SOPA Reports
The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for National Forests in North Carolina that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
Decommission approximately 0.5 miles of western portion of FSR 86E and non-system road. Place approximately 0.9 miles of FSR 86E into storage. Install features around perimeter (approximately 0.25 miles) of wildlife opening. Culvert replacements.
Repair of road damage that occurred during Tropical Storm Fred including replacing several culverts with structures that improve Aquatic Organism Passage
The proposed action includes replacing the dated and failing infrastructure of the existing fish hatchery and improving operational efficiency and healthy yield of fish.
The Croatan NF proposes the Camp Patterson CCC Interpretive Trail project which aims to preserve and showcase the rich history of the CCC camp while providing an educational and immersive experience for visitors.
Create a half-acre temporary gravel parking lot for accessing John Rock area trails near the parking area for the Cat Gap Trailhead which is temporarily closed for construction.
The proposed action is to approve a special use permit to allow the Calvary Church to place a sign in a road right-of-way the Forest Service owns near the intersection of Highway 101 and Temples Point Road in Craven County, North Carolina.
The Forest Service is proposing to restore access to FSR 204 by reconstructing an existing, closed system road (FSR 209) to a maintenance level (ML) 3. Proposed road reconstruction would be approximately 2.1 miles along FSR 209.
The proposed action includes timber harvest, prescribed burning, and improvement of wildlife, fisheries, and botanical habitat to reestablish age class and structural diversity in NE Cherokee and southern Graham Counties, NC.
Streambank stabilization along Davisdon River from the Pisgah Fish Hatchery downstream to the confluence with Looking Glass Creek - rehab/improve river entry points
The proposal requests to relocate approximately 10,990 feet of the Havelock 23kV Feeder (along existing maintained roads) and decommission approximately 8,200 feet of existing inaccessible overhead distribution line within Croatan National Forest.
The proposed action is to replace power lines along U.S. Hwy 19 between Wesser Road and Silver Mine Road. Most of the work will occur within the existing NCDOT right-of-way.
The Grandfather, Appalachian, and Pisgah (GAP) Restoration Project proposes actions to restore fire-adapted sections of Pisgah National Forest and reduce wildfire risk to resources and nearby communities.
The Croatan Ranger District proposes to permit the City of Havelock to perform bank stabilization and road maintenance work on McCotter Canal and the adjacent access road on National Forest System lands.
This project will construct an approximately 550 foot reroute of the
Central Loop Trail (TR750) connecting the bicycle trailhead to the main trail system. Culvert removal will occur where existing trail lies and site will be recontoured.
The proposed action is to issue a forest order for camping restrictions at specific trailheads on the Grandfather Ranger District, Pisgah National Forest to provide a safe user experience and resource protection.
The Uwharrie Ranger District is proposing to make recreation facility and trail improvements in the Wood Run Area and to implement vegetation management in the Wood Run and Morris Mountain Area.
The proposed action includes a combination of stand improvement, commercial thinning, regeneration, and prescribed burning to reduce the risk and increase the resilience to wildfire.
NCDOT has proposed making improvements to NC 143 from the Cherohala Skyway to SR1127 at Robbinsville in Graham County. Portions of this project are located on National Forest System lands. Project currently on hold pending additional DOT funding.
The proposed action is to replace the one-lane bridge on SR 1326, Joe Brown Hwy, over Hanging Dog Creek, with a 2-lane bridge. This would also straighten the curve on the western bridge approach.

To approve an amendment to the Duke Energy Progress existing special use authorization. This amendment will allow DEP to place underground powerlines southeast of Havelock underneath Highway 70 and to install a new switch and associated structures.
Approximately 2,274 acres of vegetation management including silvicultural treatments, prescribed burning, and wildlife opening management in the Alarka and Plott Balsam Mountain Ranges. The project is a part of a costewardship initiative with EBCI.

The Southern Appalachian Forests(Cherokee National Forest, George Washington and Jefferson National Forests, National Forests in North Carolina and Chattahoochee - Oconee National Forest seek to implement large landscape watershed resiliency efforts.
The project area proposed for treatment contains approximately 3,000 acres of the Croatan RD. Proposed vegetation management activities would improve forest health, wildlife habitat, and restore natural forest desired conditions.
The proposed action includes planting and regeneration treatments in stands that are dominated by off-site white pine and which are at risk of insect infestation.
The proposed action is to repair the concrete reservoir that supplies water to the flush restrooms at Joyce Kilmer Memorial Forest on the Cheoah Ranger District in Graham County, NC. Restrooms are currently closed to public use.
The proposal is to conduct shortleaf pine ecosystem restoration, including timber harvest, prescribed burning, wildlife habitat, fisheries habitat, and botanical habitat improvement projects in Cherokee Co, NC near White Grape Bend on Hiawassee Lake.
Remove upper and lower dams of Wilson Lake. Stream channels and adjacent land to be rehabilitated. Stream channel structures proposed to prevent erosion/stabilize affected areas. Unclassified road prism decommission and white pine to be removed.
