PROHIBITIONS:

Pursuant to Title 36 CFR 261.50(b) the following act is prohibited on the Forest Development Roads described in this order, all within the Richfield Ranger District, Fishlake National Forest between January 1 and May 15, annually or until the roadbed is sufficiently dry.

  1. Using any type of vehicle prohibited by the Order (36 CFR 631.54(a)). Prohibition includes any type of vehicles, except over-snow vehicles and vehicles with a wheelbase less than 60 inches wide.

EXEMPTIONS:

Pursuant to 36 CFR 261.50 (e) the following persons are exempt from this order:

  1. Persons with a permit specifically exempting them from the effect of this Order.
  2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.
  3. Federal or State administrative personnel in the performance of an official duty.

ROADS DESCRIPTION:

WILLOW CREEK ROAD #001 - The entire length from the gate at Mill Creek near the forest boundary, east to the Fishlake/Manti-La Sal Forest boundary.

WATER HOLLOW ROAD #004 - The entire length from I-70 frontage road, north to the intersection with Willow Creek Road #001 at Anthony Flat.

SALINA CREEK ROAD #009 - From Conservation Spring, north to the intersection with Willow Creek Road #001 near Dead Horse Ridge.

PURPOSE:

This Order will remain in effect from December 1 to May 15 annually, as long as the road is barricaded or gates are locked closed, which is until such time prolonged favorable weather conditions make the road suitable from travel, without undue damage when wet or saturated with moisture.

DEFINITION:

Over-snow vehicle. A motor vehicle that is designed for use over snow and that runs on a track or tracks and/or a ski or skis, while in use over snow 36 CFR 212.1.

IMPLEMENTATION:

  1. This Order will be in effect when signed and shall remain in effect until May 15, or until the roadbed is sufficiently dry, whichever occurs first.
  2. A list of roads identifying the closed roads is attached and made part of this Order.
  3. Violation of the above prohibition(s) is punishable by a fine of not more than $5,000.00 for an individual or $10,000.00 for an organization, and/or imprisonment for not more than six (6) months. [Title 16 USC 551, Title 18 USC 3571(b) (6), Title 18 USC 3581 (b) (7).]
