The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Bridger-Teton National Forest that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.

Thirteen trails projects would include 1 new non-motorized route (Granite Falls), 4 non-motorized reconstruction projects, 1 motorized trail reconstruction , and 7 maintenance projects, including widening Shadow Mountain motorized system to 64".
Relocate the transfer corral/staging area of 4U Outfitters on the Ditch Creek Rd. approximately 2 miles closer to the Forest boundary (not as far up the road).
The Town of Afton is proposing to become the entity responsible for the historic Afton Star structure on a hillside above town, replacing existing structure, installing power for lighting and fiberoptic for a webcam. Project in inventoried roadless.
The Wyoming Game and Fish Commission requests authorization to operate and maintain the elk feedground at Alkali Creek for emergency feeding only. District Ranger Moore signed her decision on 12/13/2019.
To authorize a special use permit (SUP) for a sign for use associated with an existing easement. The sign is necessary for emergency services and mail delivery to efficiently recognize the property.
The Snake River Sporting Club Improvement and Service District proposes to replace the existing damaged bridge with a new two-lane bridge, about 28 ft wide and 375 ft long.
Rendezvous River Sports has proposed to hold 2 Stand-Up Paddleboard races on Lower Slide Lake during their annual Intermountain Touring Symposium held the 3rd or 4th Sat. in June for up to 60 people. The Symposium has been held for 13 years.
Construction, operation & maintenance of a water transmission pipeline to supply water to 2 residences which. The ROW would be 3661' x 10'. It would be located 10' to the west of the road and be buried 7' below the existing grade of the road.
Triple R Ranch, LLC is proposing to drive wheeled, motorized vehicles year-round on Fall Creek Road from Red Top Meadows (FS#31000) to their ranch to reach private property. They are also requesting to plow the road and do routine maintenance.
Three miles of trail reconstruction and trailhead reconstruction of the Bear Trap Trail as part of a larger Commissary Ridge Trail maintenance project.
The Jackson Ranger District proposes to realign sections of the Big Munger Trail to lower grades, as well as furrow in the deep sections of trail and add new drainage to prevent future erosion, in partnership with Crosscut Trails and Forestry.
Expand existing tack shed roof by 50 ft. (and 20 ft. in width) which will be held up by wooden posts with concrete footings. In addition, a 10' roof overhang to the west side is proposed to allow horses to be tied up out of the weather and mud.
This project proposal to update the Forest Plan with the "Bighorn Sheep Conservation Standard" has been cancelled and will be revisited when the Bridger-Teton National Forest revises the Forest Plan.
Allow for snow clearing on FS Rd. 30994 and installation of signage limiting use to homeowners in order to accommodate existing winter recreational trail activities.
The Forest Service proposes to authorized Black Diamond Energy, LLC access via a special use permit to the Maki Creek 1 and Beamers Bluff 24-19 wells to initiate reclamation activities by removing existing facilities.
A bridge would be constructed on FS Trail #6072 allowing 64 inch wide motorized vehicles to cross Blackrock Creek, winter and summer to connect with FS road #30100, protecting the designated Wild and Scenic Blackrock Crk.
Replace and realign dilapidated headgate on Hatchet Ditch; Replace riprap along levee with bioengineered bed and bank stability structures, install fish screen, consistent with Blackrock Creek's Wild and Scenic River designation.
WY Dept of Environmental Quality, Abandoned Mine Land Division, has proposed remediation work at the Blind Bull Mine, to include closure of an adit under FS Road 10123,removal of surface coal slack piles from the drainage bottom and burial onsite.
Establish an outfitter base camp at Breakneck Flat near Gunsight Pass in the upper Gros Ventre drainage and close the base camp at the base of the Red Hills.
Exchange of approximately 45 acres of federal land in the Gros Ventre River drainage for approximately 95 acres of private land further up the drainage. The EA and Draft Decision are available. Final Decision was signed on 6/15/2018.
Placement of approximately 4.5 miles of buried and 2.5 miles of aerial fiber optic cable by Silver Star Communications in the Buffalo valley area; aerial cable will be on existing utility poles.
To retire an existing overhead line & replace it with a buried powerline within a conduit. Trench to be dug for the conduit would be 150 ft. long x 36 in. deep x 24 in. wide. Also, a secondary riser would be installed on the exising pole.
Restoration of Coburn Meadow by constructing a trailhead to direct parking, hardening the site, and reclaiming a short section of a non-Forest Service system road.
The Forest Service proposes to reconstruct as well as relocate short sections within a 13-mile segment of the Continental Divide National Scenic Trail.
Relocation of 1.5 miles of the trail, south and west of Lake of the Woods, to remove trail from motorized Forest Road 698 and 534; the roads will remain open to motorized use.
Re-location of approximately 15 miles of the Continental Divide National Trail (CDNT) from open roads on the Shoshone National Forest to the Bridger-Teton National Forest to meet the intend of the CDNT to provide a non-motorized experience.
Improve hydrologic connectivity and aquatic organism passage throughout the North and South Cottonwoods watersheds. Habitat improvements including culvert replacement/removal will occur where road network is impeding or impounding natural flow path.
Special use permit for temporary staging related to the replacement of existing "Swinging Bridge" with a new structure by WDOT. There will also be realignment and/or reconstruction of the roadway at the bridge approach.

Reauthorization of a road right-of-way to access a guest house. The current authorization is for a ROW that is 548 ft. x 16 ft. This was scoped during 4th quarter 2012 and a decision was delayed until now.
In order to replace an aging and failing electrical underground cable, Lower Valley Energy has requested to dig a trench on NFS lands to bury the cable. The ROW for this cable will be 1,007' long x 24" wide x 42" deep.
Wyoming Game & Fish Commission requests continued use of the Dell Creek feedground facilities for winter elk management activities. FS proposes authorizing temporary use while developing an EIS to analyze environmental effects of long term use.
Road easement authorization for Desert Homestead Road & Ditch Association (4 private inholdings) located 4 mi. northwest of Lower Green River Lake.Special use permit authorization for existing headgate, ditch, & above-ground pipe within Osborn Ditch1
Trail Improvements for OHV use including construction of an OHV bridge and approximately half mile of new OHV trail, conversion of approximately two and half miles of road to OHV trail, and bringing an OHV trail up to standard.
Limber Pine Outdoors, LLC, proposes to hold a 100-mile footrace from the antler arch in Afton, WY to the antler arches in Jackson, WY primarily via forest roads and trails.
100 mile point-to-point ultramarathon footrace in July, from Afton, WY to Jackson, WY via Forest system roads & trails & county roads. Several routes would be analyzed in case of fire or washout conditions to be avoided. No comments were submitted.
Reissue authorizations for two water systems and one road right-of-way to Etca White. The property was recently deeded to Ms. White. Previously it was in the name of her and her former husband. There are no changes to the current permitted uses.
Extend the existing winter parking lot at the Greys River Road at the Forest Boundary in Alpine; Town of Alpine and Lincoln County will provide gravel; Town of Alpine will plow.
A-OK Corral requests to make improvements by burying a water line and hardening their parking area at their base camp, and adding horse grazing to their upper camp. Jackson RD proposes to harden the public trailhead area next to the base camp.
A-OK Corral proposes to move its guided horseback ride operation from Horse Creek to the North Fork of Fall Creek area. A-OK would operate within the existing base camp and existing permit area. Several improvements are proposed. Comment by 5/5/23.
Proposal to authorize Fall Creeks Ranch, LLC to use wheeled motorized vehicles year-round on 2.5 miles of National Forest System land to access their private property, road maintenance and plowing.
Reconstruction of about 15 miles of the boundary and pasture fence that were damaged in the 2012 Fontenelle Fire. Trees that pose a safety threat or are susceptible to falling on the fence would be cut.
The Pinedale Ranger District would replace a deficient 80-foot long trail bridge in the Bridger Wilderness, approximately 13 miles north of Elkhart Trailhead on the Continental Divide National Scenic Trail. A MRA has approved helicopter use.
Federal Highway Administration and Forest Service will rehabilitate deteriorating pavement conditions, correct drainage issues, and improve safety on 4.2 mi of Skyline Drive to upper parking area of Elkhart trailhead and 1.5 mi of Fremont Lake Road.
The Gaffney Irrigation Ditch would be realigned away from actively eroding Buffalo Fork River bank to limit potential for infrastructure damage and maintain water delivery systems, and include fully re-grading and re-planting with native vegetation.
The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.
Proposed reauthorization of grazing on the Sweetwater, Blucher Creek, and East Squaw Creek Cattle and Horse Allotments. The final decision is available.
Trail construction, reconstruction, and changes in use involving the Putt-putt trail, KC and Josie's Ridge trails, and Game Ck. trail; construction of Skyline trail; see Decision Memo for specifics of the final decision.
Inventory, development and implementation of a management plan to address resource concerns regarding dispersed recreation use and roaded access within the Green River corridor; including camping restrictions and travel management updates.
Rejuvenate small (1/4 to 1/2 ac.) patches of aspen to improve wildlife habitat by cutting encroaching mature conifers. Work will be done by hand with chainsaws; no motorized travel through roadless areas.
Authorizing a 1-day kayak slalom event on the lower Greys River, using existing hardened areas for participants and spectators. Gates would be removed immediately following race. This is a long-standing event. A permit was issued for 5 years: 8/2027
The permittees propose to build two drift fences on the Grover- Blaney allotment, a corral extension on Spring Creek Allotment and one wing addition to corrals on Little Greys Allotment to improve livestock distribution and collection during round up
Thinning competing trees and/or prescribed fire to investigate enhancement of whitebark pine survival and regeneration on 400 acres within the upper Spread Creek drainage
Providing special use permits for commercial, guided, day-use bank fishing on non-wilderness segments of the Buffalo Fork River, Blackrock Creek, Spread Creek and Pacific Creek on the Blackrock Ranger District.
Proposed project addresses hazardous fuels; safety hazards associated with standing dead trees; the vitality of aspen, whitebark pine and lodgepole pine; and recovery of merchantable value of beetle-killed timber.
Reauthorization of a right-of-way across NFS lands by the Harmening family in order to reach private property . This ROW encompasses approximately 300 ft. x 20 ft. This use has been authorized since 1970.
Blackrock Ranger District is evaluating a proposal by Heart 6 Ranch, a Recreation Resort Permittee, to construct 1 new barn and 4 guest cabins. These would replace 1 hay barn, 2 small saddling barns, and 2 larger cabins. Area disturbed is 0.22 acres.
For the winter 2020-2021 season, the Forest is evaluating a Heart 6 Ranch proposal to utilize a portion of their existing snowmobile service days for sled dog rides on the currently approved designated route upstream along Buffalo Fork River.
Use of approximately 486 acres for a livestock area for 140 HMs for horses from June 10-October 10 of each year for 10 years. This use is associated with Heart 6 Ranch's resort operations.
Hereford-Bally Ranch LLC is requesting to install a solar pump and pipeline from the Hereford-Bally Stock Water Well No. 1 to supply stock water bins on its adjacent property approximately 100 feet northwest of the well site.
Reauthorization of five special uses, three for cultivation on small isolated parcels and two for water transmission pipelines. This resulted in two decision documents.
Burial of an electrical distribution cable in a 715" long x 42" deep x 24" wide trench and installation of a 25 kva transformer that will be 33" x 36" x 24" in order to provide power to the host site.
Hoback Ranches Service Improvement District (HRSID), proposes to extract, crush, and stockpile gravel at the northern end of the North Fork Fisherman Creek gravel pit. Total surface disturbance would be 5 acres.
Jackson Ranger District in partnership with Wyoming Game and Fish propose to construct two temporary steel fences to enclose riparian areas and promote revegetation on Horse Creek within the feedground on NFS lands.
Expand the west and north boundaries of the existing parking lot by cutting live and dead trees on less than one acre. Grade and improve the surface of the existing parking area. The purpose of the project is to increase user safety.
Closure of landfill on 18 acres of NFS land through re-shaping and re-capping of the landfill and construction of groundwater and landfill gas monitoring wells.
Control of noxious and other invasive plants through the integration of manual, mechanical, biological, and ground and aerial herbicide control methods. The final Record of Decision is available.
Provide an outfitting and guiding services in the form of day use services along with trophy and big game hunting on the Kemmerer Ranger District and Greys River Ranger District
Jackson Hole Mountain Resort has proposed to enhance the Moran Face area with minimal tree removal, and wooden jumps and landings; along with installation of a vault or composting toilet. Construction would be during summer 2020.
Reconstruction work on 19 trails in the following areas: Snake River Range, Gros Ventre Wilderness, Greater Snow King Area, Teton Pass, Munger Mountain, Slate Creek, and Shadow Mountain.
Granite Creek corridor: construct parking area at Granite Falls, restore, rehab and construct 2.5 mi of trail to bypass Granite Hot Springs, re-design winter parking area. Proposal also includes changes at Mosquito Creek corridor & Dog Creek sites.
Jackson Fork Ranch proposes to bring power, fiber optic, & natural gas from US Highway 189/191 along Upper Hoback Road (CR 23-174) to their property boundary, about 11,000 feet of NFS land. Project would remove 50 power poles and cross 15 culverts.
JHMR has proposed 5 projects for summer 2022 to improve operations: Laramie Traverse widening at Flip Point; Thunder lift replacement with run upgrades; North view platform installation; road realignment at Ready-Mix Corner; water sewer lines
Authorization of JHMR to contruct and operate an Aerial Adventure Course within their permit area consisting of a "ropes course" at the base area, a zip line beginnig at the top of the Teewinot Lift, and a "drop tower" at the top of the same lift.
Jackson Hole Mountain Resort submitted a proposal to increase the number of guided backcountry skiing user days within the boundary of its current outfitter guide permit area, from 1,200 to 2,400 user days.
Three elements of existing infrastructure are proposed for relocation, 2 mountain bike trails are proposed, and slope stabilization for adjacent private hotel would utilize underground soil nail installation.
The existing primary power system feeding the snowmaking compressor building is near capacity. LVE and JHMR propose to install an additional buried power line from a building at the base to the existing air compressor building near Antelope Flats run
Five infrastructure additions: A new ski patrol station under the top Tram dock. A new garage for the Rendezvous Peak snowcat. A new kids play zone at Solitude Station. Viewing platforms on Rendezvous Peak. Relocation of an Avalanche Pipe Cannon.
Creation/improvement of mountain features/facilities including ski runs, lifts, snow making, and other infrastructure, all of which have received conceptual approval as part of the updated Master Development Plan.
JHMR proposes to increase skier/staff safety and grooming efficacy by recontouring 18 acres of ski runs. The proposed action includes blasting, grading, tree removal, road construction, and snowmaking pipeline installation. Scoping ended 1/31/23.
Creation/improvement of mountain features/facilities including ski runs, lifts, snow making, avalanche control and summer trails, all of which have received conceptual approval as part of the updated Master Development Plan.
To reduce the size and height of the snow drift that forms under the travel path of the tram, JHMR proposes to remove vegetation from less than 1 acre, harvest weathered rocks, recontour the terrain, dispose excess material and reclaim the site.
Redevelopment of the portion of the South Pass Traverse from the base of the Casper lift to the Werner trail and upgrade of the Teewinot switchback; installation of a snowmaking water-booster pump building adjacent to the traverse.
Improve management of dispersed camping and update the Motor Vehicle Use Map in selected locations of the Blackrock and Jackson Ranger Districts to prevent expansion of campsite impacts and improve the quality of visitor experience. Comments due 7/20
Reauthorization of grazing on 17 sheep allotments on the Kemmerer Ranger District. The Forest Service withdrew its NOI to prepare an EIS on 7/28/2020 with a notice published in the Federal Register. This project is cancelled.

Temporary Forest gravel pit (7 ac) would be developed to provide material for resurfacing the Union Pass and Green River Lakes Rds, then reclaimed. Material would be crushed & gravel stockpiled at Kendall Guard Station by contract or county agreement
District proposes to utilize hand grubbing to remove non-native watercress in Kendall Warm Springs in three phases: pilot, treatment, maintenance, to improve habitat for endangered fish species.
Construction of a permanent barrier to keep exotic fish species from entering native cutthroat trout habitat. Based on public comment, may possibly be categorically excluded from and EA/EIS.
Site for long-term gravel extraction, processing, and stockpiling. The gravel would be used in part for maintenance of a proposed public agency right-of-way for the LaBarge Creek Road where it crosses private lands adjacent to the Bridger-Teton NF.
Kemmerer Ranger District proposes to replace seven culverts and remove one constructed fish passage barrier in the LaBarge Creek Watershed for the purpose of improving fish passage, flood capacity, and road infrastructure improvement.
Continue to authorize livestock grazing within the Labarge Creek allotment in a manner that will continue to meet or move forest resources toward desired conditions. The NEPA analysis for this project has been cancelled.
Combination of mechanical treatments and prescribed fire to improve the health of forested stands, salvage dead and dying trees, enhance wildlife habitat, reduce fuels, and remove hazard trees along roads. It also adds six miles of existing routes.
Extend one existing rock breakwater by 235 ft. and installing a new rock breakwater to the west which would be 309 ft. long to accommodate 39 additional boat slips approved in 2005 Master Development Plan.
Four borings would be drilled in Leeks Canyon bottom area to 35-45 feet, requiring a track-mounted rotary rig, and 2 monitoring wells installed to collect measurements. Installation 2020: 5-7 work days; monitoring during 6 days the following summer.
Use of approximately 71 acres of NFS land for 14 head of cattle in the Dog Creek area for use as a livestock area for 20 years. Use has occurred since 1961.
Burial of 68' of powerline to bring power from NFS land to private property; a trench that is 68' long, 24" wide and 42" deep will be dug to bury the line; a vault will be installed on NFS land to carry the power from an existing primary conductor.
Installation of a 775 ft. long single phase electric underground primary distribution line within a conduit and transformer in order to service a permitted well on NFS lands. Due to a WYDOT project, the existing powerline and poles must be removed.
After the 2018 Roosevelt Fire, commercial overstory removal of dead and/or dying trees in an area of approximately 100 acres, with no more than a half mile of new temporary road construction. Regeneration will be either natural or planted lodgepole.
Improve management of motor vehicle use within the Middle Greys River area by designing a system that provides quality trail riding opportunities while also reducing resource impacts and encouraging citizen stewardship to maintain the system.
Relocation of approximately the last mile of FS Road 10024 (Middle Piney Lake Rd.) out of the riparian area to a location just east of Middle Piney Ck. Plan to relocate the road has been dropped; the current plan is to repair the existing road.
Relocation of Clarks Draw Trailhead and associated trail work; various vegetation treatments on and around Monument Ridge. Project developed with Sublette County Collaborative group.
Add 1 small, wide kids' loop using mini-excavator and trail dozer, plus 3 technical expert loops using hand tools to construct and sign one-way single-track routes. Partners include Crosscut Trails & Forestry & AMPL.
Wyoming Department of Transportation (WYDOT) Avalanche Hazard Mitigation Program has proposed installation of a non-permanent, seasonally placed, wind speed measurement station and tower near the summit of Mount Glory, north of Teton Pass.
Sublette County Road & Bridge Department requests a permit renewal for a gravel pit used for ongoing public road maintenance in the Bondurant area. The existing gravel pit is approximately 9 acres with 4 acres of new disturbance.
Commercial thinning of 70 ac. of lodgepole pine and mixed conifers to the west of Apperson Creek. Project proposes to increase structural diversity, manage hazardous fuel loading, & salvage forest products. Construct a half mile of temporary roads.
To develop a designated motorized route for the northern districts of the Bridger-Teton National Forest. This updated travel plan will be in accordance with the National OHV rule published on 11/9/05.
A decision on whether or not to authorize the Bureau of Land Management to lease 39,490 acres in the Wyoming Range for Oil and Gas exploration and development. The FSEIS is available as of 12/16/2016.
The Forest Service proposes to construct a bridge for both recreation use and livestock crossing on the Old Indian Trail at the Maki Creek stream crossing.
Wyoming Game and Fish Commission purposes to operate and manage the Forest Park and Dell Creek feedgrounds to supplementally feed wintering elk under a one year special use permit.
The Star Valley Ridge Riders, a volunteer group operating under the Rocky Mountain Snowmobile Hill Climb Association (RMSHA), is proposing to continue hosting its annual three-day public event, once each winter when sufficient snow is available.
A variety of vegetation management treatments in the Piney Creek drainages over the next five to seven years. Currently collecting data in preparation for analysis.
Issuance of a Special Use Permit to Star Valley Search and Rescue for a warming hut/safety shelter and vaulted toilet; not for routine camping, but for emergency overnight stays; day use would occur winter and summer.
Prescribed fire on 3,500 acres for aspen stand restoration. This project was combined in the database with the East Fork Salvage project in 12/2007; the projects have since been separated.
Evaluation of a proposal for Communications Technologies, Inc. to continue to use and maintain the PowWow Communications Site as a facility manager for the maximum term of 30 years. No changes to currently permitted structures are proposed.
Epic Relays would like to hold a running relay race for up to 100 teams on the 2nd Saturday in August along the Snake River Canyon from Alpine, WY to Fall Creek Rd and then along Fall Creek Rd for approximately 9 miles.
Lyle and Sharon Waggoner are requesting use of wheeled motorized vehicles on a closed Forest Service road that is not open to motorized travel to reach their private property. FS land must be crossed to reach their private property.
The Jackson Ranger District is continuing the leash law requirements enacted in 2016 in the Cache Creek, Nelson Drive and Teton Pass areas. Special Order 04-03-334 was signed on February 28, 2023.
The September 2009 Decision to reauthorize livestock grazing on the allotment was reversed on appeal. The reauthorization project is cancelled; grazing continues.
On the 4th weekend of Aug., a 25 mile mountain bike race on Sat. & a half marathon on Sun. are proposed. They are to be held in the Phillips Pass area with up to 75 participants for each race. These races have been held the last 2 years.
Reauthorization of the use of the Dry Cottonwood Communications Site (encompassing 0.13 acres) and the Bacon Ridge Communications Site (encompassing 0.25 acres) for 20 years for solar-powered radio telephone communication systems.
Proposal to reissue a permit authorizing the Town of Jackson to operate and maintain a water transmission pipeline for the maximum term of 20 years. The water from this pipeline is needed to provide potable water to residents in the area.
These permits include: 5 road right-of-ways, 4 water transmission lines, 1 natrual gas pipeline, and 1 pasture permit. No changes are proposed for any of these permits.
Amendment of Special Use Permit (BUF770301) to authorize relocation of burned over Hunting Camp #1 on the North Fork of the Buffalo River in the Teton Wilderness to a location east of the burned camp.
Authorization of one existing gas well & construction of approximately 1,200 feet of buried pipeline. The final decision on the FS portion is available.
Restore and reconnect 15 miles of Salt Creek and tributaries by adjustment or removal of structures, connecting floodplains and riparian areas, and improving in-stream fish habitat and connectivity.
Union Telephone requested authorization to add facilities and equipment to WyDOT's existing Salt River Pass Communication Site. Two prefabricated structures, propane tank, & equipment would be installed on cement pads. The site is less than 1 acre.
The Kemmerer Ranger District proposes to replace two culverts in the LaBarge Creek Watershed for the purpose of improving fish passage, flood capacity and road infrastructure
Reroute of the Sheep Gulch Trail (#4072C) located in Snake River Canyon. The trail is part of the river facility which serves as a take-out for river use.
