Congressional request: Relating to a Congressional Directive in the Explanatory Statement: Division G – Department of the Interior, Environment, and related Agencies Appropriations Act, 2014; which directs the Department and the Forest Service to report back to the House and Senate Committees on Appropriations regarding actions to preserve and improve access to public lands for hunting, fishing, shooting and other recreational activities, including proposed improvements for public involvement in agency decision-making and coordination with State and local governments within 120 days of enactment of this Act.

Revision of Strategic Plan for Forest Inventory and Analysis

Congressional request: Relating to a Congressional Directive in Public Law 113-79, Agricultural Act of 2014, Subtitle D – Miscellaneous Provisions, Section 8301, directed the Secretary of Agriculture to revise the strategic plan for the Forest Inventory and Analysis program to address the organization, procedures, and funding needed to achieve 11 elements specified in the Act.

Status of Balances of Appropriation

Congressional request: Relating to a Congressional Directive in H. R. 3547, Public Law 113-76, Status of Balances of Appropriations, SEC. 418. The Department of the Interior, the Environmental Protection Agency, the Forest Service, and the Indian Health Service shall provide the Committees on Appropriations of the House of Representatives and Senate quarterly reports on the status of balances of appropriations including all uncommitted, committed, and unobligated funds in each program and activity.

Reprogramming Actions

Congressional request: Relating to a Congressional Directive in Conference Report 112-331, Quarterly Reports. All reprogrammings between budget activities, budget line-items, program areas, or the more detailed activity levels shown in the Statement of the Managers, including those below the monetary thresholds established above, shall be reported to the Committees within 60 days of the end of each quarter and shall include cumulative totals for each budget activity, budget line item, or construction, land acquisition, or forest legacy.

September Federal Land Assistance, Management and Enhancement (FLAME) Act Suppression Expenditures for Interior and Agriculture Agencies

Congressional request: Relating to a Congressional Directive in H. R. 2996, Public Law 111-88. Congress requests the Forest Service to provide an estimate of anticipated wildfire suppression costs to improve budgeting and funding during the first weeks of March, May and July of each year, as well as during the first weeks of September of each year where appropriations for the Department of the Interior and the Forest Service have not been passed for the coming fiscal year by September 1.

Collaborative Forest Landscape Restoration (CFLR)

Congressional request: Relating to a Congressional Directive in the FY 2014 Interior and Related Agencies Appropriations Act, Public Law 113-76. The Committees direct the Forest Service to report to the Committees within 60 days of enactment of this Act on the implementation of CFLR funded projects and the outcome of those projects to date. The Forest Service is strongly encouraged to consider the hiring practices of contractors bidding for CFLR projects to maximize the use of funds being used by contractors to hire local workers.

Landscape Scale Restoration

FLAME Activity for Fiscal Year 2013

Congressional request: Relating to a Congressional Directive in Public Law 111-88, Title V – FLAME Act of 2009, Section 502 – FLAME Wildfire Suppression Reserve Funds, Annual Report – The Secretary concerned shall submit to the relevant congressional committees and make available to the public an annual report that describes the obligation and expenditure of amounts transferred from the FLAME Fund; and includes any recommendations that the Secretary concerned may have to improve the administrative control and oversight of the FLAME Fund.
