SOPA Reports
The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for National Forests in Mississippi that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
Proposed action is to install fiber optic line to provide and improve internet capability of rural customers via directional boring in an existing utility right-of-way = approx. 1,226 feet on National Forest lands equaling .14 acres.
AT&T proposes to amend an existing special use permit # BIE0050 to for a fiber optic line across approximately 1.75 miles of Bienville NF land via the directional boring method. Installation will occur along Hwy 13 within the existing right of way.
Install buried fiber optic cable to service a cell tower by directional boring under National Forest land. No surface ground disturbance will occur on NF land.
Install approx. 900 feet of buried fiber optic cable within the right-of-way of Success Road, and 370 feet of aerial fiber optic cable to be placed on existing poles to provide upgraded telecommunication services.
This Administrative Change - the 2012 Planning Rule Monitoring Program Transition - to the 2014 Revised LRMP for the National Forest in Mississippi, brings the plan monitoring program into conformance with the requirements of the 2012 Planning Rule.

Bay Springs Telephone Company has requested permission to install a service pole with a remote cabinet on Bienville National Forest System lands in order to improve telephone and internet service to local residents.
Request to issue a Special Use Permit to Franklin County to relocate a portion of Berrytown Road, which has washed out. Activity will affect approximately 2 acres of NF land, including removal of commercial timber.
Cover 3,000 acres in 24 compartments proposed by district for infested timber and stand removal, site prep, and replanting. Replanting can involve longleaf, hardwood, and loblolly. Focus is longleaf regeneration if soils are compatible.
Cement pads will be poured/formed in the gravel parking lot area of the boat ramp. These pads will be moved down the ramp and placed over the broken pads then secured with cement to allow the boat ramp to function well for use by forest visitors.
Relocate two segments of Black Creek hiking trail to reduce the number of bridges on the trail. One segment is approximately 1640' long and winds around a small swampy bay, and the other is 2440' long and crosses a recently acquired parcel of land.
The Tombigbee National Forest is proposing a restoration project for the Black Belt Calcareous Prairie and Woodland Habitat in compartment 29. This will be a restoration of ecological systems and rare habitat.
The use of 3-D seismic recordings to investigate potential oil/gas operations on National Forest land. Includes survey, location of sites and access, drilling shot holes, placing and detonating explosives, and recording results from the detonation.
Proposal to thin or restore up to 3000 acres of unthinned pine plantations to reduce the risk of SPB infestation and spread by increasing vigor of retained trees and/or restoring a more resistant tree species to appropriate sites.

Request for installation of a buried fiber optic cable through National Forest land in two locations: within the ROW for Hwy. 61 in Wilkinson County and within the ROW for Hwy. 33 in Amite County, Mississippi.
Request to install a buried fiber line approx. 2.4 miles long through National Forest lands. Line placement would be within the MDOT right-of-way for Hwy. 184, at a minimum depth of 48".

Camp Shelby is proposing to construct three small buildings on Range 48 in the Impact Closure Area. The first building would be a 16x20 ammunition breakdown facility. The second and third building would be a 20 x 40 Classroom and Range Ops facility
Realign and reconstruct portions of the South Tank Trail adjacent to Range 49, Range 13, and Range 14 straighten blind S curves, reduce steep grades, replace culverts and redirect erosion control structures to improve drainage
Wet-Gap water crossing facility for the training and mobilization of tactical bridges on Camp Shelby Training Site. Would be constructed on Lake Janney in the Impact Closure Area. Concrete, cable concrete, and gravel.
The construction of 31 wetland crossings within the confines of Training Areas 10, 25, 32, and 33 at Camp Shelby Joint Forces Training Center within the De Soto National Forest.
Authorization to replace a low-weight bridge on a county road going through National Forest land. A small amount of timber will be removed from the ROW.
CenterPoint request the approval to replace gas lines across portions of its authorized permit areas on Bienville National Forest to avoid pipeline capacity limitations and to prevent interruption of service to local customers.
This is the 2nd phase of the Clovelly Oil Co., LLC project where the company plans to conduct source hole drilling to facilitate a 3D seismic exploration. The project area is approximately 3,680 acres located in the southeastern part of the Forest.
The seismic operations would utilize the conventional shothole method for 3D seismic assessment. Surface area traversed on Forest would be 5,510 acres. No timber removal would occur. Some removal of brush would occur.
Request for access and maintenance of approximately 2,600ft of FS Road 101A to access private property. No work outside the existing corridor clearing limits is expected.
Transfer of FLPMA Permit DES0054 from Mr. Ray Jordan to new owner, Currie Family Investment Company, LP. Permit expired 12/31/15 and would be issued for a new term.
The purpose of the project would be to grant Mr. Stevison road access to his private property that is landlocked by National Forest Service land. The access road would begin at the FS Road 206 and terminate at the private property/FS land.
Grant a special use permit to access private land. The existing road is .16 miles long and would be widened to 60' and surfaced to accommodate state legal maximum loads for timber harvesting and construction and operation of a commercial solar farm.
De Soto National Forest proposes longleaf pine ecosystem restoration & habitat improvement for Red-cockaded woodpecker, gopher tortoise, black pine snake, & gopher frog - increasing longleaf pine & natural fire regimes, & reducing hazardous fuels.
Holly Springs National Forest is proposing treatment of approximately 1200 acres of Tornado damaged timber. The proposed treatment will salvage sales to reduce hazardous fuels and reduce the risk of disease and pest outbreak.
The purpose of this project is to replace aging and failing drainage structures which will provide flooded bottomland hardwood habitat for wintering waterfowl within the Mississippi Flyway in support of the North American Waterfowl Management Plan.
Application by Amite County to replace a low weight bridge on East Homochitto Rd. with a precast concrete bridge over Brown Branch Creek. Removal of timber on 1.6 acres for proposed ROW.
Stone Co Board of Supervisors received a grant through Federal Lands Access Program to improve East McHenry Road (widening, surfacing, and replacing 2 culverts and a bridge). Easement would transfer jurisdiction to county for work to proceed.
The Tombigbee Ranger District proposes to issue a special use authorization for installation of 12.6 mi. of fiber optic cable on existing electrical transmission line utility poles in Winston Co., MS
Install a single phase 120-volt underground electric line for a distance of 240feet with the right-of-way Forest Service Road 231A1 within the Turkey Fork Lake Recreation Area.
Request to replace a low-weight bridge on a county road, including re-allignment of ~270' of roadway, commercial timber harvest on ~1/2 acre, and placement/maintenance of a pre-cast concrete bridge.
Replacement of a low-weight bridge on Fox Road with a precast box culvert for an unnamed tributary of Birdman Creek. 1/4 to 1/2 acre of commercial timber in the right-of-way may be harvested to facilitate the placement.
Access to private property using an existing driveway. This project was formerly listed as "Moore Access" but the property has been sold to the Frasers.
Mr. Granville Freeman has requested a special use permit to allow access to his property by crossing National Forest land along a historical access route. The access corridor is approximately 20 ft. wide and extends approximately 700 feet in length
Proposal to permit a 3D seismic line across Forest Service land, including land survey, location of drill sites and equipment routes, drilling of shot holes, loading explosives in the holes, detonating and recording, and cleanup.
Initial control of an non-native invasive aquatic plant found on Okhissa Lake by application of glyphosate herbicide on approximately 3-5 acres surface acres.
Removal of timber incidental to construction of safety improvements on U.S. Highway 49, including realignment of intersecting roads and median crossovers.
Homewood Water Association has requested permission to upgrade their water distribution lines across National Forest System lands on the Bienville NF in order to improve water pressure within its network.
Proposal to use prescribed fire on up to 10,000 acres of National Forest land during 2018, for the development and maintenance of pyrotypic vegetative conditions. Proposal includes prep of firelines, and hand or aerial ignition.
Replacement of 2 Communication Repeater Towers located at Butler Graveyard and Choctaw Rd. Towers will be on the same site and anchor points will be located approximately 20 ft further than the original points.
Improvement of wildlife habitat on the Homochitto National Forest by thinning overstocked pine-dominated ecosystems using condition-based management, and reducing midstory by mechanical means.
Issue a permit to construct a new road (764 ft long and 30 ft wide) for access to a private inholding and future residence. Merchantable timber would be removed incidental to road construction.
Allowing use of 1 acre of National Forest land adjacent to Springhill Missionary Baptist Church for use as a parking lot. Includes removal of trees and earthwork.
This proposal is to grant access to private land using an existing gravel road (FSR 397E) that has been the historic route of access to this property. No road improvement or ground disturbance will be conducted, total acreage of ROW (0.04ac.)
Kyle Welch has requested a special use permit to gain access to his property by crossing National Forest land. The corridor is approx. 20ft wide and 1,000ft long representing roughly .46 acres. Permit would be valid for 20 yrs from date of issuance.
Proposal to improve recreation and fisheries management three lakes through activities such as control of aquatic invasive plants, fish stocking or species management, and liming/fertilization of the water.
Examination and analysis of approximately 12,950 acres of the Homochitto NF for natural resource needs and opportunities. Activities may include thinning, stand regeneration, wildlife habitat and recreation enhancement, road work, and other projects.
A forest health and habitat diversity project which includes timber harvesting, herbicide treatments for release, site preparation, & reforestation, road reconstruction, & maintenance.
Improve fisheries of Leaf Pond by performing the following treatments: drain much or all of the lake, deepen the shoreline, install gravel spawning beds, add brush and small trees to provide cover for fish, lime, fertilize, and restock with fish.
Issue a permit for an existing driveway to a residence. The gravel drive is 420 ft. long & 30 ft. wide, and has been in use and well maintained for many years; a power line to the property runs adjacent to the driveway. No work is needed or planned.
MDOT is requesting approval to perform maintenance and timber removal activities along approximately 15 miles of Interstate 20 (I-20) on the Bienville National Forest.
Mr. King has requested a special use permit to allow access to his 20.7-acre property by crossing National Forest land. The access corridor is approximately 16 ft. wide and extends approximately 440 feet in length, representing roughly 0.16 acres.

Bienville is conducting environmental analysis for a proposal by the Pruet Oil Company to conduct a 3D -seismic survey on National Forest Lands. The area involved encompasses approximately 2,600 acres located in the central western are of the Forest.
Move lines from interior forest areas to roads. Abandon 2.01 acres of existing right-of-way by removing poles and wires. Install new overhead lines along Daughdrill and D.E. Scarborough roads for a new easement area of 1.64 acres.
. A new single-phase line would be constructed along Highway 15 and
Vestry Road; the right-of-way for this line would be 50feet wide and 1.75 miles long (10.6 acres,
non-contiguous).
Special Use Permit Permanent Access for Perry County Board of Education and Mississippi Forestry Service to 16th Section Lands owned by Perry County Board of Education. Access routes will follow previous temporary road routes.
Request to use and maintain FSR 186B and to install 4 turnouts along the road for commercial truck traffic. Merchantable trees will be removed at the turnout locations. Length of the road is approximately 0.94 miles.
The purpose of the project would be to grant Mr. & Mrs. Morgan road access that would begin at the Forest Service Road 205 to the non-system woods road and terminate at the private property/Forest Service boundary.
Access to private land and a future residence across a narrow strip of National Forest land. New road will be approximately 15 feet long and 20 feet wide.
Analysis of the use of prescribed fire as a vegetation management tool on the Homochitto National Forest, including locations, general parameters, and timing/frequency of burns for fuel reduction and wildlife and vegetation management.
The De Soto National Forest is proposing to control known and future occurrences of non-native invasive plant infestations using a combination of manual, mechanical, cultural, and chemical treatment methods.
Mowing and clearing of hazardous fuels from around Red-cockaded woodpecker (RCW) cavity trees and along access routes. Actions may be performed on multiple occasions, as needed.
The requested action is construction of a new Armor Moving Target system (AMTS) on Range 18. Construction will include the formation of a new berm, concrete backstop, rail bed and target moved enclosure, electrical installation and ground leveling.
Reissue a Special Use Permit to Plains Pipeline for a new term to authorize continued operation and maintenance of an existing crude oil pipeline. No changes in authorized facilities or increases in the scope or intensity of activities is planned.

Request by SW MS EPA to install a buried electric line approx. 2,300' long, through National Forest land. Line would be buried 36-48" deep with a width of 6 inches, adjacent to a road, with surface restoration and revegetation following.
Proposal from Stroud Petroleum Inc. to drill an oil/gas well and conduct testing on Federal Lease MSES57605; improvement of a logging road; timber removal on ~3ac.; installation of production equipment/tanks and pipeline if needed.
Request for permission to use an existing road to cross National Forest land to access private property. The road is in good condition and no work outside the existing corridor is expected.
The Bienville National Forest will receive fiscal year funding from the Great American Outdoor Act to improve Shockaloe Horse Trail. The project will receive funds to repair the 22-mile trail that will include culvert and riprap replacement.
Smith County Board of Supervisors is proposing to replace bridges on two county roads that cross the Bienville NF, County Road 538B and County Road 538E.
SMEPA has requested permission to reconstruct portions of their electric transmission lines across National Forest System lands on the Bienville National Forest in order to upgrade the facilities within their network.
This project proposes to amend an existing special use authorization for permission to construct a new right of way to install electric line from an existing pole on National Forest land to a new distribution pole located on private.
Short-term (up to 2 years) closure order for all caves and abandoned mines in the Southern Region (2 exceptions)to minimize transmission potential of the fungus that continues to cause white nose syndrome in bats that has affected populations.
The purpose of the action is to close caves and mines to minimize the transmission potential of white nose syndrome and for the protection of associated wildlife species.
The Bienville National Forest is reviewing a proposal by Spooner Petroleum Company to conduct a 3D-seismic survey on National Forest Lands. The area involved encompasses approximately 6,000 acres located in the southwestern area of the Forest.
Proposal to drill 2 oil/gas wells and conduct testing to see if these projects are commercially productive; installation of production equipment/tanks and a pipeline; road maintenance and timber removal from approx. 8.5 acres.
Proposal to drill an oil/gas well and conduct testing. Depending upon production, project may include improvement of 300' /- of old logging road, placement of a tank battery/production facility, and installation of /- 2,800' of pipeline.

Holly Springs RD proposes to issue a special use authorization for installation of 11.19 mi. of fiber optic cable on existing electrical transmission line utility poles in Yalobusha Co., MS
Permanent closure and rehabilitation of approximately 12.9 miles of trail and 35 minor and major foot bridges which have been closed since 2017 for the protection of public health and safety.
Tanglewood Plantation, LLC has requested a special use permit for the use of gated Forest Service Road 524-C, and permission to use a private lock for access to an 80-acre property.
The project will involve construction of a roughly 450' x 450' well pad and access road roughly 627' x 30' after clearing timber and vegetation on approximately 5.08 acres.
The Bienville National Forest has received a request from Tellus Operating Group, LLC for a Permit to Trenton USA 6-7 #2, permitted to 15,700 feet for an exploratory test on Lease MSES-56708.

Request to modify a special use permit to remove approximately 2 acres of timber overtop of an existing 36" pipeline that runs through National Forest land and maintain the area in grass. The pipeline area is approximately 1/2 mile in length.
2014 Farm Bill amended the Healthy Forest Restoration Act of 2003 for qualifying insect and disease areas for Southern Pine Beetles. Commercial thinning or regeneration of overstocked pine stands may be necessary to reduce the risk of a SPB outbreak.
1. Replacement of 5 footbridges on the Tuxachanie Trail in Harrison County, Mississippi. These bridges bisect several small drainages and have been destroyed by fire and flood events. Bridges are constructed of treated lumber
The Bienville National Forest has received a Surface Use Plan of Operations (SUPO) request from Tellus Operating Group for APD: USA 6-7 #2. The project will involve usage of the previously constructed USA 6-7 #1 with no new surface disturbance.
USACE installation of approximately 100 groundwater monitoring wells within the Delta National Forest, each individually occupying approximately 1 square foot each for a cumulative impact of less than 0.1 acres total.
Collect hydrological and water quality data in support of longleaf pine ecosystem & watershed restoration. Install a gauge house, 2-inch groundwater well, and rain gauge. Project duration is approximately 5 years.
Longleaf restoration, commercial thinning, midstory reduction, red cockaded woodpecker management, and prescribed burning for the recovery of theatened and endangered species in the little Tiger Creek Analysis Unit.
Camp Keller requests construction of a covered brass processing facility at Bay 3 of the Woolmarket Range. 60'x40'x6" slab, open pavilion. With fencing and gravel access on both sides.
