The central Oregon Schedule of Proposed Actions (SOPA) is published quarterly and contains reports on Deschutes & Ochoco National Forests and Prineville District, Bureau of Land Management proposed activities and invites involvement as part of implementing the National Environmental Policy Act (NEPA).

Projects are proposed actions that are analyzed through the NEPA process (EIS, EA, or CE) that involves analyzing different alternatives to the proposed action, requires public notice and comment, and results in a NEPA decision (ROD, DN, or DM) which, subject to an administrative appeals process, and is implemented on the ground. The Forest Projects below are projects that we are analyzing or have analyzed under the NEPA process. Projects that are "Developing Proposal" or "Under Analysis" may have an opportunity for public collaboration and input on the proposed actions and the analysis being conducted.

The Schedule of Proposed Actions (SOPA) contains a list of proposed actions for Deschutes National Forest that will soon begin or are currently undergoing environmental analysis and documentation. It provides information so that you can become aware of and indicate your interest in specific proposals. We encourage your early and ongoing involvement in any proposals of interest to you.

Deschutes National Forest Projects

Natural regeneration is not expected on a total of 261 acres within 6 recent fire areas. Site preparation and planting native plant tree species is proposed to initiate reforestation.

Spot application of herbicide around planted ponderosa pine seedlings to increase survival rates by reducing grass competition.

Proposes to accelerate recovery and to recover value of trees killed or damaged during the 18 Fire, July, 2003.

Thinning of small diameter trees.

Thin small trees averaging six inches in diameter on approximately 500 acres of (generally) managed plantations located throughout the District

Eight 1/4 acre plots that are part of a long-term study that was etablished in 1966. These plots were re-thinned in 1985 & 1995. This proposal is to re-thin the plots maintain a consistent basal area. A total of 69 trees will be cut and removed.

Recreation Residence improvements to properties on Odell Lake and Crescent Lake

Small diameter tree thinning on 202 acres in nine units. Of the 202 acres 131 acres in five units are managed plantations, 44 acres in two units for post and poles, and 27 acres in two units for huckleberry enhancement.

BPA is proposing to replace danger poles and perform road upgrades inside of its existing Right-Of-Way along the La Pine-Chemult and the La-Pine to Pilot Butte Lines on the Deschutes National Forest.

The purpose of the projects is to allow permittees to maintain safe and accessible residences that comply with State and Federal regulations, and to restore vegetation in certain areas.

2014 Recreation Residence Improvement projects...second batch are those that required more extensive heritage analysis.

Maintenance work of the BPA line will involve replacement or deteriorating wood poles and associated structural components. Replacement of poles will be in-kind, having the same height and configuration as the original.

There is a need to remove the hazard trees that are dead or affected by disease to make it safe for the public to resume camping and recreating at Princess Creek Campground.

The Crescent Ranger District is considering Shelter Cove Resort's proposal to upgrade some existing infrastructure and install associated improvements to their facilities.

The Crescent Ranger District is considering the Boy Scouts of America%u2019s (BSA) request to reissue their special use permit for a term of 20 years to allow BSA to operate and maintain the organization camp known as Camp Makualla.

The Crescent Ranger District is considering 11 Crescent Lake Recreation Residences projects to repair or upgrade their privately owned structures.

There is a need to update the current septic system to bring it into compliance with County, State, and Federal regulations.

The Crescent Ranger District is considering eight Odell Lake Recreation Residences projects to repair or upgrade their privately owned structures.

There is a need to upgrade amenities and align the campground to more closely match visitor use which includes both summer and winter recreation opportunities.

Over time there has been a loss of vegetation along the shoreline within the Odell Lake W-tract through both natural and human caused disturbances. Restoration is needed to stop shoreline erosion and maintain visual aesthetics of the area.

Renew several outfitter and guide special use permits.

The Crescent Ranger District is considering Shelter Cove Resorts request to replace and upgrade all their existing electrical lines and pedestals around the Resort campground and replace the existing electrical lines along the roads due to age

The Forest Service is considering an amendment to SCR Special-Use Permit to authorize construction and operation of a lodge on an existing foundation, trenching to hook into existing water, electrical, current septic system, addition of propane tank.

The Crescent Ranger District is proposing to fell approximately 86 hazard trees within the 20 acres of Trapper Creek Campground. Approximately 48 will be left on-site and 38 will be sold.

The Crescent Ranger District is considering small tree thinning (pre-commercial thinning) on approximately 4,935 acres in 159 units across the district.

Shelter Cove Resort is requesting to upgrade their existing septic system. The current bottomless sand filters are at their capacity, beginning to fail, and in need of replacement.

The Crescent Ranger District is proposing an early fall closure of the Sunset Cove campground and day use facilities to complete the risk assessment. This would include identifying natural hazards including hazard trees within the 24 acres boundary.

There is a need to reconstruct the approaches to a lower gradient, harden the ford and add a short re-route down and across the 60 road bridge to improve horse and rider safety when crossing Whitefish Creek.

At BSA Camp Makualla there is a need to repair or replace wood shingle roofs with metal, replace tent platforms and remove a deteriorated climbing wall

To replace 13 older deteriorating power poles that are located along USFS 5825-801 road off of the west side of Highway 58.

Upgrades, repairs or alterations to their privately owned structures to ensure safety, accessibility, and compliance with regulations, state and county codes.

The CRD is considering two separate 8 year Fishing Outfitter & Guide SUPs. This will bring them inline with 10-year permit length allowed based on their past two years of acceptable performance.

Midstate Electric Cooperative, Inc. proposes replacement of four deteriorating electric transmission line poles along approximately 2.5 miles of Forest Service roads 5825-180 and 9651-260.

Upgrades to septic system, water system and fuels reduction work on the 119-acres Rosedale Administration Site.

The Crescent Ranger District is proposing hazardous fuels reduction work along several Forest Service roads within the District (approximately 383 acres). It would be 100-foot buffer (50 feet either side of road).

The Crescent Ranger District is considering planting a 960-acre area with blister rust resistant whitebark pine along the FS5840 road adjacent to the Crescent District%u2019s southern boundary with the Fremont-Winema National Forests.

To replace two failing trail bridges with rock fords (wooden bridges would remain an option). This would provide connectivity to existing trail systems and safe public access.

Seven permittees have submitted proposals to alter or repair their privately owned structures, such as the replacement of one existing septic tank and leach field, storage shed, stairs, and the replenishment of gravel on an existing driveway.

Nine Crescent Lake & seven Odell Lake rec residents submitted projects for improvements to privately owned structures such as stair, septic, and deck replacements among others. G-15 - Under 36 CFR 800.12, requested an emergency roof replacement.

Vegetative treatments to reduce fuel loads, improve wildfire resilience, and improve forest health on 2,994 acres. Project area is primarily in Wildland Urban-Interface located west of La Pine State Park near Fall River Hatchery and Wake Butte.

AT&T has requested to renew their special use permit to operate and maintain a cell on wheels (COW) antenna. The new term for the permit would be until construction of a permanent antenna is complete.

The decision will amend the Deschutes Forest Plan by adding the chemical aminopyralid to the list of available herbicides for use in invasive weed management and control.

The project would construct a new 222 square foot addition to the north side of the cabin

Recover fire killed timber before it loses all of its economic value, help reduce the potentiel for future high mortality fire. Landscape goals include: protect and restore forest ecosystems consistent with natural processes and management direction.

Assessing forest health and wild/land urban interface risk to communities in the Little Deschutes watershed. MA: Matrix, General Forest, Oregon Cascades Recreation Area, Wild & Scenic Rivers, Old Growth.

BPA is proposing to replace 12 deteriorating poles inside of its existing 125' ROW along the Pilot Butte-La Pine Transmission Line

The proposed maintenance project involves replacement of deteriorating wood poles and associated structural/electrical components. Existing wood poles will be mechanically removed from the ground. Replacement wood pole will be in-kind.

BPA proposes to replace 12 deteriorating wood pole structures along its Pilot Butte - La Pine 230 kV transmission line. The 12 replacements are located along a 25-mile section of the line within the BPA right of way and will be replaced in-kind.

The project will improve fish passage by removing a culvert on Bear Valley Creek. In addition, about 1.5 miles of Forest Road 1235-500 will be decommissioned.

This project would allow for the felling and removal of dead/down lodgepole within 150 feet of open roads within the Bear Wallow area for use as personal use firewood. A valid firewood permit will be needed. There will be size limitation on trees

There is a need to provide strategic fuel breaks between the wilderness, inventoried roadless areas and the Bend Municipal Watershed, private land and northwest Bend. Reduce ladder fuels along strategic Forest Service roads 4601 and 4602.

Bend Broadband proposes to install fiber optic cable within the same ditch that will hold the City of Bend's proposed new waterline. A 2" conduit will be placed in the ditch during construction of the waterline. The project length is about 10 miles

Bend Broadband proposes to install middle mile fiber infrastructure across a variety land boundaries (City, BLM, USFS lands). Line installation on cell towers and underground will occur in utilities right-of-ways to transmit high-speed internet.

Activities would include install of overhead, fiber optic cables along existing phone/utility lines and new underground fiber install, adding to existing phone/utility lines. Boring and plowing would be involved. Approximately 13.3 miles total.

Bend Broadband proposes to install 4,300 feet of a buried fiber optic line adjacent to Meadow Camp off Hwy 46. This line would be within the right-of-way.

Installation of fiberoptic line and upgrade existing power poles from west side of Hwy 97 to top of Walker Mountain. Includes (3) vaults installed on the way to Walker Mt, trenching for line burial and installation of (7)vaults at communication site.

Construct a non-motorized paved path that would provide connections to recreation sites south of Bend, OR. The entire length of the path would be from Baker Road to Lava Lands Visitor Center.

FS roads 4601370 and 4601 provide an opportunity to establish strategic fuel breaks to increase protection from wildlfire to resources at risk including private homes in Skyliner's community, the watershed, and other nearby private lands.

The Forest proposes to issue a special use permit to the City of Bend to authorize the City to upgrade the existing Bridge Creek intake facility and replace the aging Bridge Creek water supply pipelines.

The Deschutes National Forest is proposing to issue a special use permit to TDS BendBroadband. Fiber line would be installed in the Hwy 97 ROW for 11.5 miles of National Forest Land between Chemult and Crescent, OR to expand fiber optic service.

Restore and rehabilitate trails at Benham Falls to address drainage, vegetation, and tread width issues.

The proposal is to burn about 200 acres of open area each year for five years and remove or kill scattered lodgepole pines on 100 acres in order to restore the hydrologic function of the Big Marsh ecosystem.

The existing lookout cabin will be relocated and replaced and the site restored. The existing network of social trails will be consolidated into a single trail system.

Salvage logging of 201 acres of trees killed by the Black Crater Fire of 2006, which includes 194 acres of salvage and 7 acres of danger tree removal.

Reroute the Blackrock trail to an approved, safer railroad crossing. Users would be routed on primitive road to cross the railroad on the Sun-Lava trail.

Project proposes the issuance of a special use permit to BPA to construct a 140 foot tall communications tower within the boundaries of the existing BPA LaPine substation.

Bonneville Power Administration (BPA) is requesting to expand their existing La Pine Substation by 2.7 acres to accommodate installation of three additional shunt capacitors and associated equipment.

Electrical breakers, disconnect switches, and bus support structure to be added to substation to comply with standards. Expanded enclosure 1.65 acres, septic and oil/water separator tank be relocated. Approx 450 trees would be removed around site.

The proposed action would allow personal use firewood cutting in the 2014 Bridge 99 fire area. About 11 miles of Forest Roads would access firewood cutting areas. Firewood cutting would be limited to areas located in the Matrix land allocation.

Two wildfire areas are proposed for restoration: Arnold Ice Cave, 120 ac. burned in 2012 to be planted with ponderosa seedlings. Brown's Creek, 107 ac. burned in 2013 will have dead material <6" felled, piled, burned; planted with ponderosa.

the replacement of eleven existing CEC poles. In 2016, all poles in the Camp Sherman area were visually inspected and tested for structural integrity. Eleven of the poles failed the pole test inspection process.

This project proposes to authorize Central Electric Cooperative (CEC) to manage vegetation along 11 miles of the existing power transmission line on National Forest lands.

Central Electric Cooperative Inc. is proposing to install16 vaults and replace/relocate 2.1 miles of an existing direct buried distribution power line located in a southeasterly direction from Suttle Lake Road (USFS 2070

Central Electric Cooperative Inc. is proposing to install 6 vaults and 1.3 miles of buried distribution powerline to replace an existing deteriorating line along SW Suttle Sherman Road.

COAA is proposing to install an automated meteorological station on Moon Mountain. The weather station will transmit data in real time via satellite modem. Data will be available to the public

Project area is about 25,780 acres. A mix of thinning, primarily ponderosa pine, and fuels reduction for the purpose of restoring stand structure and composition, resilience through increased vigor and fire hazard reduction.

Remove encroaching lodgepole in the meadow to sustain pumice moonwort and remove high fuel loadings and selectively thin encroasching lodgepole pine to improve the health of whitebark pine stands.

Five recreation residences (cabins) located in Tract H, Tract I, Tract O and Tract C in the Camp Sherman area would be upgraded to provide for safe drinking water, improved cabin function, and essential structural repairs.

This project proposes to analyze effects of increased use at Rock Creek and Gull Point Campgrounds addressing the effects of recreation use on the facilities, character and function at these two sites in regards to past, present and future use.

Proposal to issue a forest order prohibiting camping and/or campfires in areas where these activities are causing adverse impacts to forest resources on the Deschutes National Forest.

Issuance of a new authorization for a new term of the special use permit for the City of Bend Caretaker Cabin and various other service buildings near Tumalo Falls and a garage storage building near Skyliner Road.

Remedy hazard trees within recreation areas to provide safe recreational conditions. Fall hazard trees and remove from the campgrounds. Trees will be burned, chipped, sold as fire wood, special forest products or as sawlogs.

Reroute two trails where they cross Cascade Lake Highway to provide for better safety for mountain bikers.

The proposed Recreation and Scenic Byway Information Center will be approx. 1,200 sq. ft. with a drive through parking area, providing on-site trails, and outdoor gathering spaces for interpretation.

Rehabilitation of a decommissioned rock pit south of Phil's Trailhead to aid in the eradication of Medusahead rye - an aggressive noxious weed. Light wire fence to be placed along road that runs through pit. Revegetation of the pit to native plants.

Proposal to issue a forest order prohibiting activities which are causing adverse impacts to cave resources.

The Deschutes and Willamette National Forests are considering visitor use management strategies for five wilderness areas in the central Cascades in order to reduce resource impacts and negative effects to wilderness character due to high use.

CEC would remove up to 500 trees that impede safe and efficient management of a 20 foot wide electrical ROW; replace 131 utility poles; and allow mowing of brush to provide long-term maintenance of the ROW. Felled trees may be sold as forest products

Authorization to install and maintain a new underground powerline that will provide upgraded service to a FirstNet tower along Forest Road 1210 (Round Lake Road).

The Central Oregon Avalanche Center (COAC) proposes to install a meteorological station within Newberry Volcanic National Monument. The station would support avalanche forecasting and provide meteorological data to agencies and the public.

Project is to lease/construct a building for the COIDC at the Redmond Air Center. The analysis will not be subject to FS notice, comment and objection regs. because the activities will not be implementing a decision under a Land & Resource Mgmt Plan

The project would install about 3,000 ft. of 2" conduit adjacent to the existing buried cables within Wagon Wheel Road.

CenturyLink proposes to install a fiber optic line on existing poles from private near hwy 46 to FSR 100 across form Widgi Creek Golf Course where the line would go to a vault and travel underground the road then cross under the road to private land

The project would relocate the Chush Falls trailhead to protect Wilderness and Wild and Scenic river values.About 1 mile of road would be decommissioned and about 1.4 miles of road would be closed.About 2.3 miles of road would be converted to trails.

The City of Bend seeking a special use permit for geophysical testing to determine subsurface and rock characteristics along Roads 4601 and 4603 west of Bend. Bore holes and test pits to be excavated.

The Forest has received a request from the City of Bend to issue a new permit to authorize the surface water diversion from the source springs to the Bridge Creek Intake facility as a component of the city's drinking water system.

USGS is applying for a 20-year permit to assume responsibility of operation & maintenance of voluntary monitoring gauges that City of Bend installed. Project info: www.fs.usda.gov/project/?project=53117. This project was accidently put in SOPA.

A 100 foot communication tower with structural problems needs to be replaced. The services provided by this site and tower are critical to St. Charles Hospital and Air Link. Existing tower will be dismangeda nd removed.

Renewal of the communications use lease issued to Day Wireless Systems for its existing facilities at Bearwallow Communications Site. No new facilities are authorized.

Renew existing leases at Spring River Communications Site. No new uses will be authorized.

Renewal of existing communications use leases to facilities located at the Pine Mountain Observatory Communications Site. Only administrative changes. No new facilities are authorized.

Renew communications use lease for existing facilities at Antelope Communications Site at Pine Mountain. No new facilities or ground disturbing activities are authorized.

A new ranger district administrative site would be constructed just outside of Sisters, Oregon. The new site would better serve the general public and the city of Sisters.The existing site is over 50 years old.

This project proposes to plant 23 acres within the 170 acre Cougar Butte fire that burned in May 2017. This area has no viable seed sources for conifers to regenerate native populations.

This project proposes to secure and retrofit the Cow Meadow cabin to enhance bat roosting habitat.

Project will improve habitat for Rocky Mountain Elk and a variety of bird species on about 170 acres of meadow habitat on the north shoreline of Crane Prairie Reservoir by cutting conifers, primarily lodgepole, and prescribed burning in the fall.

Update rangeland management practices on these three allotments to provide forage for livestock while maintaining upland habitat. Proposes to issue term grazing permits that provide for compliance with the Deschutes NF land management plan.

Hazardous fuels reduction adjacent to the Crane Prairie Dam Caretaker's station located near the Crane Prairie Dam outlet. Treatment of dead and down lodgepole pine. Includes commercial harvest and removal of dead and down trees.

In 1988, the US Congress designated Crescent Creek as a Wild and Scenic River (WSR). This is the proposed management plan associated with that designation. Plan will outline Outstanding Remarkable Values and how to maintain them into the future.

Resource assessment has been completed. Preparation of management plan and environmental assessment for protection of outstandingly remarkable values on Crescent Creek. Will involve a Forest Plan Amendment.

This project proposes to install two sections of fiber optic cable. One section will place cable underground with a ground vault and another section installed overhead attached to an existing MEC power pole; with a pole support anchor and ground rod.

Maintain and reconstruct roads, expand day use parking, stabilize campsites, extend power to four campground sites, increase toilet facility capacity and expand boat launch infrastructure in the vicinity of Crescent Lake Campground & Boat Launch.

Review status and consistancy of term summer home use permits and renew permits as found consistant. Includes summer home tracts on Crescent Lake.

The proposal is to develop a 4.6 acre campground for Recreational Vehicles at Crescent Lake Resort. MA: Intensive Recreation

The primary purpose is to establish and maintain fuel breaks up to 1,000 feet wide and up to 3,000 acres in size. Intent is to reduce the risk of uncharacteristic wildfire on Federal land or catastrophic wildfire for an adjacent, at-risk community.

Urban interface fuel reduction near Crescent Lake Junction, using prescribed burning,mechanical brush piling,commercial and non-commercial thinning. Vegetation management surrounding Camp Makulla to improve forest health and reduce hazardous fuels.

To evaluate the potential replacement of the current office facilities/buildings on the Crescent Ranger District Administrative Site with a modern, energy efficient building.

Proposes to use mechanical treatment, including commercial harvest, to mitigate high intensity wildfire by reducing naturally occurring fuel loads adjacent to the Wildland Urban Interface (WUI) adjacent to LaPine Newberry Estates & BLM lands.

This projects purpose is to remedy hazard trees in recreation areas to provide safe recreational conditions. Trees will be moved offsite to be burned, chipped or sold for commercial purposes, such as fire wood, special forest products or sawlogs.

Reissue a special use permit to Cultus Lake and Lava Lake Resort to allow the permittes to continue to operate an existing resort on National Forest System lands.

Salvage of dead and/or dying trees that were burned in the 2024 Darlene 3 Fire.

Site preparation and reforestation on 1,193 acres of the area burned in the 2024 Darlene 3 Fire.

To accelerate recovery and provide sustainable conditions in the Davis Late Successional Reserve and to recover value of trees killed or damaged outside of the reserve during the Davis Fire, June/July 2003.

Project proposes to use a combination of commercial & non-commercial harvest, mowing, and underburning to restore and maintain fire dependent ecosystems & to maintain forest health. Project proposes to treat approximately 10,875 acres.

The project would demolish an existing building and construct a new cabin in the same location. The new cabin would meet the design criteria outlined in the Deschutes National Forest Design Guidelines for Recreation Residences

This project proposes to authorize the re-issuance of the special use permit for Deschutes County to continue use of Little Anne's Butte Pit. This permit would be re-issued for a 10-year term.

Proposes special use permit to be issued to Deschutes Co. Road Department to permit the construction, operation, and maintenance of a sanding material storage facility.

Project proposes construction of new combined Forest Headquarters & Bend-Fort Rock RD office at the Bend Pine Nursery Administrative Site. Includes 3 phase construction of eight (8) new buildings with less than 1 mile of road/parking construction.

The permit to maintain and use a holder-owned gate on National Forest land expired on 12/31/17. Ownership of the gate and the property also changed hands to Deschutes River Lodge Trust L.L.C. This project would re-issue the permit to the new owner.

Project would restore approximately 100 cubic yards of spawning gravel to the Deschutes River immediately below Wickiup Dam.

This project would restore sections of the Deschutes River Trail between Benham and the forest boundary, removing user created trails and trail braiding. Proposed actions would return adjacent areas to the natural character and restore riparian zones

Improve winter mule deer habitat through non-commerical thinning of ponderosa pine stands, mechanical shrub treatments, and prescribe fire. Reduce hazardous fuels and stand densities to reduce risk of uncharacteristic, high intensity wildfire.

Reroute South Sister Climber Trail section from Devil's Lake Trailhead to use the existing undercrossing with the Elk's Devil Lake Trail. This will replace the surface crossing on the Cascade Lake Highway.

The project would maintain the open water ponds within Dilman meadow as Oregon spotted frog habitat.

In 2001, several open water areas were created within the Dilman meadow complex to provide suitable habitat to relocate an Oregon spotted from population from habitat below Wicki-up. The project would maintain those open water areas.

Treatments are aimed reducing conifer encroachment in and around the edges of meadows by removing small trees.

Within the Pringle Falls Experimental Forest, thinning, mowing and underburning of aprox. 2,554 acres ponderosa pine to reduce fuel loading and risk of beetle attack. Study plan answers serveral research questions about disturbance in ponderosa pine.

East Lake Resort is requesting to replace their well with a new well system. Approximately 125 feet of piping would be placed 2 feet below the ground surface. The well depth would be approximately 150 feet and 8 inches in diameter.

Hazardous fuels reduction activities west of Tumalo, Bend, and Sunriver.

Construction of a recreation shelter to replace the Edison Shelter which burned in the Little Lava Fire.

The cabin owners are requesting to install a septic drain field.

The owners of J7 are requesting to excavate and remove the old foundation and install a new stem wall and concrete footings for the foundation and removal and replacement of the stone chimney with logs. Contractors would conduct the work.

The owners of Elk Lake Cabin M10 recreation residence are requesting to upgrade power and repair their foundation by replacing decomposing logs.

The owners of the cabin on Elk Lake lot J5 submitted a request to restore the building, include pouring a concrete foundation, replacing rotting logs, and bringing the cabin back to square. No additions were requested, the footprint would not change.

Elk Lake Cabin E5 needs to replace a rotten metal septic tank. The existing tank is 5%u2019 by 5%u2019 by 8%u2019 and the new tank is 75%u201D by 118%u201D.

Review status and consistency of term summer home special use permits adn renew permits found consistent. Includes summer homes on the shore of Elk Lake.

This project consists of four small projects on recreational residences at Elk Lake.

The project would reroute and adjust .1 mile of the Elk-Devil Trail to come out of a gully. The new trail would be within 100 feet of the existing trail and would be the approximately the same length as the current trail.

Proposes to issue a special use permit to Empire Stone LLC to explore for decorative stone material.

This project would re-issue existing expring permits for Gas Transmission Northwest.

This project would re-issue existing expring permits for OSU and Gas Transmission Northwest.

About 38 miles of road would be decommissioned to protect resource values and reduce road maintenance costs.

Recover value of trees killed and damaged during the Eyerly Fire. Project will also analyze hazard tree removal, reforestation, and road system. Emergency Situation Determination requested to allow project to be implemented after decision is signed.

Proposes vegetation treatments including thinning and final removal of overstory lodgepole pine. Includes fuels reduction in the wildland-urban interface and road closures.

Hazardous fuels reduction on 1,125 acres of Forest Service land in the Fall River Estates area in the Wildland Urban Interface (WUI).

Recreational use along Fall River has resulted in degraded riparian vegetation and soil stability. The restoration project proposes to utilize placement of downed wood, rocks, and boulders to discourage off-trail use and define foot traffic patterns.

Address user created roads and trail densities within the project area to restore habitat.

Reforest two burn area with planting seedlings, cutting dead/damaged trees less than 10", address slash accumulation and prune/girdle dwarf mistletoe trees.

The culvert at Goose Cr. will be replaced with a larger diameter culvert pipe; at Soda Cr. with a bridge or pre-facbricated box culvert. Bankfull channel widths would be exceeded at both sites, improving the passage of large wood and debris.

Proposes to maintain or improve sustainable ecosystems, maintain and promote late and old structured stands, and reduce the risk of wide-scale loss from a large disturbance event.

Commercial thinning, small tree thinning, salvage and overstory removal treatments on about 5,640 acres to help improve forest resiliency, move watershed toward historic range of variability, contribute forest products, and reduce fuels.

The Bend-Fort Rock Ranger District proposes to reduce roadside hazard trees along approximately 19 miles of Forest Service system roads within the Flat Top wildfire area through hazard tree removal, piling, and pile burning.

Thinning in ponderosa pine, overstory removal in lodgepole, precommercial thinning and fuel treatments to maintain and restore forest health to increase stand productivity, reduce threat of large scale wildfire, and contribute wood products

Use of prescribe fire (burning beneath trees) on approx. 3670 acres w/in Deer Management land allocation (MA7). Objectives are to reduce surface fuels and shrub densities beneath large, open-grown ponderosa pine canopies and to improve deer forage.

Hazardous fuels reduction on 320 acres of Forest Service land in the Wildland Urban Interface (WUI). Treatments are proposed for areas near the Forest Lane neighborhood and the Oregon Water Wonderland subdivision.

The USFS will evaluate alternatives to the wildlife standard of the Eastside Screens that limits harvest of trees greater than 21 inches for the Umatilla, Wallowa-Whitman, Malheur, Ochoco, Deschutes, and Fremont-Winema National Forests.

The Deschutes National Forest needs to replace a communication tower that will support two radio antennas that are key for radio coverage on the Forest. The new structure will be a 100-foot, self-supporting lattice tower.

Issue a new authorization for a new term for the existing authorized treatment of mosquitoes through TPA registered bacterial pesticide. BTL is a microbial larvicide attacking the larvai before they emerge as adult mosquitos. April 1st - Sept. 15.

Thinning and mowing underbrush on about 69 acres followed by underburning to reduce risk of beetle mortality and provide defensible space within urban interface.

The project would remove Likely and Imminent danger trees along Forest Roads located in the GW Fire area.

The project will salvage about 2.86 MMBF of fire killed timber from the GW Fire Area. The project takes place on about 218 acres of the General Forest/Matrix land allocation.

To authorize ODOT to expand the existing Gas Station Quarry by ~17 ac to provide a long term aggregate source for current and future needs.

Issue new communication use lease to GTN for its facilities at Sugar Pine Butte.

Renewal of communications use lease to Gas Transmission NW for existing facilities.

GTN will install anode beds in their ROW to minimize corrosion of their A-line. Line maintenance will also take place on their B-line

New service to connect to GTN's anode stations placed along the transmission line. GTN is installing ~7 miles of anode cabling and electrical conduit, build rectifier structures, and Midstate Cooperative Electric will provide electric service.

The proposed action is to remove the General Patch Bridge, including its superstructure, substructure and approach structures because it is in a failed condition.

The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.

The project will restore old-growth ponderosa pine forests and riparian habitats with ecologically driven thinning, shrub mowing, and prescribed fire

The project would provide public health and safety; protect and maintain infrastructure; ensure safe public occupancy of developed recreation areas; and reduce impacts of tree diseases to forests in the greater Suttle Lake area.

The project would abate (fell) fire killed danger trees along 3.40 miles of Forest Service roads in the 2020 Green Ridge fire area. Felled trees may be sold as forest products.

The project would provide facilities such as parking, trail access, and a defined birding area to support the annual fall raptor migration bird count on Green Ridge.

Upgrade and improve Gull Point Campground and North Wickiup boat ramps. Includes expansion of parking at North Wickiup site.

Proposes minor adjustment to lot line due to survey error. MA: Wild and Scenic River

The project would improve public safety by felling and removing dead and dying trees along 12.5 miles of State Highway 20. Highway 20 is a National Scenic Byway and a major travel route between western and eastern Oregon.

The House of the Metolius would be issued a Special Use permit for construction and maintenance of a private sign located on National Forest System lands.

The project would restore fish passage to Indian Ford Creek by addressing the last remaining artificial barriers. It will improve habitat conditions by reducing dispersed camping impacts, thinning conifers and restoring hydrologic function.

Install new rock siding along the perimeter of the cabin and demolish a 4' x 4' deck and build a new deck in its place.

The project would bury a new electric line alongside of an exsiting driveway in semi-disturbed and compacted area.

Supplemental EIS for site-specific treatment of invasive plants at approx. 1,892 sites on the Ochoco and Deschutes NF and Crooked River National Grassland. Methods include herbicides, manual, mechanical and cultural.

Issuance of a new special use permit for operation and maintenance of certain campgrounds on the Deschutes National Forest

Rick Dewey is requesting to amend his current special use permit to include research within Jack Pine Spring wetland. The research involves installing 56 PVC pipe wells spanning a 1,560 foot transect. Well placement and removal would be done by hand.

Commercial thinning, small tree thinning, salvage and overstory removal treatments on about 16,000 acres to help improve forest health and resiliency, contribute forest products, and to reduce fuels. About 70% lodgepole pine, 30% ponderosa pine.

The Forest Service proposes to build a new sno-park near Kapka Butte for more high elevation parking for winter recreationists. Approx. 70 slots for trailers; 40 for non-trailer vehicles. Links to existing trails and new trail construction.

The project would remove lodgepole pine at 3 sites each about 1 acre at Katati Basin to create better moonwort habitat.

Kelsey Butte ponderosa pine seed orchard (about 25 acres) has reach 23 years old and needs thinning for optimal cone production. The orchard provides reforestation seed for the Eastside of the Bend-Fort Rock Ranger District.

Project includes about 6,500 acres of commercial harvest and fuels reduction for the purpose of restoring stand structure and composition, resilience through increased vigor and fire hazard reduction. Predominantly mixed conifer stand types.

The Crescent Ranger District is considering Klamath Northern Railroad's proposal to renew their special use permit for the operation and maintenance of their railway. This special use permit will be for 20 years.

The Klone project area is 34,636 acres. The purpose of the project is to improve forest resilience against uncharacteristically large disturbance events such as wildfire, insects, and disease through treatments such thinning and fuels reduction.

The diversion would be decommissioned by removing the head-gate and dam; filling in the old ditch; and making a breach in the ditch to return groundwater seepage back to Indian Ford creek.

The City of La Pine will be upgrading their water system, this includes a new water main, 3,375 ft. of which would cross Forest Service lands. The trench would be approx. 4 ft. wide and 5 ft. deep.

Replace culvert on Forest Road 12, add 2-3 fish screens on Lake Creek, north fork Lake Creek, and south fork Lake Creek

Removal of hazardous ladder fuels and down wood that are currently at levels higher than historic at Crescent and Odell Lakes.

Create a non-motorized paved path from Lava Lands Visitor Center to Sunriver that would serve bicyclists and pedestrians, following existing roads primarily. Native-surface roads will be converted to trail designed to be compliant with the ADA.

Vegetation treatments of forest stands using commercial and noncommercial thinning, prescribe fire, mechanical shrub treatments, pruning, and girdling.

Improve ponderosa pine regeneration stands using non-commercial thinning, mechanical shrub treatment (mowing & slash busting), pruning, and girdling.

The Forest Service proposes to install fiber optic internet service to Lava Lands Visitor Center by connecting to the Zayo/ MMI line proposed for installation along Hwy 97 south of Bend,OR. Installation would require trenching or boring.

An unauthorized trail system has been located within the area overlapping with the Lex Vegetation Management Project. This project proposes to obliterate the entire length of these user-created trails.

Treat roughly 6,500 acres of lodgeopole and mixed conifer forests to restore historic species composition, structure, and process. Treatments would include fuels reduction and prescribed burning.

Proposes to remove overstory lodgepole and ponderosa pine to reduce spread of dwarf mistletoe to understory within stands naturally regenerated following previous timber harvest.

The project would address degraded water quality, hydrologic function, scenic quality and critical habitat for the Threatened Bull trout at the Lower Canyon Creek Campground. The project would reconfigure the campground and construct a new trailhead.

Ecosystem Services based-project designed to maintain and enhance a set of values unique to the planning area, including hunting and recreation opportunities, wildlife and botanical resources, water quality, and scenic views.

Reforestation through planting on approximately 1,000 ac. Needed site prep includes cutting <10"dbh dead and dying trees, machine piling the slash and burning of the piles.

Salvage dead and/or dying trees up to 250 acres of National Forest System Lands. This project would not remove any large trees (>20" dbh), dead or dying, unless it is a danger/hazard tree.

The project would prune western white pine trees having western white pine blister rust on about 336 acres in the Meadow Lakes area. Lower tree branches would be pruned. Trees less than 8" dbh would be also thinned around the pruned trees.

Construct approximately 14 km of new trails & widen existing trails to full grooming width of 20 feet. Expand parking area, construct warming shelter, and create a staging area and terrain park.

Construct two new groomed Nordic trail segments totaling about .7 miles of new trail.

This project would relocate the existing nordic trail with a new trail, 460 feet long, further away from the snopark in order to avoid snowplow blast of snow, gravel and other impacts on the trail.

Maintain and restore resiliency and forest health in stands that provide habitat for interior wildlife species and present a potential risk of large scale wildfires in the Melvin Butte area. The project would generate about 5 MMBF of timber.

Fire hazard reduction; safety and property protection; tribal andnatural resources protected; Restoration of old growth, protection of watershed

Review status and consistency of term summer home use permits and renew permits as found consistent. Includes summer home tracts along Metolius.

The project will restore about 61 trail sites and replace bridges along the Metolius River. Sites adjacent to the river are bleeding sediment and affecting fish habitat. The log bridges are old and need to be replaced to protect public safety.

Construct a new trail that parallels the existing Metolius-Windigo Trail for about 2.5 miles north of the Cascade Lakes Highway. The additional trail would allow for one trail for mountain bike use and another trail for equestrian use.

The project would reroute about 1,000 feet of trail to ensure visitor safety and address resource concerns. The 2012 Pole Creek fire created a boggy section of trail which is unsafe for visitor travel.

This would authorize Midstate to install about 100 feet of line to connect to the BNSF Rail for rail heaters and signals. They trench would be 2 feet wide and 3 feet deep for the conduit. Another line 10 feet long would connect the line to pedestal.

Midstate submitted an application requesting a re-issuance of their special use permit to complete pole replacements and burying a segment of line. There are no changes to the scope or scale of the projects.

This project would authorize Midstate Electric Cooperative to replace two damaged power poles east of Crane Prairie Reservoir to maintain electrical safety and integrity.

Midstate Electric Cooperative proposes to upgrade a section of distribution line along Paulina Lake Road from the National Forest boundary to the transmission line corridor shared with Bonneville Power Administration and to increase right-of-way.

Midstate Electric is proposing to reroute approximately 3.5 miles of powerline from near the Inn of the Seventh Mountain on Rd 46 to near Skyliners Road.

The Forest Service is responding to an application from Midstate Electric Cooperative (MEC) to install powerline to service Gas Transmission Northwest (GTN) anode beds at Compressor Station 12.

Upgrade powerline from Gilchrist to Diamond Lake Junction under Midstate Electric Cooperative's special use permit. MEC will replace outdated wooden poles, consolidate transmission/distribution lines, and update their power infrastructure.

Midstate Electric Cooperative requests to replace an existing transformer and deep well at Twin Lakes RV Resort to provide upgraded power. Midstate's request is in response Dunn recreation's request to provide 400 amp service to the RV resort.

Midstate Electric Cooperative (MEC) proposes to replace 100 wood power poles near the Wickiup Reservoir. MEC is also proposing to replace two power poles to install electronic reclosers and to add a new pole on the distribution line to Mt. Bachelor.

Midstate Electric Cooperative has identified two poles that need to be replaced with new poles for structural integrity and other maintenance on pole replacement.

Issue a special use permit to Midstate Electric to allow the replacement of deteriorating poles and repair an existing road along their power line right-of-way.

Install an underground power line from an existing pedestal to two cabins. The ditch would be approximately 750 feet long X 3 feet deep X 2 feet wide. A backhoe or trencher would be used to install the line in conduit.

Midstate is proposing to bury four 3inch conduits (3 for power lines and 1 for fiber) in its existing ROW paralleling Finley Butte Road to install current overhead lines underground.

Midstate Electric Cooperative(MEC) requested authorization to install and maintain an underground power line approximately 715 ft. long to connect their transmission line to Newberry Estates.

MEC is proposing to bury an overhead powerline to a recreation residence at Paulina Lake.

Midstate is proposing to install approximately 8 miles of overhead transmission line from the BPA Substation to the State Rec Substation. The line will mostly parallel the BPA Transmission line on the east side.

Projects puropse is to supply power to Southern Deschutes County and to provide a more reliable power source for Midstate Electric Cooperative customers. 40 foot tall power poles would be installed every 300 feet along designated route.

Midstate proposes to bury about 1,390 feet of overhead line to avoid impacts to natural resources in the area. This would require a conduit installed using a boring machine and 2 concrete vaults about 5 feet by 7 feet.

MEC is proposing to replace existing 36 poles stretching 15,719 ft to 48 poles stretching 15,719 ft (averaging 330 ft per span). This project will improve the reliability of the power delivered to the 118 members in the Wildriver subdivision as well

About 45.6 miles of road would have danger trees felled and where appropriate removed as forest products to provide for public health and safety in the Milli Fire area.

To aid in long term forest recovery about 4,343 acres would be planted and about 2,376 acres would receive site preparation. About 150-200 trees per acre would be planted. Biomass as a forest product could be removed on about 1,888 acres.

The project would salvage about 2.20 MMBF of fire killed timber from the Matrix land allocation in the Mill Fire area. No new or temporary roads are required.

Create a mountain bike trail system of approximately 25 miles that would be utilized primarily for mountain bike events.

Project objectives are to restore mountain mahogany by thinning, planting seedlings and/or protecting natural regeneration of mountain mahogany to improve habitat conditions for various high desert species on approximately 4,300 acres.

The project would non-commercially thin two treatment units totaling 68 acres and masticating the created fuels. The project would provide research study sites for the Intermountain Forest Tree Nutrition Cooperative.

The project would reroute the Mrazk Mountain Bike trail utilizing about 400 feet of user created route and obliterating about 300 feet of user created route.

This project proposes to remold the guest services building and construct a two story administrative building east of the guest services building. The temporary building would be removed from the site.

Mt. Bachelor proposes to convert a section of service road to a hiking trail and add several segments to their current bike trail network. These segments would improve connections between existing trails and provide options for various skill levels.

A biomass facility as included in the Master Development Plan, this project will approve the location and design of the building.

This purpose of this project is to approve the location and design of the biomass facility.

Mt. Bachelor is proposing to create additional plug-in parking on the snowcat side of the vehicle maintenance shop (known as the catyard) as well as to install a catch basin drain and culvert to divert water away from the West Village stage.

Renewal of the Communications Use Lease issued to Mt. Bachelor, LLC for Communication facilities inside of the Mt. Bachelor Ski Area Boundary.

Mt. Bachelor is proposing to install a 2000-gallon commercial grease trap outside of the West Village Lodge building and to repair the water line that feeds their Vehicle Maintenance Shop.

Mt. Bachelor is proposing to replace lift gantry conduits, improve surface lifts, ammend pipe routes for the approved biomass plant, and perform road maintenance on their powerline right of way.

Construction of mountain bike trails and connectors that would allow Mt. Bachelor to provide a balance of trails for all skill levels for downhill biking

Install prefabricated vault restrooms at the bottom of Cloudchaser, Outback, and Northwest chair lifts for employees and guests who are working or recreating in those areas. There are no restrooms located near these lifts currently.

Mt. Bachelor proposes to develop a terrain park to the east of and parallel to the existing Pacific City Terrain Park. Development would require felling approximately 15 large and several small trees to allow space for machine grooming in the winter.

The Forest Service is proposing to issue a new authorization to Mt. Bachelor LLC for an existing power line and appurtenances.

Mt. Bachelor Ski Area proposes to replace an existing race timing building with a new facility in a more suitable location. The 16'X20' building would be constructed on the east side of the Cliffhanger Run and utilities re-routed to it.

Proposal includes on-mountain improvements: new chairlift and associated trails, shortening and/or replacement of existing lifts, expanding snowmaking coverage, construction of a lift-served, downhill mtn. bike park, and additions to Nordic trail.

Replace the failing 4-person Skyliner ski lift at Mt Bachelor with a 6-person Doppelmayr D-line lift. Rebuild a section of the Danger Canyon Summer Road to improve safety.

Mt. Bachelor Ski Resort is proposing four small projects to improve trail conditions.

The purpose of this project is to connect existing trails on Mt Bachelor to create a loop that reaches the summit.

The trial will traverse across the lower slope connecting at West Village parking to the existing user-created trail to the summit. A portion of the user-created trail will be decommissioned.

An expansion of the "Snow Play Zone" was approved in the 2013 EIS however, their recent proposal includes changes that require removing additional trees and installing a 3-tower chairlift and power conduits instead of a "magic carpet" surface lift.

Mt. Bachelor proposes to add 5.5 miles of trail open to hiking and biking, 300 ft. of snow cat trail for grooming access, and 2 new snowmaking guns, one in the halfpipe and one in the slopestyle park.

Trench and installation of a drainage outflow pipe and catch basin in order to catch water in an existing settling pond to prevent flooding of the Vehicle Maintenance Shop at Mt. Bachelor Ski Resort.

The purpose of this project is to widen a section of winter trail. There is a need to improve the safety of the trail which can be congested by making it wider and decreasing the grade. The current trail is narrow, which causes congestion for skiers.

Install three small tower pick points to groom Beverly Hills run with specialized winch equipped snowcat.

Create a new race start area on Warm Up Loop trail east of the Nordic Lodge. This area will be easily accessed from the parking lot and the Nordic Center.

The project would decommission 16 miles of trails and change the Trail Class on 16 miles of trails in the Mt. Jefferson and Mt. Washington Wilderness areas. This action is needed to maintain the Wilderness Resource Spectrum.

CE#10 enjoinced; project appropriately fits CE category 6 and 12.

This request proposes to install 5 new soil sensors that would require digging pits 1 meter by 1 meter and 45 inches deep. A trench for conduit would be dug between 10 and 30 feet long to connect to power. The sensors would improve data collection.

Research request from USDA Natural Resource Conservation Service (NRCS) and University of Idaho to dig six soil pits, collect soil samples, and install data loggers and sensors for long term (10 year) monitoring on Sisters Ranger District.

The decision will either allow or deny BLM permission to lease National Forest System lands for geothermal exploration and potential development. Forest is analyzing 11 new parcels.

Proposal with CONC to improve Nordic trails along the Cascade Lakes Highway.

Oregon Department of Fish and Wildlife has requested a special use permit to install two angling boundary signs on the Deschutes arm of Wickiup Reservoir to distinguish the locations where reservoir and stream angling regulations apply.

ODOT is proposing to replace existing towers and build new generator buildings at Wampus Butte and Antelope Communications Sites.

ODOT proposes to build a new sanding shed facility with employee restrooms, relocate septic system, and undertake various construction projects, including propane and generator facilities and phased paving.

Oregon State Snowmobile Association (OSSA) is requesting to relocate their existing propane tank and MEC is proposing to install new electrical service for ODOT. Both projects are within the vicinity of the ODOT Mt. Bachelor Sanding Shed permit area.

The Crescent Ranger District is considering Ponderosa Mountain Men, Kokanee Power of Oregon, and Sporthill proposals to renew their special use permits. There is no ground disturbing work required, this is an administrative process only.

About 6,000 acres of the project area has been impacted by the 2012 Pole Creek fire. The district has determined that a new proposed action and project will be developed and the Popper project will be canceled.

The researcher requested to study the drivers of cyanobacteria blooms in mountain lakes related to temperature, fish presence, and nutrients. Research would include taking water temperatures and samples from lakes using small instruments.

Precommercial thinning of about 2722 acres in 97 units. Trees to be thinned are generally 15-20 years old and not larger than 6 inches diameter. Spacing would vary from 12 - 20 feet.

The purpose of the fiber optic line is to provide backhaul for a private communications facility and provide opportunities for the public for braodband services. The project would place about 8700 feet of optic line in an existing right of way.

This projects proposes to install 7.2 miles of below ground 1 ÂĽ inch to 1 inch PVC waterline to fill existing watersets on the Quartz Mountain Allotment. The line would be buried 18 inches where possible using a backhoe/tractor.

Rim Butte project proposes to designate approximately 30 miles of Class II OHV trails to provide a loop trail system with a variety of technical levels. Routes would be located on areas of existing disturbance, such as roads, as much as possible.

A 40,000 acre watershed on the southern end of Crescent Ranger District whose goal is to utilize forestry techniques that disturb the forest at appropriate levels to create and maintain a diversity of habitats closer to what historically occurred.

This project proposes to add 4.75 miles of unauthorized trail to the official trail System, decommission about 1,600 ft. of trail, reroute 228 ft. of trail, and restore 21 miles of unauthorized routes. Other restoration actions would be included.

To continue to provide values and services in the Ringo project area, the Forest Service proposes to reduce tree density and surface fuels in order to restore and maintain a resilient, fire-adapted ecosystem.

Modify & extend existing special use permit issued to Four Rivers Vector Control District. Use Bacillus thuringiensis israelensis to eradicate mosquitoes adjacent to approx. 11 miles of Deschutes River near Sunriver OR including NF lands.

Pave a 10' wide path from the community of Sunriver to Lava Lands Visitor Center and Benham East Day Use Area. This path would serve non-motorized visitors including bicyclists and pedestrians.

TDS Broadcasting LLC (TDS) is proposing to install fiber optic cable to service Gas Transmission Northwest (GTN)to provide high speed data network for GTN facilities located at Compressor Station 12.

TDS is proposing to install a buried fiber optic line in a 2" conduit to connect the Verizon Wireless (VZW)Facility to an existing fiber optic line at Spring River Communications Site. (Approximately 165' of line).

Restore fish passage and habitat for resident and anadromous fish above the Three Sisters Irrigation Diversion (TSID) dam.

The project will replace 3.8 miles of open irrigation canal with high density polyethylene pipe, reducing irrigation water needs by 6 cfs. The 6 cfs will be returned to Whychus Creek through the Department of Water Resources Conserved Water program.

The Tepee fire burned with high intensity and mixed severity across approximately 2,027 acres on September 7, 2018. The project proposed to plant ponderosa pine on about 80 acres and sagebrush and/or bitterbrush in select areas around the burn area.

Proposal to designate approximately 200 miles of trail systems and staging areas near Boundary Springs, Two Rivers, and Crescent Lake Junction. Also would rehabilitate user-created trails. A Deschutes National Forest Plan Amendment would be needed.

The project would replace deteriorating fiber optic line with a 72 count fiber optic line inside of a 2" conduit. Seven vaults would be installed about every 1,500 feet.

Proposes to sell, through a bid process, approximately 950 acres of isolated tracts identified in the Bend Pine Nursery Land Conveyance Act.

Will relocate portions of Molten Lands trail and construct a rock shade shelter along the trail.

Reconstruction of a half mile of the Trail of the Molten Land loop to meet the barrier free standards of the Architectural Barriers Act (ABA).

Proposes to restore channel stability, fish and wildlife habitat, and riparian vegetation to 2.2 miles of Tumalo Creek damaged in the 1979 Bridge Creek Fire.

Encroaching conifers and brush will be thinned out within the meadows, floodplains, and other riparian areas along Tumalo Cr., on approx.100 acres. Firewood gathering may be provided for. Aspen habitat will be enhanced and Engellman Spruce replanted.

Build approximately 1/4 to 1/2 mile of trail to bike standards to connect overflow parking at Tumalo to the main trail.

Removal of hazard tree and associated slash in the Quinn River,Rock Creek, South Twin, North Twin, West South Twin, Gull Point, Sheep Bridge, Reservoir, North Davis, and Devil's Lake Campgrounds.

Twin Lakes Resort is proposing to install five new structures on the resort property, including two gazebos, two dock extensions, and one music stage.

Plant ponderosa pine on approximately 134 acres that burned in the 2014 Two Bulls wildfire. This is the areas outside of the salvage proposal.

Salvage log approximately 250 acres of forest burned in the 2014 Two Bulls Fire, removing dead trees. Large snags retained. Tops and limbs would be grapple piled and piles burned. This will be followed with planting of ponderosa pine seedlings.

Establish shaded fuel breaks adjacent to NFS roads and Two Rivers North community to reduce hazardous fuels and wildfire risk. Treatment may include thinning, pruning, hand piling, pile burning, underburning, and mastication on about 330 acres.

Install and maintain a fiber optic line that would being at Pine Mountain Observatory paralleling FS road 2017500 to the Qwest Communications Facility at the Pine Moutain Communication Site. Line will be buried in previously disturbed utility ditch.

To improve safety and mobility ODOT will expand US97 to create a four-lane divided highway. The new highway will tie into approximately 15 miles of recently constructed widening improvements on US 97 to the north, making the highway safer for users.

The proposal is to construct a 10' X 12' building, an approximately 85' tower, propane tank, generator, and fence. A building and tower of this size will allow for future co-location opportunities.

Cascade Volcanic Observatory (CVO) division of the USGS requests a re-issuance of their special use permits to conduct geophysical research which would include using and maintaining seismic stations, GPS benchmarks semi-continuous GPS benchmarks.

The USGS will install eight volcanic monitoring stations on the flanks of Newberry Volcano, each consisting of a seismometer, a GPS, and a digital radio. Impact of each site 80 square feet or less.

Union Pacific Railroad requests a Special Use Permit to install fiberoptic cable conduits on the Middle Fork RD (Willamette NF) and Crescent RD (Deschutes NF).

University of Oregon faculty member Thomas Giachetti and a PhD candidate propose to conduct research activities, including digging numerous soil pits, with up to 20 participants from June 22 to July 5, 2022 as part of a summer field camp.

This project would restore riparian areas along the upper Deschutes River, downstream of the Wickiup Dam that have been impacted by heavy dispersed recreation to the natural character through subsoiling, seeding and planting native species.

Along Deschutes River near Tetherow Boat Ramp and Benham Falls Day Use Area: User-created roads and trails created by motor vehicles will be de-compacted through subsoiling; vegetation planted (upland shrubs and grasses); plus streambank restored.

Ladder fuel reduction, commercial thinning, shrub mowing, and prescribed burning totaling about 4200 acres, within the wildland-urban interface of several small communities in the Upper Deschutes River area.

This project is restoration related: 1) maintaining or restoring the existing values and ecosystem services that a riparian environment provides through improving the hydrological function of the Little Deschutes River to benefit the unique habitats.

Vista Towers LLC, the awarded applicant of the October 2014 Prospectus, is proposing to replace the existing Forest Service Owned Tower with a holder owned facility which includes one 100' tower, two communications shelters, propane tank & generator.

Amendments to allow landscape architects, recreation specialists, or NEPA specialists to review projects within MA9 Scenic Views, MA18 Front Country, MA21 Metolius Black Butte Scenic, and MA26 Metolius Scenic Views.

To evalute issuance of a communication lease to authorize AT &T Mobility to redevelop an existing communication facility (and partner with an existing and senior leaseholder Walker Range Patrol Association) at the Walker Mountain Comm. Site.

Communication Use Lease Renewals for Verizon Wireless, Gas Transmission Northwest/TransCanada, and Midstate Electric Cooperative Inc. on Walker Mountain Communication Site. Administrative process only to renew their 20-year leases.

The Department of Energy with BPA proposes that the Forest Service amend the site plan to allow the construction of a new 140-foot tower and 600 square-foot building. A Deschutes Natonal Forest Plan amendment would be required.

Project proposes to create mountain bicycle trails within the center of the Wanoga Sno-Park parking lot and improves the Wanoga Trailhead.

Adding over snow non-motorized trails near Wanoga Sno-Park for fat tire snow bikes and ski trails (with off leash dogs).

This project proposes to replant patches of mountain mahogany, a native species to the area. Patches would likely be 5 %u2013 10 acres in size in the most suitable site. This project would also construct a fence around a natural spring in the area.

The project would alter the design of the Welcome Station paved path rerouting the trail to cross the Cascade Lakes Highway with an undercrossing near the new trailhead location and continue on the northwest side of the highway about 1 mile west.

Power and data access are to be provided to the Welcome Station site located on the north side of the Cascade Lakes Highway opposite junction with Forest Road 41. The line will be a combination of buried and overhead and cross the highway once.

Provide additional paved non-motorized trails, designated single-track mountain bike trails, and a trailhead facility on National Forest System lands between the City of Bend and the Cascade Lakes Scenic Byway Welcome Station.

Moving the area toward a more resilient landscape, providing a diversity of habitats, & reducing hazardous fuels. Approximately 14,750 acres of commercial thinning, for a total of 22,000 acres proposed for thinning, mowing, and/or underburning.

Fuel reduction within the Wildland Urban Interface in the area of the Skyliner subdivision and Tumalo Falls area. Activities include commercial and non-commercial thinning, commercial salvage, mowing and underburning within 4,587 acre project area.

Establishment of physical and botanical site assessment and water table monitoring at the 4630 (n) groundwater-fed wetland complex to better understand the relationships between groundwater-fed wetland hydrology, soil profiles and vegetation.

Resource Assessment completed in 2005. Preparation of Management Plan and Environmental Assessment to prepare management guidance for protection of outstandingly remarkable values on Whychus Creek. Will involve a Forest Plan Amendment.

The project would address the loss of floodplain and flood channel connection to the creek that resulted from berm construction following the 1964 flood.

The project would provide managed access to the Whychus Wild and Scenic River, restore impacted areas, and provide education about low impact recreation practices and area ecology.

The project would close and decommission roads as part of meeting the objectives in the Whychus Creek Watershed Aquatic Habitat Restoration Action Plan. About 14 miles of road would be closed and about 39 miles of road would be decommissioned.

Thinning of trees 12" dbh or smaller and biomass utilization on 250 acres.

Proposes to adjust the permitted ski area boundary to include an inactive rock quarry to facilitate public safety and efficient operation of the ski area.

Issue a special use permit through a competitive prospectus to allow for winter backcountry guide services.

The purpose of the project is to amend the SUP issued to Three Sisters Backcountry to authorize additional winter Nordic recreation opportunities.

The project would authorize the Oregon Department of Fish & Wildlife to demolish and reconstruct multiple fish rearing ponds within the permitted boundaries located on National Forest System lands.

Approx. 354 acres on east side of the District are in need of ponderosa pine seedling planting. The area does not meet minimum stocking standards following thinning. Hand planting followed by browse prevention through fencing and big game repellent.

Zayo proposes to install 32 miles of fiber cable along Hwy 97 within the existing ODOT Right of Way. And additional 1.5 miles would cross the Fremont-Winema NF. This is part of a larger project to install broadband from Prineville, OR to Reno, NV.

This project proposal is for ODOT to store various highway maintenance-related materials within Zimmerman Cinder Pit.
