SOPA Reports
The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Chattahoochee-Oconee National Forests that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
To control soil erosion, control the movement of sediment into local streams or lakes, improve aquatic habitat conditions, and stop unauthorized off-road vehicle use on undesignated roads and trails.
The purpose of this project is to conduct the Southern Cross cyclocross/mountain bike event. The event would use National Forest System (NFS) roads as part of the course including: FS28, FS77, FS42, FS58, and FS80.
Multiple special use applications for: 55 Nine Bike Race, Robert Lewellen, The Lumpkin County Chamber of Commerce (LCCC), and Chris Tilghman to conduct various recreation events on the Blue Ridge Ranger District.
A special use permit for the use of NFS lands in the Mauney Rd area in Union County to conduct guided
equestrian trips.The activity would consist of groups of up to 10 individuals riding directly from the stable to NFS
land via South Mauney Rd.
Special use permits for outfitter/guided hiking, backpacking, and/or camping using National Forest System (NFS) lands administered by the Chattooga River Ranger District.
The purpose of this project is to respond to a request for a special use permit that is not in conflict with mgmt. objectives, and provide a unique recreational opportunity that reflects the resources of the Forest and meets the needs of the public
The purpose of this project is to relocate two segments of the trail to more sustainable locations. This would provide a more sustainable, maintainable, and enjoyable trail experience
The purpose of this project is to reduce impacts that residential development have made to the view shed along the trail corridor and provide for a more enjoyable trail experience.
The project is designed to reduce the risk for southern pine beetle (SPB) infestations in over-crowded pine stands and restore the ecological integrity of those stands by moving them towards a more ecologically appropriate composition.
Decommissioning 1.3 miles of trail at Upper Green Mountain, approx. 8 miles of new trail construction to create loop opportunities around Blue Ridge Lake and near Turkey Farm, and other improvements.
The Blue Ridge WMA check station facility is located approximately 12 miles southeast of Blue Ridge, GA via Rock Creek Road (F.S. Road 69) in Fannin County, GA.
Application for special use authorization to use National Forest System (NFS) lands for recreation events during 2016 in the Blue Ridge Ranger District.
The purpose of this project is to redirect the trail to a sustainable grade and condition at the Courthouse Gap juncture of the Bartram Trail in Rabun County, Georgia. Presently, the trail consists of 0.75 miles of highly eroded trail.
The purpose of the proposed actions are to increase sustainability, reduce resource impacts, minimize long-term maintenance, and provide for a more enjoyable trail experience along the Beasley Knob OHV Trail System.
The Beech Bottom Trail and the South Fork Trail require a small amount of trail relocation and/or work to improve drainage. The Horseshoe Bend Connector Trail is an opportunity to open an existing roadbed to the public for multiple uses.
The purpose of this project is to construct a new trail segment from Flat Top Mountain to Forest Road 64 near Dyer Gap. This segment would be approximately 3700 feet long. This segment would be approximately 3700 feet long.
The proposed action includes two component actions:
- Construction of approximately 0.40 miles of new class 3 hiking trail.
- Closure of approximately 0.25 miles of existing unsustainable trail.
A SUP application has been received from Blue Ridge Fun Bikes, LLC (Authorized Agent: Nancy Smith) requesting a temporary special use outfitter and guide permit to supply bicycle rental on NFS lands on the CONF in Fannin Co., Georgia.
The event would occur on Saturday, April 9, 2011 between 7AM and 6PM. The event would consist of a maximum of 270 individuals canoeing, mountain biking, hiking, and orienteering through parts of the Chattahoochee.
National Forest.
A special use permit to conduct a recreation event on NFS lands between 7AM and 6PM. The event would occur on Saturday, April 14, 2012 between 7AM and 6PM.
The purpose of the project is to respond to a request for a special use permit that is not in conflict
with management objectives and to provide a unique recreational opportunity that reflects the
resources of the Forest.
This electric line would provide existing customers with a more reliable power source and provide a
sufficient power source for the expanding residential use in this area.
Authorization to install a single guy pole and anchor line along Forest Drive in the Mauney
Road area of northern Union County. The total space needed is a 10’ x 10’ area adjacent to the
road and would not require the removal of any trees.
Blue Ridge Mtn. EMC is requesting use of NFS land near the intersection of Low Creek Road and GA 325 in Union County for a power line easement expansion.
The Forest Service is considering two applications that request conveyance of small tracts of National Forest System (NFS) lands on the Chattahoochee National Forest to private landowners per the provisions of the Small Tracts Act.
Chris Tilghman is requesting a special use authorization to conduct a stand-up paddling race at Morganton Point Day Use Area on September 10, 2011. The event participants would begin and end the race at the Morganton Point beach.
Trees to be removed include all pine trees and any leaning and hazardous hardwoods trees that have potential of falling towards any structures. The project area includes approximately 2.6 acres around the perimeter of the work center.
The purpose of this project is to provide accessible toilet facilities in the recreation area by replacing the existing chemical toilets with accessible vault toilets. The existing toilets are in disrepair and need to be either rebuilt or replaced.
The purpose and need for this proposed action is to allow the Forest Service to re-open this recreation area to the public by significantly increasing visitor safety and enjoyment.
The purpose of this project is to provide an accessible and modern toilet facility in the lower parking lot level of the recreation area by replacing the existing facility and relocating it in a more convenient location.
The primary objective of this prescribe burn would be plant community and landscape restoration, wildlife habitat improvement, and fuels reduction in the wildland urban interface.
The district in collaboration with Union Co. and Byron Herbert Reece Society is proposing the adoption of an existing closed road to convert to a beginner-level interpretative hiking trail for recreationist in Union County.
Authorization to install power to the existing concessions building at the Morganton Point Day
Use Area. Installation would consist of placing a single 35’ pole approximately three feet from
the edge of the parking lot.
The Forest Service is proposing an administrative change to the Forest Monitoring Plan to comply with the 2012 Planning Rule (codified at 36 CFR Part 219). This change would add additional questions to the Monitoring and Evaluation program.
The Forest Service is proposing to establish access points for boaters on the Chattooga Wild and Scenic River within the boundaries of three National Forests (Chattahoochee, Nantahala and Sumter).
Communication sites at both locations contain infrastructure supporting emergency response systems critical for public safety. Current maintenance of these sites is confined to areas immediately adjacent to the communication system structures.
The Chatuge Gun Club is proposing to construct a target range on 8 acres of National Forest land. It will include target holders, shooting butts, covered shooting area, storage shed and benches.
The primary focus of the Cooper Creek watershed project is to make the forest more resilient and sustainable by reestablishing a healthy range of age and diversity of tree species, improving wildlife habitat and increasing watershed function.
Gate to be installed at Cottonwood Patch Campground with combination lock. Users who have a reservation will be given the gate code thus having access to their campsite. This will mitigate the vandalism in the campground from day users.
Conduct guide services for hunting/fishing. Hunting services would include the use of several designated Wildlife Management Areas administered by the Georgia DNR that are on NFS lands, including the Chattahoochee, Lake Russell, and Swallow Crk WMAs.
Verizon Wireless is requesting permission to make modifications to their existing antenna configuration and associated equipment located on the SBA Properties tower located on NFS lands in Stephens County, Georgia.
The Lumpkin County Chamber of Commerce (LCCC) is requesting a special use permit to provide rest stops for the participants of the 6 Gap Century/3 Gap Fifty bicycle ride.
This event has been held annually for the past five years. The event will be scheduled for October 5-6, 2019, and each year thru 2023 on the first weekend in October.
An applicant is requesting authorization to use National Forest lands for a variety of outfitter and guided uses, including hiking, camping, fishing, hunting, mountain bike riding and waterfall hikes.
The purpose of this project is to decommission the existing campsites that are within the riparian corridor and create new campsites across the road to reduce erosion and improve bank stabilization and watershed quality
This conveyance authority was created to improve Forest Service operations and provide benefits to the public. The work center site became excess several years ago due to district consolidations.
Trail reroutes for the following trails, Willis Knob, Bartram Trail, Frady Branch Loop Trail, Panther Creek Trail, Three Forks Trail, Sourwood Trail, Rhododendron, Rhododendron Lake Access and Lake Russell Trails.
Seven of the eight project area stands originate from Southern Pine Beetle (SPB) salvage harvests from the late 1980s and early 1990s, which subsequently were planted or naturally regenerated to loblolly pine from 1987 to 1991.
Dockery Creek Homeowners Association (HA) has requested authorization to use a section of non-system road that crosses approximately 1,100 feet of NFS land beyond the county maintained portion of Dockery Creek Road in Union County, GA.

Host an adventure race on existing National Forest System roads and trails on Saturday March 2, at 5 a.m. and ending on Sunday March 3, 2013 at 4 p.m. The race will take place in Georgia in Murray, Gilmer and Fannin counties. The est. miles is 100mi.
The Blue Ridge Ranger District of the Chattahoochee-Oconee National Forest is proposing to improve aquatic organism passage and restore natural hydrological processes in the headwaters of the Mulky Creek watershed in Union County, Georgia.
Robert Lewellen is requesting a special use authorization to conduct a trail race/run on portions of the Coosa Backcountry & Duncan Ridge Trails. The event participants would begin at Vogel State Park, run to White Oak Stomp (25k) or Fish Gap (50k).
The purpose of this project is to improve forest health in over-crowded and fire-excluded stands to lower the risk of insect and disease infestation (particularly southern pine beetle) and reduce susceptibility to damaging wildfire.

of insect infestation in over-crowded stands of pine trees.

To investigate the effects of the 2016 fires (Rock Mountain and Rough Ridges) on soil invertebrates in the Conasauga and Chattooga River Ranger Districts

The Forest Service proposes to reduce the undesirable mid-story of approximately 47 stands classified as oak or oak-pine forest type. Currently, these stands have very dense mid-story canopies of undesirable hardwood stems.
The purpose of this project is to enhance stream habitat conditions for trout and other aquatic species, which will move these areas toward the desired conditions in the Forest Plan.
The Blue Ridge RD is proposing prescribed burning to enhance forest health, improve wildlife habitat diversity and reduce hazardous fuels accumulations on approximately 6,999 acres of National Forest system land.
The use of prescribed fire to meet resource objectives is highly effective, cost efficient, and has multiple benefits such as Forest Health, Wildlife Habitat Improvement and Hazardous Fuel Reduction.
The purpose of this project is to increase fire fighter safety, reduce hazardous fuels accumulations, enhance forest health, and improve wildlife habitat diversity on approx. 364 acres of NF land in Gordon & Murray County, Georgia.
This project burning would enhance forest health, improve wildlife habitat diversity and reduce hazardous fuels accumulation on approximately 3,108 acres of National Forest.
The CRD is proposing prescribed burning to reduce hazardous fuels accumulations. enhance forest health, improve wildlife habitat diversity, and benefit a rare plant population on approximately 2,991 acres of NF system land in Murray and Fanning Co.
Fannin County Water Authority has submitted a request to install a water line across National Forest System lands to supply potable water to residents living at the end of Lake Cove Road.
The F.S. would like to bring all property owners that currently have a dock into compliance by issuing permits to the land owners for their moorings and access, which would consist of the steps, trams, boardwalks, and trails as they currently exist.
To convert three recreation events from temporary permits to five-year term special use permits on National Forest System (NFS) lands administered by the Blue Ridge and Chattooga River Ranger Districts.
The Blue Ridge Ranger District is proposing to permanently close approximately 1.4 miles Forest Service Road 256 - Flatlands Road between Suches Creek and Locust Gap to all motorized vehicular traffic.
Contribute to maintenance or restoration of native tree species whose role in forest ecosystems: (a) has been reduced by past land use; or (b) is threatened by insects and disease, fire exclusion, forest succession or other factors.
The Chattahoochee-Oconee National Forests is proposing to implement a Forest Order to limit the number of days camping is permitted on the Chattahoochee-Oconee National Forests, pursuant to 16 USC 551 and 36 CFR 261.50(a) and (b).
The Blue Ridge Ranger District is proposing to close Forest Service Road 135 and 135-A Three Sisters Road and Three Sisters Spur to all motorized vehicular access under 36 CFR 220.6(d)(1).
The purpose of this project is to redirect the trail to a sustainable grade and condition-avoiding the area where the trail bridge was washed out during the heavy rain event of September 2009.
GADNR has requested permission to install approximately 331 feet of buried phone line within the existing gravel driveway and parking area adjacent to the check station office.
A proposal to install a drilled water well and fence at the Chestatee WMA Check Station. A well is needed due to the poor quality of the water from the existing system. A fence is needed to protect the facilities and equipment from theft/vandalism.
The GDOT is proposing a reasonable and prudent measures that the CONF consider necessary or appropriate to minimize the impacts of anticipated taking on the listed plant species.
The collection work will be done in the Oconee Ranger District. The primary purpose of this plant collection is to be used in undergraduate biology and ecology classes to teach student about common taxa representative of key ecosystem of the SE US.
GA DNR is requesting that their Special Use Permit be amended to permit the construction of an equipment storage building and gravel parking area on the Chestatee Wildlife Management Area (WMA) in Lumpkin County, Georgia.
GADNR has requested permission to install a drilled water well at the Rich Mountain Wildlife Management Area (WMA) check station to supply the facility with potable water.
GDOT will construct (1) northbound passing lane from mile post (MP) 22.90 to MP 24.03 on State Route 15 between Cold Springs Road (north) and Macedonia Road in Greene County.
NOTE: This project is NOTcancelled. It was completed, but a DM isn't required. This project had to be "cancelled" in order to get this project out of the PALS database.

Request a permit to extend an existing span of overhead power line and power poles on NFS land in Section 26, Land Lot 151, on FS 631 (Tatum Lead Road) in Murray County, GA.
The primary reasons for conducting road maintenance and hazard tree removal on these two roads are to provide for vehicle safety and day lighting along Glassy Mountain and Wildcat Roads.
The District is considering an application for the issuance of a road right-of-way for access to a private inholding tract adjacent to Glenn Elliot Road, east of Suches, Georgia.

The Gooch Mountain Shelter Site is located along the AT, in Union County, GA. It is 15.8 miles from Springer Mountain, the southern terminus of the AT.
The purpose of this project is to implement the Chattahoochee-Oconee National Forest Plan (2004) direction, by addressing TES species habitat, soil, water and transportation needs and opportunities within the Lake Russell WMA.
Request right of way permit to perform road improvements along a segment of County Rd #224, known as Honeystand Road, that borders on National Forest System (NFS) lands. Involves widening existing unpaved to a paved road, 20 ft wide.
The District is proposing to improve aquatic organism passage, reduce the potential of increased downstream sedimentation, and mitigate the risk of impacts to sensitive riparian and aquatic habitats within Metcalf Creek (Rabun County, Georgia).
The Hawk Mtn. Dispersed Camping Improvement Project provides dispersed camping and latrine facilities for hikers along the AT. Currently, there are too many dispersed campsites. Inventory has been conducted, and identified for construction.
The Helenback LLC has requested authorization to conduct the Helenback Trail Run recreation event on Saturday, April 29, 2017. The event would include a full marathon, half marathon, and 5K distance races.
The proposed action is to remove approximately 7.5 acres of timber surrounding the existing landing to reduce canopy height making the landing more accessible. Soft and hard mast producing trees less than 50 ft tall will be left for wildlife habitat.
This project is needed to provide for user safety and visitor satisfaction for the Helton Creek Falls Trail on the Blue Ridge Ranger District. The proposed project consists of maintenance activities of trail and walkways.
Stands found in Hidden Creek were once cleared to harvest timber products and then planted
back to loblolly pine. Today, these stands are very dense and over crowed which leads to
competition among the trees for water and nutrients.
This project will reroute 405 feet of the Houston Valley Trail #181L to improve water drainage ability, reduce erosion potential, and improve visitor use.
The Forest Service, in cooperation with the Georgia State Department of Natural Resources,
proposes to relocate approximately 600 feet of the Dry Creek Trail (Trail 181T) that is experiencing severe erosion and flooding issues.
The purpose of this project is to widen their access road. The HA would responsible for all construction and soil stabilization costs, as well as the long term maintenance of the road.
The purpose and need for this project is to re-establish public access to Mountaintown Creek that bypasses private land in order to provide opportunities for dispersed recreation uses within the Mountaintown Creek drainage.
SUP to Blue Ridge Mountain Electric Membership to install a fiber optic cable on existing pole lines within an approved right of way easement on National Forest System lands.
The purpose of the proposed actions is to reduce soil erosion, minimize subsequent siltation to nearby creeks and branches and minimize long-term maintenance.
The USFS and GA DNR are proposing to cooperatively construct and maintain 8-10 acres of new permanent wildlife opening in the Johns Mountain Wildlife Management Area (WMA), in compartment 915 and 916 near Pocket County Rd and USFS Rd 232 and 233.
The purpose of the project is to improve trout habitat by adding large woody debris in the form of cover logs and instream structures. This would create pools for holding trout during the warm summer months.
The Forest Service proposes to reconstruct approximately .5 mile of the Keown Falls trail to re-establish a consistent tread width, proper out-sloping and effective drainage in order to enhance the trail long-term sustainability.
To relocate approximately 80 ft. of existing tread of the Lake Chatuge Trail onto a more sustainable side-slope alignment by closing approximately 80 feet of existing unsustainable trail and constructing approximately 90 feet of class 3 hiking trail.
The 1,300 acre Lake Russell Rare Plant Habitat Improvement Project is located within the Lake Russell Wildlife Management Area (WMA) in Stephens County, Georgia.
The purpose is to provide a fully accessible restroom at Lake Sinclair Day Use Recreation Area.The need is to reduce future maintenance costs associated with the current structure. Another purpose is toprovide more beach access to the general public.
The Southern Region of the Forest Service is proposing to change its limits of stay at shelters and designated dispersed campsites along the Appalachian National Scenic Trail on several forests of the Southern Region.
The purpose and need for this proposal involves improving the radio communications in the area east of the communications site, including the specific area around Tugaloo and Yonah Lakes and the Tugaloo River and upper Lake Hartwell drainage.
The District proposes to designate and improve seven existing dispersed campsites, discontinue use of and rehabilitate eight unsustainable dispersed campsites, and rehabilitate and install barriers to illegal, non-system road prisms and pull-offs.
Stands found along Taylor’s Ridge were once cleared to harvest timber products and then planted back to loblolly pine. Today, these stands are very dense and over crowed which leads to competition among the trees for water and nutrients.
Consider whether to amend forest plans for three national forests (GA, NC & SC) re: recreation on the upper segment of the Chattooga River. Previous comments will be considered.
Expand infrastructure and amenities at Morganton Point Campground in Fannin County, GA, including extending utility connections and campsites on the North Loop, improving access for larger recreational vehicles, and constructing rental cabins.
The Army proposes to cut all trees within 20 feet of the exterior concrete curb that goes around the airfield. Stumps would be cut to grade level to allow for mowing of prevent future woody vegetation encroachment.
To improve the successful restoration of mountain longleaf pine (and shortleaf pine) on these sites, there is a need to include an additional release option as an alternative to the current options authorized – fire and manual.
The purpose and need for the manual release treatment is to remove competing vegetation from around the planted mountain longleaf pine seedling until prescribed fire can be introduced into the young stands as the primary agent of competition control.
Request a special use permit to provide a spectrum of high quality, nature-based recreation setting and opportunities that reflect the unique or exceptional resources of the interests of the recreating public.
Mulberry Gap Outfitters has requested a renewal of their five-year special use permit. They provide shuttle services, as well as guided hikes and bike rides on select Forest Service Roads and Trails.
The proposed land exchange would provide new administrative
sites on the Chattahoochee National Forest that are more centrally located and would provide for
more efficient management of the Conasauga Ranger District.
The proposed action includes permitting NGEMC of Dalton, GA to install 1 mile of new overhead utility line within an existing GA DOT HWY 136 right-of-way.
Thinning these over-crowded stands would improve forest health, allowing them to become more resilient to
insect and disease and would improve wildlife habitat.
The exercise would involve training and certifying flight crews to attack wildfires by releasing water from a C-130 tanker airplane to hit a specific target, or drop zone.
The purpose of the project is to respond to a request for a special use permit that is not in conflict
with management objectives and to provide a recreational opportunity for the Forest and to meet the needs of the recreating public.
There are 3 OHV areas in the district. Trail use has increased significantly in recent years, thus creating the need of occasional reroutes to increase user safety and ensure future sustainability of the resource.
The purpose of this project is to maintain or improve forest health in pine stands with high stem density to improve forest resiliency and resistance to natural disturbances, disease infestations and insects, particularly southern pine beetle.
The Oconee RD of the Chattahoochee-Oconee NF proposes to authorize new and/or existing special use ROW/Easement permit to be issued to Georgia DOT activities for widening US 441/SR41 corridor within segments totaling 16 acres of NF Lands
The primary purpose of this action is to provide range forage, maintain open pasture, improve pasture conditions, and provide grazing opportunities for interested local farmers.
Request for an authorization to use NFS lands for mooring of and access to a single slip boat dock with electrical service located within the Fishhook Point subdivision in Fannin County, Georgia on Lake Blue Ridge.
SECOND NATURE BLUE RIDGE, LLC, dba BLUE RIDGE THERAPEUTIC
WILDERNESS, is requesting reissuance of an outfitter and guide permit for guided backpacking and camping trips with a term of ten (10) years.
Pangea Adventure Racing, represented by Jeff Leininger, is requesting a special use permit to conduct a recreation event on NFS lands south of Blue Ridge, Georgia. The event would occur beginning Saturday May 12, at 7 AM and ending Sunday May 13 PM.
The purpose of this project is to pave the Woody Gap parking area and also pave the two access roads at Byron Herbert Reece. The two parking areas are significant trail access locations that receive heavy use.
45-acre federal tract to be exchanged for two non-federal tracts. One to be determined and one tract to help consolidate NF adjacent to the Ocmulgee River.
In cooperation with the GA Pinhoti Trail Assoc., the CRD is proposing multiple re-routes totaling 2.5 miles of Forest Development Trail 3 (FDT3), located between Pinhoti 100 trailhead of SR 100 and intersection of FSR 201 and FSR 205.
This project would allow users (hikers, bicyclists, and equestrians) the opportunity to avoid motor vehicle traffic along Peeples Lake Road, thus improving user safety and providing a more scenic trail route.
Salvage harvest will also allow the affected acres to be regenerated to desired native forest types (e.g. oak-shortleaf pine) currently occupied by loblolly pine.
The purpose and need for this project is to reduce the competition in these stands for light and water resources and to decrease the susceptibility of these stands to pest epidemics, including Southern Pine Beetle.
The purpose of this project is for prescribed burning to enhance forest health, recover rare species, improve wildlife habitat diversity, restore bogs and to reduce hazardous fuels accumulations on approximately 14,410 acres on National Forest land.
