The Schedule of Proposed Actions (SOPA) contains a list of proposed actions for Arapaho and Roosevelt National Forests & Pawnee National Grassland that will soon begin or are currently undergoing environmental analysis and documentation. It provides information so that you can become aware of and indicate your interest in specific proposals. We encourage your early and ongoing involvement in any proposals of interest to you.

The Forest Service proposes to issue a new 10-year Priority Outfitter/Guide special use authorization for commercial guided horseback rides and big game hunts to replace an existing expired authorization.

2014 Pro-Cycyle challenge is a professional bike race with 128 entrants. The course varies each year utilizing US Highways, State and County roads as it crosses 4 National Forests this year between August 18 and 26.

Classic Bicycle Racing LLC makes temporary use of NFS lands during 4 of the total 7 stages on four National Forests within Colorado for ancillary facilities such as staging areas with portable toilets, signs, barricades, message boards, and filming.

The U.S. Forest Service proposes to authorize construction, operation, and maintenance of 1 mile of overhead power line (115 kV) on the Pawnee National Grassland.

Post-fire treatments to prevent reservoir sedimentation and impacts to water quality on slopes and streams in non-Wilderness areas above 5 municipal reservoirs. Proposed treatments include wattles, mulching, log jams and other temporary structures.

The Forest Service is proposing to install a Rocky Mountain Double Vault Restroom Toilet or comparable unit, in the vicinity of the AA Bar Barn Group Picnic Site. Excavation will result in ground disturbance of about 650 square feet.

The Forest Service proposes to issue a new Priority Outfitter/Guide special use authorization for horse pack trips and big game hunting to replace an existing expired authorization.

The AT&T Initiative for Cellular Network Reliability requires that an emergency backup generator be installed at the Loveland Ski Area Communication Site to ensure cellular and First Net First Responder Network emergency coverage.

The US Forest Service has made a decision to issue a 440' by 20' private road special use permit to Aaron Wagner, for access to his private property across National Forest System land off of Ute Creek Road, Clear Creek County, CO.

Issuance of a ten year outfitter and guide permit to Adventure Cycling Association to authorize multiple cycling tours to operate annually on National Forest System Lands across the Rocky Mountain Region.

Mining activities will be contained to removal of the historical ore pile, crushing the rock to a fine consistency, processing it on a shaker table, transporting material for further processing, and using waste rock to reclamate the ore pile area.

The Forest Service proposes to manage recreational shooting at the former Allenspark Dump Site to address safety concerns. This project was canceled following the finalization of the forest-wide recreational sport shooting management decision.

This project proposes maintenance work involving the replacement of existing toilets at two recreation sites and installation of new vault toilets at three recreation sites within the Arapaho National Recreation Area.

The Forest Service is considering amending the Forest Plan to provide direction on recreational sport shooting activities on the Arapaho and Roosevelt National Forests.

Reduce fuels hazard and remove beetle killed and infested timber adjacent to private land

Study of the variation of small mammal life histories due to elevation. Animals will be caught in live traps, a number of metrics records, and tagged before being released.

The Forest Service is proposing vegetation management activities on National Forest System (NFS) lands in order to provide property landowners the opportunity to perform defensible space mitigation around their homes on adjacent NFS lands.

Forest Supervisor Glenn P. Casamassa has signed a decision memo allowing Noble Energy Inc. (Noble) to construct approx. 2,100 feet (0.40 mile) of buried, 6-inch steel natural gas pipeline on the Pawnee National Grassland.

The Forest Service proposes to issue a ski trail special use permit to allow Clear Creek County Schools to groom 1.25 km of the BLT on the west end and a 1.25 km connector loop between the BLT and I-70.

The Forest Service proposes to authorize a 3D vibroseis project on approx. 21,000 acres of Pawnee National Grassland.

The Forest Service proposes to issue a permit to the City of Boulder for the use and maintenance of the Barker Gravity Line.

This project will amend an existing master permit for Barker Gravity pipeline to add an access road and issue 1-2 new temporary special use permits for rock wall repairs and siphon replacements within the Barker Gravity Pipeline area.

The Forest Service proposes to authorize year round use and maintenance on an existing Forest Service Road as access to 4463 Magnolia Drive.

The Forest Service proposes to allow Colorado Parks & Wildlife to construct a pipeline within the footprint of their ditch Right-of-Way. This will improve the water delivery ability to Bellaire Lake.

The Forest Service proposes to authorize year round, motorized access to the Miami and Pine Shade mining claims in Boulder County.

The City of Greeley and the Forest Service propose to improve water quality, channel, and road resiliency, and provide fish passage in Bennett Creek, a tributary to the Cache la Poudre River, after the 2020 Cameron Peak Fire.

The purpose of this project is to bring existing road use into compliance and establish a new permit.

The Forest Service proposes a suite of management tools to improve and maintain a resilient landscape, facilitate fire adapted communities, and improve wildfire response.

The Forest Service proposes to treat vegetation on nine units totalling 617 acres with thinning, patch cuts and broadcast burning, where appropriate, to improve bighorn sheep habitat.

The Forest Service proposes to issue the State of Colorado and AT&T authorizations to construct, operate and maintain communications facilities at the Blue Ridge Communication Site.

Salvage mountain pine beetle killed and infested lodgepole pine trees, reduce hazardous fuels buildup, and decommission surplus roads near private lands near the towns of Fraser, Granby and Hot Sulphur Springs.

City of Greeley will update and replace the bypass structure on the Bob Creek Diversion. This will entail removal of the exiting wooden flume and installation of a permanent steel fabrication.

The Forest Service with Colorado Parks and Wildlife proposes to establish a population of greenback cutthroat trout in approximately 2.5 miles of stream in Boston Gulch.

The purpose of this project is to add social trails that lead to climbing access routes to the National Forest Trails system so they can be managed as per the Forest Service Manual 2319.18: Trails Management Handbook standards.

The Forest Service proposes to authorize the construction and use of a communication site on the back side of Eldora Ski Area.

This project proposes planting approx. 68,000 ponderosa pine and Douglas-fir seedlings on 235 acres on severely burned areas in 2022. Seedlings would be monitored for survival over the first and third years after planting.

This project has been cancelled for the time being because of other priorities.

The Forest Service proposes to authorize the installation of a new rain gauge and authorize 10 existing rain gauges on National Forest System land.

The Forest Service proposes to issue a Priority Outfitter/Guide special use authorization for backpacking.

The Forest Service proposes to issue a ten-year outfitter and guide permit for hiking and backpacking. This will replace a transitional priority use permit.

Identify infrastructure and social use opportunities that promote recreation use away from the Indian Peaks Wilderness and develop a management plan to meet Forest Plan objectives

The Forest Service proposes to approve a Plan of Operations to drill core holes.

The Forest Service proposes to modify vegetation treatment on 127 acres of the 2005 James Creek Fuel Reduction Project.

The Forest Service proposes to complete fuel treatment on approximately 2 acres of National Forest System lands adjacent to City of Longmont property near Button Rock Reservoir.

The Forest Service proposes to use a combination of manual, mechanical, and prescribed fire activities to reduce fuel loadings and restore ponderosa pine dominated stands in collaboration with other governmental agencies and landowners.

The Forest Service proposes to issue CDOT an authorization for the installation and operation of a remote gas-operated avalanche release system that triggers and controls avalanches by producing a sonic concussion to initiate snow movement.

CDOT proposes to replace their existent maintenance facility with a new, more environmentally sound one.

TO authorize a minor special use for the Colorado Department of Transportation to implement safety repairs and improvements on NFS lands and in Cache la Poudre WRT along State Highway 14 in Poudre Canyon between mileposts 83.9 and 121.22

The purpose of this project is to renew an existing permit for electrical lines to comply with section 512 of Federal Land Policy Management Act (FLPMA) with an updated operating agreement.

The Forest Service proposes to authorize the University of Colorado, Mountain Research Station, to use and maintain facilities on NFS land for research and to conduct research studies on NFS land.

The Forest Service proposes to remove and reconstruct the existing access stairs and ramp at one river put-in location and construct a set of stairs at another put-in location to replace the existing user-created route.

The Forest Service proposes to implement restoration projects at 3 areas impacted by the 2020 Cameron Peak Fire to slow water, trap sediment and debris, and reconnect channels to adjacent floodplains.

The Forest Service proposes to authorize post-fire rehabilitation activities, not to exceed 4200 acres, to repair or improve lands burned in the 2020 Cameron Peak Fire that have the potential to impact private lands adjacent to NFS lands.

Planting of seedlings in high severity burn areas where analysis and ground truthing show that natural recovery is unlikely to occur at all or not to within allowable management timeframes.

The Forest Service proposes to approve the construction, use and maintenance of a 130 foot by 30 foot road right of way to access private property.

Big Thompson Watershed Coalition and the Forest Service propose to improve water quality, protect downstream infrastructure, and promote channel resiliency following the 2020 Cameron Peak Fire on Cascade Creek, a tributary to the Big Thompson River.

The Canyon Lakes Ranger District of the Arapaho and Roosevelt National Forests is proposing to reduce hazardous fuels on National Forest System lands in the vicinity of Cedar Park, Colo. The project area boundary encompasses approx. 34,600 acres.

The Forest Service proposes to allow Central City to upgrade or replace two existing water diversion and collection structures located on National Forest System lands under their current authorization.

The Forest Service proposes to permit Seitel, Inc. to conduct vibroseis geophysical exploration on National Forest System lands within administrative boundary of the Pawnee National Grassland. Project area includes State and private lands.

15' wide Private road access off of County Road, 1.6' in length over National Forest.

The Forest Service proposes to reduce hazardous fuels in the vicinity of the Cherokee Park area. The most effective and efficient travel system for the area is also being analyzed and recommended.

The Forest Service proposes to issue a new 10-year Priority Outfitter/Guide special use authorization for commercial guided horseback rides to replace an existing expired authorization.

The Forest Service proposes to issue a 460' by 20' private road special use permit, to the Watkins, for access to their private property, the Northern Cross Lode, per ANILCA, in the York Gulch Area.

The Forest Service proposes to issue a Priority Outfitter/Guide special use authorization for hiking, cross-country skiing and snowshoeing to replace an existing expired Temporary authorization.

Idaho Springs plans to update the Montane Park Community Water System through changes such as a new, larger tank and waterline/pump systems improvements to provide improved flow to fire hydrants and consistent elevated water pressure to residents.

Idaho Springs owns and operates a community water system that provides drinking water to customers located within the City's service area. The existing supply pipeline is over 40 years old, believed to be leaking, and at the end of its useful life.

The Forest Service proposes to authorize the use and maintenance of an existing 600 x 20 foot road to access private property.

The Forest Service proposes to renew the existing authorization for the Ute Creek Bypass.

This project has been cancelled for the time being because of other priorities.

The Forest Service is proposing to reissue a new special use permit to CDOT for continued operation and maintenance of the Fraser River Sediment Pond for activities occurring outside of the existing highway easement.

The Forest Service proposes to issue a 10 year outfitter and guide permit for environmental education, including avalanche awareness, snow travel, and rock climbing. This replaces a transitional priority permit.

Colorado Mountain Club would like approval for Priority status on the Clear Creek, Boulder, and Sulphur Ranger Districts. They would like to convert their transitional winter activities to priority and add these to their current permit.

The Forest Service proposes to issue a ten-year outfitting and guide permit for hiking. This will replace a transitional priority use permit.

Because there are no changes with the use and maintenance of the tower or environmental conditions, no additional analysis for the television tower is required.

The Forest Service proposes to authorize the use and maintenance of FDR156.0 to provide access to the State of Colorado to access Colorado State Land Board property.

The Forest Service proposes to issue a new Priority Outfitter/Guide special use authorization for commercial guided hunting to replace an existing expiring authorization.

The Forest Service proposes to issue a new 10-year Priority Outfitter/Guide special use authorization for commercial guided big game hunts to replace an existing expired authorization.

The Forest Service proposes to thin the understory of invasive conifers to improve and enhance nesting and foraging habitat for the Northern Goshawk and other accipiters.

Broadcast burning and burn preparation in the form of handline, thinning, and piling and burning to control fire spread. This project would enhance previous treatments.

The Forest Service proposes to modify the Corona ski trail to minimize safety concerns at Eldora Mountain Resort. This project would widen an existing segment of the trail to reduce skier congestion.

The Forest Service proposes to issue a new Priority Outfitter/Guide Special Use Authorization for guided horseback rides to replace an existing expiring authorization.

The Forest Service proposes to authorize the State of Colorado to operate and maintain a Remote Automated Weather Station (RAWS). The weather data provided would be used to plan and support wildland fire and prescribed burning operations.

The Forest Services proposes to provide identifiable and sustainable trails in Crow Valley Recreation Area for recreationists to utilize. The proposed project is needed because the trails are in locations prone to flooding.

The USFS will authorize an existing communication site to include site management plan with defensible space for critical infrastructure that supports numerous emergency response agencies and authorize the use of 719.2A to access the site.

The Forest Service proposes to issue a private road special use permit to David Buchwald for access to his private land. The ROW is approximately 500' x 20', with access off of York Gulch Road.

The Forest Service proposes to issue a special use permit to David Fargo for a domestic well.

Denver Water wants to conduct exploratory drilling on National Forest System (NFS) land adjoining Osprey Point Quarry to determine if expanding the current Osprey Point Quarry onto NFS land is a viable option.

The Forest Service proposes to issue an authorization to Denver Water for the purpose of authorizing the demolition, removal and replacement of the Jim Creek Siphon.

The Forest Service proposes to authorize the replacement of approximately 4,400 feet of the Ranch Creek Canal with buried pipe.

The Forest Service proposes to authorize Denver Water to remove rock from National Forest System land as protective mitigation to hikers on an existing trail near Gross Reservoir.

The Forest Services proposes to issue an authorization to Denver Water Board for the purpose of authorizing the demolition and removal of the existing Vasquez Canal and replacing it with buried pipe along the same alignment.

The Forest Service proposes to issue a 5-year Recreation Event special use authorization for a running race event to replace an existing expired short-term authorization.

Realign targeted sections of the motorized trails in order to protect other resource, reduce erosion, and bring the trails into compliance with current trail standards. Some new trail will be developed and some old trail will be reclaimed.

The Forest Service proposes to authorizie the drilling of an oil and gas well and the necessary acces road.

This project proposes planting 50,848 conifer seedlings in severely burned areas on up to 350 acres within the East Troublesome Fire and Williams Fork Fire footprints on the Sulphur Ranger District.

The Forest Service proposes to authorize post-fire rehabilitation activities, not to exceed 4200 acres, to repair or improve lands burned in the 2020 East Troublesome Fire that have the potential to impact private lands adjacent to NFS lands.

This project proposes planting 256,100 conifer seedlings in severely burned areas on 1350 acres within the East Troublesome Fire and Williams Fork Fire footprints on the Sulphur Ranger District.

The Forest Service proposes to authorize Lockhart Geophysical Company to conduct a 2D vibroseis project on behalf of Slawson Exploration Company, Inc. on NFS lands in the West Unit of Pawnee National Grassland.

The Forest Service proposes to authorize the removal of a 20 foot platform tower and 30 foot meteorological tower that are unused and in disrepair.

The Forest Service proposes to issue a short-term special use permit to Eclipse Snowboard Park to allow for use of removable surface rope tows and grooming of approximately 7 acres of fragmented National Forest Service parcels for ski race training.

The Forest Service proposes to issue a Priority Outfitter/Guide special use authorization for hiking to replace an existing expired Temporary authorization.

Eldora Mountain Resort requests to widen the Alpenhorn ski run that crosses a gully to improve skier safety towards the bottom of the ski trail that merges with the Muleshoe ski trail.

The Forest Service proposes to authorize Eldora Mountain Resort to upgrade their electric line to support the Challenge Express ski lift which was approved in the Eldora Mountain Resort Ski Area Projects EIS decision in October 2015.

Construct a new vault toilet, cistern, and associated infrastructure; replace a temporary ski patrol facility; grade terrain near the Corona lift; and replace utility lines and infrastructure.

The Forest Services proposes to authorize Eldora Mountain Resort to install 6 winch pick points to allow their snow groomer vehicle to be secured safely on steep terrain.

The Forest Service proposes to authorize year round motorized access on an existing road to the Aurom Lode, Emma Lode, Golden Age Lode, Mary EE Lode, Molly McGuire Lode and Bear Placer in Boulder County.

The Forest Service proposes to authorize the use and maintenance of an existing road to 2946 Conifer Hill Road, Boulder County

The Forest Service proposes to manage vegetation and transportation in the Elkhorn Planning Area

The Arapaho and Roosevelt, Medicine Bow-Routt, and White River National Forests are proposing to remove all dead and dying trees (i.e., hazard trees) along power lines crossing National Forest system lands in Northern Colorado.

The Forest Service proposes to issue an easement to the Emma J and Bessie B Road Association for year-round access to private property.

The Forest Service proposes to issue a new 10-year Outfitter/Guide special use authorization for hunting, horseback rides and snowcat tours to replace an existing expiring authorization with no changes in locations, activities or allocated use

The Forest Service proposes to issue a 5-year Recreation Event special use authorization for the Estes Trail Ascent running race event to replace an existing expiring short-term authorization with no changes in location or activity.

The Forest Service proposes to approve the use and maintenance of an existing 375 foot by 15 foot road to access private property.

The Forest Service proposes to allow the continued occupancy, use, operation and maintenance of an existing microwave site on Mines Peak.

The Forest Service proposes to issue a Priority Outfitter/Guide special use authorization for guided bird tours to replace an existing expired Temporary authorization.

The Forest Service proposes to issue an authorization for the use and maintenance of a road for access to private property.

The USFS issued a FLPMA private road permit in 2018 to Finland LLC. In 2023, it was found part of the road entrance crossed private land not belong to the permittee. This new permit will authorize an altered entrance avoiding the private land.

The project involves the replacement of an existing unapproved septic tank with a new septic tank meeting Clear Creek County requirements.

The Forest Service proposes to issue an easement to the Forest Road 174.1B Road Association for continued use of an existing road in order to access private properties. The road is not open to the public for motorized use.

The Forest Service proposes to remove the physical threat from falling trees to people and property along open roads and trails, water diversion ditches and reservoirs, and in designated recreation sites and administrative sites.

The US Forest Service signed a decision August 2012 designed to improve forest health and reduce the potential for wildfire near Forsythe Canyon. A Supplemental Information Report was completed October 2014. No new decision is necessary.

The Forest Service proposes to reduce hazardous fuels, enhance aspen and restore meadows and reduce the risk of negative effects of wildfire to the watershed in the area east of Nederland, CO and west of Gross Reservoir.

Re-Authorize the continued use and maintenance of an existing springbox and waterline

The Forest Service proposes to issue an easement for year round access to private property.

This proposal seeks to convert yearly requested temporary service days to priority service days, allowing GPO to plan and advertise to perspective clients in advance, thereby improving their service to clients and decreasing administrative burden.

In cooperation with Colorado Parks and Wildlife, the Forest Service proposes to modify aquatic habitat for the purpose of establishing a population of native greenback cutthroat trout in George and Cornelius Creeks.

The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.

The Forest Services proposes to reduce potential for extreme wildfire behavior on National Forest System land adjacent to private property in the vicinity of Glen Haven, Colorado.

The US Forest Service proposes forest management activities designed to reduce the intensity and spread of wildfire and to support the recommendations developed in the Town of Gold Hill's Community Wildfire Protection Plan.

The Forest Service proposes to authorize Gold Lake Resort to remove a portion of a building which is encroaching onto National Forest System land.

The Forest Service proposes to improve the riparian function of Gordon Creek, reduce disturbance to elk on critical winter grounds, and improve willow and aspen habitat for elk and other wildlife species.

The Forest Service proposes to recover the economic value of stands of suitable timber impacted by the bark beetle outbreak.

The Forest Service is proposing to authorize permitted livestock grazing and develop a new Allotment Management Plan for the Greyrock Cattle and Horse Alltoment.

Previously named Northern Foothills Fuel Treatment. The Forest Service proposes to do fuel treatment on about 20 acres of National Forest System lands adjacent to Boulder County Open Space.

The Forest Service proposes to authorize Heithold to maintain a Forest Road for access to private property.

This project aims to replace a stick-built toilet damaged and deemed unsafe to use at the Herman Gulch Trailhead.

The Forest Service proposes to issue a Priority Outfitter/Guide special use authorization for guided bird tours to replace an existing expired Temporary authorization.

The Forest Services has decided to implement an aquatic/riparian restoration plan on some watersheds/drainages in the Clear Creek Ranger District. This includes decommissioning of Forest Service roads that are impacting watersheds.

The Forest Service proposes to authorize a single phase overhead 7.2kv electrical power distribution line and a10 ft. right-of-way for the power line.

The Forest Service proposes to authorize the collection of research data related to stream flow and macroinvertebrates

The Forest Service proposes to authorize the construction, operation, and maintenance of a 16-inch, buried natural gas pipeline across about 50 ft. of National Forest System lands. About 9.2 miles of the pipeline would be built on private lands.

Authorize and permit a small section Hummingbird Trail road and associated driveway that is located in NFS lands. The road is existing and being used by residents and there was a previous driveway to the Hercules parcel.

The Forest Service proposes an exchange of approx. 356 acres of Forest Service System land for approx. 367 acres of non-Federal land including a public trail easement.

In cooperation with Boulder County, the Boulder Ranger District is proposing to broadcast burn 28 acres of National Forest System (NFS) lands. Thinning of smaller diameter trees may be done before burning to reduce mortality of larger diameter trees.

The Forest Services has made a decision to amend I-REA's permit to allow for a new 12.5 kv distribution line in the Squaw Pass area to connect the existing Blue Valley Electric Line to the Bergen Park Line.

The Forest Service proposes to issue an authorization to Intrawest/Winter Park Operations Corp. to install, operate and maintain a distributed antenna system to enhance cellualar coverage at Snoasis and Lunch Rock buildings at Winter Park Resort.

The purpose is to reduce surface, ladder, and crown fuels in order to re-create conditions more representative of the historic fire regimes. This will also facilitate management of future fires, and mitigate wildfire impacts.

Salvage harvest of dead and dying fire impacted trees on up to 250 acres of lodgepole pine in the Cache La Poudre River Watershed. Harvested material is planned to be utilized as mulch source material for post fire recovery under other projects.

The Forest Service proposes to authorize Boulder County to reconstruct James Canyon Road, use National Forest for staging and to cooperate in the restoration of James Creek.

Prescribed fire use and/or mechanical treatments to be planned on approximately 3000 acres. Project is in support of hazardous fuels reduction and defensible space projects near residential homes

Jefferson County wants to replace the culvert along Brook Forest Rd at Maxwell Falls Lower TH due to material loss and significant corrosion with widespread corrosion holes and failed joints throughout the pipe.

The Forest Service proposes to issue a 90' x 20' private road special use permit to Jeffery Zimmerman to access his private property, the Timberline Lode, off of Forest Service Road 248.1, in the Waldorf area.

The US Forest Service proposes to reroute approximately 3/4 of a mile of a four-wheeled drive road out of a creek bed and revegetate the old route to restore it to a natural condition.

The purpose of this project is to establish a broodstock and conservation population of greenback cutthroat trout (Oncorhynchus clarkii stomias) which serves ongoing efforts of the species recovery plan.

The Forest Service proposes to authorize motorized, year-round access to 764 James Canyon Drive and a water well on National Forest Land.

Northern Water proposes to use process-based restoration techniques and structures to improve water quality and floodplain connectivity following the 2020 East Troublesome Fire on Kauffman Creek.

The Forest Service proposes to salvage approximately 1,600 acres of standing dead lodgepole pine trees, which are a result of widespread mountain pine beetle.

The Forest Service proposes to issue an easement for year-round access to private property.

The Forest Services proposes to improve watershed resiliency and water quality in the Cameron Peak burn scar.
