RECENTLY ISSUED DIRECTIVES

FSM 6500 Chapter 30 Billings and Collections (08/15/2025)

• Adds Treasury guidance which authorizes Federal entities the discretion to accept or deny some forms of payment. Updated Director of Budget and Finance responsibilities regarding waiver of collection officer losses. Additional updates can be found within the digest at the link provided above. 

FSH 2209.13 Chapter 10 Term Grazing Permits (08/26/2025)

• Revises, reorganizes, updates, and recodes entire chapter. Several organizational and stylistic changes are made. Terminates the use of all livestock association permits. Clarifies that livestock associations are not to be confused with grazing associations. Additional updates can be found within the digest at the link provided above.  

FSH 2209.13 Chapter 20 Grazing Agreements (08/26/2025)

• Adds language clarifying the Forest Service’s authority to cooperate with grazing associations, the purpose of cooperating with grazing associations, and the value of the relationship between the Forest Service and grazing associations which is formalized by grazing agreements. FSH 2209.13 Chapter 40 Reserved (08/26/2025)

• This amendment reserves this chapter for future use.   

FSM 5300 Chapter 90 Office of Professional Responsibility (09/29/2025)

• Adds reference to Whistleblower Protection Enhancement Act of 2012 and a requirement for all members permanently and temporarily assigned to the Office of Professional Responsibility to read and sign the Office of Professional Responsibility Confidentiality Agreement (Form FS 5300-0093).
