Nogales Ranger District, in cooperation with grazing permittees, Borderlands Restoration, Sky Island Alliance, Watershed Management Group and others, propose to install sediment retention and/or erosion control structures in the Santa Ritas.
Sale of three small irregularly shaped parcels (13.74 acres) of National Forest System lands with no legal public access under the authority of the Small Tracts Act. The parcels are interspersed with and adjacent to patented mining claims.

The Forest proposes to issue a 20-year-term special-use permit to the University of Arizona authorizing it to operate and maintain support facilities for Mt. Graham red squirrel studies.
The Coronado National Forest proposes to physically decommission 433.5 miles of roads which have been decommissioned administratively in prior Decisions under the 2005 Travel Management Rule.
Erosion repair of existing substation site to place a concrete slope protection with welded wire fabric and replace existing chain link fence on south fence-line.
Authorization via Special Use Permit Amendment to the US Army Electronic Proving Ground's existing permit to utilize NFS lands for the placement of 10 temporary storage buildings within the Sunnyside Test Site in the Campini Mesa area.
This project will improve the drivability and durability of 6.5 miles of NFSR 38. Proposed improvements include hardened road segments, hardened low-water crossings, culverts, and a small pull-out area.
This project consists of constructing approximately 1,000 feet of temporary access road and up to 11 drill pads, the use of existing roads, and reclaiming all new temporarily disturbed areas.
