For Attachments B and C in the Tier 2 CFLRP Request for Proposals, should we report acres treated or offered?
Answer
So we can have an “apples to apples” comparison across proposals, please follow USDA Forest Serving accounting practices. When applicants are providing their estimates of acres treated, when the Agency business rule is to report as accomplished upon offer—when the contract is awarded and funds are obligated—please follow that guidance. It will be made clear to the CFLRP Advisory Panel and reviewers that, because of the Agency business rules, the estimates provided for a given year does not mean it will be completed on the ground in the year, as there is often a lag between money being obligated versus treatments on the ground. When you provide your projections, think about what work you’ll have under contract or agreement with funds obligated each year.
