At-Incident Management Support (AIMS) offers warranted contracting support to National Forests with emergency incidents during initial attack until a Buying Team is assigned to the incident. AIMS will provide support for the life of the incident in the absence of Buying Team contracting support.
AIMS may establish preseason Incident Blanket Purchase Agreements (I-BPAs) with qualified contractors, services, or suppliers in order to expedite incident requirements forwarded to dispatchers and designated incident ordering officials.
To respond to solicitations, vendors will need to know which Host Dispatch Center to select in the vendor application, depending on which solicitations vendors are responding to.

The DPL is a list of vendors used by dispatchers to mobilize resources for tents, toilets, handwashing stations and UTV's for an incident.
For information on how to use DPLs, reference the Standard Operating Guide for AIMS Negotiated I-BPA Resources (posted on 4/29/2025). This document provides standard operating guidelines to dispatchers and incident support personnel in the mobilization and demobilization of contracted resources.

Incident Blanket Purchase Agreements (I-BPAs) are preseason agreements for incident support. I-BPAs replace Emergency Equipment Rental Agreements (EERAs) for preseason sign up of equipment for use on incidents. EERAs will still be used for equipment signed up at the incident
I-BPAs are agreements that are negotiated and awarded prior to the fire season. Typically, these agreements are solicited on a 3-to-5 year cycle and will be posted at www.SAM.gov. I-BPAs are required to follow the commercial items procedures defined in the Federal Acquisition Regulation (FAR) AQUISITION.GOV
EERAs may be awarded at the incident depending on need. EERAs are emergency agreements that are negotiated at an incident will only be in effect until the end of the incident. Incident-only EERAs may not be awarded unless competitive agreements are exhausted or unavailable for the date and time needed.
Solicitations are posted to System for Award Management (www.SAM.gov) under Contract Opportunities. Every solicitation is different, so read them carefully.
You must access your SAM account at least once every 12 months to validate or update your information and keep your SAM account active.
If your SAM record has expired and you have submitted quotes to solicitations, you will need to update your SAM record to re-activate it to be eligible to receive awards. If you have existing agreements, you will be unable to respond to modifications to the agreements until your expired SAM record is re-activated. The Government cannot make payments to vendors with an expired or inactive SAM account.
If a vendor has a new SAM record that is "In Progress" or "Submitted," then it is still being processed by SAM and is not available for other applications. If the UEI is not associated with a SAM record, the vendor will receive an error message stating "UEI not found in SAM". The vendor will still be able to proceed through the registration; however, until the vendor's SAM record has finished processing in SAM with an "Active" status, the vendor will be ineligible to receive an award.
Note that the vendor will receive notification when their SAM record is "Active".
Currently there is no online process for vendors to see what they have added to this list. If you have required updates, contact the Vendor Source List Point of Contact or send an email request to sm.fs.woaims@usda.gov
Use the category of “other”. This will allow you to add a resource category that is otherwise not listed
You will be required to register with SAM in order to do business with the Federal Government as required by FAR 4.11.

Providing Equipment or Services Information on the AIMS Vendor Source List
Thank you for your interest in providing equipment and/or services on the AIMS Vendor Source List. The need to hire resources to aid with fire and other incident support happens often. In your consideration of your information for the AIMS Vendor Source List, please be advised that there is no guarantee that your equipment or services will be required for the area(s) you presented. We usually have a need for vendor support every fire season but there is no way to predict the amount of activity or the level of support we will need.
If you have equipment that is NOT currently awarded on a VIPR agreement, you may list your equipment/services through this process to have it on the AIMS Vendor Source List. Your equipment/services will then be on a SECONDARY list and may beused if ALL awarded VIPR equipment has been exhausted. Note: The equipment will also be required to pass the same inspection process as the VIPR resources (if applicable).
