California Department of Transportation - Big French Creek project

During the winter of 2016/2017, a naturally occurring landslide deposited approximately 819,686 cubic yards of material onto State Route 299 (SR 299). The Big French Creek slide affected approximately 21 acres, and closed SR 299 for several months. The California Department of Transportation (Caltrans) took emergency actions to reopen Hwy 299. CalTrans notified regulatory agencies and the Forest Service about their emergency activities. As part of the emergency actions, Caltrans stabilized the hillside and disposed of the slide material at four sites on National Forest System Lands.

The hillside and three of these sites have now been rehabilitated and one of the sites will be rehabilitated once its capacity has been reached. After rehabilitation, CalTrans has agreed to maintain vegetative cover in these areas and ensure that soil stability is maintained. These actions were agreed upon with CalTrans in order to mitigate foreseeable adverse environmental effects of the emergency as directed under 36 CFR 220.4(b)(1). As such, the Forest Supervisor has determined that these ongoing actions qualify as emergency responses under 36 CFR 220.4(b)(1) and no additional analysis under the National Environmental Policy Act is required.
