Planning
Every national forest and grassland is governed by a management plan in accordance with the National Forest Management Act (NFMA). The "Forest Plan" on the Arapaho and Roosevelt National Forests and Pawnee National Grassland is the 1997 Revision of the Land and Resource Management Plan. This plan sets management, protection and use goals and guidelines.

Bibliography
The 1997 Revised Forest Plan describes a monitoring program to evaluate forest plan implementation, which is programmatic and designed to evaluate the conditions on the Forests and Grassland. Monitoring and evaluation are separate, sequential activities required by the National Forest Management Act (NFMA) regulations to determine how well objectives have been met and how closely management standards and guidelines have been applied.
