Grants Pass

Grants Pass Interagency Visitor Center

  • Additional Information: There are no jointly funded positions in Grants Pass. The front desk is shared, and the staff is authorized to sell each other's maps and permits. Expertise is shared extensively — BLM provides minerals expertise when asked, FS provides the Field Manager forestry expertise, and Fuels and Fire staff share expertise and vehicles.

Lakeview

  • Additional Information: Actual positions shared between the Lakeview District BLM and Fremont-Winema National Forest include: the administrative officer, support services supervisor, administrative support assistant, property specialist, graphic artist, safety manager, safety specialist, HazMat specialist, soil scientist, fire management officer, deputy fire management officers, deputy fuels staff, fire planner, program analyst, aviation manager, road/recreation manager, fleet manager, assistant fleet manager, transportation assistant, and receptionist. Almost the entire administrative division is compromised of shared staff. The administrative officer is dual-delegated. The District Manager and Forest Supervisor have delegated authority to each other, as a backup. There's a shared vehicle pool for use by interagency office staff, and front desk personnel who can access both systems for issuing permits, etc. Both agencies coordinate closely on a multitude of projects and programs such as: public information, diversity recruitment, multi-agency forest product permits, scenic byways, employee committees, training, surveys, exercise facilities, and youth activities. The BLM and USFS jointly manage their administration, fire, fuels, aviation, fleet, and road maintenance programs. This office takes advantage of the state/regional financial offset planning policy, and then does agreements if necessary. This reduces the number of IAs this office has to complete.
    A Service First "Leadership Team" meeting is held once a month, which includes the Forest Supervisor and Deputy, shared administrative officer and fire management officer, District Manager and Associate, shared executive assistant, and FWS Project Manager. The FWS has partnered with the Fremont-Winema National Forest and BLM's Lakeview District to expand south-central Oregon's dispatch, radio, fuels management, and wild horse and burro program capabilities.

Medford

  • Additional Information: At the District and Forest Supervisor level, staff is co-mingled, not just co-located. Dual-delegation is not done at this level. Six agreements are done per year to transfer funds between the agencies using the financial offset planning option. Employees are shared primarily through detail appointments, rather than shared positions.

Pacific Northwest Recreation Map Series

  • Additional Information: The Pacific Northwest Recreation Map Series is a Service First venture to create a single recreation map series covering the states of Oregon and Washington. The entire state wide series of maps for each agency will be combined to create one series of products, resulting in fewer total maps (from 37 to 28 maps) for both agencies to produce and still allow the same coverage of the states for the general public. Production of these maps will be done by combined staffs.

Portland State Office/Pacific Northwest Region Office

  • Additional Information: FS and BLM share printing capabilities, tourism and outreach expertise, as well as a Service First liaison position. Staffs in both printing and fire and aviation management share office space. Several SO/RO positions are shared, working on behalf of both agencies, include an interpretation position and an OHV position. Instead of large numbers of shared positions, there are 'alignments of work' in positions, where an employee will work on projects or tasks for their own agency at certain times, and work for the other agency at other times. There is one ongoing Interagency Agreement for this office.

  • Additional Information: COFMS is managed cooperatively under combined leadership, with decision makers from both the BLM and FS. COFMS is divided into four planning units called Divisions to facilitate fire suppression and fire management activities. Although the areas work together to complete projects and suppress fires, each Division has its own leadership and staff. COFMS also has a central dispatching facility that serves as a communications hub for fire and fuels operations, as well as for safety and training issues. The Central Oregon Interagency Dispatch Center (COIDC) was established on March 1, 1996, to provide initial attack dispatching and logistical support for emergency management on the Prineville District of the Bureau of Land Management, Deschutes and Ochoco National Forests and Prineville/Sisters Units of the Central Oregon District of the Oregon Department of Forestry.   • Additional Information: Shared front desk staff of two BLM employees, one paid by FS. Shared Fire program supervised by a FS FMO and half-funded by the BLM. Two BLM AFMOs, one half-funded by FS. There is shared Dispatch, staffed by all FS employees and half-funded by the BLM. The office also shares work and expertise. The BLM has purchased work from the FS Contracting Group and FS Engineering Group. There are several MOUs/Agreements in place, including ones dealing with responsibility for building operations, ways to resolve building conflicts, and others.
