CFO: FMMI users must request access via EIMS

In an ongoing effort to expedite and streamline procedures, the Chief Financial Officer deputy area has improved the request process for employees who require access to the Financial Management Modernization Initiative system. Rather than requesting access through a form that had to be emailed back and forth, users can now request access to FMMI by utilizing an online request form on the Enterprise Identity Management System.

FMMI is a systems, applications and products commercial off-the-shelf enterprise resource planning solution that provides online, real-time transaction capability that impacts every agency and staff office in USDA. Employees would request access to FMMI to enter financial transactions, approve financial transactions, process financial adjustments and generate reports that can be distributed to internal and external parties. FMMI is designed to meet stringent budget and funds control needs, as well as complex multi-fund accounting and reporting needs.

This new, online method of requesting FMMI access affects nearly 1,400 employees, contractors, affiliates, interns and volunteers and their supervisors who use the system. The new process eliminates the necessity to manually fill out and submit the Financial Information Security Request Form (FS-6500-214), and it improves efficiency in the granting and removing of access by utilizing digital tools to track and manage requests. Within EIMS, Forest Service personnel and their supervisors will have the newly added ability to follow up on and track the status of pending requests, which includes sending comments and generating emails updates. This enhancement to the customer experience allows for better communication and transparency when adding or removing user access. 

New Process

To request the addition or removal of a FMMI user, employees or supervisors/managers will:

  • Use a valid LincPass/PIV card to enter EIMS and request FMMI access. EIMS can be accessed here  or via the ConnectHR link.

  • New or existing FMMI users have the ability to submit one of two FMMI access requests: add or remove.

  • Supervisors must approve their direct report requests using the EIMS tool. The supervisor approval requires immediate attention.

  • Notification of the completion of an access request will be sent from DoNotReply.ICAM@ocio.usda.gov

  • To prevent delays in approvals, employees must maintain supervisor/manager information in EIMS. Exceptions to the new online request process will be done only in the rare occasion that a supervisor does not have a valid LincPass/PIV card.
