The Schedule of Proposed Actions (SOPA) contains a list of proposed actions for Coconino National Forest that will soon begin or are currently undergoing environmental analysis and documentation. It provides information so that you can become aware of and indicate your interest in specific proposals. We encourage your early and ongoing involvement in any proposals of interest to you.

Rim County Rescue building and Arizona Public Service Communication Site facility at 5 Mile Hill.

The Mogollon Rim Ranger District will be processing requests to issue new communication leases for current lease holders at the 5 Mile Communication Site. Analysis include treating "potential" hazardous trees and installation of an access road gate

Permits for proposed 15 special-use authorization, which allow the Forest Service to approve third-party activities that occur on National Forest System lands for specified purposes. Separate scoping letters appear for modified proposals.

Reissuance of 12 special-use permits located on the Red Rock Ranger District, including AGFD, APS, ADOT, Yavapai-Apache Nation, road associations and home associations.

The district is proposing to re-issue 17 priority use permits for a term of 10 years as per FSH 2709.14 53.1(m)(4) and amend one to allow for the use of more trips.

Landscape-scale restoration on the Coconino, Apache-Sitgreaves, and Tonto National Forests of ponderosa pine ecosystems, designed to maintain, improve, and restore ecosystem structure, pattern, function, and resiliency.

The 9205K & 9202Y roads are open, but these routes are made up of a network of dozens of miles of intertwining unauthorized routes. This project will delineate the road alignment and parking, and block and obliterate adjacent unauthorized routes

This project would determine whether and to what extent a term grazing permit would be issued to continue livestock grazing on the A-1 Mountain Grazing Allotment through an environmental assessment.

Proposal to reroute 0.1 mile of powerline adjacent to Sexton Ranch Road near Cornville. Includes relocation of 3 power poles to adajcent to the Sexton Ranch Road and improvements and access on an existing nondesignated trail.

Issuance of a permit authorizing APS to upgrade an existing 230kV powerline with fiber optic cable through the modification of an existing special use permit.

At each, install a 55-80 foot, weathering steel poles, additional buried line from existing poles/line, antenna, a 2 foot Microwave dish, 2 cabinets for radio/battery. Adding area to associated permits.

Proposal to reconstruct power line that services the top of Mt Elden communication facilities. Work includes replacement of all power poles with metal poles just offset from the existing power line. All work would be done by helicopter access.

Proposal to construct approximately 21 miles of new 69kV power line along the Western Area Power 345 kV lines from Youngs Substation south of I-40 to Forest Road 125 to a new substation on federal land south of Mormon Lake.

Proposal by Arizona Public Service to expand existing powerline corridors to allow construction of a new 69kV powerline between the Sandvig and the new Youngs substation east of Flagstaff. Along the existing APS and WAPA line approx 40 feet width.

Reissuance of expired power line permits: Quail Springs to McGuireville 69kV line, Flagstaff-Leupp 230kV line, Tuba City 69kV line, Flagstaff-Prescott 115/69kV line and all distribution lines.

Proposal to construct a less than one mile of buried distribution power line, 150 feet of new aerial distribution power line and platform substation near the Windmill Ranch west of Sedona.

Reissuance of seven special use permits for APS transmission lines for up to 50 years. These existing facilities and are still needed by APS in order to deliver electrical power to the general public.

FS must decide whether to allow APS to include using herbicides as a method to manage vegetation on existing APS transmission ROW within five National Forests in Arizona.

APS is proposing to rebuild portions of the distribution line that failed in 2015 from severe weather. The new proposal is designed to withstand locally severe winter weather conditions. All the ground disturbing activities restricted to the ROW.

A currently permitted mountain bike outfitter-and-guide requests authorization for additional tours using Arizona National Scenic Trail segments and the Munds Wagon Trail.

The project would increase the amount and duration of water storage at the historic ephemeral wetland, Allan Lake, by restoring a highly modified and channelized site. Restoration of this wetland would improve habitat for waterfowl and wildlife.

Amante at Verde Santa Fe Homeowners Association in Cornville, Ariz., proposes to improve drainage by installing a gabion system at the end of an existing pipe between two houses that touch Forest Service land.

Proposal by Lowell Observatory to reissue their existing permit for the Anderson Mesa Observatory sites and Naval Interferometer and to construct 4 additional telescopes along the Interferometer arms.

Reauthorization of livestock grazing on the Angell Grazing Allotment.

Installing fiber optic cable within the Hwy 89 right-of-way from north Flagstaff to Gray Mountain

AZDPS will construct a c 140' communication tower with associated equipment shelter and ancillary improvements

AZDPS will build a new communications tower and shelter within the existing Mount Elden Communications Site area

Rebuilding of 8 water catchments for wildlife management. Five are located north of the San Francisco Peaks, 3 are located south of I40 near Elliot Canyon and between the Twin Arrows and the Townsend Winona exits.

The Flagstaff Ranger District is considering a proposal from the Arizona Nordic Village to add an additional entrance from Highway 180 to an existing parking area to increase safety and improve ingress and egress from the recreation area.

Amend existing special use permit to Arizona Public Service (APS) to install and operate a 4,565-foot underground 12kV powerline and 5-foot wide ROW in forest road 742 to provide power to the McCormick Cell tower on private land.

This project would replace gates on the Arizona Trail at nine locations on the Mogollon Rim Ranger District to allow for improved accessibility by hikers, bikers and trail users with livestock and to provide for safer crossings at roadways.

Proposal to construct two 1-million gallon water storage facilities in the Chapel/Broken Arrow area of Sedona.

Installation of a fiber optic cable trunk line that will improve access to broadband internet for surrounding communities.

PROPOSAL TO ISSUE AN AUTHORIZATION TO COCONINO COUNTY FOR CONSTRUCTION, OPERATION AND MAINTENANCE OF THE EXISTING BRANDIS WAY ROAD AND EXISTING DRIVEWAYS AND RECONSTRUCTION OF AN EXISTING DRAINAGE CHANNEL TO ADDRESS FLOODING.

Proposal by the Sheriff's office to add communication site equipment to the Baker Butte Lookout tower and Forest Service radio cabinet, an antenna and solar panel. Also change the site designation from Forest Service to government only.

Proposal by NRCS Natural Resource Conservation District to install a new Snotel site near I17 and south of Fox Ranch near an existing climate station.

The Flagstaff Ranger District is proposing to conduct a review to determine the effects of using prescribed fire to treat areas not identified for treatment within the Four Forest Restoration Initiative footprint.

Construct 1.3 miles of log worm fencing on either side of Forest Road 9952 off Beaverhead Flat Road. Objective is to direct OHV activity and dispersed campers away from earthen tanks to prevent vegetation damage and soil erosion.

The project would enhance and restore water availability at three currently developed but marginally functioning springs to provide water for livestock, bats, amphibians, elk and other wildlife.

Implement fuels reduction treatments in the Blue Ridge/Happy Jack area of Coconino County, AZ about 50 acres of subdivision lots (1-5 acres in size) for the purpose of creating defensible space and improving and protecting forest health.

Authorization of a research permit to develop research gardens on up to 22 acres at what used to be the Bradshaw Ranch. Research gardens would include treatments to study plant responses to likely conditions that may exist under climate change

Proposed actions are to improve the existing Broken Arrow Trailhead include adding parking to allow vehicles to turn around and exist; OHV staging areas; restroom facilities; and a non-motorized hiking path from nearby neighborhood.

Build a new 3-mile pasture fence, expand the Jaycox Tank water lot, and remove 5 miles of unnecessary range fencing on the Bar T Bar range allotment.

The project proposes to thin trees and reduce fuel loads around Buck Mountain Lookout Tower to extend the viewshed, improve the ability to detect wildfires and to reduce the threat of fire that could destroy the tower.

Re-authorize livestock grazing in a manner that maintains and/or moves the area toward Forest Plan objectives and desired condition.

Removal of non-native fish species that are impacting existing sport fish and native fish populations potentially using piscicide.

Proposal to expand, maintain, and haul commercial vehicles on two Forest Service roads (1.9 miles of FR 417 and 2.6 miles of FR 9003) in connection with the CO Bar Solar Project on adjacent state and private lands

The placement of four cameras and three rain gauges in the Museum Fires Burn scar to help with notifications of flooding.

Proposal by Camp Verde Unified School District to acquire approximately 20 acres north of their existing high school under the Education Land Grant Act for athletic facilities.

Proposal by the Town of Camp Verde to widen and improve the access road into the Sanitary District and to construct an access road into the community park property.

The Cathedral Rock Trail receives over 80,000 visitors per year. Most visitors start their hike at the Cathedral Rock Trailhead. The Forest Service proposes to install a vault toilet at this trailhead to address human waste issues and protect water.

Stabilize a portion of the Cave Springs streambank along Oak Creek by replacing a grouted rip-rap structure with a stepped, concrete wall. Project to also stabilize a low-water crossing along the Cave Springs Campground access road.

Perform work to cut encroaching Utah junipers to perpetuate the grassland. This will increase the quantity and quality of forage available to wildlife. This grassland will also improve soil condition. Entire project area is about 8500 acres.

Running fiber optic line on already existing APS poles between Junipine Resort and Orchard Canyon Resort to upgrade service

Construction of numerous loose rock structures and brush dams in and around the project area in order to slow down and capture sediment to heal gullies and arroyos.

Proposal by private developer in coordination with Yavapai County to improve Chavez Ranch Road from Cathedral Vista Road to private property, including road construction.

Project proposal is to develop and use available basalt rock material within the existing pit boundaries for Forest roads and administrative site maintenance and reconstruction. Rock materials may also be used for road maintenance for timber sales.

Proposals from the City of Flagstaff and Coconino County to each construct 2 additional berms to mitigate flooding concerns around Cinder Lake landfill and other areas related to the Schultz Fire. Permits would be issued for these structures.

Increase the road prism, increase the turning radii of the road, move and extend utilities along roadway, improved drainage and the issuance of a special use authorization to the City of Flagstaff.

Proposal by the City of Flagstaff to construct and operate monitoring wells and bore holes to gather data around the Cinder Lake area.

The City of Flagstaff, has requested authorization to construct and bury a new 8 inch diameter water line within the Lake Mary Well Field Area and construct a new vehicle and equipment shed at the Lake Mary Water Treatment Plant.

Adding infrastructure to measure snowmelt under existing bridge.

Proposal by the City to construct additional drainage improvements along Zuni Road, including adding corrugated metal pipes and headwalls.

Proposal by Arizona Public Service to replace a buried powerline from Lake Mary Road to Hwy 87 and along Forest Road 632 and 9033H east of Clints Well. This line replaces a failing existing buried line with minor realignments.

Make changes to the designated system of roads, trails, and areas for motorized use on the Coconino National Forest. Changes include restrictions to off-road motor vehicle use.

Proposal would create a short stop program to issue special-use permits for use on the Coconino National Forest. Initial permitted locations include: Red Rock Ranger District Visitor Center, Bell Rock Vista, and Oak Creek Vista.

Authorizing a private driveway across Forest lands approximately 400' long by 20' wide

Proposal to construct non-motorized trails connections between Cornville Road and the Verde River and SR89A and Oak Creek in the Cornville area.

Proposal in coordination with Yavapai County to construct a non-motorized, paved accessible trail along Cornville Road from SR89A to a parking lot just east of the Verde Santa Fe development. The NEPA is being completed by FHA.

Road access permit for access to private land from Highway 180 north of Flagstaff.

Construct a non-motorized trail segment connecting a public easement within the Timberline Subdivision to the existing Deer Hill Trail on the Coconino National Forest in Sections 5, Township 22 North, Range 8 East.

Upgrading a waterline from 2" to 6" diameter to serve a new development

Approval of several driveways accessing private parcels across Forest Service land. One off FR510C and several off FR6440 (Lenox Road)

New installation of a ground bed, Rectifier and Capstone Turbine Generator (CTG)(Project #1) and burying one mile of new power line cable from an exiting CTG (Project #2) on lands administered by the Coconino National Forest

Authorize the construction of a new 6' x 6' cement pad for the installation of a 20kW propane generator to provide backup power during winter power outages to the existing communication facility.

Forest Service in partnership with the Yavapai-Apache Nation, Tonto Apache, San Carlos Apache, and White Mountain Apache tribes are developing proposals to manage and restore culturally important Emory oak groves.

Drilling of 6-8 inch diameter holes at 5 locations to determine the geologic make-up of the site for potential use as a rock pit. Includes using a truck-mounted auger to drill one or possibly two holes per location, then backfilling the excavation.

Placement of a fiber optic cable by Arcadian Infracom within the Hwy 89 right-of-way from Flagstaff to the Coconino NF northern boundary.

To support efficient special-use permit administration, the Coconino proposes to extend term of recreational events from one to five years. Events: Verde Valley Birding and Nature Festival, Sedona Yoga Festival, Sedona Mt. Bike Festival, RunSedona

Reissue permits for a water quality monitoring well for Fairfield Fort Valley and a flood control structure in Sinclair Wash for Coconino County, Mormon Lake Water Company pipeline, Belle Springs Road permit

Closure of non-system roads in the area including 1-17 to the West, Lake Mary Road to the North and East, Coconino 90 and FR240 to the South. Closure activities will include blocking roads with debris, revegetation, and obliteration with equipment.

Proposal to reissue three special use authorizations in various locations that have expired or will expire in 2014. Uses include debris and siltation impoundments and roadside sign.

Propose to reissue approximately 12 special use permits in various locations that will expire in 2015. Uses include private road use permits,ADOT's Oak Creek Rim Maintenance Camp, waterline/springs/storage tank infrastructures and weather stations.

Issuance of up to 200 Christmas tree permits in two designated areas to remove pinyon that is encroaching upon grasslands areas on the Flagstaff Ranger District

Propose to reissue several special use permits in various locations that have expired. Uses include private road use permits, waterline/springs/storage tank infrastructures, and research permit .

The Flagstaff Ranger District is proposing to plant multiple locations across the district which were deforested due to wildfires.

To remove unclear or conflicting standards and guidelines in the Forest Plan which suggest the Forest should reach a "No Effect" determination for effects to cultural resources under the National Historic Preservation Act.

In order to provide safer access to the Northern Arizona Shooting Range, the Arizona Game & Fish Department is requesting the ability to improve Forest Service Road 128A.

Project is to provide visitor information about motorized travel on the Coconino National Forest through a system of new kiosks constructed across the forest.

Installation of soil moisture sensing devices including placement of wireless and corded sensors at various depths in the ground. Ten to eleven T posts 1.2 to 1.5 meters tall with small solar panels, batteries and containment box would be installed.

The Forty-Four Canyon Recreational Residence Tract Special Use Permit Modification proposes to modify the existing three permits so that upgrades to drainage, septic and waste water systems can be made and to change ownership of all three residences

Analyze potential for renewing grazing permit on Fossil Creek Allotment

Implement additional interim management actions to protect Fossil Creek Wild and Scenic River (WSR) values and improve public safety. Short-term actions include using a reservation system and temporary entry booths to manage day use and camping.

Conduct a geotechnical soil test within the Fossil Creek Wild and Scenic River corridor in the vicinity of the historic Fossil Creek Bridge. Evaluate soils to determine if there is potential for a replacement bridge adjacent to the historic bridge.

Add vault toilets in the Fossil Creek Wild and Scenic River Corridor in order to provide adequate sanitation for existing visitation and to protect river values, including water quality and natural and cultural resources

Repairs to the concrete abutment of the Fossil Creek Fish Barrier

To issue an authorization for an private road to access private property. Authorization would permit use and maintenance of an existing road into private property and remove a second access road south of the private property and along the power line

Issuance of a short-term special use permit for geotechnical study activities including drilling bore holes and striking metal plates to measure seismic results at 67 locations along a proposed transmission line route.

Project will analyze a Coconino County proposal to modify an existing special use permit to improve and maintain an existing berm south of Girl's Ranch Road On National Forest System lands.

Approximately 9 miles of new 345kV electric transmission line connecting a new wind park located on Flying M Ranch private property and State lands to the existing Western Area Power Authority (Western) 345kV line. Western will be taking lead on NEPA

Fuel risk reduction and forest health improvement in Hart Prarie/Hochderffer Mountain vicinity, east of HW 180 and to the Kachina Peaks Wilderness boundary north to FR 418 south to FR 153.

The Flagstaff Ranger District and its partners are proposing to realign segments of two trails within the Dry Lake Hills Trail system:Heart Trail and Little Elden Trail. Realignment would been done using hand tools.

Removal of approximately 1,631 dead and dying hazard trees along Hwy 89 for safety reasons.

Proposal for road access to private land located within the Peaks Ranger District/Hilltop Partners.

Reauthorizing special-use permit for horse trail riding and sleigh rides.

Replacement of a 40-year old culvert that has rusted through with an open bottom arch structure that allows aquatic organism passage. The culvert is within stream habitat for Little Colorado spinedace and other native fish such as speckled dace.

Proposal to issue a permit to the Town of Camp Verde to widen and add a drainage ditch and fill material next to the existing Howard Road easement to address flooding and channel water to private drainage easements.

Promote aspen regeneration on and around the San Francisco Peaks, including re-opening 13 miles of existing road beds that are currently closed under the recent 2011 TMR Decision to facilitate wildlife management.

Authorization for existing road to private property off the Page Springs Road near Cornville.

Proposal to construct a commercial communication facility, including building, tower and solar power structures to provide improved wireless and other communication services in the area.

Proposal to construct a new communication 140 foot tall tower, buildings and solar power system to improve wireless service along Interstate 17.

Evaluate the vacant Ike's Backbone grazing allotment for closure due to infeasibility of managing grazing on it because of size and topography.

Proposal is to upgrade boat ramp surfacing, stabilize rock slopes, install guardrails, improve surface drainage on the ramp and install a new floating boat dock at Blue Ridge Reservoir.

Project would allow construction of a driveway from FR9126A to two private parcels. Driveway would be approximately 250' x 20'.

Reconstruction of the City of Flagstaff drinking water pipeline, pipeline road (FR 146), and Schultz Pass Road (FR 420) at sites where it was washed out after the Pipeline Fire.

This proposal would allow the AZGFD to repair three existing wildlife waters approved in 1993, as well as develop two new wildlife waters on the Inner Basin Waterline. Each water location would also have a 2500-gal storage tank added to the design.

Installation of high-speed/capacity fiber optic backbone to interconnect Intelligent Transportation System (ITS) devices within the existing Interstate 40 right-of-way. Includes trenching, conduit and pull box installation, and vegetation trimming.

Issuance of outfitter/guide permits for hiking and trailhead transportation on the Red Rock Ranger District.

Replace an existing single lane concrete bridge, with a similar 2-lane structure.

ADOT to stockpile clean fill dirt at Kelly Canyon Pit.

The goal of the Kelly Motorized Trails project is to create a sustainable motorized trail system for both single-track (motorcycles) and larger off-highway vehicles using a combination of existing non-system trails, roads, and new trail construction.

Placement of juniper trees and catfish houses in Kinnikinick Lake to improve fish habitat to foster more and larger game fish for enhanced recreational opportunity

Would include authorization for the Arizona Game and Fish Department to conduct rotenone treatments in Knoll Lake and isolated pools in ~0.5 miles of East Leonard Canyon to remove nonnative Green Sunfish and protect Little Colorado Spinedace

Exploration for gold by drilling. Consisting of clearing brush and surface vegetation, drilling two holes, backfilling the holes and sealing them.

The Federal Highway Administration in cooperation with the Coconino National Forest and Coconino County, is proposing improvements to Lake Mary Road to address safety concerns and general roadway deficiencies (drainage, curve radii, sight distance).

Repair and replacement of 5 trick tank drinkers in the Leonard Point area on the Mogollon Rim Ranger District. The five drinkers were built in the 1970s and 1980s. The drinkers are to benefit pronghorn, elk and other wildlife.

This project would crush and stock pile limestone rock that has been disposed of at the site for many years. The crushed rock aggregate would be used to improve forest and other roads on the District.

Adopt an existing social trail approximately a 1/10th of a mile long that leads along but is separate from State Route 179. Partnering with the City of Sedona to create and maintain the path.

This project would address the interrelated needs to reduce meadow encroachment from ponderosa pine, to remove identified hazard trees within the designated camping area, and reduce created and natural fuels.

Project to develop parking and a walking trail to enhance bird watching and recreation opportunities along the Rio de Flag. Also includes installation of some interpretive signs.

Authorizing existing driveways on Forest land between FR91 and private parcels

Proposal includes the establishment of fuel breaks along roads and boundaries adjacent to private land to facilitate prescribed burning of the Long Valley Experimental Forest.

Purposes: to conduct experimental studies to further knowledge and practice of ecological restoration treatments in southwestern ponderosa pine ecosystems; reduce hazardous fuel accumulations; create a demonstration area over about 1,100 acres.

Restoration of a wet meadow ecosystem using mechanized equipment to stabilize channels and installing rock and timber-based structures to better manage the flow of water and stabilize meadow soils.

The purpose of the project is to restore vegetative rigor and natural patterns of stream flow and drainage to a degraded meadow east of the Long Valley Work Center.

Install fiber optic cable on an existing APS power line between Magdalena Road and the Basecamp at Snowbowl.

Fuels reduction and ecosystem restoration over approximately 42,000 acres east of Lake Mary Road and surrounding Hutch, Mahan, Pine and Landmark Mountains.

AZGFD is requesting to do road improvements, increase wildlife habitat, and wetland modifications to the project area to improve wildlife habitat quality and diversity at the wetland by increasing water runoff and retention.

The Mason Lane Water Users Association, supported by The Nature Conservancy, proposes to pipe 5,296 feet of a leaking section of the historic Mason Lane Ditch, in place since 1901. The section crosses both Forest Service and private lands.

Replace an existing electric fence with a non-electric hard wire fence. Relocate parts of the fence to protect cultural sites.

The proposal consists of a 100 mile trail race through the Coconino National Forest, primarily along the Cabin Loop Trail system as well as portions of the General Crook Trail, Forest Roads 300 & 218 and off of the Mogollon Rim on Tonto NF trails.

The Mogollon Rim Ranger District is proposing to authorize personal use cutting of White Fir, Douglas Fir and Ponderosa Pine Christmas Trees off of Forest Roads 149, 616, 6034, 9385T, 9385W, 9385X, 6035, 6036 and 6038 in the Wildcat Springs area.

To study the effectiveness of various treatments to select aspen stands to for addressing oystershell scale infestations.

Proposal to reissue five special use authorizations in various locations that have expired or will expire in 2014. Uses include cinder stockpile area, private communication leases, water infrastructure and weather stations.

Proposal to reissue two special use authorizations in various locations that will expire in 2015. Uses include a water infrastructure and a resource monitoring site.

To replace buried utility lines that have failed that provide services to the top of Mormon Mountain for communications facilities.

Develop a new communication site plan to address changes in communication technology, including proposed cell tower.

To issue new communication site leases/permits for existing facilities on Mount Elden that are expiring.

Amend current permits for movement and replacement of a transformer and installation of other equipment, installation of concrete pad and an equipment cabinet, and the construction of two retaining walls around an existing concrete pads.

This proposal is being brought forward to address non-motorized recreation with regards to trails, special uses and facilities management in the Mt. Elden-Dry Lake Hills (MEDL) area.

Coconino County is proposing to build a new truck barn on National Forest System land just east of Munds Park, at the east end of Hillside Rd, behind the water tank.

This project would promote watershed healing and reduce sediment delivery to areas downstream from the 2019 Museum Fire. Activities include stabilizing alluvial fans and stream channels to prevent channel incision and promote a more disperse flow.

The Flagstaff Ranger District is proposing to issue a outfitting and guiding priority special use permit (FSH 2709.14 53.1m)to the Parks and Recreation Management Program at Northern Arizona University for the purpose of outdoor education.

Proposal to issue a communication site authorizations to the Grand Canyon National Park and other federal users in the existing federal building and Bureau of Indian Affairs tower facility on Mt Elden.

Expansion of an existing communications equipment shelter on Mount Elden at site ME0

The Flagstaff Ranger District is proposing to reduce pinyon and juniper encroachment on grasslands within the northern boundaries of the Forest. Treatments would focus on thinning the encroaching trees followed by broadcast burns.

Construction of three highway overpasses to allow wildlife passage. Two overpasses will be on Interstate 17 and One will be on Interstate 40 in northern Arizona.

Reauthorize existing special use permit for vending at Oak Creek Overlook.

The Prescott National Forest is proposing to re-issue a 50-year permit for Arizona Public Service to continue operation and maintenance of their 69kV sub-transmission line that runs between Prescott, Poland Junction, and Childs, Arizona.

Proposal to reissue approximately 27 permits in various locations that have expired. Uses include private roads, Sterling Springs Fish Hatchery, water weirs, mineral stockpile site, signs and the Chapel of the Holy Cross.

Use of rock, logs and native plants to restore gullies and incised ephemeral stream channels throughout the Red Rock Ranger District.

The Red Rock Ranger District proposes up to 30 miles of non-motorized trail construction, adoption of 16 miles of user-created trails, and naturalization of 21 miles of user-created trails, in 3 communities: Sedona; Village of Oak Creek; & Cornville.

As part of the Red Rock Trails Access Plan, this Phase 2 project proposes Turkey Creek-area improvements, including construction; user-created adoption; system-trail re-routes; user-created naturalization; and system trail naturalization.

The Schultz Fire Reforestation and Site Preparation project includes hand planting of approximately 4,500 acres of conifer seedlings and jackstrawing of approximately 350 acres to protect aspen regeneration within the Schultz Fire boundary.

Proposal from Coconino County to conduct drainage improvements near Wupatki Trails Subdivision north of Flagstaff and some small area additions to the Schultz Sediment Reduction Project.

City of Flagstaff is proposing to obtain a permit to construct a portion of the Flagstaff Urban Trail System 10 foot wide aggregate trail with 2 foot native shoulders to complete section of the trail system. Drainage work on Highway Stock tank.

A proposal to exchange 1028 acres Federal Land (Apache-Sitgreaves NFs & Coconino NF) for 1558 acres of non federal lands (Apache-Sitgreaves, Prescott and Coconino NF).

Work w/ Game and Fish Department to remove encroaching ponderosa pine and juniper trees from natural meadow areas on 2250 acres near Slate Mtn. Work will be accomplished w/ hand tools, and possibly the use of tree shearer and tree shredder.

Slide Rock State Park proposes to install a 6-foot tall, chain-link fence for approximately 2,550 feet adjacent to the park along the west side of State Route 89A to protect riparian resources and improve human safety.

Analysis of motorized use on Soldier Pass Road and how to bring it into compliance with Forest Plan direction for social encounter levels. Current use has exceeded capacity.

Sparklight proposes to hang fiber optic line along existing APS poles for approximately three miles in the Cornville area. The purpose of the fiber optic line would be to increase broadband infrastructure, particularly at area schools.

Two group camp sites are proposed for issuance of temporary Special Use Permits(SUPs) for groups of 75 or more people or for recreation events that involve a fee. The Dane Spring site on FR321A is the only site that was approved at decision.

The Red Rock Ranger District of the Coconino National Forest has designated 11 areas appropriate for commonly requested activities for larger-sized groups that require a special-use permit.

Bureau of Reclamation (BOR) project to construct a fish barrier on Spring Creek to protect the native fish. BOR has prepared the NEPA analysis for public review and comment. The Forest Service will prepare a separate decision based on the analysis.

This project would allow for up to 12 test pits ( 3 pits at 4 sites)to be excavated to determine soil suitability in order to identify the location of a new leach field for a new septic system and replacement of the existing system.

Establish clearance for treatments of non-invasive aquatic species in sotck tanks to prevent non-native invasive fish and other aquatic species from being reintroduced to downstream habitat with Threatened, Endangeredm and Sensitive fish.

Rehabilitate and upgrade the water and phone/IT system at Sunset Crater Volcano National Monument. The project consists of the general construction of underground potable water mains and a phone/IT conduit will also be installed.

Construction of almost 11 miles of non-motorized trails to connect to an existing trail system within Sunset Crater National Monument.

TDS Telecommunications proposes to upgrade about 7.2 miles of communications lines and related facilities in the Blue Ridge are of Happy Jack, Arizona. Cable and proposed facilities will be placed along existing roads and highways on forest lands.

Work with Coconino County Parks & Recreation to locate and construct an 8-mile trail connecting Timberline/Doney Park to the City of Flagstaff, near Flagstaff Mall. The trail will link with other Timberline/Doney inter-community trails and the FUTS.

Removal of dead and down hazard trees along the private property boundary of the Timberline and Wupaki Estates northwest of Flagstaff, AZ.

Restore grasslands through a reduction of juniper cover on the Fossil Creek Allotment through hand treatment on 800 acres. This action expands upon 1,200 acres of juniper treatment in the 2013 Fossil Creek Environmental Assessment Decision Notice.

Proposal to construct a road from SR179 to private property across Oak Creek from Poco Diablo and Chavez Crossing Group Campground in Sedona. Proposal is the result of litigation requiring the Forest Service to provide an easement.

Town of Camp Verde is requesting an amendment to their master authorization RED2396 to allow them to install approximately 430 feet of 8 inch iron pipe across Coconino NF lands to provision water to their complex on adjacent city property.

Transwestern Pipeline Company proposes to install new anode ground beds to be used as a method of obtaining ground water within their existing gas line right-of-way located on lands administered by the Coconino National Forest.

Proposal is to determine methods to effectively manage noxious weeds on the Coconino, Kaibab and Prescott National Forests

Reissuances of expiring master permit for buried natural gas lines in various locations around Flagstaff and the Verde Valley.

UNS is requesting permission to install a natural gas spur line to provide gas from their mainline running through Coconino NF to private property. The 3/4 inch pipeline would be buried 3.5ft deep and cross 33ft of Coconino NF lands.

Approval of a special use permit amendment for the installation, operation and maintenance of additional gas line extending approximately 2 miles to the Walnut Creek Meadows Subdivision. Location would be in existing road ROW and along waterline.

Proposal to extend an existing gas line approximately 175 feet on the west side of Munds Park Road within the Coconino County Road easement. This would provide gas service to the Highlands Fire Department #23.

The pasture fence separating Home and Upper Burn Pastures on the Cosnino Allotment would be relocated to reduce unauthorized cutting of the fence to gain access to a non-motorized area.

The Prescott National Forest has completed a draft environmental assessment (DEA) and FONSI on the Upper Verde Wild and Scenic River Suitability Study for 37 miles of the Upper Verde River on the Prescott and Coconino National Forests.

Construct a handicap accessible viewing platform at the V-V cultural site

A new road to connect Cornville Road to State Route 260

Acquisition of approximately 60 acres of private land at the convergence of the Verde River and Beaver Creek.

Establish a system of motorized and non-motorized use trails in the area around Rim Rock, Montezuma and McGuireville to provide a system of sustainable trails.

Re-authorization of livestock grazing in a manner that maintains and/or moves the area toward Forest Plan objectives and desired conditions.

Private road access to land near Lake Mary Road and Clints Well. Existing road not currently open to the public.

Approximately 4 miles (2 miles on the east side and 2 miles on the west side) of new fence would be constructed no closer to 50 feet and no further than 100 feet from Walnut Canyon Road to discourage unauthorized motor vehicle use.

Proposal by Visionquest to obtain a permit for the Watershed Camp to operate a youth program typically through contracts with the Dept of Corrections.

The Flagstaff Ranger District proposes to issue a Priority Special Use Permit for Outfitting and Guiding Services to a wedding planner. This permit would authorize up to 10 weddings/ year at established locations.

Replacement of a structurally deficient bridge on Forest Service Systems Lands while maintaining the natural flow regime and allowing for unhindered aquatic organism passage.

Restore a native assemblage of aquatic species in West Fork of Oak Creek. which includes native fish, northern leopard frog, and narrow-headed garter snakes. Construct fish barrier, use pesticide to remove non-native fish, stock with native fish.

Delineate already designated areas for day-use parking and designated dispersed overnight camping and execute an emergency closure order to dispersed camping and campfires outside of these areas.

Construction of approx. 30-miles of motorized single track trail that includes the establishment of a parking area and obliteration of adjacent non-system routes. Previously named Cornville Motorized Single Track Trail

Restoration of Wickiup Creek is needed to re-establish a surface flow channel through excavation of accumulated sediment and the addition of grade controls to maintain a stable, alluvial channel through the reach of Wickiup draw.

AZGFD proposes to rebuild four wildlife water catchments to current AZGFD guidelines of R-panel apron over four polyethylene storage tanks totaling 10,000 gallons, and a new polyethylene walk in style trough will replace each existing drinker.

Issuance of a permit to Coconino County Public Works for a stockpile site of Green Waste at Willard Springs Pit.

Replacement of pipeline and 13 troughs in the Windmill Allotment to improve livestock and wildlife distribution.

Reauthorization of livestock term grazing permit on approximately 108,100 acres.

The Windmill West Allotment permit holder is to relocate a water trough to a new location off FR 9451A, as the damaged trough is not operable. An essential water source for livestock, the trough will be moved .28 miles to the west.

Proposal to construct a buried utility line (sewer and likely natural gas) along Middle Verde and Reservation Loop Road in the Camp Verde, Arizona area.

Removal of logs and other debris behind a culvert on Forest Road 96. There is concern that a storm event will result in culvert blockage and the storm water will wash out the road.

Project proposal is to provide new public access and parking areas with various levels of amenities on major forest travel routes for purposes of accomodating winter recreation and increased year-round recreation.

Use of the existing pile of cinders and clay fill at Yellow Jacket Pit #2. Materials that are available are in two stockpiles and have an estimated volume of 1,000 cubic yards. No further development of the pit will occur.
