Umpqua National Forest implements Public Use Restrictions Level 1
- Allow campfires in designated campgrounds only
- Allow propane fire pits outside of designated campgrounds.
- Allow for a portable lantern, stove, or campfire that is fueled with gas, jellied petroleum, or
pressurized liquid fuels and has a shut-off valve in a cleared area at least five feet from any flammable
material. - Operating chainsaws for the collection of fuel wood is regulated by the permit. Electric chainsaw use is
exempt from this order and allowed all day with a required 30-minute fire watch.

PUBLIC USE RESTRICTION – LEVEL I FIRE RESTRICTIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (a) and (b), and to provide for public safety and protect natural resources, the following acts are prohibited within the Umpqua National Forest [and its wilderness areas—Boulder Creek, Rogue-Umpqua Divide, and Mount Thielsen]. This Order is effective from July 4, 2025, through Novemebr 1, 2025, unless rescinded sooner.
PROHIBITIONS:
- Igniting, building, maintaining, attending, or using a fire with solid fuels such as wood stoves, charcoal, pellet grills, smudge pots, and briquettes anywhere within the Umpqua National Forest. except:
- When using commercial stoves or campfires within the National Forest that are fueled by pressurized liquid fuel or propane. (See Exemption #3)
- Within Forest Service constructed concrete, metal fire rings, and Forest Service approved fire rings, or fireplaces in designated recreation sites, which are listed in Exhibit A.
- Fireplaces inside buildings with approved spark arresters/screens on top of the chimney. [36 C.F.R. § 261.52(a).]
- Using an explosive. Possessing, discharging, or using any kind of firework or other pyrotechnic device. [36 CFR § 261.52(b)]
- Smoking, except:
- Within an enclosed vehicle, building, or designated recreation site.
- When stopped in an area at least three feet in diameter that is barren or cleared of all flammable material; or
- While aboard a watercraft while navigating or at rest on a waterway. [36 CFR § 261.52(c)&(d)]
- Operating an internal combustion engine, except:
- While in a motor vehicle on Forest Development Roads or within designated parking areas.
- While aboard watercraft while navigating or at rest on a waterway.
- Generators with approved spark arrestors, in designated recreation sites as listed in Exhibit A.
- Approved off Highway Vehicles (OHVs) on forest roads and trails identified as open to motorized travel on the Umpqua National Forest Motor Vehicle Use Map.
- Operating a chainsaw or other equipment powered by an internal combustion engine for the collection of fuel wood will be regulated by the permit. Chainsaw use is not exempt from this order and allowed from 8 P.M. until 1 P.M with a 1-hour fire watch. Electric chainsaw use is exempt from this order and allowed all day with a required 30-minute fire watch. (See Exemption #4) [36 C.F.R. § 261.52(g).]
- Welding, or operating an acetylene or other torch with open flame. [36 C.F.R. §261.52(h).]
LEVEL 1 EXEMPTIONS:
Pursuant to [36 C.F.R. § 261.50(e)], the following persons are exempt from this order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation Order), specifically exempting them from this Order.
- Any Federal, State, or local officer, or member of any organized rescue or firefighting force in the performance of an official duty.
- Persons using portable lantern, stove, or campfire that is fueled with gas, jellied petroleum, or pressurized liquid fuel and has a shut-off valve in a cleared area at least five feet from any flammable material.
- Persons with a valid Forest Service 2025 Forest Products Removal Permit (fuelwood permit) are not exempt from the prohibitions listed above. However, they may use a chainsaw to cut fuelwood, provided that the cutting is done in compliance with the terms of the Permit. Public Use Level 1 Fire Restrictions, within the hours of 8 P.M. to 1 P.M. followed by a one-hour fire watch. Electric chainsaw use is exempt from this order and allowed all day with a 30-minute fire watch.
- Persons with a valid Forest Service special use authorization in the Diamond Lake Recreation Residence tract are permitted to conduct fuels reduction activities with a chainsaw with a 30-minute fire watch until 1 P.M.
- Persons with a valid Forest Service special use authorization for a recreation residence, resort, or organizational camp are exempt from Prohibition No. 1 while at their recreation residence, resort, or organizational camp.
- Persons in Wilderness areas within the Umpqua National Forest are exempt from Prohibition No. 1.
These prohibitions are in addition to the general prohibitions in [36 C.F.R. Part 261, Subpart A].
A violation of these prohibitions is punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 U.S.C. § 551; 18 U.S.C. §§ 3551, 3559, 3571, and 3581).
