Change in Financial Management Modernization Initiative access request process

January 19, 2024

Banner with USDA and Forest Service logos. Text: Chief Financial Officer.

The Main Point

Starting in late January or early February 2024, the Financial Management Modernization Initiative Access Request process will change. It will now be done through the Enterprise Identity Management System, which replaces the Financial Information Security Request Form (FS-6500-214).

If you are a new or current Forest Service personnel, which includes agency employees, contractors, affiliates, interns, or volunteers, and you have a valid LincPass/PIV card, you must use EIMS to request your FMMI access. Your supervisor/manager will also need to use EIMS for this purpose.

What You Need To Do

  • New or existing FMMI users with a valid LincPass/PIV card will have the ability to submit the following FMMI access request types: add or remove.

  • Before Forest Service personnel can submit an access request in EIMS, their current (or active) supervisor/manager must be listed.

    • ALWAYS maintain supervisor/manager information in EIMS (AT ALL TIMES).

  • Supervisors/managers with a valid LincPass/PIV card will have the ability to submit the following FMMI access request types on behalf of their employees: add or remove.

  • To access EIMS, visit ConnectHR or use the following link: https://idm.icam.usda.gov/identityiq/home.jsf

What's Changed?

  • Supervisors/managers with a valid LincPass/PIV card will have the ability to electronically approve FMMI access requests in EIMS.

  • Approvals will require immediate attention.

  • Once the FMMI Access Management process is launched in EIMS, the CFO Financial Management Systems-Access Management Team will ONLY accept the Financial Information Security Request Form (FS-6500-214) for one rare exception: when a user AND their supervisor/manager do NOT have a valid LincPass/PIV card.

  • The FMMI Access Management process simplifies the FMMI Access Requests process and will include tracking abilities in EIMS.

  • Within EIMS, Forest Service personnel and their supervisors/managers will have the ability to follow up on the status of pending requests (i.e., send comments and generate emails).

  • Supervisors/managers with a valid LincPass/PIV card will have the ability to submit the following FMMI access request types on behalf of their employees: add or remove.

  • Completion notifications of your FMMI access request will originate from DoNotReply.ICAM@ocio.usda.gov. AMT will no longer send the notification from their group mailbox.

Training Schedule

These courses will be offered on multiple dates. Choose the day that best fits your schedule. If necessary, you may attend multiple sessions, but the content covered will be the same and also recorded for self-training use.
