The Schedule of Proposed Actions (SOPA) contains a list of proposed actions for Klamath National Forest & Butte Valley National Grassland that will soon begin or are currently undergoing environmental analysis and documentation. It provides information so that you can become aware of and indicate your interest in specific proposals. We encourage your early and ongoing involvement in any proposals of interest to you.

Road access to private property using National Forest System road 16N01. Waterboard waiver n/a.

Underburning every 3-5 years in 7 units (308 ac.) containing cultural use species selected with input from Karuk basketmakers to maintain and improve traditional gathering sites & provide accessible sites for Elders & children. NCRWQCB Waiver Cat. B.

A small spring in the Forest Service portion of the Bakers Cabin meadow would benefit from fencing to protect it from grazing activities.

Authorize grazing throuh issuance of grazing permits for the Ball Mt., Panther Creek,Bogus, and McGavin Peak Allotments. Prepare new allotment mnagement plans designed to meet Klamath Forest Plan Standards and focus on achieveng desired conditions

Install two wildfire cameras and associated equipment on the Forest Service communications tower at Ball Mountain and a solar panel array adjacent to the tower.

The proposed project encompasses about 40,000 acres and is located on the Salmon River Ranger District. The focus is on fuels reduction for community protection and stand health. Water Board waiver Category B.

The project will treat 25 acres of private property in the vicinity of Forks of Salmon, plus 60 acres on private properties located in the Bear Country neighborhood (Godfrey, Harris, Blue Ridge, and Black Bear Ranches). NCRWQCB waiver does not apply.

The project will close 4 miles of illegal user created routes and rehabilitate hydrologic regimes that have been disrupted by the routes. Water Board Waiver Category B.

Special use permit renewal authorizing the operation and maintenance of a gate and name signs, installation of locks, and maintenance of an existing road. No new disturbance will take place as a result of this renewal. NCRWQCB waiver category exempt.

To reduce the potential fire impacts to permanent research plots within and adjacent to WUI. To reduce forest susceptibility to stand replacing wildfire, while increasing stand resiliency(3,328 treatment acres). 2004 NCWQCB Waiver.

Install barriers along illegal vehicular access routes within the Big Red Mountain Special Interest Area (SIA) and at the Meridian Overlook to protect and maintain botanical resources and SIA integrity. Water Board Waiver Exempt since in Oregon.

Slashing and burning (72 acres) and replanting wildfire damaged plantations and adjacent natural stands, totalling about 2145 acres. NCWQB 2004 waiver.

Facilitate re-establishment of forest cover burned during the Caribou Fire and reduce hazardous fuels created by fire-related tree mortality.

Reconstruction and realignment of portions of the East Boulder Trail and decommission of unnecessary sections.NCWQCB 2010 Waiver, Cat A.

Existing Brooks 20 acres mining claim with a new plan of operations. Mining using backhoe, 2.5 cubic yard dump truck, grizzly, and trammel. Opening existing road to new extraction site. Water Board Waiver Category A.

Special use permit renewal to authorize the maintenance and operation of a water transmission pipeline. NCWQCB waiver category exempt.

Special use permit renewal authorizing the operation and maintenance of a pedestrian bridge and trail right of way. No new disturbance will take place as a result of this renewal. NCRWQCB waiver category exempt.

To provide radio communications to Bureau of Land Management (BLM) field office. The proposed facility would be installed at Mahogany Point adjacent to the existing radio facilities. The facility would rest on a portable foundation. Water Waiver N/A.

Special use permit renewal to authorize the maintenance and operation of a domestic water transmission pipeline. NCWQCB waiver category exempt. Correction to July SOPA: NO APPEAL PERIOD

The purpose of this project is to promote reforestation and reduce fuel loading on National Forest System lands burned in late 2013. NCRWQCB waiver category A.

Improve habitat for northern spotted owl and other old-forest associated species, improve conditions for aspen and meadow communities, and re-introduce fire as a natural disturbance in a late-successional reserve. NCWQCB 2010 Waiver, Cat B.

To expand the meadow enhancement area planned for Cabin Meadows by removing small diameter conifer encroachment on about 35 acres adjacent to previously planned meadow enhancement work.

The Goosenest District proposes to renew the existing special use permit for the existing Cal-Ore facility at the communications site at Herd Peak. Waterboard Cat A.

Cal-Trans proposes to widen the Beaver Creek bridge on Hwy 96. Bridge work will be within the Cal-Trans DOT easement. Staging areas will be outside the DOT easement, and covered by NEPA analysis.

To renew the Department of Water Resources Special Use Permit for the continued use of snow survey data collection, and to amend the permit to include installation of three soil moisture sensors at the Scott Mountain location.

Renew a special use permit for radio service facility on Eddy Gulch. NCWQCB waiver - exempt.

Amendment of a special use permit for an existing electronic communication site to authorize the installation of an emergency backup propane powered generator. All ground disturbance will take place within the footprint of previous site disturbance.

Fuel reduction on 200 acres of private land in and around the community of Callahan and adjacent to the Salmon/Scott River Ranger District. Water Board Waiver - n/a, private land.

Improvements to the Callahan Water District's water system, including the intake structure, storage, water treatment, and distribution. Water Waiver NA.

Replacement of existing 12" to 30" culverts that are in the Caltrans right-of-way using the jack and bore method and the cut and cover method. Waterboard waiver exempt.

Replacement of existing 36" culvert that is not in the Caltrans right-of-way using the jack bore method (using an auger boring machine that creates a trenchless hole that the culvert is inserted into). Water Board Waiver N/A.

To replace two existing culverts with two new bridges at Cade Creek and Portuguese Creek and restore/reconstruct the stream channels upstream and downstream of the new bridges.

Treatments to reduce forest fuel loading and begin reforestation efforts on National Forest System lands on about 400 acres in the Rays Gulch and China Creek area.

Operating, maintaining a water system consisting of a diversion dam (about 8 feet wide and 6 feet high) and 400 feet of a 2 inch plastic pipe from Slater Creek to private property for domestic use. No new ground disturbance. Water Board Waiver n/a.

Installation of a permanent cattle guard on 46N50 within the Horse Creek Special Interest Area. The cattle guard would be 12 to 14 feet wide, tied in to a six to eight foot wide bypass gate, with a short length of fence. RWB Waiver Category B.

Special use permit renewal authorizing the operation and maintenance of existing service building, parking lot, waterlines, and water storage tanks. No new disturbance will take place as a result of this renewal. NCRWQCB waiver category exempt.

Special use permit and amendment to include installation of metal service building for the storage of fire trucks and rescue vehicles at the Forest Service administrative site in Forks of Salmon, CA. Water Board Waiver n/a.

Special use permit renewal authorizing the maintenance and operation of an existing water transmission pipeline and water storage tank. No new disturbance will take place as a result of this renewal. NCRWQCB waiver category exempt.

Stormproofing approximately 12 miles of Forest roads. Work would consist of improving road drainage and upgrading stream crossings to protect and enhance riparian and aquatic systems while reducing road maintenance needs. NCWQCB category B waiver.

Construct off-channel ponds for winter refugia for Coho salmon and other salmonid species. Water Board Waiver not eligible.

Installation of Caltrans radio equipment into Collins Baldy Lookout. Project includes installation of a cabinet, new solar panels, and two antennas. SUP includes granted use of parking space for service truck. NCWQCB waiver category exempt.

Install two wildfire cameras, a solar panel array adjacent to the tower, and associated equipment on the Forest Service lookout tower at Collins Creek Baldy. Waiver n/a.

Reissuance of an expired Special Use permit to operate and maintain an existing water system consisting of approximately 900 feet of 2-inch buried pipeline from an unnamed spring to private property for domestic use. NCRWQCB waiver - not applicable.

Improve habitat for Phacelia cookei to change a downward trend in population levels and avoid a trend towards federal listing. NCRWQCB Waiver Cat. A.

Drilling equipment would be used to drill a well to determine water availability. This project does not involve any water use. Water Board Waiver n/a.

Improve fire resiliency by reducing fuels and stand density in strategic areas to protect communities and promote forest health in lands near Yreka, CA on about 11,000 acres within a 29,500 acres project area. Water Board Waiver Category B.

Thinning in stands for forest health and fuels reduction, with fuels treatments including underburning and pile burning on about 1,600 acres. Water Board 2010 Waiver Category B.

Special use permit renewal for continued use of existing FLPMA road (non-system) to access permittee's private property, road travels .1 mile across NFS lands. NCRWQCB waiver category: exempt.

Special Use Permit Renewal to authorize the existing operation/maintenance of water system consisting of 60' of 4" plastic pipeline and 400' of 2" plastic pipeline from unnamed tributary of Elk Creek to private property for domestic use. Waiver n/a

Vegetation management with an emphasis on improving forest resilience to wildfire, insects and disease, while improving wildlife habitat. NCWQCB Category A:

To promote forest health, create or maintain stand conditions that have low to moderate fire behavior potential, and evaluate road betterment.

Construct new fence between Dry Lake and Deer Mtn. allotment to improve allotment and pasture management. NCWQCB Category A.

Special use permit renewal authorizing the maintenance and operation of an existing water transmission pipeline. No new disturbance will take place as a result of this renewal. NCRWQCB waiver category exempt.

This is a reissuance of a Special Use permit covering an existing right-of-way 2,640 feet long, 12 feet wide, containing approximately .73 acres. NCRWQCB - water board waiver not applicable.

Treating 300 acres of hazardous fuels adjacent to private lands and along Forest roads within the Klamath River Community WUI. Work includes thinning small trees, removing brush, handpiling, chipping, and burning piles. NCWQCB 2004 waiver.

Proposes felling and removing merchantable timber or felling and leaving non-merchantable timber that meet Hazard Tree Guidelines on about 56 miles of road. This project should meet the 2010 NCWQCB waiver category A.

A name transfer on the special use permit for Eagle Track Cabin 8 and an amendment to install a gate at the access road. Water Waiver N/A.

Commercial and noncommercial thinning with fuels treatments on about 1,200 acres to reduce stand density, promote structural and species diversity, , and promote resiliency to large-scale disturbance. NCWQCB Waiver Cat. B.

The project would improve aquatic habitat in the lower 0.4 miles of East Fork Elk Creek & provide volitional access for Coho Salmon over an exposed mid-channel bedrock strath to over two miles of suitable spawning & rearing habitat. Waiver n/a.

To improve conditions within the E Fork Scott watershed. Treatments within 31,540 acres may include meadows, riparian areas, fuels reduction, mine reclamation, stand density reduction, and wildlife habitat improvements. RWB Waiver Category B expected

Protect late-successional habitat used by the northern spotted owl and other late-successional-dependent species, to protect communities, and create safer emergency access routes in the Eddy LSR. 25,969 treatment acres. NCWQCB 2004 Waiver.

Integrated resource management project that aims to improve physical and biological conditions in the Elk Creek watershed. Water Board Waiver Category B.

Forest road stream crossing improvements and road prism stabilization on approximately 12 miles of roads affected by the 2008 Panther wildfire. NCWQCB category B waiver.

Commerical Thinning and Underburning. Hazard Tree Removal.

Nineteen road sites damaged during 2010 winter storms on the Six Rivers and Klamath NFs (managed by the Six Rivers) are proposed to be fixed using ERFO funds obtained from the Federal Highways Administration.

Special use permit renewal to authorize the maintenance and operation of a water transmission pipeline. NCWQCB waiver category exempt.

Renew special use permit to remove the longest road on site and keep the shortest route. No new disturbance is proposed with the project. NCRWQCB Waiver exempt.

SUP renewal for operation/maintenance of existing water system consisting of 2' width & 1,000' length of 2" buried plastic pipe and 300 gal polypropylene water storage tank from Macks Creek to residence for domestic/irrigation use. Waiver n/a

Special use permit renewal to authorize the maintenance and operation of a domestic water transmission pipeline. NCWQCB waiver category exempt.

Thinning, sanitation, regeneration with green tree retention and reforestation (on about 1,700 acres), as well as underburning and other fuel treatments (about 300 acres) to maintain or develop healthy forested stands.

Thinning small conifers < 12" DBH on approximately 200 acres to inhibit meadow encroachment and improve wildlife habitat. Work will be accomplised by posi-track machine and hand work. Area will be handpiled and underburned. NCWQCB cat. B waiver.

Project activities are include road maintenance, such as: brushing, blading, grading, outsloping, spot rocking, culvert cleaning, slope stabilization, constructing water bars or rolling dips, replacing culverts, installing drop inlets, etc.

Replace one of the existing generators with a new generator to be placed outside and sound shielded. Water Board Waiver N/A.

To renew an existing special use permit for the operation and maintenance of the post office at Forks of Salmon. Permit would be amended to include 120 feet of buried waterline to the post office.

Special use permit reissue to operate and maintain a public cemetery at the intersection of State Highway 96 and Fort Goff Creek. NCRWQCB waiver category exempt.

Expanding the western boundary of the cemetery to the private property boundary and remove smaller diameter trees and brush. Water Board Waiver Category A.

Prevent entrapment of fish into an existing water diversion ditch where they could be injured or killed. Conserve water for the benefit of salmon and steelhead trout in Fort Goff Creek and the Klamath River. Water Board Waiver not eligible.

Special use permit amendment to replace 15-foot culvert at Fort Goff Creek with a concrete bridge. NCWQCB waiver category exempt.

The Goosenest Ranger District has received an application from the Fun Factory to renew their existing permit which allows for the rental of snowmobiles on USFS lands, and allows for guided snowmobile trips, mostly on designated trails. NCWQCB Exempt

Habitat improvement and protection through vegetative manipulation and fuels reduction in the Sawyer's Bar Community wildland/urban interface

Renewal of an SUP for a water line system to private property consisting of a 550 gallon water tank, a 400 gallon tank, 260 feet of 1 inch pipe and 100 feet of 2 inch pipe for domestic use. Water Board Waiver N/A.

Special use permit renewal authorizing the maintenance and operation of an existing water transmission pipeline. No new disturbance will take place as a result of this renewal. NCRWQCB waiver category exempt.

The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.

Fuels reduction treatments within the wildland urban interfaceinclude removal of fire damaged trees, noncommercial thinning, chipping, mastication, piling, and pile burning. NCWQCB waiver category B. Field trip Saturday May 3 at 11 a.m.(see flyer).

Planting and subsequent release treatments on approxmiately 310 acres affected by the Goff Fire. All treatments will be hand work. NCRWQCB waiver category A.

Removal of 3 cattle guards and installation of 2 cattle guards in new locations in response to a change in grazing management. 220 ft. of fencing would be used to connect new cattle guards to existing fences. RWB Waiver Category A expected.

Project proposes to pile and burn slash left behind by fuelwood harvesters. NCRWQCB Category A.

The project will install 13 wildlife guzzlers on the Goosenest Ranger District. Installation of the guzzlers will improve the availability of water to wildlife and improving the quality of wildlife habitat. Waterboard Waiver n/a.

Thinning, underburning, and other treatments to reduce fuels and develop desired stand characteristics for wildlife and aquatic habitat restoration.

Maintain two OSV trailheads, associated snow removal, and snow grooming of about 154 miles along existing NFTS rds; facilities maintenance; trail and public info signing. Activities ongoing since 1990. No changes proposed. NCRWQCB 2010 Cat.A Waiver.

Special use permit renewal authorizing the operation and maintenance of a right-of-way road. No new disturbance will take place as a result of this renewal. NCRWQCB waiver category exempt.

To thin about 70 acres of vegetation, predominantly Douglas-fir, to reduce stand density, improve forest health, and provide commodity outputs. NCWQCB category B waiver.

Removal of one vault toilet within the Grider Creek Campground. Water Board Waiver Category A.

Integrated pest management project to protect and enhance habitat for the Siskiyou mariposa lily. Water Board Waiver Category A expected.

The project will install 4 wildlife guzzlers on the Goosenest Ranger District. Installation of the guzzlers will improve the availability of water to wildlife, therefor improving the quality of big game and wildlife habitat. Waterboard Waiver n/a

Special use permit authorizing the operation of an existing roadway. No new disturbance will take place as a result of this renewal. NCRWQCB waiver category exempt.

New authorization for Special Use Permit of an existing water system formerly under permit to Harold and Violet Anderson, both deceased. Water Board Waiver N/A.

Special use permit renewal to authorize the maintenance and operation of an existing water transmission pipeline for domestic and irrigation use. No new disturbance associated with this project. NCWQCB waiver category exempt.

Reconstruct 2,300 ft of temporary roadbed; fully construct a 200-300 ft adjoining spur roadbed. Road will provide temp access/use of private forest land for log hauling. Roadbeds to be blocked and grated after use. Located in OR, CA Water Board N/A.

Vegetation management and fuels reduction project with an emphasis on improving forest resilience to wildfire, insects and disease, while improving mule deer habitat. Water Board Waiver Category B expected.

The Goosenest Ranger District has received an application to permit the existing 8' x 14' AT&T facility located at the existing Herd Peak Communication Site. No new disturbance is proposed. Waterboard Category A.

To improve and maintain sustainable habitat for species associated with late-successional forests; promote restoration of historic fire regime and forest composition and structure (3,850 treatment acres); NCWQCB 2004 Waiver.

The Forest Service is proposing to treat about 70 acres with a helicopter yarding system to reduce stand density. NCRWQCB Waiver B. This project has been postponed indefinitely in order to implement larger, more efficient projects.

Provide additional group site capacity for equestrians in the Carter Meadows area. Installation of mid-size equestrian group site at the Hidden Horse Campground. Water Board Waiver exempt (less than one acre and will follow BMPs).

To develop a portion of the High Bar #1 Placer Mine in the McNeal Creek drainage to remove gold bearing placer deposits. Mining will consist of surface excavation of approximately 45,000 cubic yards of material on-site on less than 4 acres.

Fuels reduction, hazard tree removal, and site preparation and planting within the Gap Fire area. Water Board Waiver Category B expected.

Purpose is to reduce hazardous fuels on private property near Forest boundaries. Federally funded (Stevens Funding) with the Horse Creek Fire Safe Council. Water Board Waiver N/A, private land.

Treatment of legacy sites within the Horse Creek Community Protection and Forest Restoration project area. Water Board Waiver Category B expected.

Vegetation management including timber harvest and fuels reduction.

Increase access to low gradient salmon and other fish habitat in Hotelling Gulch, and improve natural stream function and the transport of watershed products to Salmon River. Water Board Waiver not eligible.

Reroute five segments of motorized trail #5596 currently located on steep erosion prone slopes to provide sustainable motorized recreational opportunity. New segments=1.9 mile; decommissioned=1.4 mile. NCRWQCB CatB Waiver

Modification of the 100-year floodplain surrounding the Yreka Service Center by lowering the ground in some areas and raising it in others. Small buildings will be removed or relocated; a bridge will be relocated on site; RWB Waiver, not eligible.

Hazardous fuels treatment in the Yreka wildland/urban interface.

Fuel reduction on 250 acres, with additional acreage in future phases, between the City of Yreka and the Forest Service Craggy Vegetation Management Project area. Water Board Waiver N/A, on private land.
