Incident Procurement

National Solicitation Templates

National Solicitation Templates have been established to provide consistency in the acquisition methodology, methods of hire, and equipment typing and standards throughout the Forest Service.

Due to frequent changes in acquisition rules and clauses it is necessary to periodically update these templates. Awarded agreements, Incident Blanket Purchase Agreements (I-BPAs), will in most instances be modified to incorporate the latest changes as well.

The templates in the drop-down list show what would be included in an awarded I-BPA. If the Forest Service is the contracting agency, the templates must be used through VIPR for pre-season agreements. The specifications may also be used when doing incident-only EERAs. Please direct questions regarding the templates to the Contracting Officer for your Geographic Area (Region).

Solicitation Template Modifications


Maintenance Cycle #24-03 has incorporated updates to solicitation templates. Specific changes are as follows:

  • Update Language in B.3(b) Awards to a Government employee or to a business concern or other organization owned or substantially owned or controlled by one or more Government employees is prohibited (FAR Subpart 3.6). Public law (18 U.S.C. 208) is additionally established to avoid conflicts of interest between employees’ interests and their Governmental duties. Casuals hired under the Administratively Determined (AD) Pay Plan shall avoid decisions or recommendations to include, but not limited to: supervision, hiring, ordering, or recommending payments that directly or indirectly affect a company or contractor the casual has any ownership or employment with or for that company or contractor assigned to an incident (NWCG Standards for Interagency Incident Business Management – PMS 902)
  • Update Trailer Mounted Hand wash template -Update Handwash Attendant Language in D.2.1.2.3(b) All units must have a dedicated attendant responsible for maintaining the Handwashing Station. An attendant may maintain more than one Handwashing Station if permitted by the incident management organization or designated agency person.
  • Added Exhibit J for Potable and Gray Truck Advantages
  • Update Ambulance template - D.2.2.3 -- STATE MEDICAL REQUIREMENTS.
  • Medical equipment and personnel including vehicle (e.g. ambulance) utilized by contracted ambulances must be consistent with their medical direction, protocols, and all laws/requirements specific to the state in which the contractor is providing services while under hire on an incident.
  • Added Notes in Exhibit M for the Emergency Medical Responder Solicitation template.
    Note 1: Equipment must remain accessible to the responder. E.g. cardiac monitor kept within the EMR’s vehicle.
    Note 2: It is the responsibility of the vendor to determine where there is a state required equipment/supply list. Where there is none, exhibit M applies.
