The Schedule of Proposed Actions (SOPA) contains a list of proposed actions for Dakota Prairie Grasslands that will soon begin or are currently undergoing environmental analysis and documentation. It provides information so that you can become aware of and indicate your interest in specific proposals. We encourage your early and ongoing involvement in any proposals of interest to you.

Dakota Prairie Grasslands Projects

A051 Hardened Livestock Crossing

The existing CMNU A103X flowline will be replaced. The project entails burying a 3-inch spooled fiberspar line for approximately 3,960 feet. It would be constructed within a 30 foot wide right-of-way that follows an existing road corridor.

The Horse Creek Cooperative Grazing Association has proposed a cross fence to support livestock grazing within Allotment 325 on the Medora Ranger District in Golden Valley and Slope Counties, North Dakota.

New water pipeline and stock tank

The Horse Creek Cooperative Grazing Association has proposed to construct two additional range water pipelines with stock tanks coming off of the well located in the NE 1/4 NW 1/4 of Section 2, T134N, R106W.

The project would remove an existing cross fence and construct a 13,700-foot cross fence within Pasture 3 - Allotment 3 (ADP 361).

The project would construct a fence line along County Road 38 in Sections 23, T147N, R103W. Construction includes the installation of a 7,150 foot fence line.

This project will have a well installed with a solar-powered pump, a storage tank, and a stock tank. A two-foot line connecting the tanks will be buried. A fence will enclose the area of the well and tanks. An old spring will be removed an reclaimed.

The Forest Service has received a Notice of Intent from Hess Corporation to conduct oil and gas geophysical data gathering on 2938 acres of National Forest Systems lands.

Master Development plan would authorize agencies to approve ten well pad expansions or new pads and authorize 54 wells to facilitate development of federal and private minerals for Petro-Hunt, Continental Resources and Slawson Exploration Company.

Basin Electric Power Cooperative proposes a 345-kV transmission line connecting the existing AVS, Charlie Creek, Williston and Neset substations and the newly proposed Judson and Tande substations. Part of the line crosses the McKenzie RD.

NP Resources, LLC (NP) proposes to construct a single well pad, which would contain three well bores and related production facilities, and construct approximately 255 feet of new road for access onto the well pad.

Oil and gas well and associated infrastructure

The geotechnical investigation would drill 12 boreholes with a max. borehole diameter of 6 in. and varying from 30-40 ft using an all-terrain rig with a footprint of approx. 210 sq feet. This investigation is needed to determine soil characteristics.

The project consists of constructing two 17.4 MVAR capacitor banks on a roughly rectangular parcel immediately adjacent to the existing Gap Substation. The area permitted for the substation addition is approximately 4.40 acres.

Medora Ranger District is proposing to amend an existing special use permit held by Consolidated to include an additional 33,906 feet of fiber optic line.

Consolidated Enterprises, Inc. is requesting a SUP amendment to include 31 miles of fiber optic line to provide high-speed internet to rural residents and businesses in Southwestern ND.

Consolidated Enterprises, Inc. is proposing the installation of fiber optic cable to expand broadband services in Belfield, ND and Billings, Slope, and Stark Counties.

Bridger Pipeline LLC proposes to construct a crude oil pipeline system to transport oil from Bridger's Baker/Sandstone Station near Plevna, MT to Bridger's Johnsons Corner Terminal located near Johnson's Corner, ND.

Construct approximately 10 miles of 16-inch steel crude pipeline in various sections, T138-140N, R100-103W, Billings and Golden Valley counties, North Dakota.

Install approximately 3,650 feet of 16-inch steel crude pipeline on National Forest System land in sections 33 and 34 of T140N, R100W.

White Horse Water is constructing a new 12 inch water line for freshwater fracking across NFS lands. The water line will provide fresh frack water to private land in Section 33, T148N, R101W.

The DPG has begun a process to realign its LRMP with the 2012 Final Planning Rule (see: 36 Code of Federal Regulations 219). In particular, the DPG will address the purpose of the monitoring plan program set forth in 36 CFR 219.12(a)(1).

The DPG will analyze methods for treatment and control of noxious weeds across the unit.

Proposed to re-issue a special use permit to replace overhead electric lines with buried electric lines for distribution of electricity to rural electric services.

The Medora Ranger District proposes to authorize continued grazing and vegetation management under an adaptive management strategy on 20 allotments.

The Sheyenne Ranger District is proposing to authorize continued grazing and vegetation management under an adaptive management strategy for 22 allotments and two general resource areas in accordance with land management plan direction.

This project proposes improvements to National Forest System Road 7901, also known as the East Yellowstone Trail. Improvements include grading and some horizontal and vertical realignment. The project would also increase the easement to Slope County.

Elkan, Inc. proposes to construct a 24 inch high density polyethylene fresh water pipeline across National Forest System lands.

Development of private mineral gravel pit

Amend the 2002 Dakota Prairie Grasslands LRMP to include the acquired 5,100 acre Elkhorn Ranchlands and associated range allotments (18,000 additional NFS acres).

This project proposes to authorize a saltwater transfer line. It will transfer saltwater from the from the North Branch 22-35 water supply well to the North Branch 2-32F.

The Goodnight Midstream Midway to Cleetwood Pipeline Project would consist of installing 0.77 miles (4,050 feet) of 8-inch Star Fiberglass pipeline within a 20-foot right-of-way (4.6 acres) and will be buried to a depth of 60 inches on NFS lands.

Grand Electric Cooperative would construct 4,000 feet of underground power line on the Grand River National Grassland in SW Section 8 and NW Section 17, T22N, R11E, Black Hills Meridian, Perkins County, South Dakota.

The project proposes to apply an adaptive management strategy using a variety of tools to effectively manage and restore rangelands managed by the District in accordance with land management plan direction.

Griggs County Telephone Company is requesting the Forest Service to issue an amendment to an existing Special Use Permit to install, operate and maintain a buried fiber optic cable within a segment of Richland County Road 23 right-of-way

McKenzie Ranger District proposes to build a trail to the Hanson Overlook Interpretive site. The trail construction would include 113 feet of out sloped cut trail, 119 feet of gravel surfacing, and 5 sets of wooden stairs.

The proposed land exchange includes lands in Perkins County, South Dakota. The project would involve an exchange of approximately 40.00 acres of National Grasslands for 40.08 acres of private lands

Burying a 10-inch poly pipeline along an existing pipeline corridor in Section 15, T.148N., R.98W., 5th PM, McKenzie County, North Dakota.

A SUP for 5 miles of fiber optic line installed in a 20-foot right-of-way, located in ND HWY 27 right-of-way

Installation of approximately 3,000 feet of fiber optic cable on National Forest System (NFS) land, within an existing ROW.

The purpose for this facility is to distribute water for oil field exploration and development. Disturbance would be about 10.2 acres during construction but be about 0.3 acres for operation and maintenance following interim reclamation.

This project proposes constructing a campground and associated structures for campers and horse camping as well as constructing a 4 mile long hiking trail at the east trailhead for the North Country Trail

The McKenzie Ranger District has received a special use application to install a 10 inch lay flat freshwater line across National Forest Service lands in McKenzie County, North Dakota.

The Forest Service is proposing a program of prairie dog management, including responding to unwanted encroachment onto non-National Forest System land and diverting colonies away from non-NFS land. Adaptive management will allow for future actions.

The McKenzie Ranger District proposes to repair two low water crossings. The crossings are located on National Forest System Road (NFSR) 852 and 852A.

Medora Ranger District proposes to construct a reroute on the Maah Dah Hey Trail near mile marker 19.5 that involves removing and relocating the Bear Creek Bridge

The McKenzie Ranger District proposes to re-route two portions of the Maah Daah Hey National Recreation Trail to avoid high erosion areas.

McKenzie County proposes to reroute approximately 3,200 feet of NFSR 829 in Section 10, T147N, R98W, 5th PM, McKenzie County, North Dakota.

McKenzie County proposes to replace a current bridge on County Road 5 with a reinforced box culvert to meet design standards and provide safe and efficient public travel.

McKenzie County proposes to install approximately 2 miles of buried fresh water pipeline across National Forest System lands as part of a larger rural water development project using State grant funding.

Construction of rural water pipeline by McKenzie County for approximately 11 miles.

McKenzie County Water Resource District (MCWRD) proposes to construct approximately 11,695 feet of rural water pipeline to supply water to 10 users in southeastern McKenzie County.

McKenzie County Water Resource District proposes to install, operate, and maintain a high quality potable water pipeline in southeastern McKenzie County.

McKenzie County Water Resource District proposes to bury a potable water pipeline across National Forest System lands in southeastern McKenzie County, North Dakota.

The purpose of this project is to install new 3-Phase underground cable (URD) and new 1-Phase URD for short alignments and boxes along the Beicegel Creek Road (County Road 50)within existing utility corridors.

MEC is proposing to build the single-phase underground power line. It would be energized to 14.4 kV and be approximately 5,710 feet in length. MEC would be granted a 20-foot Right of Way (2.6 acres)for construction, operations, and maintenance.

To replace an existing three-phase underground line that is exposed in a drainage and install a new cabinet on each side the drainage.

McKenzie Electric Cooperative, Inc. proposes to bury a new power line in McKenzie County, North Dakota. The portion of the proposed underground power on National Forest System Lands could be approximately 1,312 feet in length.

McKenzie Electric Cooperative proposes to rebuild a section of existing overhead and buried power line in southwestern McKenzie County.

McKenzie Electric Cooperative will replace existing and add new buried power line for approximately 3.5 miles.

The Forest Service has received a proposal for the upgrade of approximately three miles of an existing 41.6kV transmission line across National Forest System Lands.

Upgrade an existing 69kV transmission line to 115kV. Replacement of the poles and wires. All construction would take place within the existing 50 foot wide ROW.

To issue a special use permit to McKenzie Electric for construction, operation and maintenance of 5,091 feet of three phase line along County Road 10 and 3,818 feet of three phase line along County Road 34.

McKenzie Electric Cooperative, Inc. proposes to construct the Pojorlie Kleeman electric line in McKenzie County, North Dakota.

McKenzie Energy Partners, LLC proposes to construct, operate, and maintain a saltwater pipeline across National Forest System Lands in the Foreman Butte area of McKenzie County, North Dakota.

Revise allotment management plans in 22 allotments within Pastures 2, 10 and 11 of the McKenzie Ranger District. This project is now subject to the recently published pre-decisional objection process described at 36 CFR 218.

McLeod Drain project authorizes the continued use and maintenance of the existing drain as currently constructed crossing approximately 1/3 mile of National Forest System lands.

The project proposes to thin ponderosa pine stands in Slope County, ND to reduce fuels and retain the health of the residual stand of pines.

Medora South Trailhead and Trails

Midstate Telephone Company seeks to replace approximately 20,000 feet of fiber optic telephone line, buried on National Forest System land, to increase telecommunication capacity needed to serve local communities

Replace 4,780 feet of existing old copper telephone line with 5,670.02 feet of fiber optic line to upgrade service, provide internet capabilities to a private residence and allow for additional residential services if necessary

The project proposes to reduce maintenance levels and complete road decommissioning on segments of National Forest System Road (NFSR) 702A in the Mikes Creek area. Road repair and maintenance would also be completed. An easement will be granted.

Update allotment management plans for pastures 12, 13 and 14.
