The Schedule of Proposed Actions (SOPA) is published quarterly in January, April, July, and October. It contains a list of proposed actions that will soon begin or are currently undergoing environmental analysis and documentation on the Forest. It provides information so that you can become aware of and indicate your interest in specific proposals. We encourage your early and ongoing involvement in any proposals of interest to you.
The purpose of the project is to reroute 0.10 miles of the Kelly Creek Trail, FS Trail #4323, to eliminate two ford crossings in ESA-listed fish habitat.

The Operator proposes to disturb up to a total of 230 acres by constructing 24 miles of temporary roads, 300-400 drill sites, up to 4 drill holes per site and staging in phases spread across ten years.
To re-locate approx. 600 yards of Road #714 in the "Ballpark" area of the Lost River Ranger District. The re-location will bypass a wet area where resource damage is occurring. The proposal includes decommissioning the abandoned road route.
A variety of hazardous fuels reduction treatments over approximately 9,000 acres. Treatment types may include prescribed fire, hand thinning, and may also include commercial and non-commercial forest products.
This project will utilize prescribed fire to remove the subalpine fir component within the treatment area. This is being done to enhance whitebark pine vigor and regeneration
Proposes a 34-hole drilling program 6/1/13. Based on drill results the program may be terminated or extended to 2014. If the entire program is implemented, disturbance will result in a maximum of 7.5 acres. Located 12 miles north of Salmon, ID.

Provide a area where several forests products can be removed under a 2400-1 Personal Use Permit on the Challis-Yankee Fork Ranger District. Products include: Commerical Fuelwood, Post and Poles, House-logs, Gate-logs, and incidental Saw-logs.
Issue a communications site lease to BPA at Grouse Peak South Communication Site to construct and operate a new self-supporting tower, equipment shelter, and propane tanks. Location is T14N, R20E, Sec22
To re-establish supply and delivery of water from a developed spring source. This spring supplies potable water for the primary launch site on Middle Fork of the Salmon River, Boundary Creek and Dagger Falls Campgrounds and administrative facilities.
The project will replace a 0.2 mile section of the existing trail that is steep (up to 42% slope) and causing resource damage with a 0.4 mile section of trail that is less steep (generally less than 15% slope) and is more environmentally sound
Proposal to conditionally approve an operating plan to drill up to thirty 2,500-ft core holes to test for mineralization on an existing mining road and along <1/2 mile of temporary route in the Squaw Creek Idaho Roadless Area.
Construct two short drift fences, approximately 0.1 mile each in length, in the Upper Wagonhammer Unit and the Lower Silverleads Unit of the Burns Basin C&H Allotment.
The Forest Service proposes to reroute 600 feet of the Cabin Cash Road to restore road functionality, reduce further erosion, and improve recreational user experience.
Installing stream improvement structures to help restore Salmonid spawning habitat in Canyon Creek, including pool formations, spawning and rearing stream substrate composition, stream bank stability and streamside shading over a five year period.
We plan to promote forest health by reducing current stand densities and removing all mistletoe in the proposed stands using mechanical treatments. Treatments may include chainsaws, mulching, mastication, or small tractors with chipper heads.
The Forest Service proposes to construct a fence in the 50 acre area surrounding Carlson Lake. The lake is located on the east (Pahsimeroi) of the Lost River River Range, accessible from a spur road off the Double Springs Road.

This project includes repair of about 1400 feet of Challis Creek Road (Forest Service Road #080) at five impacted sites in order to reopen the road to the public, and also includes use of two nearby borrow pits for rock material.
Thin 383 acres of mistle-toe infected Douglas-fir in the Garden Creek drainage, pile the slash for later burning and leave boles created for fuelwood gatherers. Location of project is the municipal watershed for Challis, Idaho.

Relocation of 1.8 miles of Trail #4347 out of the riparian zone of Cherry Creek for resource protection and improved user safety. Trail is open to wheeled vehicles 50 inches or less in width during a designated season of 05/22 to 09/07.
The project will involve removing trees within 50 feet of the established parking lot, then leveling and filling these areas with washed/weed free gravel and fill.
The proposed action is to re-authorize an expired special use permit for continued operation and maintenance of an existing water transmission system to the City of Salmon for a term of 30 years.
The operators have proposed six test pits approximately 20 ft. by 20 ft. in size and one to four feet deep. The pits are designed to be excavated down to bedrock which varies somewhat.
The proposed action is to reissue an expired special use permit for an existing road for a term of 20 years. The right of way is approximately 0.96 miles long and 12 feet wide. The project area is located off of the Phelan Creek Road (FS Road 60098).
Issue special use permits or Colorado Ditch Bill easements on nine diversions within the Salmon-Challis National Forest. Administratively authorize one diversion at Lantz Bar on the Bitterroot National Forest.
This project proposes to conduct hard rock, exploration drilling to determine mineral potential adjacent to Long Tom and Colson Creek of the North Fork Ranger District, on National Forest System (NFS) lands open to mineral entry.
Approve a Plan of Operations to explore for locatable minerals, with added project design features and monitoring requirements to protect surface resources.
Reopening of 2400 feet of previously reclaimed road, construction of four drill pads, and core drilling of up to 6 holes at each pad to delineate anticipated mineralization.
Restore access to the Colson Creek Road by constructing a new segment of Forest System Road that would accommodate full-sized vehicles. New segment would replace temporary ATV trail currently in place.
Reroute and construct approximately 4 miles of new trail designed primarily for hiking and horseback riding in the Anderson Mountain area, North Fork Ranger District, Salmon-Challis NF and Wisdom Ranger District, Beaverhead-Deerlodge NF
This project will look to relocate a portion of the Continental Divide National Scenic Trail (CDNST) off of a currently existing road. The new contructed section will be approximately 1.8 miles long.
Construct 2/3 mile of hiking/horseback riding trail to replace older segment of trail and maintain continuity with the recently rerouted trail on BLM land.
Exploration drilling that proposes removal of dirt and boulders from the original 1200 ft unimproved access road and conducting subsurface drilling using an underground, rail mounted diamond core drill rig. No new surface disturbance.
The Salmon-Challis NF proposes to reroute 0.25 miles of NFS Road #40656 to eliminate 2 ford crossings in ESA-listed fish habitat. A new route will be constructed and bridge installed across Banner Creek.

Proposed permanent facilities include chinook salmon trapping, holding and acclimation facilities including weirs at Pole Flat Campground site on the Yankee Fork River and at the Cobalt Ranger Station on Panther Creek. In cooperation with BPA.
The Forest Service proposes to fence a portion of Moccasin Creek on the Williams Basin-Napias Creek Allotment. This new fence is adjacent to the existing Cutler Exclosure and is considered an extension of that exclosure.
Pete McFarland (the Operator) of Salmon, Idaho has submitted a plan of operations to excavate 10 test pits and test them with a self contained sluice box.

The Salmon Cobalt Ranger District (SCRD) is proposing to withdraw approximately 107.02 acres of National Forest Lands from mineral entry under the 1872 Mining Law.
Proposal to drill 30 exploration auger holes in jurisdictional wetland with less than 1 acre of surface disturbance near the confluence of East Boulder Creek and West Fork of East Boulder Creek.
The proposed action would restore Eightmile Creek to a more natural condition by placing large wood in the stream channel and eliminating impacts to the stream associated with an adjacent road.

Control noxious and invasive, non-native exotic weed species. Use an integrated pest management approach in the control, containment, and/or eradication of target species throughout the S-C NF excluding areas within the Frank Church Wilderness.

The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.
Upon approval of proposed operating plan, authorize Kennecott Exploration Drilling Company (the Operator) to conduct mineral exploration for locatable minerals on the Operator's claims in the project area.
Install a 10,000 gallon water holding tank along the Gilmore pipeline near the water trough. Tank would be buried adjacent to the road above the trough.
Proposal to core drill 10 vertical and angled holes from previously constructed drill pads. Sumps will be 10' x 10' x 6 feet. Approximately 1.25 miles new road will need to be constructed to access the site.
Multiple entry treatments to help promote development and growth of whitebark pine, especially cone-producing whitebark pines, in order to improve whitebark pine habitat to improve habitat for wildlife species dependent on whitebark pine.
The intent of the project is to improve timber stands, wildlife forage and habitat by utilizing hand thinning, hand piling and prescribed burning to restore stands closer to reference conditions
Salvage marketable forest products from trees killed over 1,452 acres as a result of the Halstead Fire and those trees that may succumb to expansion of Douglas-fir beetle triggered by the fire. Areas include Challis-Yankee and Middle Fork Districts.
Derrold Slavin of Salmon, Idaho proposed up to four test trenches to explore for minerals near Hawkeye Gulch and Moose Creek on National Forest lands administered by the Salmon-Cobalt Ranger District, Salmon-Challis National Forest.
Remove encroaching vegetation from an existing airstrip, restore the airstrip's runway surface and install other items needed to return the airstrip to a usable state. Other items include windsocks, and tie-down blocks.
Treat approximately 3000 acres with mechanical thinning and prescribe underburn approximately 12000 acres to reduce hazardous natural fuels. Treatment area has been classified as wildland urban interface by Lemhi County.
The Challis-Yankee Fork Ranger District is proposing to construct an exclosure fence approximately 4.5 acres in size around Fourth Spring within Unit 1 of the Morgan Creek-Prairie Basin Allotment
Idaho Power applied for a special use permit to install a prefabricated building to replace a recently decommissioned building at their Grizzly Hill administrative site.
Proposal to construct 2800 feet of low standard road across National Forest lands to access pivate lands for the purposes of performing mineral exploration on those private lands.
Installation of headbox, 200 ft of pipeline, one trough and construction of a pole fence around the spring in Hull Cr Unit. Construction of 300 yards of 4 strand barbed wire to fence off Forest Service Horse Pasture, located in the Hughes Creek Unit
3 exploration trenches; 4 feet wide by 20 feet deep by 500-750 feet long,trenches to be left open long enough for bulk sampling, mapping & photographing,trenches will be reclaimed using the excavated material that was originally set aside
Excavation of up to three trenches is proposed at one site location using an excavator. A total estimate of ~1,729 linear feet would be excavated and would be 5-15 feet deep by ~20 feet wide. Trenches will be reclaimed post operations.
The Operator proposes to trench ~1,435 linear feet, drill on up to six drill pads, and remove up to 10 tons of sample material removed for further analysis. Less than 12 month operating season.
Issue special use authorization which acknowledges a change in ownership of an existing communication facility at Grouse Peak So.from Custer Telephone Inc, to Civil Communication Assoc. Use remains essentially the same.
Withdrawn - The Challis-Yankee Fork Ranger District is proposing to conduct fuels reduction treatments on 4035 acres by thinning near private land and prescribed burning and thinning conifers that are encroaching into aspen stands.
The project will replace a 500 foot section of the Kane Creek Road #134 that has washed out. The project will eliminate resource damage associated with vehicle use at the washed out section of road while still maintaining access to the trailhead.
The purpose of this project is to effectively control livestock to protect and improve riparian conditions and fish habitat by constructing .11 mile of fence.
Remove a diversion structure in the Knapp Creek watershed. This diversion is no longer in use, and the diversion instream structure, diversion headgate, diversion ditch within the floodplain, and diversion fish screen will be removed.
Conifer removal would entail the felling of trees that are on the leading edges of conifer stands that are invading into sage-grouse habitat within sagebrush habitat, and the removal of trees that are out by themselves in sage-grouse habitat..
Fourteen proposed exploration drill sites on NFS lands in the Ditch Creek drainage. Approx. 1400 feet of new temporary exploration road will be constructed.
The action would consist of constructing a 0.72 of wire fence along portions of the southern and eastern boundary of the LPNHL; and installing one cattle guard crossing the National Forest System (NFS) 731 road.

Amend the Forest Plans to provide a restoration plan for Management Indicator Speices habitat in less than satisfactory condition within grazing allotments.

Re-issue ten-year priority use permits to 24 companies to operate on the Middle Fork of the Salmon River. The permits are consistent with amount and proportion of guided use allowed in the Frank Church River of No Return Management Plan.
The proposed action would permit Idaho Department of Fish and Game (IDFG) to conduct helicopter landings in the Frank Church-River of No Return Wilderness through a special use permit.
Construction of approximately 0.84 miles of barbed wire fence along Mill Creek. The fence will run alongside the 250 road for approximately one-half mile then contour to the nearest steep point to tie the fence off.
The Forest Service is proposing to reconstruct the Moose Creek channel through dredge tailings to recreate meanders, connect placer ponds and reduce streambank erosion.
Revival Gold proposes to conduct exploration drilling on 20 sites, construct less than 1 mile of new, temporary road, and draft water from Moose Creek.
Construct approximately 2 miles of fencing paralleling the Morgan Creek road to subdivide an existing grazing pasture and avoid livestock congregation along upper Morgan Creek.
A wildlife and fuels reduction project to treat aspen and reduce fuels approximately 21 miles north of Challis, Idaho in the Morgan Creek drainage. The proposal is to treat six aspen units (645 acres) abutting private land and the Morgan Cr. Road.
Installation of a bridge on Moyer Creek for stream channel restoration. The existing crossing is degrading designated critical habitat for ESA-listed bull trout, Chinook salmon, and steelhead.
Lost River Ranger District is re-analyzing and making a new decision for a proposal to develop stock water in the Southeast Unit of the Pass Creek Allotment. The development involves drilling a well, storage tank, 1.5 mi. pipeline with 4 troughs.
A wildlife habitat restoration and timber stand improvement project in the upper reaches of Muley Creek. Primarily a prescribed burn project with some hand cutting of conifers along the road (within 300 feet) in the upper half of Muley Creek.
Reopening of previously reclaimed exploration roads, construction of new temporary roads to facilitate development of 14 drill pads along the road prisms. Up to 42 core or reverse circulation holes would be drilled to assess mineral potential.
The Natural Resources Conservation Service (NRCS) is requesting a reissuance of the Special Use Permits for operation, maintenance, and conversion of manual snow courses and automated SNOTEL data collection sites on Forest Service Lands.
This analysis identifies the visitor use capacity on National Forest System lands only, on the Nez Perce National Historic Trail to assist in the protection and management of trail resources.
Issuing four special use permits for culinary water pipelines and other non-recreational facilities located on Ranger Districts on the Salmon-Challis National Forest's south zone.

Habitat improvements will include the installation of engineered log jams and channel spanning weirs. These structures will be installed with a medium excavator (using biodegradable oils) and pools will be created at each structure.
Excavation of trench, approximately 120' long by 4 feet wide, by depth of up to 15 feet to remove a layer of pay gravel estimated at 8" depth and to lie above the clay base. Materials will be washed in a trommel away from the excavated area.
High Banking with small portable sluice box or wash table. over burden will be buried or placed back as precious miners. hoe or backhoe to feed a 4x8 portable single axel trammel "wet" or 4x8 wash plant "wet". entry by jeep or ATV.
NEPA analysis has been cancelled and will be reinitiated under "Issuing New Upland O&G permits. The existing Special Use Permit for land based recreation activities is not being cancelled, and will be renewed temporarily on an annual basis.
Fencing five wetland springs to improve the conditions at the locations. One site will have stock ponds breached and water piped off site. All fences will be placed outside of the wetland community type to minimize impacts to the soft soils.
The Salmon-Challis National Forest is proposing to replace 6 culverts in the Panther Creek watershed with ones
designed for aquatic organism passage in the next 5 years, beginning in 2019.
Phase II of a multi-phased project to address limiting factors for fish habitat in a low-gradient meandering stretch of Panther Creek. Installation of in-stream structures to improve habitat and hydraulics and collection of trees for restoration work
Small scale stream restoration in four sites along the main stem of Panther Creek. Large wood augmentation and post-assisted log structures, with limited beaver dam analog (BDA) use.
Conduct process-based restoration in Panther and Fourth of July Creeks, including beaver-dam analogs, large wood augmentation, and post-assisted log structures
The Salmon-Challis National Forest proposes to plant willows along unstable streambanks in Panther Creek and to construct additional, permanent fencing associated with the Forney Allotment%u2019s Panther Creek Riparian Pasture Unit.
Exploration for mineralization by core drilling up to 9 core holes at the Parker Mine site. No roads would be constructed. Activities would occur outside the Frank Church River of No Return Wilderness.
The proposed action would include commercial harvest, non-commercial thinning, shaded fuel breaks, hand piling and/or prescribed fire; using ground and cable based systems. Temporary roads would be constructed and decommissioned.
Install approximately 1.6 miles of fence within the Pine Creek Unit on the Pass Creek Allotment. Adding this fence will allow the Forest Service to authorize grazing within the Pine Creek Unit by eliminating access to Wet Creek.
Restore the area to a more natural condition, improve fish habitat, maintain the ability to release and acclimate hatchery steelhead and Chinook Salmon in some ponds, and retain and improve some pond fishing opportunities.
This Plan of Operation includes: 1) trenching and 2) drilling and 3) road maintenance.

The project is designed to improve fish habitat within the Yankee Fork Salmon River by restoring a dredge mined area to a more natural condition. The project is located on both private and National Forest system lands.

Mechanical and non-mechanical treatments, prescribed fire, and other activities to increase resiliency to insect and disease infestation, reduce fuels, and reduce potential effects of high-severity fire.
The purpose of the project is to install a bridge across Winnemucca Creek along FS Trail #4034. The bridge would reduce sediment delivery into the creek, which is critical habitat for ESA-threatened fish species.
Proposed Actions include implementing prescribed fire by both hand and aerial over some of the 17,000 acre project area. Desired fire effects will be a patchy mosaic of burned vegetation including trees, shrubs and grasses across the landscape.
The project proposes to remove small diameter (<4 inch) conifers out of and within 100 feet of 210 acres of aspen clones in the project area. Conifers would be cut, lopped, and scattered on site. No ground disturbing equipment would be used.
