As a reminder, all 2025 VIPR agreements remain active under their existing rates and will continue to serve as the primary source for preseason incident ordering until 2026 VIPR agreements are awarded and published. In addition, vendors may submit price adjustments reflecting the difference between the awarded 2025 and 2026 rate, for eligible resource orders placed as of June 15, 2026. Guidance for this process was shared directly with vendors via email on June 12, 2026.
Vendors that submitted new resources for 2026 VIPR agreements can be hired when appropriate and consistent with procurement regulations, incident needs, and dispatch timelines, ahead of open-market Secondary Resource List (SRL) vendors. This approach expands the pool of qualified resources available for incidents, supports vendors that have successfully completed the onboarding process, and helps bridge the gap while the remaining 2026 VIPR awards and associated downstream system integrations are completed.
Status of 2026 VIPR Awards
The U.S. Forest Service is committed to completing the 2026 VIPR agreement award process. Agreements are being completed by VIPR resource category as the remaining administrative and system processing activities are finalized. We appreciate your patience and partnership as we work to complete this process accurately, fairly, and consistently.Vendors may contact the VIPR team at SM.FS.vipr@usda.gov with any questions regarding the status of their 2026 VIPR agreements or the award process.
The VIPR application is available for vendors to use when responding to solicitations or modifications for all resources. VIPR is now interconnected with the System for Award Management (SAM), which means vendors who use VIPR MUST have active SAM accounts. Also, VIPR vendors MUST ensure their vendor company name, company DBA, company address and mailing address in VIPR match the information that is in their SAM records.

As part of the quote process, you are required to complete Reps and Certs in SAM at https://www.sam.gov.
This information will now be captured through the company information in the vendor application. Use the Edit Company Information wizard to complete this information before you submit a quote.
