VIPR Next Gen Status
As a reminder, all 2025 VIPR agreements remain active under their existing rates and will continue to serve as the primary source for preseason incident ordering until 2026 VIPR agreements are awarded and published. In addition, vendors may submit price adjustments reflecting the difference between the awarded 2025 and 2026 rate, for eligible resource orders placed as of June 15, 2026. Guidance for this process was shared directly with vendors via email on June 12, 2026.
Vendors that submitted new resources for 2026 VIPR agreements can be hired when appropriate and consistent with procurement regulations, incident needs, and dispatch timelines, ahead of open-market Secondary Resource List (SRL) vendors. This approach expands the pool of qualified resources available for incidents, supports vendors that have successfully completed the onboarding process, and helps bridge the gap while the remaining 2026 VIPR awards and associated downstream system integrations are completed.
Status of 2026 VIPR Awards
The U.S. Forest Service is committed to completing the 2026 VIPR agreement award process. Agreements are being completed by VIPR resource category as the remaining administrative and system processing activities are finalized. We appreciate your patience and partnership as we work to complete this process accurately, fairly, and consistently.Vendors may contact the VIPR team at SM.FS.vipr@usda.gov with any questions regarding the status of their 2026 VIPR agreements or the award process.
ATTENTION: The downtime of the current VIPR system will NOT affect the status of current agreements or vendors' ability to receive and accept orders. However, vendors will not be able to submit new quotes or make changes until VIPR Next Gen goes live in 2026.

Overview
Virtual Incident Procurement (VIPR Next Gen)
Virtual Incident Procurement (VIPR Next Gen) is a web-based Forest Service application designed to administer preseason Incident Blanket Purchase Agreements (I-BPAs - formerly referred to as Emergency Equipment Rental Agreements or EERAs). The application supports the 2005 USDA-OIG audit findings requiring the Forest Service to implement a more rigorous approach to managing preseason incident agreements.
VIPR Next Gen has the functionality to solicit, award, and manage preseason I-BPAs, and was implemented nationwide in January of 2009. In future years, VIPR Next Gen will automate other preseason incident procurements, such as aviation contracts, crew contracts, and mobile shower and food services.
VIPR Next Gen is designed to front-end load other systems within the business lifecycle of preseason incident procurements, such as IROC (formerly ROSS), I-Suite and the Incident Business System. Electronically sharing pertinent information through to payment of contractors by the Forest Service will reduce errors and speed transactions.
Vendors should become familiar with the requirements and complete preparations to be eligible to be awarded an agreement with the Forest Service. For more information on what vendors need to do, visit the "Being a Vendor" page. Vendors should also watch the SAM.gov web site for the VIPR Next Gen solicitations to which they want to respond.
For information on the types of equipment the Forest Service has solicited for this year and in future years, vendors should view the National Solicitation Plan for I-BPAs.

When to Use VIPR Next Gen
If you have equipment under an existing Forest Service agreement or plan to respond to a solicitation to offer equipment, you will use the VIPR Next Gen Vendor Application.
