Forest Service NEPA Procedures and Guidance


The Council on Environmental Quality oversees and guides NEPA implementation across the Federal government, which includes developing procedures. The Forest Service also has a Manual and Handbook with NEPA Directives. Information about NEPA and land management planning can be found under 1900 - Planning.

The Council on Environmental Quality finalized the “Bipartisan Permitting Reform Implementation Rule” to revise regulations for implementing the procedural provisions of NEPA, including the recent amendments to NEPA in the Fiscal Responsibility Act. These regulations are effective July 1, 2024. In accordance with the requirements in the Council on Environmental Quality NEPA regulation, the Forest Service is revising its NEPA regulations. Look here for future opportunities to participate in this process. The revised procedures will implement the regulations, facilitate efficient decision making and public and Tribal engagement, and ensure that the Forest Service makes decisions in accordance with other regulations and policies.
