Planning
Management of the Sawtooth National Forest is guided by land management plans required by the National Forest Management Act of 1976 and Public Law 114–46, which created the Hemingway-Boulders and Cecil D. Andrus-White Clouds Wilderness. These land management plans serve as roadmaps to sustain the health, diversity, and productivity of the National Forest System lands we manage.
In the same way that a town, county, or city is planned to designate where particular uses may occur, national forests plans identify areas intended for specific uses, such as timber harvest, primitive recreation, or rare plant protection. Just as a county's comprehensive plan might prohibit the construction of a commercial facility in an area that has been identified for residential use, a forest plan could identify an area as not suitable for timber production due to legal or technical reasons.

In July 2003, the Boise, Payette and Sawtooth National Forests issued Records of Decision for revised Forest Plans. Assessments supporting the 2003 Forest Plan revision identified more wildlife habitat areas in need of restoration for a variety of species within each planning unit than could be moved toward desired conditions by natural processes or management activities within the 10- to 15-year planning period. As a result, the 2003 Forest Plans for the all three forests identified that maintaining and restoring habitats for species of concern should be prioritized based upon the greatest risks to the persistence of certain species. To address this need, each Forest Plan included a wildlife objective, WIOB03, to prioritize wildlife habitat to be restored at a mid- or Forest-scale, using information from sources such as species habitat models and fine scale analyses. The Forest Plan Amendment, 2011 Wildlife Conservation Strategy Phase 1: Forested Biological Community is the first of four planned amendments to address wildlife objective WIOB03.
